KNOW ALL MEN BY THESE PRESENTS:

I, JOHN SOCO ABAD of legal age, Filipino citizen, single, and a

resident of Purok Katipunan, Brgy. Cabug, Bacolod City, Negros
Occidental, do hereby name, constitute and appoint:

CARLO FRANCES E. CABALLERO of legal age, Filipino, from

Brgy. Handumanan, Bacolod City, to be my true and lawful attorney-in-
fact for me and in my name, place and stead, to do and perform any and
all of the foregoing acts and things, namely:

1. To transact with the Department of Environment and Natural

Resources (DENR), Provincial Treasurer’s Office (PTO),
Provincial Environment Management Office (PEMO), and other
Government and Private Agencies in Negros Occidental,
Philippines;

2. To process, receive, sign, file necessary documents with regards

to the application and compliance of quarry taxes, permits and
licenses to all Government Agencies such as: PENRO, CENRO,
Provincial Treasurer’s Office, DENR, EMB, MGB, PEMO, BIR,
Governor’s Office, City Assessors, DAR, and Local Government
Agencies;

3. To pay necessary fees and charges for the said property and
purchase coupon from the Provincial Treasurer’s Office and the
MGB.

HEREBY GIVING AND GRANTING unto my said attorney-in-fact

full power and authority whatsoever requisite and necessary proper to be
done in and about the premises as fully to all intents and purposes as I
might or could lawfully do if personally present and shall lawfully do or
cause to be done under and by virtue of these presents
