General All Area Technical personals. 1.All technical personals should be submit their certificate
Activities To Safety department and allow them to work in the site
based on the approval of project SAPMT.
Drivers / Operators. 2.Alshalawi Safety Department will be provide the Safety
orientation and defensive driving training before enter
the site.
3.All drivers should have valid SAG license and operators
should have SAG License and SA certification except
roller Compactor operator.
4.All drivers should be followed speed limit and traffic
signage in the site.
5.Violators will be penalized and fourth violation subjected
to permanent removal from the site.
5.Vehicle and equipment should be perfect condition and
checked it based on the check list before start the Job.
6.Check list to be submitted the Safety department office
weekly basis and Safety department will be check all
vehicle and equipment weekly basis. Defective
equipment will be removed from the site with immediate.

and minimum 36 first aid kits above 50 man power.
Site Nurse. 1.Site nurse shall be mobilized to the site prior the
approval of SAPMT and Saudi Aramco Minimum medical
standard requirements.
Safety Rep. 1.All safety personal shall be mobilized to the site prior
Approval of SAPMT Safety department. Company will
be Ensure the availability of safety officers is 50:1.
C P R Training. 1.Company will be make sure that minimum one of the
employee who is able to give the C P R in case of the
emergency based on the training by the recognized
hospital and training certificate will be kept in the safety
departmental office.
Welders. 1.All welders must be certified by the Saudi Aramco and

said certificate of each employees will be hold during
the welding operations.
Electrician. 1.Personal authorized the work on electrical equipment

shall be passed the electrical hazard recognition training

provided by SA training and development.(T&D).
Blasters /Helpers. 1-Abrasive blasting operators for industrial coating
applications shall be tested and certified by a certified
coating inspector. The helpers should be qualified and
competent for the job.

Painters/Helpers E to the site. Safety department ensure that the painter
is well aware about the safety precautions and usage of
required P P E such as organic vapor cartridge
respirators or supplied air respirators depending up on
the hazards which mentioned on the C H B & M S D S
through training. The helpers should be qualified and
competent for the activity.
All activities All Area P P E. 1.Company shall be provide required P P E to the

employees with free of charges.
2.Personal should ne wear it in the site and do not
tamper.
3.Will destruction of P P E may leads to disciplinary action
and back charge.
4.Safety Helmet will be provided to the employees and this
hard hat will meet ANSI Z 89.1 type with chin strap.
Engineers and Managers shall wear white helmet,
Forman and surveyors shall be blue, Safety personals
shall be green, workers to be yellow.
5.Eye protection will be provided by the company and

meet the ANSI Z-87.1.

6.Cotton gloves will be provided to the employees for

general activity and will replaced up on the damage.
7.Rubber gloves will be provided for electrical and
concrete work.
8.Rubber coated gloves will be provided for masonry
work.
9.Leather coated gloves will be provided for welding
activity including fire resistant coverall and safety
aprons.
10.Safety shoe will be provided to the employees and
rubber boot for concrete works.
11.Aditional required P P E will provide by the company
with free of charges such as Face shield, Respiratory
protections, Welding Hoods, Ear protection etc. All P P
E shall meet ANSI Standards.
12.Full body harness will be provided by the company for
working at height and potential hazard of the falling
including the anchorage.
12.Traditional dress strictly prohibited in the site and all
workers shall be equipped with company uniform

 Ensure the approved lift plan by SAPMT prior to
lifting.
Turnover of Equipment  Ensure the area is stable for placing crane prior to
installation by site engineer.
 Safety personal makes double check the area prior
to installation of crane.
 Safety personal will not be allowed any placing of
crane on unstable surface.
 The crane will not be place near by the excavation
unless additionally protected.
 Outriggers must be fully extended and placed on
mats.
 Strictly enforce to follow the lift calculation chart.
Injury/Death/Fatality.  Safety department will not be allowed to operate the
crane if the wind speed is above 32 Kp/mh.
 Operation will not be allowed if below 360 degree
visibility or adverse weather.
 All personal allowed only work with crane is
competent and trained.
 Ensure that all employees equipped with proper P P
E and additionally reflective jacket.
 Area should be demarcated by the safety barrier
and will display the sign board “EXCLUSION ZONE
DO NOT ENTER”
 All lifting operations shall be accepted only under
the supervision of the competent supervisor.
 Do not allowed to stay any one underneath of the
suspended load.

4.Air conditioned dining room will be provided and ensure
at site with suitable chair and table for eating food.
5.Food will be provided from outside of the project.
6.All office air conditioners will be maintained and cleaned
monthly basis and check list will be keeping in site
safety office.

8.Garbage will be removed from the site and dispose
based on the approval of Municipality.

ensure that site is not affecting the exposure of dust
through water spraying.
Site storage 1.Site storage area shall be protected by perimeter with

Gate.
2.Unauthorized entrance strictly prohibited.
3.Pedesrtian walk ways shall be marked and demarcated.
4.All materials receiving at store must be logged and
stocked it in designated area.
5.All materials shall be stacked and segregated properly
also displayed the sign boards of materials

6.Chemical storage area shall be minimum 15 meter away
from other storage facility. Chemical storage area shall
be facilitated with eye wash.

Emergency Site Office Injuries In an emergency, or on hearing the “Stop Work Alarm”,

In the event of an emergency situation (serious personal
injury, fire, critical damage to operating equipment, etc.)

Aramco Main Gate or Security Control Center. This may

Report the emergency by giving the following information:

b. Describe the Emergency briefly, such as fire, rupture,
any injuries and casualties, and how many (if it is fire,
state type if known – oil, gas, chemical, electric, or
other).

1. The emergency phone # shall be posted in strategic
locations around the temporary site facilities in clearly
visible boards of approximately 40 x 60cm. and written
on it “In Case of Emergency Call 110”.
2. Emergency reporting procedures shall be posted near
each telephone set in the jobsite.
3. Firefighting equipment shall be provided as indicated
on the approved site layout plan.
4. Separate container shall be provided for the storage of
flammable materials that complies with the
requirements of the Construction Safety Manual and
applicable GI’s .
5. Materials were to be stored and protected according to
sizes, nature, perishability, flammability, etc. with
adequate access ways for easy storage & retrieval, and
for fire trucks.
6. Two five-meter gates shall be provided for easy access
to the lay down yard.
Power supply shall be tapped from existing systems so

 Empty cylinders should be segregated from full
cylinders and shall be marked or tagged EMPTY.
 Cylinders should not be placed where they may
become part of an electrical circuit.• Never use a
compressed gas cylinder when the contents are
unknown.
 Gas delivery lines should be clearly labeled to
identify the gas.
 Valves shall be kept closed at all times except when
the cylinder is in use. Ensure the flash back
arresters are properly fixed while using cylinder.

3. Prior to commencing of isolation of systems for tie-ins,

In situations where it is not possible to lockout or
chain off an isolating device, isolation may be
accomplished by removal of fuses, disconnection
of electrical cables, installation of blind flanges, or
physical removal of a component of the system
supplying energy to the equipment. The point of
Physical interruption should be identified with a
fully completed tag.
A. When isolation has been completed (or before if
appropriate), Operations will de-energize equipment to
ensure that it contains no residual energy.
4. Other organizations or individuals working on
equipment shall also install their locks and tags at
locations identified by Operations. Multiple lockout
clips shall be used if necessary.
5. Each lock on a piece of equipment, or on a multiple
lockout clip, must be labeled to be identified. The
preferred approach is to install a tag (Aramco form 525)
on each lock indicating plant numbers or location, the
date and time of lockout, name, badge number,
organization, contact phone and signature of the
individual who installed the lock and the reason for the
lock’s installation.
6. Verification tests, in which all affected parties
participate, shall be conducted by Operations on each
isolating device and on each piece of equipment
isolated.

7. The craftsman who leaves the job site temporarily, but

intends to return to complete work, his locks and tags
may be left installed, provided this is acceptable to
controlling organizations.
8. When a craft shift change occurs and work is not
complete, the oncoming shift may either effect a
transfer of keys between shifts. The transfer requires
the craft foreman or supervisors to conduct a detailed
review of installed locks and tags. Craft tags may be
endorsed by the oncoming shift or new tags may be
installed.
9. When a craftsman completes his work, or leaves the job
site permanently, his tags and lockout devices shall be
removed. The craft foreman or supervisor shall advise
the Operations Supervisor of completion of work and is
removing his locks and tags. No padlock/lockout
device shall be cut or forcefully removed, without the
permission of the lock owner’s superintendent, the
operating shift superintendent .
10. Prior to tie-in, all systems should have undergone
and passed the required pre-commissioning tests.
11. Proper coordination shall be made to all parties
involved and others that could possibly be affected
in the isolation ten days prior to tie-ins.
Before the commencement of work, the Safety
Officer and the Supervisor of the crew shall conduct
a special meeting to all concerned personnel
involved in the tie-in to emphasize the hazards of

the operation and the safety measures that were to

be implemented. Only PDD & Other Saudi Aramco
utility personnel can energize or operate newly tied
in systems.

PMT for the delivery of large or long materials taking
into consideration the limited space for maneuvering in
the construction site.
