Project Proposal: A Proposed Energy Efficient Design of Cabucgayan Public Market

Background:
Public market, or marketplace is an open space that focuses on businesses that are locally owned and
operated which highlights the best of local foods, crafts, heritage and culture. They exist to fulfill a public
purpose, showcasing a community’s unique character and culture while serving its everyday shopping needs
(Zaretsky, 2012).

In the Philippines, public markets are termed as “palengke” which was coined from the Spanish
word “Palenque” pertaining to a (wooden) palisade or stockade and by extension the area enclosed by such
a structure for defense, public festivals or some other purpose [1]. Historically, public markets are known to
have boosted cultural exchange between the early communities in the country and the neighboring islands. It
is a Filipino legacy that started off as commerce of various products produced specifically in certain
localities, which later fostered migration of groups from one location to another, eventually leading to
settlements. Public markets are generally, the primary trading centers for all cities and municipalities. It is
where the local government acquires funds for local developments and services. The public market will
continue to be vital in sustaining agriculture, biodiversity, and a healthy relationship between urban and rural
populations, economies, and production (Helen Tangires, 2003). However, as cities grew, public markets had
fallen into a state of disrepair thus hampering its potential as hubs for efficient domestic retail trade [2].

A typical Filipino public market is often deemed and criticized as unhygienic due to its physical
neglect and poor management system, resulting in a variety of environmental and health issues. These public
market conditions led to the establishment of modernized malls that cater supermarkets that are typically
fully air-conditioned and encourage people's convenience. Despite its diminishing role in feeding the city,
public markets have persisted and continue to play an important role in encouraging small business
opportunities, preservation and promotion of local foods, and providing a platform for public engagement.
Therefore, it is necessary for the local government to implement incremental changes in order to promote
and safeguard the market's well-being.

Because of its vast coastline and reliance on agriculture, the Philippines is considered as one of the
most affected countries by climate change [3]. The International Energy Agency (IEA 2005) estimates that
buildings account for 30-40% of the worldwide energy use. Accordingly, studies carried out suggest that the
building sector is responsible for a large share of the world’s total energy consumption. Building energy
consumption accounts for around 15 to 20% of total electricity usage in the Philippines [4]. It is therefore
imperative that future buildings be designed in accordance with energy conservation concepts in order to
contribute to the nationwide effort to avoid or at the very least alleviate the effects of an energy crisis.
Furthermore, steps should be taken today to rationalize the use of energy in existing structures and services
in order to avoid energy waste. According to the EPA, green building is the practice of creating structures
and using processes that are environmentally responsible and resource-efficient throughout a building’s life
cycle from sitting to design, construction, operation, maintenance, renovation and deconstruction. The green
building concept will be applied to the public market in order to increase its performance and efficiency
while reducing its negative impact on human health and environment.

Magbangon, formerly Poblacion, is a barangay in Cabucgayan, Biliran, with a population of 1,704


people which accounts to 7.91% of the entire population of Cabucgayan (2020 Census). The province is
known for its enterprises which offer high quality products from a variety of local sources. The Magbangon
Public Market is one of the most visited markets in the area, stretching from Barangay Balaquid to Barangay
Libertad. It is owned and operated by the local government to provide public service. Aside from its primary
function as a typical public market, it acts as a trading center for both producers and customers, where bulk
fresh trades are delivered and sold. Vegetables and other foodstuffs are sold at a reduced price on Fridays,
known as bagsakan. Accordingly, it became a food terminal where goods and products from other bordering
provinces are also being sold in a wholesale basis. However, the Magbangon Public Market is currently in a
state where its physical condition is deteriorating, compromising its efficiency and functional significance,
resulting in an unhealthy and unpleasant environment. As a result, the goal of this research is to address these
problems by proposing a plan to renovate the Cabucgayan public market into a more sustainable and energy
efficient facility with an associated structural design for the benefit of the community, particularly its
citizens.
