1.0 Introduction

In this modern era, the internet and social media has helped Malaysia abreast with

the other developed countries. Malaysia has to ensure there multiracial population

lives in harmony and peace. The happens with the integrated help of media control

and regulation exercise in Malaysia the Printing Presses and Publications Act (PPPA),

Film Censorship Act, Broadcasting Act, Communication and Multimedia Act (CMA)

and media ownership control. Many researches have been conducted pertaining to the

internet and social media that have been published locally in the line with the

development of the internet and social media in Malaysia. App that called like

Facebook, Twitter, My Space, Friendster, Hi5 and LinkedIn are all example of the

virtual social-networking sites which is the current trend. It has a function as a

communication tool that is equipped with various applications such as personal

websites, discussion forums, emails, chat room, space to upload picture and video as

well as game software. Therefore, the virtual social-networking site can be defined as

a social site range of interesting applications and thus helping the users to

communicate or to interacts with each other. In Malaysia, the social-networking

Facebook has become the most popular virtual community of choice compared to

other social sites. Population more than 25 million and a land area of approximately

330,000 km, Malaysia is considered to be one of the new industrialized countries.

Situated in southeast Asia, Malaysia is divided into east and west Kuala Lumpur, the

country’s capital is situated on the west, better known as peninsular Malaysia is best

known for its multiracial composition which include the majority Malays and other

Bumiputera groups (67%), followed by Chinese (26.0%) and Indian (7%) ethnic

groups. Many races co-existing, Malaysia has myriad culture, religions and

languages. Thus, it’s considered a Muslim country with Islam being the official

religions such as Christianity, Buddhism and Hinduism are practiced in Malaysia.

The National Language Act (1967) sanctioned Bahasa Malaysia (the Malay language)

as the country’s official language and stipulated that all formal events should be

conducted in Malay. Although, English is also widely used as are other ethnic

languages such as Mandarin, Cantonese, Tamil and other native tongues.

2.0 Impact of social media

The impact of using social media like Facebook has made the process of

spreading the information quicker and faster within just a few second. Internet

revolution has been ongoing since the early 90s to make the world smaller, and

information dissemination can be done immediately. For example, thousands of

Egyptians on the field to demonstrate the state of Israel after seeing some picture of

Gaza attack by Israel, which are included in Facebook is recognized as a medium to

connect people around the world to unite through virtual communication.

Therefore, the social-networking Facebook is equipment with various applications

such as personal websites, blogs, discussion forums, chat, email and others. These

applications are combined with Web 2.0 technologies, which made them attractive

and easy to handle. These applications are exploited in education as it is seen to help

student involvement in a subject. For example, many teachers outside the country

have been using social sites like Facebook, Twitter and Ning in teaching and learning.

As a leader, the voice of the people is important to be taking into account to

include knowing the issues and problem in the society. Previously, any views made

will be heard only after the leaders have sat down and discuss or through the mass

media. Now, Facebook has gone beyond the obstacles for people to have direct

communication with their leaders. The U.S. President, Barrack Obama has its own

Facebook account to communicate and to listen to the problem faced by the American

(Wrestling 2007). In Malaysia has established a network of 1 Malaysia for all

Malaysia. Through this established network, various view from the core can be

expressed in the most relaxed and less formal atmosphere. In the fact, the votes from

the website and youth Development Research Institute of Malaysia showed that

90.8% of Internet users agree that new media like social-networking site and blog has

open the opportunities between the youth and the government to discuss issues such

as youth development, social and educational.

advantages of operating in cyberspace, it also creates vulnerabilities such as the

possibility of cyber-attacks which can erode value. In light of these current realities,

we propose a value create agenda for organizations that operate in cyberspace. We

suggest that when organizations effectively manage the risks associated with cyber-

attacks and continue to attain benefits from cyberspace, there is a positive

contribution toward organizational value.

The evolvement of the globalization era is parallel with the development of mass

media communication technology. However, this rapid changing could not be stop it

from happening so they need to accept and use the technology well based on the

situation and culture. In fact, mass communication technology especially new media

is improving day by day. Therefore, community needs to adjust themselves on using

the technology in their routine life such as house applicant, smartphones and more.

The development of media communication technology will affect their community

value. Workers, especially those at the professional and managerial levels, have

increasingly interacting and communicating with professionals and clients from other

organisations. There are impacts of media communication technology in community

for example borderless community, digital divide, improvement of quality of life,

involvement of electronic community and management of cyberspace. Globalization

has distorted the economic distinctions that previously existed between countries and

created a borderless society where decisions regarding to economic issues are made

without referring to national boundaries. Globalization brought about a lot of changes

globally and these include free movement of goods, services, capital and information

across seamless territorial borders.

3.0 Analysis on the challenges

Furthermore, the Malaysian information and communication technology (ICT)

industry may be hampered from growing further as it continues to be plagued by

some complex and vital issues that could lead to the derailing of the nation’s

ambitions, cautioned the National ICT Associate Of Malaysia (Pikom). Muhammad

Imran Kunalan Abdullah (picture), director of talent division, MDec said that another

initiative the national ICT custodian has embarked on to address the supply

deficiency is to create better awareness through its strategic initiative dubbed ‘ICT as

a Career Choice’. Speaking at the same media briefing, Imran said on of the biggest

challenges faced on today present environment. The kids seem to be tech sawvy and

expert users of gadget but when you ask them if they are serious enough to pursue

ICT as a career and become a creator of technology. There are numerous challenges

and issues that need to be faced by government and e-government implementers in

technical infrastructure, financial, vision and strategy, security and privacy, good

coordination, leadership, skills and change management. Government has to

outsource abilities and financial resources to outsource so that the current staff would

be able to define requirements for development.

4.0 Solution to the challenge

Malaysia should solve the problem challenge of information communication by

raise up the awareness to teacher about the importance of ICT skills in teaching.

Therefore, Ministry of Education may provide more training to build more technical

support specialities to help the teacher delivering knowledge to the student. Satellite

television can be used in rural areas to act as supplementary tool to overcome the

shortage of ICT structure whereas satellite internet-link can be used in those schools

without telephone lines. As for the government also played a pivotal role in the

encouragement of the subsector’s growth by providing support through funding

schemes including the MSC Development Grant Scheme (MGS) and the Industrial

Research and Development Grant Scheme (IGS) for idea generation and R&D.

Education Ministry Teacher Education Division director Datuk Mahmud Karim said

it was for this reason that the new module which focuses on equipping teachers with

the technological skills was launched. “The new module allows teachers to be more

creative when designing their lesson plans so as to keep their student engaged” , he

said after launching the Multimedia Interactive Tools.

5.0 Conclusion

As conclusion, Information Communication Technology (ICT) is a tool of global

educational development. The use of information communication technology in the

third world countries has witness a number of pitfalls, despite relevant educational

stakeholder effort to savage the situation. Some of the possible solution insight as

exaggerated by the researcher will serve as benchmark for ICT to be fully optimized

in the educational system of these third world countries. The revolutions in the

adoption of ICT have profound implications on social development and have been

carried out, but most of them tend to concern on mainstream society issues,

specifically in the context of economic, organization and education but only limited

studies focuses on the impacts of ICT adoption towards the cultural identity.
