This form is for the purpose of making an application for a Waste Water
Discharge Licence under the Waste Water Discharge (Authorisation) Regulations
2007 as amended, or for the review of an existing Waste Water Discharge
licence.
The Application Form must be completed in accordance with the instructions and
guidance provided in the Waste Water Discharge Licensing Application Guidance
Note. The Guidance Note gives an overview of Waste Water Licensing, outlines
the licence application process (including the number of copies required) and
specifies the information to be submitted as part of the application. The
Guidance Note and application form are available to download from the Licensing
page of the EPA’s website at http://www.epa.ie/pubs/forms/lic/wwda/.
A valid application for a Waste Water Discharge Licence must contain the
information prescribed in the Waste Water Discharge (Authorisation) Regulations
2007 as amended. Regulation 16 of the Regulations sets out the statutory
requirements for information to accompany a licence application. This application
form is designed in such a way as to set out these questions in a structured
manner and not necessarily in the order presented in the Regulations. In order
to ensure a legally valid application in respect of Regulation 16 requirements,
please complete the Regulation 16 Checklist provided in Annex 2.
This Application Form does not purport to be, and should not be considered, a
legal interpretation of the provisions and requirements of the Waste Water
Discharge (Authorisation) Regulations 2007 as amended. While every effort has
been made to ensure the accuracy of the material contained in this Application
Form, the EPA assumes no responsibility and gives no guarantee or warranty
concerning the accuracy, completeness or up-to-date nature of the information
provided herein and does not accept any liability whatsoever arising from any
errors or omissions.
Should there be any contradiction between the information requirements set out
in the Application Form and any clarifying explanation contained in the
accompanying Guidance Note, then the requirements in this Application Form
shall take precedence.
The procedure for making and processing of applications for waste water
discharge licences, and for the processing of reviews of such licences, appear in
the Waste Water Discharge (Authorisation) Regulations 2007 as amended, and is
summarised below. The application fees that shall accompany an application are
listed in the Third Schedule to the Regulations.
Prior to submitting an application the applicant must publish (within the two
weeks prior to date of application) in a newspaper circulating in the area, and
erect at the point nearest to the waste water treatment plant concerned or, if no
such plant exists, at a location nearest the primary discharge point, a notice of
intention to apply.
An application for a licence must be submitted using this application form with the
correct fee, and should contain relevant supporting documentation as
attachments. The application should be based on responses to the form and
include supporting written text and the appropriate use of tables and drawings.
Where point source emissions occur, a system of unique reference numbers
should be used to denote each discharge point. These should be simple, logical,
and traceable throughout the application.
A description of:
The waste water works and the activities carried out therein,
the sources of emissions from the waste water works,
the nature and quantities of foreseeable emissions from the waste water
works into the receiving aqueous environment as well as identification of
significant effects of the emissions on the environment,
the proposed technology and other techniques for preventing or, where this
is not possible, reducing emissions from the waste water works,
further measures planned to comply with the general principle of the basic
obligations of the operator, i.e., that no significant pollution is caused,
measures planned to monitor emissions into the environment,
type of discharge, i.e., continuous, tidal, intermittent,
the hours during which the waste water works is supervised or manned and
days per week of this supervision,
in the event that this is a review application, state the grounds for which this
review application is being made.
A review of the existing Waste Water Discharge Licence (i.e. Reg. No. D0094-01,
including Technical Amendment A) for the Ballymote Agglomeration, is being
sought under Regulation 15 of the Waste Water Discharge Regulations (S.I. No.
684 of 2007), as amended.

Ballymote Agglomeration
The existing Ballymote WWTP was designed to provide treatment for a design
load of 2,000 P.E. The plant comprises fine screening, forward feed pumping, 2
no. aeration tanks with mechanical aerators, and 1 no. final settlement tank.
Sludge treatment is provided by thickening the sludge in a picket fence
thickener. The existing imported sludge acceptance facility is not currently used.
The existing plant was designed for secondary treatment with a final effluent of
25mg/l BOD and is currently achieving BOD levels lower than this.
Planning permission was approved in May 2017 for an upgrade to the existing
Ballymote WWTP. The upgrade works will increase the design capacity of the
treatment plant from 2,000 P.E. to 3,500 P.E. In order to facilitate the upgrade
the following works are proposed:
Construction of new inlet works
Construction of new pumping chamber
Construction of new storm water holding tank, complete with storm water
overflow mechanism
Modification to the existing secondary clarifier
Construction of a new secondary clarifier
Replacement of the existing return activated sludge (RAS) pumps and
waste activated sludge (WAS) pumps and pipework
Installation of electromagnetic flow measurement on the RAS and WAS
rising main
Construction of a new administration/control building
Installation of a new main control panel SCADA system
Following upgrade, the plant will have a 12 month operate service period
(Design Build Operate Contract) after which time the plant will be operated by
Sligo County Council on behalf of Irish Water.
The respective discharge and monitoring points are listed in Table A.1 and Table
A.2 below.

WWTP is sampled and analysed monthly for Conductivity, BOD, COD, SS, Total
Nitrogen, Ammonia, Total Phosphorous and Orthophosphate. Influent samples

The inlet works are fed primarily by gravity flow to the inlet chamber through a
6mm fine screen complete with washing and compaction, the chamber is sized
to cope with flows up to c. 30l/s. A by-pass channel is provided with a manually
raked screen as a back-up. The screen is washed using potable water and runs
continuously. Flows in excess of the treatment plants capacity (excess of 3DWF)
are diverted upstream of the inlet works to join the treated effluent prior to
discharge via a shared outfall to the Owenmore River.
The screened influent is pumped to a splitter chamber and is divided into two
streams. Each stream enters one of the 2 no. aeration tanks (12m x 12m x
2.8m) with a total volume of 792m3. Each aeration tank is aerated using a
surface mechanical aerator controlled by DO sensors and VSD controller.
Biological treatment using the activated sludge process with partial nitrification
takes place in 2 no. aeration tanks.
The existing secondary clarifier has an internal diameter of 10m and a side wall
depth of 1.8m. Flows from both aeration tanks enter the single clarifier. Settled
sludge from the clarifier is returned to the splitter chamber.
It should be noted that the current licenced ELV’s are based on the final effluent
discharging to the Ballymote Stream and not the Owenmore River, which was
incorrectly reported to the EPA within the original discharge licence application.
In order to facilitate the Ballymote WWTP upgrade the following works to the
existing treatment process are proposed:
Inlet Works
The new inlet works shall be ultimately designed to cater for a minimum
flowrate of 70 l/s (Formula A flow). A duty/standby automatic screening
arrangement with emergency by-pass manual bar screen shall be provided. A
manual by-pass raked coarse screen to 10mm solids passing in the event of
power failure at the treatment plant or when maintenance is being carried out
on the screen units.
The screened waste water shall pass through a grit trap before passing through
to the forward feed pumping station. Re-circulated final effluent shall be used
for flushing of the screenings launder and the grit classifier.
The inlet works shall be capable of removing, washing, and dewatering sewage
screenings and grit from the process flow. The complete plant shall be housed
within a rectangular cast in-situ concrete structure.
The flow shall enter the tank and pass directly into the screen section. The flow
shall then enter into the main tank which is sized to create the hydraulic
conditions to allow the settlement of grit 0.2mm and above. Grit is extracted by
the grit removal pumps for classification. The flow is then passed on to the
aeration basins at a maximum Flow to Full Treatment (FFT) of 23.4 l/s.
The pumping station is to be equipped with 2 no. forward feed foul submersible
pumps (duty/standby) and a minimum of 2 no. storm water pumps
(duty/standby). Ultrasonic level instruments shall be provided to monitor the
waste water levels in the pump sump, and the storm water holding tank.
The storm tank will include 2 no. stainless steel tipping buckets as a means of
cleaning the holding tank. The tipping buckets will be used as a means of
removing residual sludge deposits from the base of the storm water holding
tank at the end of each event.
Existing Clarifier
Clarification of the aerated liquor is provided by settlement in one 10m internal
diameter settlement tank with a side wall depth of 1.8m. As part of the upgrade
works the TWL in the existing clarifier shall be raised by a minimum of 500mm.
Replacement and/or modifications to several mechanical installations will be
carried out as part of the upgrade to the existing clarifier.
Return Activated Sludge (RAS) and Waste Activated Sludge (WAS) Pumps
The existing mechanical and electrical equipment shall be fully replaced to cater
for future flow rates. The new WAS pumps shall be designed to deliver a
minimum 10m3/hr of activated sludge to the existing picket fence thickener.
RAS pumps (2 in operation) shall be designed to deliver up to 0.7 x FFT of
activated sludge to the existing splitter chamber before the aeration basins.
The pumps shall be in duty/standby arrangement and suitable for continuous
operation controlled by the inlet flow meter to the aeration basin i.e. % of Full
Flow to Treatment.
Instrumentation
The upgrade works will require primary instrumentation for the measurement of
flows, liquid levels, water quality parameters, direct pressure measurement and
power consumption. Instruments shall communicate with the PLCs via a Modbus
TCP Ethernet protocol. Each pump station will include both high level and low
level alarms which will be transmitted to the SCADA system.
An automatic sampler shall be provided at the inlet works and the final effluent
and shall be suitable for flow proportional sampling or 24 hour composite
sampling. The sampler shall be fully enclosed and provided with a suitable 5
litre container. The container shall be stored in a refrigerated compartment.
Two storm water overflows are currently in operation within the Ballymote
Agglomeration. As part of the proposed upgrade works there will be no change to
the number or discharge locations of the storm water overflows, however
upgrades works are proposed to both overflows.
SW002 originates within the existing waste water treatment plant. Flows in excess
of the treatment plants capacity (excess of 3DWF) are diverted upstream of the
inlet works to re-join the treated effluent prior to discharge via a shared outfall to
the Owenmore River.
SW003 originates from the Ballymote sewer network and is located within
Ballymote Town. During storm events, flows in access of the sewer network’s
capacity overflow to a storm manhole and discharge, via a 140m outfall pipeline,
to the Ballymote Stream.
As discussed above, the discharge location of SW002 will remain the same after
the upgrade works are complete. However, it is proposed that the existing storm
water diversion upstream of the inlet works is decommissioned and that a new
storm tank is installed in order to provide storm water attenuation. The tank will
be installed downstream of the inlet works and will be designed to store formula
A flows in excess of the FFT for a period of 2 hours. Flows in excess of the tanks
storage capacity will discharge from the tank and re-join the treated effluent
prior to discharge via a shared outfall to the Owenmore River.
As discussed above, SW003 will still operate under the same storm events;
however it is proposed to install a hydraulically self cleansing screen at this
overflow to screen flows before discharge to the Ballymote Stream.

B.12 Abstractions
Applicants should submit the following information for each abstraction point
(including drinking water) which potentially impacts on, or is potentially
impacted by the waste water treatment works. The zone of contribution for the
abstraction point should be delineated and any potential risks from the waste
water discharge to the water quality at that abstraction point identified.
Due to the distance (540m) between the discharge location and the abstraction
point coupled with the fact that the effluent is discharged to surface water and
the predicted flow direction of the groundwater is towards the Owenmore River,
it is not anticipated that the Ballymote Effluent Discharge will have any effect on
the Culfadda Drinking Water Abstraction Point.
Planning Permission relating to the waste water works which is the subject of

Planning permission for the Ballymote WWTP upgrade works was granted in May
2017. The grant of planning permission has been included as Attachment B.13
to the application. The planners report can be viewed here.
Attachment B.8a should contain the most recent planning permission, including a copy of all
conditions, a copy of the planning inspector’s report and where an EIAR was required, copies of any
such EIAR and any certification associated with the EIAR, should also be enclosed. Where planning
permission is not required for the development, provide reasons, relevant correspondence, etc.

Ballymote WWTP is listed within Irish Water’s Capital Investment Plan 2017 –
2021. Planning permission was granted on 16th May 2017 for the proposed
upgrade works discussed within this application. It is envisaged that the
upgrade works will be complete by the end of Q4 2024. The new WWTP will be
designed to cater for flows and loads from the existing and projected population
for the Ballymote agglomeration.

any approved funding for the project and a timeframe for the completion of the necessary works to

Based on the analysis of the final effluent discharged from the existing
plant in 2008, it is concluded that none of the substances listed in Annex
X of the Water Framework Directive (2000/60/EC) or any of the Relevant
Pollutants listed in Annex VIII of the Water Framework Directive
(2000/60/EC) are seen to be present in the effluent discharged to the
Owenmore River, at concentrations above the standards set in the Water
Quality (Dangerous Substances) Regulations, 2001 (S.I. 12 of 2001).
Dangerous substance emission values recorded in June 2008 are
included in table Attachment C.1(c).

The provision of the proposed storm tank increases the capacity of the
WWTP during storm events and will significantly reduce the likelihood of
untreated water entering the Owenmore River.

shown in Attachment B.6. The locations of the influent and effluent
sampling points at the WWTP may change following completion of the

Following a review of the effluent sampling results for the last 12 months
(see table Attachment C.1(e)) against the existing licenced ELV’s the
following conclusions can be drawn:
o BOD is consistently below 25mg/l;
o COD is consistently below 125mg/l;
o SS is below 35mg/l, with the exception of April & June 2017 where
values of 47mg/l and 58mg/l respectively were recorded.
o Ammonia levels were recorded to be in excess of 0.8mg/l in 5 of the
13 samples taken during this period with a maximum value of
5.34mg/l recorded in February 2017;
o Orthophosphate is below 0.45mg/l in 5 of the 13 samples taken
during this period with a maximum value of 1.39mg/l recorded in
February 2017.
The exceedances are reportedly due to the WWTP operating above hydraulic
capacity during storm conditions and the lack of chemical dosing for
orthophosphate removal.
• For waste water treatment plants with coastal discharges, provide evidence
that the end of the discharge pipe is below the mean spring tide low water
line.

The upgraded works to the Ballymote WWTP will increase the design
capacity of the treatment plant from 2,000 P.E. (existing) to 3,500 P.E.
The following proposed ELV’s for the upgraded Ballymote WWTP have
been derived by utilising the 95%ile flow rate of the Owenmore River
obtained from the Hydrotool model (0.359m³/s) and mean (1.775m³/s)
flow rates for both notionally clean and actual background
concentrations. As a result, the Ballymote WWTP shall be upgraded to
achieve the following minimum treated effluent standards contained
within the table below:

Both upstream and downstream of the WWTP the river was assigned a
Q4 rating in 2015 indicating Good water quality status. The Owenmore
River both upstream and downstream of Ballymote WWTP has also been
assigned Good WFD status (2010-2015).
The planned upgrade works will ensure that the emissions from the
agglomeration will comply with, and not result in the contravention of
the above directives. Further details on the planned upgrade works are
detailed in Section B.4 of this application.
The planned upgrade works are in compliance with WWTP measures for
the Ballymote plant as listed in the Owenmore Water Management Unit
Action Plan (refer to link above). Further details on the planned upgrade
works are detailed in Section B.4 of this application.

For the satisfactory operation of the Ballymote WWTP, Irish Water will
ensure that the capacity of the upgraded WWTP is not exceeded and the
plant is operated in accordance with the Operation and Maintenance

ANNEX 3: Compliance with Waste Water Discharge (Authorisation) Regulations 2007 as amended
Regulation 16 of the Waste Water Discharge (Authorisation) Regulations 2007 as amended sets out the information which must, in
all cases, accompany a discharge licence application. Applicants should ensure that the application fully complies with the legal
requirements of Regulation 16 of the 2007 Regulations as amended.
Regulation 16(3) states that an application for a licence shall be accompanied by such fee as is appropriate having regard to the
provisions of Regulations 38 and 39.
Regulation 16(4) states that an original application shall be accompanied by 2 copies of it and of all accompanying documents and
particulars as required under Regulation 16(3) in hardcopy or in an electronic or other format as specified by the Agency.
The application shall include a signed original, 1 hardcopy of the application and 2 CD versions of the application (PDF files).

Regulation 17 states that where a treatment plant associated with the relevant waste water works is or has been subject to the
European Communities (Environmental Impact Assessment) Regulations 1989 to 2001, in addition to compliance with the
requirements of Regulation 16, an application in respect of the relevant discharge shall be accompanied by a copy of an
environmental impact statement and approval in accordance with the Act of 2000 in respect of the said development and may be
submitted in an electronic or other format specified by the Agency.
Where applicable, the application shall be accompanied by 2 hardcopies of the EIAR and 2 CD versions of the EIAR (PDF files).
