ABOUT THIS APPLICATION FORM

This form is for the purpose of making an application for a Waste Water
Discharge Licence under the Waste Water Discharge (Authorisation) Regulations
2007 as amended, or for the review of an existing Waste Water Discharge
licence.

The Application Form must be completed in accordance with the instructions and
guidance provided in the Waste Water Discharge Licensing Application Guidance
Note. The Guidance Note gives an overview of Waste Water Licensing, outlines
the licence application process (including the number of copies required) and
specifies the information to be submitted as part of the application. The
Guidance Note and application form are available to download from the Licensing
page of the EPA’s website at http://www.epa.ie/pubs/forms/lic/wwda/.

A valid application for a Waste Water Discharge Licence must contain the
information prescribed in the Waste Water Discharge (Authorisation) Regulations
2007 as amended. Regulation 16 of the Regulations sets out the statutory
requirements for information to accompany a licence application. This application
form is designed in such a way as to set out these questions in a structured
manner and not necessarily in the order presented in the Regulations. In order
to ensure a legally valid application in respect of Regulation 16 requirements,
please complete the Regulation 16 Checklist provided in Annex 2.

This Application Form does not purport to be, and should not be considered, a
legal interpretation of the provisions and requirements of the Waste Water
Discharge (Authorisation) Regulations 2007 as amended. While every effort has
been made to ensure the accuracy of the material contained in this Application
Form, the EPA assumes no responsibility and gives no guarantee or warranty
concerning the accuracy, completeness or up-to-date nature of the information
provided herein and does not accept any liability whatsoever arising from any
errors or omissions.

Should there be any contradiction between the information requirements set out
in the Application Form and any clarifying explanation contained in the
accompanying Guidance Note, then the requirements in this Application Form
shall take precedence.

PROCEDURES

The procedure for making and processing of applications for waste water
discharge licences, and for the processing of reviews of such licences, appear in
the Waste Water Discharge (Authorisation) Regulations 2007 as amended, and is
summarised below. The application fees that shall accompany an application are
listed in the Third Schedule to the Regulations.

Prior to submitting an application the applicant must publish (within the two
weeks prior to date of application) in a newspaper circulating in the area, and
erect at the point nearest to the waste water treatment plant concerned or, if no
such plant exists, at a location nearest the primary discharge point, a notice of
intention to apply.

An application for a licence must be submitted using this application form with the
correct fee, and should contain relevant supporting documentation as
attachments. The application should be based on responses to the form and
include supporting written text and the appropriate use of tables and drawings.
Where point source emissions occur, a system of unique reference numbers
should be used to denote each discharge point. These should be simple, logical,
and traceable throughout the application.

The application form is divided into a number of sections of related information.


The purpose of these divisions is to facilitate both the applicant and the Agency in
the provision of the information and its assessment. Please adhere to the
format as set out in the application form and clearly number each section
and associated attachment, if applicable, accordingly. Attachments should
be clearly numbered, titled and paginated and must contain the required
information as set out in the application form. Additional attachments may be
included to supply any further information supporting the application. Any
references made should be supported by a bibliography.

All questions should be answered. Where information is requested in the


application form, which is not relevant to the particular application, the
words “not applicable” should be clearly written on the form. The
abbreviation “N/A” should not be used.

Additional information may need to be submitted beyond that which is explicitly


requested on this form. Any references made should be supported by a
bibliography. The Agency may request further information if it considers that its
provision is material to the assessment of the application. Advice should be
sought from the Agency where there is doubt about the type of information
required or the level of detail.

Information supplied in this application, including supporting documentation will


be put on public display and be open to inspection by any person.

Applicants should be aware that a contravention of the conditions of a waste


water discharge licence is an offence under the Waste Water Discharge
(Authorisation) Regulations 2007 as amended.

The provision of information in an application for a waste water


discharge licence which is false or misleading is an offence under

Regulation 35 of the Waste Water Discharge (Authorisation) Regulations
2007 as amended.

Note: Drawings. The following guidelines are included to assist applicants:

 All drawings submitted should be titled and dated.


 All drawings should have a unique reference number and should be signed by a
clearly identifiable person.
 All drawings should indicate a scale and the direction of north.
 All drawings should, generally, be to a scale of between 1:20 to 1:500,
depending upon the degree of detail needed to be shown and the size of the
facility. Drawings delineating the boundary can be to a smaller scale of between
1:1000 to 1:10560, but must clearly and accurately present the required level
of detail. Drawings showing the waste water treatment plant location, if such a
plant exists, can be to a scale of between 1:50 000 to 1:126 720. All drawings
should, however, be A3 or less and of an appropriate scale such that they are
clearly legible. Provide legends on all drawings and maps as appropriate.
 In exceptional circumstances, where A3 is considered inadequate, a larger size
may be requested by the Agency.

It should be noted that it will not be possible to process or determine the


application until the required documents have been provided in sufficient
detail and to a satisfactory standard.

SECTION A: NON-TECHNICAL SUMMARY

Advice on completing this section is provided in the accompanying Guidance


Note.

A non-technical summary of the application is to be included here. The summary


should identify all environmental impacts of significance associated with the
discharge of waste water associated with the waste water works.

The following information must be included in the non-technical summary:

A description of:

 The waste water works and the activities carried out therein,
 the sources of emissions from the waste water works,
 the nature and quantities of foreseeable emissions from the waste water
works into the receiving aqueous environment as well as identification of
significant effects of the emissions on the environment,
 the proposed technology and other techniques for preventing or, where this
is not possible, reducing emissions from the waste water works,
 further measures planned to comply with the general principle of the basic
obligations of the operator, i.e., that no significant pollution is caused,
 measures planned to monitor emissions into the environment,
 type of discharge, i.e., continuous, tidal, intermittent,
 the hours during which the waste water works is supervised or manned and
days per week of this supervision,
 in the event that this is a review application, state the grounds for which this
review application is being made.

Licence Review Background

A review of the existing Waste Water Discharge Licence (i.e. Reg. No. D0094-01,
including Technical Amendment A) for the Ballymote Agglomeration, is being
sought under Regulation 15 of the Waste Water Discharge Regulations (S.I. No.
684 of 2007), as amended.

Irish Water is seeking to request an amendment to the location of the Primary


Discharge point which was incorrectly reported to the EPA within the original
discharge licence application, submitted in 2008.

As a result of the alteration to the Primary Discharge receiving waters, Irish


Water is also seeking to request amendment of the existing licenced Emission
Limit Values for the Primary Discharge.

At the time of submission of the original discharge licence application it was


anticipated that the upgrade works would be completed in December 2015, as
noted within Schedule C: Specified Improvement Programme of the existing

licence. Irish Water is seeking to amend the planned completion date to the end
of Q4 2024.

Ballymote Agglomeration

Ballymote town is situated in the heart of County Sligo, 24 kilometres south of


Sligo town. The town is located at the confluence of the R293 and the R295
regional roads connecting the N17 and the N4 to the surrounding county lands.
The town is regarded as a market town but has developed in more recent years
to accommodate a small number of commercial and industrial activities.

The current Population Equivalent (P.E.) for the Ballymote Agglomeration is


2,731 P.E. with a projected 2024 population equivalent of 2,768 P.E.

Waste water generated within the catchment is conveyed predominantly by


gravity with one pumping station located within the town at Ballybrennan (PS1).
The sewer network conveys flows to the Ballymote Waste Water Treatment Plant
(WWTP), located to the south of Ballymote Town (IGR 166154E, 314573N). The
primary discharge from the plant discharges to the Owenmore River.

Existing Ballymote WWTP

The existing Ballymote WWTP was designed to provide treatment for a design
load of 2,000 P.E. The plant comprises fine screening, forward feed pumping, 2
no. aeration tanks with mechanical aerators, and 1 no. final settlement tank.
Sludge treatment is provided by thickening the sludge in a picket fence
thickener. The existing imported sludge acceptance facility is not currently used.
The existing plant was designed for secondary treatment with a final effluent of
25mg/l BOD and is currently achieving BOD levels lower than this.

Proposed Upgrade to Ballymote WWTP

Planning permission was approved in May 2017 for an upgrade to the existing
Ballymote WWTP. The upgrade works will increase the design capacity of the
treatment plant from 2,000 P.E. to 3,500 P.E. In order to facilitate the upgrade
the following works are proposed:
 Construction of new inlet works
 Construction of new pumping chamber
 Construction of new storm water holding tank, complete with storm water
overflow mechanism
 Modification to the existing secondary clarifier
 Construction of a new secondary clarifier
 Replacement of the existing return activated sludge (RAS) pumps and
waste activated sludge (WAS) pumps and pipework
 Installation of electromagnetic flow measurement on the RAS and WAS
rising main
 Construction of a new administration/control building
 Installation of a new main control panel SCADA system

 Installation of automatic inlet and outlet samplers


 All associated site access, infrastructure and security measures

Following upgrade, the plant will have a 12 month operate service period
(Design Build Operate Contract) after which time the plant will be operated by
Sligo County Council on behalf of Irish Water.

The respective discharge and monitoring points are listed in Table A.1 and Table
A.2 below.

In accordance with the existing discharge licence, effluent from the Ballymote
WWTP is sampled and analysed monthly for Conductivity, BOD, COD, SS, Total
Nitrogen, Ammonia, Total Phosphorous and Orthophosphate. Influent samples

are also collected. Samples are collected by composite samplers at both


locations. Ambient monitoring and analysis is also undertaken ten times a year
recording Dissolved Oxygen, BOD, Orthophosphate, Total Phosphorous, Total
Nitrogen and Ammonia. It is anticipated that the current sampling and analysis
regime will continue after the plant upgrade works are complete, however the
locations of the influent and effluent sampling points at the WWTP may change.
Ambient monitoring locations are anticipated to remain unchanged.

B.4 Description of Associated Waste Water Treatment Plant(s)


Provide a description of the waste water treatment plant(s), type of process
units, level of treatment provided and design capacity (p.e. and flow rates) for
the areas of the waste water works where discharges occur.

Existing Ballymote Waste Water Treatment Plant

The inlet works are fed primarily by gravity flow to the inlet chamber through a
6mm fine screen complete with washing and compaction, the chamber is sized
to cope with flows up to c. 30l/s. A by-pass channel is provided with a manually
raked screen as a back-up. The screen is washed using potable water and runs
continuously. Flows in excess of the treatment plants capacity (excess of 3DWF)
are diverted upstream of the inlet works to join the treated effluent prior to
discharge via a shared outfall to the Owenmore River.

The screened influent is pumped to a splitter chamber and is divided into two
streams. Each stream enters one of the 2 no. aeration tanks (12m x 12m x
2.8m) with a total volume of 792m3. Each aeration tank is aerated using a
surface mechanical aerator controlled by DO sensors and VSD controller.

Biological treatment using the activated sludge process with partial nitrification
takes place in 2 no. aeration tanks.

The existing secondary clarifier has an internal diameter of 10m and a side wall
depth of 1.8m. Flows from both aeration tanks enter the single clarifier. Settled
sludge from the clarifier is returned to the splitter chamber.

Sludge thickening is provided in a picket fence thickener. The sludge is currently


being removed from the WWTP as liquid and is transferred to Sligo WWTP for
further treatment.

The treated effluent is sampled by a composite sampler and measured by a


magnetic flow meter before being discharged by gravity to the Owenmore River
through a 225mm diameter pipe 1.5km long.

It should be noted that the current licenced ELV’s are based on the final effluent
discharging to the Ballymote Stream and not the Owenmore River, which was
incorrectly reported to the EPA within the original discharge licence application.

Upgrade Works to Ballymote Waste Water Treatment Plant

In order to facilitate the Ballymote WWTP upgrade the following works to the
existing treatment process are proposed:

Inlet Works
The new inlet works shall be ultimately designed to cater for a minimum
flowrate of 70 l/s (Formula A flow). A duty/standby automatic screening
arrangement with emergency by-pass manual bar screen shall be provided. A
manual by-pass raked coarse screen to 10mm solids passing in the event of
power failure at the treatment plant or when maintenance is being carried out
on the screen units.

The screened waste water shall pass through a grit trap before passing through
to the forward feed pumping station. Re-circulated final effluent shall be used
for flushing of the screenings launder and the grit classifier.

The inlet works shall be capable of removing, washing, and dewatering sewage
screenings and grit from the process flow. The complete plant shall be housed
within a rectangular cast in-situ concrete structure.

The flow shall enter the tank and pass directly into the screen section. The flow
shall then enter into the main tank which is sized to create the hydraulic
conditions to allow the settlement of grit 0.2mm and above. Grit is extracted by
the grit removal pumps for classification. The flow is then passed on to the
aeration basins at a maximum Flow to Full Treatment (FFT) of 23.4 l/s.

A refrigerated sampler shall be provided to allow flow proportional sampling.


The sampler shall be installed on the inlet works structure.

Forward Feed and Storm water Pumping Station


The new pumping station shall be installed following inlet screening and grit
removal and shall be of concrete precast construction of minimum diameter of
2.4m and a minimum depth of 4m. Flows exceeding FFT shall be pumped into
the new storm tank. Once the incoming flows drop below 2DWF the storm water
will be returned to the pumping chamber by gravity to be controlled by an
actuated valve on the storm return pipework.

The pumping station is to be equipped with 2 no. forward feed foul submersible
pumps (duty/standby) and a minimum of 2 no. storm water pumps
(duty/standby). Ultrasonic level instruments shall be provided to monitor the
waste water levels in the pump sump, and the storm water holding tank.

Storm water Holding Tank


A new storm water holding tank is proposed to be installed downstream of the
proposed new inlet works and will be designed to contain formula A flows in
excess of the FFT for a period of 2 hours (315m³ capacity). During periods of
low flow, the contents of the storm tank will be returned for treatment via
gravity to the forward feed pumping station. Flows will be controlled by
actuated penstocks/flap valves depending on the waste water levels within the
pump station sump. During prolonged storm events, flows in excess of the
tanks storage capacity will discharge from the tank and join the treated effluent
prior to discharge via a shared outfall to the Owenmore River.

The storm tank will include 2 no. stainless steel tipping buckets as a means of
cleaning the holding tank. The tipping buckets will be used as a means of
removing residual sludge deposits from the base of the storm water holding
tank at the end of each event.

Existing Clarifier
Clarification of the aerated liquor is provided by settlement in one 10m internal
diameter settlement tank with a side wall depth of 1.8m. As part of the upgrade
works the TWL in the existing clarifier shall be raised by a minimum of 500mm.
Replacement and/or modifications to several mechanical installations will be
carried out as part of the upgrade to the existing clarifier.

New Secondary Clarifier


As part of the upgrade works, 1 no. new 9m internal diameter secondary
clarifier tank will be constructed to provide further settlement of solids from the
liquid coming from the aeration tanks. The flow from the aeration basins shall
be split 50:50, with a new splitter chamber, evenly splitting flows from the
aeration tank to the new and existing secondary clarifier. This new clarifier will
be equipped with a half diameter rotating bridge scrapper. The secondary
clarifier tank is proposed to cater for the current loading and provide a better
settlement time for current effluent prior to discharge in parallel to the existing
tank.

Return Activated Sludge (RAS) and Waste Activated Sludge (WAS) Pumps
The existing mechanical and electrical equipment shall be fully replaced to cater
for future flow rates. The new WAS pumps shall be designed to deliver a
minimum 10m3/hr of activated sludge to the existing picket fence thickener.
RAS pumps (2 in operation) shall be designed to deliver up to 0.7 x FFT of
activated sludge to the existing splitter chamber before the aeration basins.
The pumps shall be in duty/standby arrangement and suitable for continuous
operation controlled by the inlet flow meter to the aeration basin i.e. % of Full
Flow to Treatment.

Instrumentation
The upgrade works will require primary instrumentation for the measurement of
flows, liquid levels, water quality parameters, direct pressure measurement and
power consumption. Instruments shall communicate with the PLCs via a Modbus
TCP Ethernet protocol. Each pump station will include both high level and low
level alarms which will be transmitted to the SCADA system.

An automatic sampler shall be provided at the inlet works and the final effluent
and shall be suitable for flow proportional sampling or 24 hour composite
sampling. The sampler shall be fully enclosed and provided with a suitable 5
litre container. The container shall be stored in a refrigerated compartment.

Proposed Emission Limit Values


The upgraded works to the Ballymote WWTP will increase the design capacity of
the treatment plant from 2,000 P.E. (existing) to 3,500 P.E. The following
proposed ELV’s for the upgraded Ballymote WWTP have been derived by
utilising the 95%ile flow rate of the Owenmore River obtained from the
Hydrotool model (0.359m³/s) and mean (1.775m³/s) flow rates for both
notionally clean and actual background concentrations. As a result, the
Ballymote WWTP shall be upgraded to achieve the following minimum treated
effluent standards contained within the table below:

Existing Storm Water Overflows

Two storm water overflows are currently in operation within the Ballymote
Agglomeration. As part of the proposed upgrade works there will be no change to
the number or discharge locations of the storm water overflows, however
upgrades works are proposed to both overflows.

SW002 originates within the existing waste water treatment plant. Flows in excess
of the treatment plants capacity (excess of 3DWF) are diverted upstream of the
inlet works to re-join the treated effluent prior to discharge via a shared outfall to
the Owenmore River.

SW003 originates from the Ballymote sewer network and is located within
Ballymote Town. During storm events, flows in access of the sewer network’s
capacity overflow to a storm manhole and discharge, via a 140m outfall pipeline,
to the Ballymote Stream.

Proposed Upgrade to Storm Water Overflows

As discussed above, the discharge location of SW002 will remain the same after
the upgrade works are complete. However, it is proposed that the existing storm
water diversion upstream of the inlet works is decommissioned and that a new
storm tank is installed in order to provide storm water attenuation. The tank will
be installed downstream of the inlet works and will be designed to store formula
A flows in excess of the FFT for a period of 2 hours. Flows in excess of the tanks
storage capacity will discharge from the tank and re-join the treated effluent
prior to discharge via a shared outfall to the Owenmore River.

As discussed above, SW003 will still operate under the same storm events;

Existing Emergency Overflow

The Ballymote waste water network is served by a single peripheral pumping


station, Ballybrennan Pumping Station (PS1)located to the West of Ballymote
Town at IGR 165372E, 315409N. In the event of a power failure, an Emergency
Overflow EO (SW004) will operate at this pumping station and discharge to the
adjacent Camross Stream.

 Undertake and provide details of a risk based assessment of the


discharge in order to identify the relevant priority substances for
monitoring. This assessment shall be undertaken in accordance with
"Guidance on the Screening for Priority Substances for Waste Water

River. It is not anticipated that the discharged effluent will impair the
environment.

Based on the analysis of the final effluent discharged from the existing
plant in 2008, it is concluded that none of the substances listed in Annex
X of the Water Framework Directive (2000/60/EC) or any of the Relevant
Pollutants listed in Annex VIII of the Water Framework Directive
(2000/60/EC) are seen to be present in the effluent discharged to the
Owenmore River, at concentrations above the standards set in the Water
Quality (Dangerous Substances) Regulations, 2001 (S.I. 12 of 2001).
Dangerous substance emission values recorded in June 2008 are
included in table Attachment C.1(c).

Irish Water are committed to ensure the water services infrastructure


operates in a manner that supports the achievement of water body

An emergency procedures plan is currently in place at the existing plant


and an additional plan will be developed as part of the process for the
design and construction of the upgraded WWTP to ensure unintended
waste water discharges and potential impacts on the environment are
kept to a minimum.

The provision of the proposed storm tank increases the capacity of the
WWTP during storm events and will significantly reduce the likelihood of
untreated water entering the Owenmore River.

 Regulation 16(1)(h) of the Waste Water Discharge (Authorisation)


Regulations 2007 as amended, requires all applicants to provide the
sampling data pertaining to the discharge based on the samples taken in
the 12 months preceding the making of the application.

Sampling data for the influent and effluent from the existing plant is
contained in Attachments C.1(d) & C.1(e).

The sampling locations for the existing WWTP primary discharge are
shown in Attachment B.6. The locations of the influent and effluent
sampling points at the WWTP may change following completion of the
upgrade works.

A sampling programme will be undertaken in accordance with the


relevant standards and frequencies as set out by Irish Water and to
comply with the WWDL.

 Attach associated monitoring data for the receiving water for the 12
months preceding the making of the application. This data should be
provided for the primary discharge point and each of the secondary
discharge points, if applicable.

Table Attachments C.1(f) & (g) contain upstream and downstream


ambient monitoring data collected by Sligo County Council within the last
12 months in relation to the primary discharge point. Upon review of the
data it is evident that the level of detection of Ammonia as <0.2mg/l
NH3-N does not provide an acceptable level of accuracy, particularly
when calculating the assimilative capacity of the receiving watercourse.
As a result, EPA ambient monitoring data for 2013 & 2014 has been

The ambient monitoring locations for the existing WWTP primary


discharge are shown in Attachment B.6. The ambient monitoring
locations are anticipated to remain unchanged following completion of
the upgrade works.

An ambient monitoring programme will be undertaken in accordance


with the relevant standards and frequencies as set out by Irish Water
and to comply with the WWDL.

 Regulation 16(1)(l) of the regulations requires applicants to give details of


compliance with any applicable monitoring requirements and treatment
standards.

Following a review of the effluent sampling results for the last 12 months
(see table Attachment C.1(e)) against the existing licenced ELV’s the
following conclusions can be drawn:
o BOD is consistently below 25mg/l;
o COD is consistently below 125mg/l;
o SS is below 35mg/l, with the exception of April & June 2017 where
values of 47mg/l and 58mg/l respectively were recorded.
o Ammonia levels were recorded to be in excess of 0.8mg/l in 5 of the
13 samples taken during this period with a maximum value of
5.34mg/l recorded in February 2017;
o Orthophosphate is below 0.45mg/l in 5 of the 13 samples taken
during this period with a maximum value of 1.39mg/l recorded in
February 2017.

The exceedances are reportedly due to the WWTP operating above hydraulic
capacity during storm conditions and the lack of chemical dosing for
orthophosphate removal.

• For waste water treatment plants with coastal discharges, provide evidence
that the end of the discharge pipe is below the mean spring tide low water
line.

SECTION D: EXISTING ENVIRONMENT & IMPACT OF THE


DISCHARGE(S)

Advice on completing this section is provided in the accompanying Guidance

Detailed information is required to enable the Agency to assess the existing


receiving environment. This section requires the provision of information on the
ambient environmental conditions within the receiving water(s) upstream and
downstream of any discharge(s).

Where applicable, information on the state of the existing environment should


be addressed in the EIAR. In such cases, it will suffice for the purposes of
this section to provide adequate cross-references to the relevant
sections in the EIAR. If there is no EIAR associated with the development,
information on the existing environment should be provided here.

D.1. Assessment of Impact on Receiving Surface or Ground Water

o Give summary details and an assessment of the impacts of any existing


or proposed emissions on the environment, including environmental
media other than those into which the emissions are to be made.

The current receiving waterbody of the effluent and storm water


overflows from the Ballymote WWTP is the Owenmore River. Both
upstream and downstream of the WWTP the river was assigned a Q4
rating in 2015 indicating Good water quality status. The Owenmore River
both upstream and downstream of Ballymote WWTP has also been
assigned Good WFD status (2010-2015). The Owenmore River flows into
Templehouse Lake which is located ca. 7.2km downstream of the
discharge point. The lake water quality is classed as mesotrophic by the
EPA (2009). The WFD status (2010-2015) for the lake is Bad. The EPA’s
WFD App highlights that the significant pressures are agriculture
(nutrient pollution) and forestry (altered habitat due to morphological
changes). The WWTP is not listed as a pressure. The WFD App highlights
that fish and macrophytes are driving the bad ecological status and there
is also an issue with chemical status.

The Owenmore river upstream and downstream of the discharge location


was visited by a qualified Irish Water Ecologist on August 23rd 2017.
The river was in flood due to recent heavy rain in the region. The water
was a dark brown colour obscuring the substrate. Bankside habitats
were dominated by agricultural pasture and natural riparian vegetation
was limited. There were no obvious signs of pollution in the vicinity of the
discharge location or downstream.

The upgraded works to the Ballymote WWTP will increase the design
capacity of the treatment plant from 2,000 P.E. (existing) to 3,500 P.E.
The following proposed ELV’s for the upgraded Ballymote WWTP have
been derived by utilising the 95%ile flow rate of the Owenmore River
obtained from the Hydrotool model (0.359m³/s) and mean (1.775m³/s)
flow rates for both notionally clean and actual background
concentrations. As a result, the Ballymote WWTP shall be upgraded to
achieve the following minimum treated effluent standards contained
within the table below:

discharge and the ambient background concentrations is undertaken in
line with licence requirements.

D.2. Appropriate Assessment

D.3. Programme of improvements

o Provide details on a programme of improvements to ensure that


discharges from the agglomeration will not result in significant
environmental pollution and details to ensure that all emissions from the
agglomeration will comply with, or will not result in the contravention of
any national or European legislation.

Ballymote WWTP is listed within Irish Water’s Capital Investment Plan


2017 – 2021. Planning permission was granted on 16th May 2017 for the
proposed upgrade works discussed within this application. It is envisaged
that the upgrade works will be complete by the end of Q4 2024. The new
WWTP will be designed to cater for flows and loads from the existing and
projected population for the Ballymote agglomeration. See Section B.4
for further details on programme of improvements (i.e. planned upgrade
works details).

Attachment D.3 should contain the most recent programme of improvements, including a copy of
any approved funding for the project and a timeframe for the completion of the necessary works to
take place.

ANNEX 3: Compliance with Waste Water Discharge (Authorisation) Regulations 2007 as amended

 Regulation 16 of the Waste Water Discharge (Authorisation) Regulations 2007 as amended sets out the information which must, in
all cases, accompany a discharge licence application. Applicants should ensure that the application fully complies with the legal
requirements of Regulation 16 of the 2007 Regulations as amended.

 Regulation 16(3) states that an application for a licence shall be accompanied by such fee as is appropriate having regard to the
provisions of Regulations 38 and 39.
