The document, Filipino Grievances Against Governor Wood is an example of a joint resolution

expressing the legislator’s disgust with the way Governor General Wood was running the affairs
of the government. So, what prompted them to write the resolution was because of the issuance
of the Executive Order No. 37 which declares that laws creating and defining the powers of the
Board of Control which is authorized to vote the stocks owned by the government in certain
private corporations, are absolute nullities. This stripped the power of Filipino legislators to
oversee the sale and management owned and controlled corporations.
The Board of Control was important to Filipinos because they were given voting powers and for
them, the Executive Order was illegal because it violates the principles of separation of powers.
Aside from that, other underlying grievances about the unjust acts of Governor General Wood
were also raised.

Because of these, Wood was characterized as “arbitrary, oppressive and undemocratic” and
these made the legislators to issue a protest. It was carried out through a petition letter that

By producing this document, Filipinos officials were able to appeal to the judgment and
conscience of the American People in order to safeguard their rights and liberties and this also
served as an impeachment request for Governor Wood.

This was approved on November 17, 1926 by the Commission on Independence.
