Introduction
The Enhanced Circuit Switching Fall Back from LTE to 3G1X (1x RTT support) optional
feature supports an S102 Interface (subset of A21 interface) for the LTE and CDMA
3G1x interworking, as defined in Standards, 3GPP TS 29.277.

Prerequisites
Introduction
The Enhanced Circuit Switching Fall Back from LTE to 3G1X (1x RTT support) optional
feature has the following prerequisites

HLR configuration
The Enhanced Circuit Switching Fall Back from LTE to 3G1X (1x RTT support) optional
feature supports both Standalone Home Location Register (SHLR) and Integrated Home
Location Register (IHLR).

Hardware requirements
Following are some of the hardware requirements for the Enhanced Circuit Switching
Fall Back from LTE to 3G1X (1x RTT support) optional feature:
• Mobiles with a single receiver and single transmitter that support data-over-LTE,
voice-over-3G1x, and 1x SMSs
• MMCv4 UNAC Base Cabinet. Switch port 16 is used for this feature.

Interface requirements
The Enhanced Circuit Switching Fall Back from LTE to 3G1X (1x RTT support) optional
feature requires the A21 service that supports up to 45 A21 interfaces to the MME.

Signaling requirements
The Enhanced Circuit Switching Fall Back from LTE to 3G1X (1x RTT support) optional
feature requires ANSI-41, IS-824, and IS-1149 signaling.

Introduction
This feature provides 1X support for LTE-1x Enhanced Circuit Switched Fall Back
(eCSFB). It builds upon the CSFB provided by the previous FID 39211.1 and related
features by supporting the optional eCSFB procedures and signaling flows added to 3GPP
Release 9 TS 23.272.
Note: eCSFB improves call setup time as compared to CSFB.

Functionality
Following are some of the important functions of this feature.
• For mobile originated voice calls, instead of the UE returning to 1x and sending an
Origination over the 1x air interface, the UE will tunnel the Origination message
through RRC, S1, and S102 to the IWS. The MSC then performs a virtual handover,
assigns a traffic channel, and sends a UHDM back to the UE using S102, S1 and
RRC.
• For mobile-terminated voice calls, instead of the UE returning to 1x and sending Page
Response over the 1x air interface, the UE tunnels the Page Response message
through RRC, S1, and S102 to the IWS. The MSC then performs a virtual handover,
assigns a traffic channel, and sends a UHDM back to the UE using S102, S1 and
RRC.
• Coexistence of CSFB and eCSFB is possible. If a response to a tunnelled page is
received over the 1x air interface, CSFB is performed, and if the page response is
received from S102, eCSFB is performed.
The scenarios for LTE-1X CSFB include:
• Registration with 3G-1X
• Mobile Originated Voice Calls
• Mobile Terminated Voice Calls
• Mobile Originated SMS calls
• Mobile Terminated SMS Calls
• S102 tunnel redirection
• e911
• CALEA
• Location Based Services

Network Overview
The following figure depicts the S102 interface between the 3G1x system and the LTE
system that has been defined to carry the signaling messages. The S102 interface is based
on the A21 interface and is a subset of A21 interface. The S102 interface is defined in
3GPP TS 29.277.
The concept can be deployed in areas where both LTE and 3G1X infra-structures overlay
as two independent systems.

A21 service can be defined as the functionality that provides the A21 as well as the S102
interface and the supporting functionality. An A21 service operating in the Alcatel-Lucent
3G1x MSC interfaces with:
· A21 services in one or more Alcatel-Lucent 1xEV-DO RNCs and/or BSR proxies to
provide the A21 interface . Since the A21 interface is a standard interface, the
Alcatel-Lucent A21 service (either in the MSC, RNC, or BSR proxy) will also need to
support an A21 interface to other vendors' equipment (future release).

Performance impact
This feature does not impact the system performance.

Purpose
The following information provides the list of TICLI commands supported by Enhanced
Circuit Switching Fall Back from LTE to 3G1X (1x RTT support) optional feature.

TICLI commands
Details of Input commands
The following input commands are modified as part of this feature:
• OP:A21SERV a, STATUS — Report the maintenance status of an A21 Service
(A21SERV) application and all the A21 interfaces associated with the A21SERV on
the Mobile Switching Center (MSC).
• RMV:A21SERV a, IFACE b Removes the A21 interface from A21SERV. On
successful completion of this command the A21 interface will be in the
OOS-MANUAL state.
• RMV:AP a, A21SERV b, [;UCL] Removes the AP A21SERV application from
service. On successful completion of this command the A21SERV application will be
in the OOS-MANUAL state. An attempt to switchover the A21SERV application
running in an active state will be made for both conditional or unconditional removes.
If A21SERV cannot be switched over to the mate AP and the UCL parameter is not
specified, this command will fail. If UCL is specified, the A21SERV application will
be removed from service even if the A21SERV cannot be switched over to the mate
AP.

(A21SERV) application to service. On successful completion of this command, the
A21SERV managed object will be in the ACTIVE or STBY maintenance state
depending on the state of the application on the mate AP.If the application is ACTIVE
on the mate AP, it will be brought to the STBY state on this AP. If the application is
not ACTIVE on the mate AP, the application will be brought to the ACTIVE state on
this AP.
• SWITCHOVER:A21SERV a[;UCL] Switches the Application Processor (AP) A21
Service (A21SERV) application to another AP. On successful completion of this
command, the state of the A21SERV application will be switched from ACTIVE to
STBY on this AP, and on the mate AP from STBY to ACTIVE.
