VISA WITH REFERENCE

(EMPLOYMENT/ PROFESSIONAL/DEPENDENT/STUDENT/ MDEC)

1. For Employment Pass, Professional Pass, Dependent Pass, the local companies
in Malaysia are required to apply on behalf of applicants at the Expatriate Service
Division (ESD):- https://esd.imi.gov.my/portal/

2. For Student Pass, applicants or the local Malaysian Education Institutes must
apply directly through the website of Education Malaysia Global Services (EMGS)
as follows:- https://educationmalaysia.gov.my/

3. All queries with regard to the application and procedure for the above passes must
be directed to the appropriate department concerned (ESD or EMGS). The
Embassy is not in the position to reply to these enquiries since the application
process of the above-mentioned passes’ is under the purview of these
departments.

4. Once your application for the appropriate pass is accepted and approved, a Visa
with Reference Letter (VDR Letter) will be issued by ESD/EMGS/MDEC.

5. With the VDR Letter, the applicant can then proceed to apply for a Single Entry
Visa (SEV) at the Embassy of Malaysia in Tokyo.

6. After arriving in Malaysia with the single entry visa issued by the Embassy, the
applicants are required to present their passports to either ESD/ EMGS/ MDEC
for issuance of the appropriate passes. Those applicants who plan to leave and
re-enter Malaysia while holding these passes are required to apply for multiple
entry visa at the Immigration Office at the same time.

6.1 Documents required for the single entry visa application:

6.1.1 Approval (VDR) letter for the relevant pass issued by the
Malaysian Immigration Office/ MDEC [original and a photocopy
/or two (2) photocopies of a printed PDF document]

*Approval (VDR) letter must be addressed to the Embassy of


Malaysia in Tokyo.

6.1.2 Passport - Valid for more than 6 months from the date of arrival in
Malaysia, with more than 3 blank pages.
- Kindly renew your passports if these conditions are not met).
- Original and one (1) photocopy of passport pages showing
personal particulars, validity and holder’s signature.

6.1.3 Two (2) copies of an identical and recent colour photograph of the
applicant taken within the last three (3) months.

6.1.4. Confirmed E-ticket for flight to Malaysia [one (1) copy]


6.1.5 Two (2) copies of Visa Application Form (IM47) which can be

7. NOTES

7.1 Visa application will only be accepted in person or by Travel Agent at the
Embassy’s Consular counter. Application by post will not be accepted.

7.2 All photocopies are required to be made in A4-size paper.
