Introduction

The reintegration of drug surrederees into their own community and society is one of the

universally accepted goals of corrections, whether the latter is carried out in institutions or

through non-custodial measures. To ensure that drug surrederees discharged from detention

centers, or rehabilitation centers re-claim their part and role in society, there is a need to assist

them in their reunification with their families and re-entry into the community. Thus, it is

imperative to sustain rehabilitation and achieve reintegration through the community-based

treatment of drug surrenderess.

Community-Based Rehabilitation Program is a holistic approach in rehabilitating the

surrendered drug personalities and aims to focus on the healing of the body, mind, and soul

through counselling and other therapeutic sessions. It is the treatment programs that can also

educate individuals on how to identify high-risk situations, triggers and develop relapse

prevention skills to maintain self-restraint.

According to Local Government Code (Republic Act No. 7160) reinforced by Executive

Order No.4 of 2016 to provide establishment and support of drug abuse treatment and

rehabilitation centers throughout the country. In rehabilitation, the residents learn new lifestyle,

principles and coping mechanisms that will help them overcome drug addiction. Treatment

should include development of specific cognitive skills to help the offender adjust attitudes and

beliefs that lead to drug abuse. The behavioral interventions designed to influence the behavior

changes in a way that benefits addicts and the society for its goal is to return people to productive

functioning in the family, workplace and community.


Addiction to prohibited substances was one of the major problems that the Philippine

Government is facing nowadays. It was considered a complex but treatable disease affecting

brain functions and behavior. Thus, addiction can be treated but it has to undergo processes

through rehabilitation. Therefore, this study will aim to determine the Effectiveness of

Community-Based Rehabilitation Program for Drug Surrenderees in Laur Nueva Ecija and the

researcher looks the importance of community-based rehabilitation program in restoring drug

surrenderees.

Setting of the study

The researcher will conduct the study in San juan, Laur, Nueva Ecija. Located near to

Gabaldon Nueve Ecija, and Playan City and it is surrounded by beautiful tourist spot like

Tanawan sa Laur, El Pobre, Nauzon Falls and Cafgu Shrine.

Conceptual Framework (Theoretical Framework)

Conceptual framework represents the researcher’s synthesis of the literature on how to

explain a phenomenon. It maps out the actions required in the course of the study given the

previous knowledge of other researchers’ points of view and their observations on the subject of

research.

According to Amino et. al (2016). Stated that the behavioural interventions designed to

influence the behaviour changes in a way that benefits addicts and the society for its goal is to

return people to productive functioning in the family, workplace and community. Moreover,

community-based treatment is a specific integrated model for people affected by drug use and

dependence in the community which provides a continuum of care from outreach and low

thereshold services, through detoxification and stabilization to aftercare and integration in


coordination of health workers, social and other non-specialist services with strong support by

family and the community to ensure efficient and long-term results.

Statement of the Problem

This study was conducted to determine the Effectiveness of Community-Based

Rehabilitation Program for Drug Surrenderess in Laur Nueva Ecija. Specifically, this study

attempts to answer the following questions:

1. What are the socio-demographic profile of the respondents in terms of:

1.1 Age

1.2 Gender

1.3 Civil Status

1.4 Year in Service

1.5 Occupation; and

1.6 Educational Attainment?


2. Effectiveness of community based rehabilitation program be describe in terms of;

2.1 Health

2.2. Family Relationship

2.3 Employment; and

2.4 Social Interaction?

Hypothesis

Significance of the Study

The purpose of this study is to determine the effectiveness of community - based

rehabilitation for drug surenderees. It is therefore the research expection that upon the

completion of this study, the findings of the study will be beneficial to the following:

Community - This study can help by providing knowledge and safety awareness about the

effectiveness of community - based rehabilitation for drug surrenderess.

Student - This study will help the students to develop theirs knowledge and it would be useful to

them as a guide.

Future Researcher- This study will serve as reference for researcher, whose study is in

connection of the effectiveness of community-based rehabilitation for drug surrenderees.

Respondent - They can be able to distinguish the effectiveness of community - based

rehabilitation for drug surrenderees.

Readers –This study will serve as a source of information regarding the effectiveness of

community based in rehabilitation program for drug surrenderees.


Scope and Limitation of the Study

The Subject Matter

The researcher will measure and identify the Effectiveness of Community-based

Rehabilitation Program Implemented in the area and to propose possible solution regarding to

this problem. Each of the respondents are given the same survey questionnaire checklist to

answer and treat each Drug surrenderees responses as an individual data source

The Respondents

Out of 10 drug surrenderees in Laur Nueva Ecija and 10 rehabilitation staff, 5 drug

surrenderees and 5 rehabilitation staff will be use as a sample in conducting the survey.

The Time Frame

The research will be conducted from September to October 2021

1. Research Instruments

The following instruments will be used in gathering the data needed for the study

Instrument No. 1 - Profile of the respondents

This instrument will be used to describe the profile of the respondents.

Instrument No. 2 - Survey Questionnaire

This instrument will be used to collect the date needed for this study.

Statistical Treatment of Data

The following will be used for the treatment of data.

1. Percentage

This will be used to establish the demographic profile of the respondents.

2. Weighted Mean

This will be used to assess the effectiveness of the study.


3. Standard Deviation

This will be used as inputs to the computation of the effectiveness of the

rehabilitation program.

Definition of Terms

The following words are used and defined for better understanding of the study.

Community. A person who live in the area of the people with in a particular area broadly

the area itself the problems of a large community.

Drug Addiction. A person who used drug or addicted to drugs, they can't resist the urge

to use them, no matter how much harm the drugs may cause.

Drug Surrenderees. A person under the rehabilitation program in dealing with drug

personalities who voluntarily surrendered to authorities and assessed as drug users.

Effectiveness. If the rehabilitation is effective for them or if anything has changed in

them or in their lives after they rehabilitate.

Holistic Approach. Provide and support to people that looks at the whole person, not just

their mental health needs. Support should also take into account their physical, emotional, social

and spiritual well-being. A holistic approach focuses on a person's well-being and not just their

illness or condition.

Personalities. People differ in characteristics of the patterns of thought, feeling and

behaviour and those people personalities are different due to drug use so sometimes individuals

needs more differences in specific personality traits, such as friendliness or irritability.

Respondents. A respondent is a person who replies to something such as a survey or set

of questions.
Rehabilitation Program. A rehabilitation program is designed to support the recovery of

the people and rehabilitation. It aims to assist you to remain at or return to work, and/or maintain

or improve your activities of daily living.

Treatment. These are the people who are how they change the individual who use drugs

and how does the treatment they do help the individuals.


Chapter 2

Review of Related Literature and Studies

This chapter summarizes all relevant literature and studies generated from websites,

online books and other printed materials. These related literature and studies from local and

foreign experts give helpful insights or hints in the direction of the study.

Related Literature

According to Department of Health (DOH) for only low and medium risk users are

allowed. This was supported by a that “low- or mild-risk” drug users need not be admitted in the

rehabilitation canters but can be catered through community-based treatment.8 Third step is

program orientation of both enrolees and their families followed by the rehabilitation proper. In

this segment, patient’s care involved sessions on the understanding of the individual as patient,

sharing of experiences, lectures/seminars, individual and group counselling, skills training,

physical activities and community service. Evaluation is the final step that requires drug

recovering patients to undergo an unannounced drug test while they will be assessed on how well

they fared with the activities done.

Bueza, (2017) Stated that Oplan Tokhang as a counterpoint to the Dangerous Drugs

Board (DDB) launched Oplan Sagip that mandated Local Government Units (LGUs) to provide

community based drug treatment and rehabilitation (CBDR) programs for low-risk and mild-risk

users as well as outpatient rehabilitation for moderate risk users and in-patient rehabilitation for

high-risk users. By implementing those programs it can help the community to lessen the high

rate of drug users.


Kine,( 2017). The government aimed to address the issue of illegal substances through

both supply reduction and demand reduction initiatives. The government’s Oplan Tokhang and

Oplan Double Barrel included clamping down on distribution of drugs and clearing communities

of drug dens. Demand reduction was implemented by asking drug users and pushers to

“voluntarily” surrender. Usually the Philippine National Police went door to door in

communities, knocking on doors of suspected drugs users and asking them to surrenders.

Related Studies

The following is a review of related foreign and local studies taken from online

resources. These were gathered by foreign and local experts.

A. Foreign Studies

Merzel et. al (2003). They concluded that the main difference between Community-

Based Rehabilitation Program and in-patient rehabilitation is that the former takes place within

the drug user’s community, as opposed to the latter which usually takes place in an institution

that is isolated from the user’s community. The focus of Community-Based Rehabilitation

Program is not just the treatment of drug use but also the provision of a continuum of care

including health, social and other non-specialist needs of recovering users and their families.

UNODC, 2014). This approach acknowledges the complexity of drug use and involves

the client’s family and the community to ensure efficient and long-term results. The UNODC

advocates a holistic approach that includes needs assessment, treatment planning, program

implementation, and case management. Another key principle in community-based treatment is

the provision of a continuum of care that takes a comprehensive approach in addressing the

stakeholders’ general health, family, education, and employment needs. It also highlights the
active role of people affected by drug use and their families and community members in the

service planning and delivery.

Tanguay et al., (2015).They assume that those who underwent a community-based

treatment program had lower relapse and recidivism rates compared to those who went through

inpatient treatment

American Addiction Canters (2019) concluded that the national government directed to

incarcerate if these individuals and encourage them to undergo voluntary rehabilitation,

drug abusers.

A. Local studies

UNODC (2014) stated that the necessary provision of community-based drug recovery

support. This involves providing holistic care in the form of preventive education, health

promotion, screening, treatment and rehabilitation services, primary health services, basic

support, education, skills training, and livelihood opportunities in communities. This principle

has been influential in transferring the focus from in-patient rehabilitation to the provision of

prevention and treatment services as well as rehabilitation in communities. According Mayor

Cristina G. Romualdez the first local government-led drug re local government-led drug

Cepeda ( 2016) He claim that like most countries in Asia, the Philippines has primarily

employed compulsory residential treatment in resolving illicit drug use problems. On other hands

Vuong et al.,( 2017). They concluded that in communities have created their own programs

consisting of community service (e.g., cleaning, beautification, tree planting, gardening),

recreational activities (e.g., sports activities, Zumba, yoga), counselling, and spiritual formation

(e.g., bible study, prayer groups)

DDB (2016) Stated that community involvement and participation. Community members

are involved in the identification of drug users, preliminary screening and needs assessment,

providing psychosocial counselling and support, as well as referral to specialized treatment

According to the Philippine government they launched a massive anti-illegal drugs

campaign upon the assumption of office of President Rodrigo Duterte in 2016. The campaign

focused on both supply and demand reduction. Sadongdong,( 2018). Demand reduction involved

the incarceration and treatment of drug users, most of who voluntarily surrendered upon the

encouragement/threat/insistence of community officials and the local police. Majority of those

who surrendered were low to mind risk drug users that can be treated at the level of the

community.
