1 General
The particular scope of this document is to provide the reader with a general understanding of the procedure to be
followed for call-off ordering of steel reinforcement and quality controls, testing to be carried out on site.
This document should be red in conjunction with the following other documents:
- Project Specification for structural steelwork and associated Building Regulation, British Standards -
refer to list of documents in Annex 2.
- The Project Management Plan, DOCUMENT NO: ALL/ SL/ A0/ ALL/ BYG/ PMP/00001/last
revision
- The I.T.A.Ps for concrete structural works ( Inspection Test Approval Plans ) included in Q.V.F.
(Quality Verification Files)
A detailed organisation chart for the persons involved in the activity and their respective responsibilities can be
found in Annexe 3.
It is essential to ensure that the steel delivered to site comes from a controlled source: obtain from companies
holding valid certificates of approval conformity issued by the UK Certification Authority for Reinforcing Steels
(CARES).
For prefabricated reinforcement, obtain valid certification of approval for welded fabrications issued by UK
CARES.

For prefabricated continuity reinforcement strips: obtain from manufacturer holding a valid Technical Product
Approval certificate issued by UK CARES or equivalent.
These certificates will be submitted to the project consultants and partners using PTS forms.
Agreed schedule of rates enclosed in the supply contract for steel reinforcement or agreed rate of supply
at the time of order
RFC Reinforced Concrete Drawing (RCD) and associated RC Schedule (RCS) approved RC Typical
details booklet.
It is anticipated that steel generally will be ordered or by Purchase Order, or by call-off by the Engineer in
charge against the relevant drawings.
In case of use of call-off order form, the Engineer in Charge will maintain and update a Steel order follow-up
document to monitor the following information:
1. Date of delivery: forecast and actual
2. Quantities of the various steel types: ordered and actually delivered.
This document, together with the steel delivery notes will be the main liaison between the Production and Cost
Control Department.
Information required includes the “Bar Bending Schedule”. This should be passed on to Cost Control so that the
Invoice Payment can be made.
The Logistic Manager or Supervisors will carry out checks on the steel delivered to site using the Material
Receiving Inspection (MRI) form, as per the controls and frequency defined in the relevant ITAP.
Delivery notes will be attached to the MRI and filed together in the QVF managed by the Engineer in Charge.
Control measures on site will involve checking of delivered steel reinforcement. This will be measured by
recording the weight of the load and checking that it is equivalent to the theoretical weight of the material
specified in the order.
Another control measure will entail checking the main diameter of reinforcement bars.
The Superintendent or Logistics Manager will be responsible for carrying out the following spot-checks:

Some bars including checks on correct lengths and correct angle of bend
Reinforcement mesh should have its weight checked along with the dimensions of the panels, diameter of
bars forming the mesh, and dimensions of the wire
Loose bars checked for weight, diameter, and lengths and angles of bend.
Should steel elements listed on the supplier’s delivery note be missing on the actual delivery to site, the missing
items will be listed on the MRI + Purchase Receiver and the steel supplier will be called for a joint inspection
and / or will be requested to supply the outstanding items.
- That reinforcement comply with RFC drawings (type, diameter, shape, number of bars, layer of
mesh, etc.)
- That lap between rebars, mesh, prefabricated cages meet the Specifications and BS requirements
- That starter bars are in place and with sufficient length for continuity of reinforcement
- That cover dimensions will be achieved using sufficient number and adequate spacers and chairs
NOTA:
Compatibility of metal: Prevent contact between ordinary carbon steel and stainless or galvanized
reinforcement.
The areas or Blocks to be investigated will be submitted to the Structural consultant and the Structural Design
Engineer for approval prior to start.
Adequate notice will be given to Structural consultant for survey submission.
Locations for checking will include columns, beams cantilevers, slab sofits and faces exposed to the weather in
the finish structure.

Responsabilities :
Site Manager: who is in control of the overall activity of the project, makes sure that Health and Safety
requirements and the Project System Management is followed by any member of the team. Will review the
PMP, and can decide an update of the PMP or WMP with QSE Manager and Trades Manager whenever
necessary.
Civil Works Manager: is in direct charge of the civil works activity and its specific Health and Safety
requirements, prepares the WMP with Engineers and Superintendent. Can decide to review and update the
WMP whenever necessary.
QSE Manager: is in charge of the preparation and the updates of the Project System Management Plan (PMP);
will review the WMP.
Site Engineers: who are in charge of the activity on site and will make sure that the work done complies with
British Regulations, Project Specifications, approved documentations, and Company standard procedures. They
participate to the preparation and approval of WMP. They will prepare the relevant ITAPs.
They will make sure that PMP, WMP and ITAPs are fully followed by any member of their team and will carry
out quality controls and tests on site (fill in WIR).
Superintendents or Supervisors of Works: who supervise either a section of the job or the overall job; will
comment and approve the WMP. They will make sure that procedures described in WMP and ITAPs are fully
followed by any member of the team and will carry out quality and tests controls on site (fill in WIR).
Foremen; who supervise a part of the activity, and also supervise the skilled and trained workers involved in the
activity, will carry out quality controls on site (fill in WIR).
