INTRODUCTION

The Norwegian Refugee Council mission in Yemen invites applications from competent firms for
prequalification for the supply of goods, works and services listed below.

Completed prequalification documents must be submitted enclosed in plain sealed envelopes, only
marked with the category reference number and deposited in the tender box at any NRC Office in
Yemen (see list below) so as to be received on or before 30th September 2021 03.00 pm.

1 envelop = 1 submission for 1 category

=> Firms/Companies who want to submit their application for more than one category must provide a
complete application for each category and use separate envelops. NRC will not consider envelops
with more than one application, or with one application covering more than one category.

Norwegian Refugee Council reserves the Right to Accept or reject any application and is not
bound to give reasons for this decision thereof.

NOTE: Due to the large volume of expected respondents, those who will not have received feedback
by end of 3 MONTHS !! December 2021 should consider themselves not successful.

PRE-QUALIFICATION INSTRUCTIONS

Suppliers are asked to provide a single point of contact. This contact will be considered the sole
spokesperson for the supplier during the prequalification process. All necessary contact details shall
be provided in the Section B.

In preparation for a site visit, proper directions must be clearly specified indicating physical location.
You are encouraged to include Google Map GSP point.

All the documents that form part of the application must be written in English, signed and stamped.
Official documents may be presented in Arabic, without translation (e.g. Business license or
registration certificate, tax certificate, bank statements…). Do not forget to sign Section C.
(compliance certification), as well as Section G. (Declaration).

Each envelop shall contain one set of documents only:

- Application dossier – print out, signed and stamped
- Mandatory documents – see Section A.
- Additional supporting documents requested in the questionnaire – see Section C.

The pre-qualified application forms which are not filled out completely and submitted in the
prescribed manner will not be considered.

The objective of the prequalification evaluation is to assess the responses and select potential
suppliers for the next stage of the procurement process.

Selected suppliers will be enlisted in the Pre-Qualified suppliers list, for a period of 2 years. Suppliers
on the Pre-Qualified list will be contacted in priority whenever NRC issues Request for Quotations or
restricted tenders. They may also be contacted in addition to public tender advertisement.
Therefore, pre-qualified suppliers stand higher chances to do business with NRC.

NRC is looking for suppliers with proven capacity to respond to NRC’s needs in the categories listed
above. Important evaluation criteria are :

(a.) Supplier Capacity – the supplier must have appropriate expertise and guaranteed capacity to
meet the NRC specification.

(b.) Supplier Track Record - the supplier must be able to demonstrate a successful track record of
providing services similar to those required by NRC.

(c.) Financial Standing - the supplier must be considered financially sound. Required current bank
statements for last six months.

The specific criteria to be considered at the selection stage include:

1. Physical location/s
2. Specialist skills and competencies.
3. Quality accreditation.
4. Performance record. (References)

REVIEW METHOD & SCORING

The evaluation of application will be done in 2 times:

1. Profile review
a. Based on the questionnaire’s answers, supporting documents and reference check.
b. It is important to fill out the questionnaire and provide all documents requested for.
c. Subjected to Watchdog check (see Section B. – Company profile).
2. Vendor visits (at the company’s premises – office, warehouse, factory…)
a. Limited to the best candidates in each category.
b. Due diligence process to confirm information shared with NRC.
c. Proper direction and contacts are critical to locate the vendors

(C.) COMPLIANCE CERTIFICATION

- NRC will disqualify any supplier who:

(a.) is bankrupt or is being wound up, where his affairs are being administered by the court, where he has
entered into an arrangement with creditors, where he has suspended business activities or is in any
analogous situation arising from a similar procedure under national laws and regulations;

(b.) is the subject of proceedings for a declaration of bankruptcy, for an order for compulsory winding up
or administration by the court or of an arrangement with creditors or of any other similar proceedings
under national laws and regulations;

(c.) has been convicted by a judgment which has the force of res judicata in accordance with the legal
provisions of the country of any offence concerning his professional conduct;

(d.) has committed any act of grave professional misconduct;

(e.) has not fulfilled obligations relating to the payment of all government statutory payments.

(f.) has not fulfilled obligations relating to the payment of taxes in accordance with the legal provisions of
Yemen.

(g.) is guilty of serious misrepresentation in supplying the information required under this Section or has
not supplied such information;

(h.) has been the subject of a conviction for participation in a criminal organization.

(i.) has been the subject of a conviction for corruption.

(j.) has been the subject of a conviction for fraud.

(k.) has been the subject of a conviction for money laundering.

‫ﻳﻧﻅﺭ ﺍﻟﻣﺟﻠﺱ ﺍﻟﻧﺭﻭﻳﺟﻲ ﻟﻼﺟﺋﻳﻥ ﻓﻲ ﺍﻟﻣﻅﺎﺭﻳﻑ ﺍﻟﺗﻲ ﺗﺣﺗﻭﻱ ﻋﻠﻰ ﺃﻛﺛﺭ ﻣﻥ ﻁﻠﺏ ﻭﺍﺣﺩ ﺃﻭ ﺍﻟﻁﻠﺏ ﺍﻟﺫﻱ ﻳﻐﻁﻲ ﺃﻛﺛﺭ ﻣﻥ ﻓﺋﺔ ﻭﺍﺣﺩﺓ‪.‬‬

‫ﻳﺣﻖ ﻟﻠﻣﺟﻠﺱ ﺍﻟﻧﺭﻭﻳﺟﻲ ﻟﻼﺟﺋﻳﻥ ﻗﺑﻭﻝ ﺃﻭ ﺭﻓﺽ ﺃﻱ ﻁﻠﺏ ﻭﻟﻳﺱ ﺍﻟﻣﺟﻠﺱ ﻣﻠﺯ ًﻣﺎ ﺑﺈﺑﺩﺍء ﺃﺳﺑﺎﺏ ﻫﺫﺍ ﺍﻟﻘﺭﺍﺭ‪.‬‬

‫ﻧﻅﺭﺍ ﻟﻠﻌﺩﺩ ﺍﻟﻛﺑﻳﺭ ﻣﻥ ﺍﻟﻣﺳﺗﺟﻳﺑﻳﻥ ﺍﻟﻣﺗﻭﻗﻌﻳﻥ ‪ ،‬ﻓﺈﻥ ﺃﻭﻟﺋﻙ ﺍﻟﺫﻳﻥ ﻟﻡ ﻳﺗﻠﻘﻭﺍ ﺇﺧﻁﺎﺭ ﺑﻌﺩ ‪ 3‬ﺃﺷﻬﺭ ﺩﻳﺳﻣﺑﺭ ‪ !!2021‬ﻳﺟﺏ ﺃﻥ‬

‫ﻳُﻁﻠﺏ ﻣﻥ ﺍﻟﻣﻭﺭﺩﻳﻥ ﺗﻭﻓﻳﺭ ﺷﺧﺹ ﻭﺍﺣﺩ ﻳﻛﻭﻥ ﺍﻟﺗﻭﺍﺻﻝ ﻣﻌﻪ ﺑﺷﻛﻝ ﺭﺋﻳﺳﻲ‪ .‬ﺳﻳﺗﻡ ﺍﻋﺗﺑﺎﺭ ﻫﺫﺍ ﺍﻟﺷﺧﺹ ﺍﻟﻣﺗﺣﺩﺙ ﺍﻟﻭﺣﻳﺩ ﺑﺎﺳﻡ ﺍﻟﻣﻭﺭﺩ‬

‫ﺍﺳﺗﻌﺩﺍﺩًﺍ ﻟﺯﻳﺎﺭﺓ ﻣﻛﺗﺑﻛﻡ‪ ،‬ﻳﺟﺏ ﺗﺣﺩﻳﺩ ﺍﻻﺗﺟﺎﻫﺎﺕ ﺍﻟﺻﺣﻳﺣﺔ ﺑﻭﺿﻭﺡ ﻟﻺﺷﺎﺭﺓ ﺇﻟﻰ ﺍﻟﻣﻛﺎﻥ ﺍﻟﻔﻌﻠﻲ ﻟﻠﻣﻛﺗﺏ‪ .‬ﻳﺳﺗﺣﺳﻥ ﺇﺿﺎﻓﺔ ﺧﺭﻳﻁﺔ‬
‫ﺑﺎﺳﺗﺧﺩﺍﻡ ﺧﺭﺍﺋﻁ ﺟﻭﺟﻝ‪.‬‬

‫ﻳﺟﺏ ﻛﺗﺎﺑﺔ ﺟﻣﻳﻊ ﺍﻟﻣﺳﺗﻧﺩﺍﺕ ﺍﻟﺗﻲ ﺗﺷﻛﻝ ﺟﺯ ًءﺍ ﻣﻥ ﺍﻟﻁﻠﺏ ﺑﺎﻟﻠﻐﺔ ﺍﻹﻧﺟﻠﻳﺯﻳﺔ ﻭﺍﻥ ﻳﻡ ﺗﻭﻗﻳﻌﻬﺎ ﻭﺧﺗﻣﻬﺎ ﺑﺧﺗﻡ ﺍﻟﺷﺭﻛﺔ‪ .‬ﻳﻣﻛﻥ ﺗﻘﺩﻳﻡ ﺑﻌﺽ‬
‫ﺍﻟﻣﺳﺗﻧﺩﺍﺕ ﺍﻟﺭﺳﻣﻳﺔ ﺑﺎﻟﻠﻐﺔ ﺍﻟﻌﺭﺑﻳﺔ‪ ،‬ﺩﻭﻥ ﺣﺎﺟﺔ ﻟﺗﺭﺟﻣﺗﻬﺎ )ﻋﻠﻰ ﺳﺑﻳﻝ ﺍﻟﻣﺛﺎﻝ ‪ ،‬ﺍﻟﺳﺟﻝ ﺍﻟﺗﺟﺎﺭﻱ ﺃﻭ ﺭﺧﺻﺔ ﻣﺯﺍﻭﻟﺔ ﺍﻟﻣﻬﻧﺔ‪/‬ﺍﻟﻌﻣﻝ‪ ،‬ﻭ‬

‫ﻳﺟﺏ ﺃﻥ ﻳﺣﺗﻭﻱ ﻛﻝ ﻅﺭﻑ ﻋﻠﻰ ﻣﺟﻣﻭﻋﺔ ﻭﺍﺣﺩﺓ ﻣﻥ ﺍﻟﻣﺳﺗﻧﺩﺍﺕ ﻓﻘﻁ‪:‬‬

‫‪ -‬ﻣﻠﻑ ﺍﻟﻁﻠﺏ ‪ -‬ﻣﻁﺑﻭﻉ ﻭﻣﻭﻗﻊ ﻭﻣﺧﺗﻭﻡ‬

‫ﺍﻟﻬﺩﻑ ﻣﻥ ﺗﻘﻳﻳﻡ ﺍﻟﺗﺄﻫﻳﻝ ﺍﻟﻣﺳﺑﻖ ﻫﻭ ﺗﻘﻳﻳﻡ ﺍﺳﺗﺟﺎﺑﺔ ﻭﺍﺧﺗﻳﺎﺭ ﺍﻟﻣﻭﺭﺩﻳﻥ ﻭﻣﺯﻭﺩﻱ ﺍﻟﺧﺩﻣﺔ ﺍﻟﻣﺣﺗﻣﻠﻳﻥ ﻟﻠﻣﺭﺣﻠﺔ ﺍﻟﺗﺎﻟﻳﺔ ﻣﻥ ﻋﻣﻠﻳﺔ ﺍﻟﺷﺭﺍء‪.‬‬

‫ﺍﻟﻣﺅﻫﻠﻳﻥ ﻣﺳﺑﻘًﺎ ﻓﻲ ﺍﻷﻭﻟﻭﻳﺔ ﻛﻠﻣﺎ ﺃﺻﺩﺭ ﺍﻟﻣﺟﻠﺱ ﺍﻟﻧﺭﻭﻳﺟﻲ ﻟﻼﺟﺋﻳﻥ ﻁﻠﺏ ﻋﺭﻭﺽ ﺃﺳﻌﺎﺭ ﺃﻭ ﻋﻁﺎءﺍﺕ ﻣﻐﻠﻘﻪ ﻣﻣﺎﺭﺳﻪ‪ .‬ﻳﻣﻛﻥ ﺃﻳﺿًﺎ‬
‫ﺍﻻﺗﺻﺎﻝ ﺑﻬﻡ ﻟﻠﻣﺷﺎﺭﻛﻪ ﻓﻲ ﺍﻟﻣﻧﺎﻗﺻﺎﺕ ﺍﻟﻌﺎﻣﺔ ﺍﻟﻣﻌﻠﻧﻪ‪.‬‬
‫ﻭﺑﻧﺎء ﻋﻠﻳﻪ ﻓﺈﻥ ﺍﻟﻣﻭﺭﺩﻳﻥ ﺍﻟﻣﺅﻫﻠﻳﻥ ﻣﺳﺑﻘًﺎ ﻳﺗﻣﺗﻌﻭﻥ ﺑﻔﺭﺹ ﺃﻛﺑﺭ ﻟﻠﻘﻳﺎﻡ ﺑﺄﻋﻣﺎﻝ ﺗﺟﺎﺭﻳﺔ ﻣﻊ ﺍﻟﻣﺟﻠﺱ ﺍﻟﻧﺭﻭﻳﺟﻲ ﻟﻼﺟﺋﻳﻥ‪.‬‬

‫ﻳﺑﺣﺙ ﺍﻟﻣﺟﻠﺱ ﺍﻟﻧﺭﻭﻳﺟﻲ ﻟﻼﺟﺋﻳﻥ ﻋﻥ ﻣﻭﺭﺩﻳﻥ ﻳﺗﻣﺗﻌﻭﻥ ﺑﻘﺩﺭﺓ ﺳﺭﻳﻌﺔ ﻭﻗﻭﻳﺔ ﻋﻠﻰ ﺍﻻﺳﺗﺟﺎﺑﺔ ﻻﺣﺗﻳﺎﺟﺎﺕ ﺍﻟﻣﺟﻠﺱ ﺍﻟﻧﺭﻭﻳﺟﻲ ﻟﻼﺟﺋﻳﻥ‬
‫ﻓﻲ ﺍﻟﻔﺋﺎﺕ ﺍﻟﻣﺫﻛﻭﺭﺓ ﺃﻋﻼﻩ‪ .‬ﻣﻌﺎﻳﻳﺭ ﺍﻟﺗﻘﻳﻳﻡ ﺍﻟﻬﺎﻣﺔ ﻫﻲ‪:‬‬
