White’s Ferry Operation Alternatives Study
Background:
The White’s Ferry ceased operations in December 2020 in the wake of a long‐running legal dispute
between former owner White's Ferry Inc. and Rockland Farm, which owns the ferry's Virginia landing site.
Early this year, the ferry infrastructure has since been acquired by JK Moving Services CEO Chuck Kuhn.
Negotiations between Mr. Kuhn and Rockland Farm's owners had not been successful.
Scope of Services:
Loudoun County Virginia and Montgomery County Maryland are issuing jointly a Request for Proposals
(RFP) for consultant teams (AECOM and Stantec) to evaluate the feasibility of operating a Potomac River
ferry service (Project) between Loudoun and Montgomery Counties near the current location of the
White’s Ferry. The study needs to be under contract within 30 days and completed within 90 days of start.

1. INTRODUCTION AND PROJECT MANAGEMENT
Review the draft Statement and provide input.
We will review the outline and draft statement created by AECOM to ensure that the transportation
issues as represented, and the parameters of the study are within the scope of the following work
program.
2. UNDERSTANDING OF LEGAL MATTERS
Stantec will investigate applicable environmental regulations and permitting requirements for MD
side and review AECOM’s work on VA side.
Stantec will identify regulations and potential permitting requirements including: USACE Section
404/401; MDE Wetlands/Waterways; USCG; Montgomery County Forest Conservation; NPS
special use permits.
Stantec input in MD side, review VA side of AECOM’s work.
Stantec will review AECOM permitting assessment and provide comment.
Summary and illustrative map of surrounding property owners, including rights of way and National
Park Service, to and from existing location and clarification of exact boundaries of existing ownership
and responsibility.
Stantec will utilize existing property information from MD Real Property data to identify ROW,
property boundaries and floodplain limits. A high‐level review of FEMA models shows that this section
of the Potomac River does not have mapping already undertaken so a review of historical information
and mapping of flood marks on buildings may have to be considered to achieve a 100‐year flood zone
for the vessel removal.
3. TRANSPORTATION ISSUES & OPERATIONS
a. Review of existing (and for proposed landing) sites needed to connect with a local road network
system.
iii. Review of historical data of ferry ridership.
This item is no longer valid based on the lack of historical data on ridership or vehicles. Ridership
will be estimated based on the use of Location Based Data in 3c

iii. Daily vs. Capacity
1. Potential volume increases with a marketing plan. (provide a range estimate based on
varying factors such as campaign size, potential partnerships, etc.)
2. Identify potential partnerships between future ferry options and nearby attractions.
Based on the lack of passenger and vehicle information, these estimates will be derived using the
location based data in 3c. The location based data will be used as a basis to examine surrounding
businesses and patterns of movement (including information from 3‐3) to determine whether
there is potential to increase ridership through either additional service or through strategic
partnerships with agrotourism sites.
c. Review of available historical data of ferry ridership, including consideration of passenger counts,
fare options and trends in fare type selection, types of vehicles accommodated, any available
information on non‐auto mode share, seasonal/time of day/day of week trends, and trip purposes.

Based on the lack of passenger and vehicle data or accurate daily revenue information (A recent
interview with the former operator noted that they did not collect passenger or vehicle counts
and that daily revenues could include monthly or booklet of ticket purchases on the day of
purchase rather than when they were redeemed, therefore daily revenue is cannot be used as a
proxy for ridership) we will need to purchase location based data to provide some understanding
of person movements to the ferry. This is will be provided by Streetlight (At a cost) and be used
analyze data from 2018 and 2019 to look at the Origin‐Destination patterns of users to
supplement the review and provide input into the economic development analysis.
We will utilize a 10‐zone Advanced Analytics Streetlight Data package to understand variation in
seasonal demand for the Terminals, based on monthly averages for each month in 2018 and 2019,
for both a typical weekday and a weekend day. This comparison will allow us to evaluate the
impacts of COVID. We will also explore the routes vehicles are taking to and from the Ferry
terminals, as well as their home and work locations.

As noted in the data analysis, the information provided by the former operator will be
reviewed to understand the financial and operational components of the service including
staffing throughout the year, revenue, and expenditures that can help define the options to
be outlined in section 4.
v. Parking considerations in surrounding areas and congestion/coordination considerations in
MD‐side park and related park access.

3. Operational History
Flood elevations will be assessed through research and summary of available FEMA flood
study data. We will summarize frequency of risks that may be associated with flood and ice
events using available USGS river gage and weather records. An assessment of potential
storage locations will be conducted, comparing to the available flood risk data or to the high‐

level assessment of what that level might be based on existing data (as noted earlier from an
initial search)
e. Vessel sizing
i. Options to achieve same or improved provision of service consistent with defined purpose.
ii. Accommodation of existing and future demand
The potential ridership will help provide parameters for ferry vessels that could be considered
if there is a rationale to replace the existing vessel. Along with the review by AECOM in section
6, we will review information from ferry reviews in New Zealand, and ferry services by two
provincial agencies in British Columbia to help create a matrix of vessel sizes and propulsion
types. The length of cable and the turn angle from shore may need to be reviewed in the
context of a new landing site and the impact that may have on the infrastructure, the vessel
and the potential for additional or different demand.
iii. Road and vessel conditions impact on the type of vehicles that can access using ferry (i.e.,
charter buses for economic development, agritourism, wine tours, etc.)
Stantec will review aerial photographs and GIS information to determine roadway constraints
for different types of vehicles accessing the landings on both the Virginia and Maryland sides.
iv. Meeting river conditions, (depth, currents, shoreline conditions), depending on locations of
landings.
Stantec will utilize existing available information to assess the river conditions and provide a
summary of concerns. Depth of river and shoreline examination are likely beyond the scope
of resources and timeframe but should be considered in more detail in terms of the Loudoun
County movement of a landing ramp and terminal as well as the depth of the river that may
create restrictions of future vessel types due to draught of the vessels. We will review other
ferry operations at a high level to assess whether there are docks layouts for smaller vessels
that can adapt to changing river levels.
v. Bike Ped Accommodations
Stantec will review the existing active mode connections to the ferry ramps with input from
AECOM on the Loudoun County side as well as review the areas within the vessel to
accommodate walk‐ons and bike parking as part of the technology review.
vi. Condition assessment of the ferry, landing ramps, etc.
Stantec will review GIS information to determine the existing profile of the ramps and will
perform a site visit to assess the condition of existing pavement and width of the existing ramps.
This will also include an understanding of the total site area, how recreational boaters use the
Maryland site and what the new site in Virginia may require to meet different vehicle types.
Deliverable:
Technical Memo Summarizing Transportation Issues
We will prepare a tech memo summarizing the transportation issues around the Ferry
Terminal operations. This will include assessments of where travelers are starting and ending
their trips (home/work locations), operating constraints, including roadway geometric
limitations, high level conditions assessment of the river, and opportunities to accommodate
bikes and pedestrians.

Sample Operations Plan
A sample operations plan will be developed. This will include recommendations for vehicle
queueing, loading, access points to the Terminals, signage and wayfinding, staffing during
peak and off‐peak periods, service frequency, and, if applicable, traffic management
strategies for ingress and egress
4. ALTERNATIVES TO BE CONSIDERED
a. Potential alternative to be considered:
ii. Re‐opening the ferry operation by the private sector, with assistance from the public sector,
through an operating agreement/concessionaire.
iii. Establishing a publicly operated ferry operation at the existing landing locations

There are a number of permutations to each scenario that will be shown in a matrix of
responsibilities for the various activities that will occur during operations. This includes
everything from public information through operations and infrastructure to maintenance of
the waterborne and landside assets.
vi. Risk Analysis
1. Include consideration of timing of each option to put in place, risks of ongoing instability
of operation, etc.
b. Consideration of each alternative should include:
i. Identify Permitting Requirements for each alternative.
Based on the matrix developed in the previous task, we will assess permitting
issues/requirements for the alternatives including any waterborne requirements for staffing
and operating a vessel that may not be grandfathered into the operation now that it has
ceased functioning. It appears that the current vessel is permitted by the Coast Guard only
so a high level review may be required for changes to the land side operations and whether
any county based permitting would be triggered.
ii. Legal issues
We will develop a matrix of legal/permitting issues that may be applicable to the various
alternatives.
iii. Identify land ownership.
We will create a GIS based map showing land ownership and parcel limits based on existing
available information.
iv. Landing site improvements.
Stantec will provide high level input into the landing sites on both sides of the river including
sketch level diagrams of what may be possible on the Loudoun County side with the
movement of the terminal adjacent to public lands or roadways, any changes in operational

strategies (such as prepayment at a pay point and queued parking or changes in the cable
angle to accommodate a new landing point).
vi. Schedule to start operations, and startup cost estimates including:
Our team will develop a rough timeline or schedule that starts with startup dates and moves
backwards to highlight the key functions that must occur and the approximate timeline for
that function.
As much as is possible with the available information, we will provide a high‐level estimate of
costs associated with the tasks noted above.
vii. Vessel replacement and life cycle costs
As input into the Technology Assessment, we will utilize our knowledge and research from
New Zealand, Virginia and Maryland DOT’s and British Columbia to provide information on
possible vessel sizing and costing.
Deliverable ‐ Technical Memo Summarizing Alternatives with Opportunities & Constraints
We will create a technical memo that summarizes the elements of the SWOT analysis.
5. ECONOMIC DEVELOPMENT BENEFITS & OPPORTUNITIES
Stantec shall review AECOM deliverables and provide recommendations for additional
descriptions/data/approaches to ensure economic development opportunities adequately identified
for both Loudoun and Montgomery Counties. Stantec shall meet with Montgomery County Economic
Development Corporation to identify tourism partnership opportunities in Maryland.
6. TECHNOLOGY ASESSMENT

Based on the startup costs and known issues, we will provide input into Task 7

DISPUTE RESOLUTION: If requested in writing by either the Subconsultant or Stantec, the Subconsultant and Stantec shall attempt to

Due to the scope and demanding schedule of the Whites Ferry Study project we couldn't accomodate any subconsultants on this task
however Santec is fully committed to meet overall MFD participation goal of the Contract No. 1111495. A summary/report showing
awarded task assignments including planned and actual MFD Performance details is attached for your information.
