CHAPTER I

THE PROBLEM AND ITS SETTING

INTRODUCTION

In the Philippines, Republic Act 9593, also known as the Tourism Act of 2009 was recently enacted in
May 12, 2009 , by President Gloria Macapagal-Arroyo in Cebu City. The law is considered as the Omnibus
Tourism Code in the Philippines. Its general provision stated in Section 1 is to harness the potentials of
tourism “as an engine of socio-economic growth and cultural affirmation to generate investment,
foreign exchange and employment and to continue to mold an enhanced sense of national pride for all
Filipinos”. The state‟s perspective of tourism, as with the rest of the other country‟s experience and
plans, is seen through the direct contributions on job creation, foreign exchange generation and
stimulation of large and usually foreign investments.

9593 otherwise known as the “Tourism Act of 2009”, DOT shall be the primary planning, programming,
coordinating, implementing and regulatory government agency in the development and promotion of
the tourism industry, both domestic and international, in coordination with its attached agencies and
other government .

R.A. 9593 recognized tourism as an indispensable element of the national economy and an industry of
national interest and importance. Tourism is now a major revenue generator, a catalyst for socio-
economic growth and a source of national pride. Tourism is one of the sectors hardest-hit by the COVID-
19 pandemic, especially in countries where it is a crucial economic pillar like Philippines particularly
Roxas Oriental Mindoro.

For decades tourism industry growth has been a major contributor to increase economic activity
throughout the world. It has created jobs in both large and small communities and as a major industry in
many places. It is the dominant economic activity in some communities. Yet, the impacts of tourism to a
community are not widely understood, even where tourism is growing dramatically and should be of the
greatest interest or concern.

Tourism is an active and deal process which include direct and alternative relationship between tourist
and tourism activities. The interaction between tourists is often the necessary feature which
characterizes a tourism experience.

Roxas, is a second class partially urban municipality in the province of Oriental Mindoro.This year the
tourism activities in Roxas is affected have caused economic harm to the tourism activities due to travel
restrictions implemented.The tourism activities in Roxas like the Fiesta,Sipag Festivals, Dancing in every
barangay, Birthday celebrations even the acquaintance party in every school has all disappeared due to
the pandemic.It also affects the Hotel industry,Resort Industry, Restaurant Industry and the MICE
Tourism Industry are all closed.The Education Tourism are also affected before the class is face to face
but because of pandemic is just online class and modular. And even the sports like Liga in every
barangay are also affected which are habitually celebrated in Roxas.

This study aims to focus the effect of travel restrictions implemented by AITF through local government
units, not only to local residents but also to tourists visiting Roxas.It aims to find out its effect in the
tourism activities of the said town.

RESEARCH LOCAL

Roxas has smallest land area municipality in Oriental Mindoro, and politically subdivided in 20
barangays, having Bagumbayan,San Mariano, and Paclasan as the biggest barangay in terms of
population.

Roxas is a second class,partially urban municipality located in the southernmost tip of Orienta
Mindoro.According to 2010 census, it has a population of 49,854 people. It is located 126 kilometers
from the main capital of calapan.

Roxas offer number of different attractions like happy valley, Mountain View and Paraiso Falls, Rafael
Cave, Dangay Dalahican Strip, Festival and Cultural Attractions and San Vicente Eco Forest, and the River
Tail. They also offer accommodation like RI Gana Hotel, LYF Hotel, Andaya Hotel etc.And even
restaurants like Vikings,Red tomato,Decalidad,and Serge Cafe.

Before the pandemic Roxaseno's use to celebrate activities like Sipag Festival every January, Christmas
Festival every December,it has its own barangay fiesta to celebrate and the thanks giving for all the
mountiple hardest in their barangay.

RATIONALE

1. To determine what are the scope of travel restrictions implemented in Roxas amidst pandemic in
terms of:

1. Safety

2. Health

3. Alert Level ( Community Quarantine)

2.To determine its effect in the tourism activities of Roxas in terms of:
1.Product advertisement / Buy and Sell

2. Tourist attraction / Itenerary

3. Events and Celebrations

As a researcher gathering information about the scope of travel restrictions implemented by AITF
through local government units, and its effect to the tourism activities will be very useful for our local
government, specifically Tourism office to examine carefully the check in balance of that travel
restrictions to both sides of the coin (safety and economic impact).

STATEMENT OF THE PROBLEM

This research contains questions that need to be answered by the respondents, Covering the Scope of
travel restrictions implemented by AITF through local government of Roxas and its effect to tourism
activities specifically, it aims to answer the following.

1.What are the Scope of travel restrictions implemented by AITF through local government of Roxas in
terms of:

a. Safety

b. Health

c. Alert Level ( Community Quarantine)

2.What are the effects of travel restrictions in the tourism activities of Roxas in terms of:

a. Product advertisement / Buy and Sell

b. Tourist attraction / Itenerary

c. Events and Celebrations

3. Is there a relationship between the scope of the travel restrictions implemented AITF through local
government units in terms of Safety, Health and Alert Level ( Community Quarantine ) and its effect to
the tourism activities in terms of Product advertisement, Buy and Sell, Tourist attractions/ Itenerary ,and
Event's and Celebrations.
STATEMENT OF THE HYPOTHESIS

There is no relationship between the scope of the travel restrictions implemented by AITF through local
government of Roxas in terms of Safety,Health, Alert Level ( Community Quarantine) and its effect on
the tourism activities in terms of Product advertisement / Buy and Sell, Tourist attractions / Itenerary,
Events and Celebrations.

SIGNIFICANCE OF THE STUDY

The Tourist- Tourist will also benefit in this study because they are the key driver of tourism
development within the area or the community to update and to inform them about the travel
restrictions so that they no longer go here.

Local Residents- The most affected by tourism,This study wil help them evaluate the contribution of
tourism in their lives. This will them to decide whether to strictly implement or to lost in up the
implementation.

Government and Local Authorities- Local government plays an important role in tourism policy,
development, promotion and implementation for the success of tourism development of their
community.This will give them idea on what to take into considerations their decision making, whether
to adhere into strict implementation of travel restrictions or let tourism activities continue amidst
pandemic.

Future Researchers- This study will serve as a guide for those who will conduct similar research.

SCOPE AND LIMITATION

This research will be conducted in the municipality of Roxas that cover travel restrictions in terms of
Safety, Health, and Travel Level ( Community Quarantine) and its effect in the tourism activities in terms
of Product advertisement, Buy and Sell, Tourist attractions/ Itenerary ,and Event's and Celebrations.

A questionaire survey will be used to explore how does the Roxaseno are being affected by the travel
restrictions of the tourist. Respondents will be asked about their personal opinions on the factors that
affect of he travel restrictions of tourism activities in the town of Roxas.

This study will be based on the result of the questionares distributed and interviews conducted to the 30
respondents consists of the tourist, Local Residents, Government and Local Authorities.
