RESOLUTION URGING THE HONORABLE MUNICIPAL MAYOR TO CREATE A

POLLUTION MONITORING TEAM TO OVERSEE THE OPERATION OF NEWLIFE

TECHWIN INC. OF CREMATORIUM LOCATED IN BARANGAY DACON, GMA, CAVITE
AND ITS COMPLIANCE WITH ALL THE ENVIRONMENTAL AND LEGAL
REQUIREMENTS

WHEREAS, on August 9, 2021, the Sangguniang Bayan received an undated letter from the
Barangay Dacon Kagawad Raul T. Lorenzo regarding the operation of a crematorium in Upper
Quarry Barangay Dacon, General Mariano Alvarez, Cavite;

WHEREAS, the aforementioned letter was discussed during the 33 rd Regular session of the
Sangguniang Bayan and the same was referred to the Committee on Agriculture, Agrarian
Reform, Environment and Natural Resources which thereafter called for a public hearing
attended by Kagawad Raul Lorenzo and representatives from Newlife Techwin Inc.;

WHEREAS, during the hearing Kagawad Lorenzo enumerates his concern, in behalf of the
residents of upper quarry, especially its impact to the health of nearby residents as well as if
the company has complied with all the legal requirements in the conduct of its operation;

WHEREAS, New Life Techwin Inc. has satisfactorily shows its legal compliance when it shows,
to the satisfaction of this Committee, its permits from Laguna Lake Development Authority,
National Ecology Center, Department of Environment and Natural Resources, Department of
Health, Municipal permits and clearances;

WHEREAS, anent the health concern raised by the residents of Upper Quarry, the company
undertakes to ensure the following:

1) New LIFE (NL) will provide Process Flow Diagram / Layout of Cremation;
2) NL will provide Pollution Control Equipment / Device (i.e. Wet Scrubber) as this should be part of the
filtration process (being in a residential area);
3) NL will provide a copy of the Contract Agreement between LGU and NewLife Techwin; inc.
4) NL will minimize the number of cremated bodies from Nine (9) to three (3) per day;
5) NL will regularly check, repair, clean and maintain their chimney;
6) NL will provide complete vitamins for boosting the immune system and other necessary stuff
especially for those affected (approximately 241)families from the Upper Quarry; Site.
7.) Allow site visit inside the crematorium to confirm the process and other safety equipment and
inspection.

WHEREAS, to monitor Techwin’s compliance with these undertakings it is but appropriate to

create a pollution monitoring team for this purpose ;
