The current system is a combination of manual and automated processes, yet it fails to produce an up-to-date management of the
employee information regarding address and telephone numbers, payroll deduction options, and savings bond purchases. The
extensive manual effort of filling out forms which are later on input into the legacy mainframe system results in data redundancy
and inconsistency. The current mainframe system doesn’t have all the necessary employee information to produce the employee
telephone listing. This delay has caused several problems, including unacceptable lag time in implementing payroll deduction
changes and company mailings being sent to the wrong address. The employee directory is printed every six months and is out-of-
date as soon as it arrives containing incomplete or missing information regarding the new employees and incorrect information on
employees who have changed their addresses or have been transferred. The new system will provide employees the opportunity to
update their information in real time. A strategic plan and vision for the use and modernization of the company’s current
computing resources shall be provided.

BRIEF STATEMENT OF EXPECTED SOLUTION


We envision the development of the Employee Self-Service System (ESSS), a system that should house the repository of employee
master data and would eliminate the problems of the data being out of sync across the applications, excessive interfaces among
systems, and current data not being available real time. The new system should provide the capability and responsibility to each
employee to maintain his or her own information regarding the address and telephone numbers, payroll deduction options and
savings bond purchases. The printed employee directory should be replaced by an intranet-based online directory that will be driven
by the ESSS database. Each employee should be given a unique username and password that shall be known only to the HR
administrators and the employee’s manager, other than the employee herself.
We envision one integrated database that all applications could access and new interfaces for the legacy payroll and time and
attendance systems. This will eliminate the problems related to data inconsistency across the different applications, excessive
interfaces among the systems, and the current data not being available real time. Several folders should be included containing a
certain type of information, such as emergency information, training, deductions and so on. Managers should be allowed to view
the organization structure data as well as the overall contribution and participation of employees in various charity programs.
