1.0 GENERAL
1.1 Summary
This specification covers the design, manufacturing, assembly, testing, supply and delivery
factory assembled power and lighting Panel Boards (herein referred to as “Panel Boards”,
“the equipment” or “units”). The specific requirements shall be given on the respective Data
Sheet which shall be part of the request for quotation (RFQ) and/or purchase order (PO).
The equipment shall be supplied for Quellaveco Project of Anglo American Quellaveco S.A.
(AAQSA) in the Torata district, Mariscal Nieto province, Moquegua department, in Perú.
The plant and water supply facilities are located approximately at 34 km and 75 km east from
Moquegua city, respectively. The seaport facilities are located in Ilo area. The project has five
(5) main areas:
• Quellaveco, where the Mine, Crusher and Truck Shop are located at 3600 masl.
• Titire and Vizcachas, where the water supply facilities are located at 4400 masl.
Bidder shall read carefully this Specification and declare exceptions (if any) to scope of
requested supply.
The scope of supply for the equipment is described in the following list. Any components,
sub-systems, accessories or others not listed herein but necessary to consider for the correct
and safe transportation, installation, commissioning, operation and maintenance of the
equipment shall be quoted as optional items for evaluation by the Buyer:

The following items will be provided by others and are excluded from the scope of supply.
• Field electrical work, including conductors, cables, conduit and wiring external to the
equipment.
• Installation and testing at jobsite (except technical assistance if requested on the purchase
order documents).
Publications listed form part of this Specification insofar as they give definitions and
describe the requirements and tests which the supplied equipment shall meet.

• NEMA, AB1 Molded Case Circuit Breakers and Molded Case Switches
Codes and standards shall be latest revision and addendum in effect on date
specification is IFC (Issued for Construction) unless noted otherwise. Except as
modified by the requirements specified herein or the details of the drawings, work
included in this Specification shall conform to the applicable provisions of
publications.
The equipment shall comply or exceed the requirements outlined in the codes and
standards listed in herein.
The Equipment shall be in accordance with this Specification and Data Sheet MQ11-02-DS-
0000-EE0017, suitable to operate at the specified altitude and to facilitate the field erection
and field maintenance. All units shall be warranted to perform to this Specification with a
minimum of field maintenance and for the class of equipment specified.

The equipment to be furnished to this Specification shall in all respects be of the highest
quality, the latest advances in technology, and of modern engineering design and
workmanship.
Ratings and characteristics, materials, manufacturing and tests shall be in full accordance
with the latest applicable standards indicated on section 1.4 and with the requirements stated
in this specification and Data Sheet.
1.6 Submittals
Bidders shall furnish and timely submit all data and documentation as requested in Form
SDDC “Supplier Drawing & Data Commitment”. The SDDC form specifies the data and
documents required by the Buyer to be submitted with the Bidder´s proposal, as well as those
required after an eventual Purchase Order award.
Bidders shall complete the Data Sheet form attached to the RFQ and submit it with the
quotation. Bidders shall complete all information required in the Data Sheet in accordance
with the equipment specifications. It is no acceptable to fill in the Data Sheet with indications
like “see catalog”, “see standard”, or blank fill.
All values shown on the bidder completed Data Sheet will be considered guaranteed values
within the limits of tolerance specified by the relevant standards.
As a minimum, the Bidder shall submit the following information with the proposal:
• Completed Data Sheet. The offers with incomplete Data Sheet may be rejected.
• A list of recommended capital spare parts including a description and part number for
each item.
• A list of recommended spare parts for one year operation, including a description and
part number for each item.

• Daily rates for technical assistance and support at job site for installation, pre-
commissioning, commissioning and start–up.
The Manufacturer shall have a Quality Control Plan that collects and records similar
equipment's field operating informalities and failures due to the design, materials, processes,
and workmanship. The Manufacturer is responsible to advise the Buyer of the specified
equipment of such informalities before such reports are obtained through other sources.
The Manufacturer shall maintain a Quality Assurance Program and related documents and
shall be signed by the authorized quality inspector.
• The equipment sub-components and parts shall be the standard products of established,
reputable Manufacturers regularly engaged in the manufacture of such equipment.
The equipment supplier will be expected to maintain reliable post-sale technical services and
assure the availability of all required spare parts during installation, field testing, pre-
commissioning, commissioning, and operation for no less than 30 years.
1.8 Sub-Suppliers
For components, accessories and auxiliary systems delivered by sub–suppliers, the Main
Bidders must clearly identify and indicate the extent of such supply. If the proposed sub–
Bidders do not meet the quality requirements, the Buyer reserves the right to request the sub–
Bidders to be changed.

Review by Buyer of Vendor’s drawing shall not relieve the Vendor of his responsibility for
furnishing properly designed equipment, mechanically and electrically suited to meet
operating conditions, nor for results arising from errors or omissions, nor for any faults or
defects, nor for failure in the matter of guarantee which may become evident during erection
or subsequent operation.

Acceptance of the Buyer shall occur after equipment operates successfully. Final acceptance
will be subject to full, complete and satisfactory performance of the operation, certified data
submission and safety compliance.
All third party warranties and certifications obtained by the equipment manufacturer for
accessories used in the supplied equipment shall be made extensive to the Buyer in all their
terms of covering.
2.0 PRODUCT
2.1 General
This specification covers the general requirements of the following types of Panel Boards:
All equipment shall be of manufacturer's standard with similar mining applications in Peru.
No prototypes are allowed.
2.2 Material
All equipment, components and material furnished shall be new, of premium quality and of
essentially heavy–duty design, either meeting or exceeding the requirements of this
Specification.
The equipment shall be the latest design, proven in service to meet the requirement and intent
of this Specification and comply with technical data provided in the Data Sheet or Panel
Board Schedule.
The equipment shall be designed and constructed for continuous operation, 24 hours per day,
7 days a week, and 365 days per year.

The Panel Boards shall be fabricated using new, code gauge, clean sheet steel.
Manufacturer shall apply altitude derating factors to the voltage, current, power and
temperature ratings of the equipment furnished under this Specification according to
applicable standards. The resulting values after this derating shall be equal to or greater than
applicable values specified.
Panel Boards shall be mounted as specified on the Panel Board Schedule or Data Sheets and
arranged to form a single structure with a common bus bar assembly.
The structure, including doors and panels, shall be capable of withstanding the internal
pressure created by faults within the structure (equal to the maximum fault-current rating)
without danger to operating personnel.
Structures shall be self ventilating, and supplied complete with a lockable outer door.
Interlocks, covers, etc. shall be provided to prevent incorrect or unsafe operation, and to
prevent access to live parts.
Lighting and Power Panel Boards shall be designed and constructed to facilitate inspection,
cleaning, repair and maintenance and to ensure absolute safety during operation, inspection
and maintenance.
Any spare component shall be arranged such that they can be connected without de-
energizing the complete Panel Board, (this does not apply to Panel Boards intended for use in
hazardous areas).
It shall be possible to operate individual circuit switches without de-energizing the complete
Panel Board.
It shall be possible to replace fuses (where used) without de-energizing the complete Panel
Board (this does not apply to Panel Boards intended for use in hazardous areas).
2.4.1 General
Panel Boards shall be rated for operation under service conditions stated on the Panel
Board Schedules, Data Sheets and referenced documents. The Panel Boards shall
have a design life of at least 30 years with periodic maintenance interval of at least
four years.

All Panel Boards shall be designed for top or bottom entry of all incoming and
outgoing cables via a removable gland plate.
All Panels Boards shall be furnished with a safety lever mechanism to operate the
main circuit breaker from the outside with pad lock provisions.
All Panel Boards shall have a set off three red indicating lights, mounted on the
exterior door, to show the status of the three phases of the Panel Board’s main circuit
breaker.

• All exposed handles, screws, and hinges shall be made of corrosion resistant
material or shall be galvanized or plated with cadmium or chromium.

• Each enclosure shall be primed, chemically treated to prevent rust, and painted
inside and outside. See section 2.4.10 for details.
• Of the number of poles specified on the Panel Board Schedule or Data Sheets.
• Of the rating and number of poles stated on the Panel Board Schedule or
Data Sheets.

2.4.3 Busbars
• All busbars shall be of the same cross sectional area throughout the length of the
Panel Board.
• Busbars and connections shall be sized, braced and supported to withstand the
mechanical forces and thermal effects resulting from the Panel Board rated short
circuit current.
• Phase busbars shall be marked to indicate the phase coloring scheme, which shall
be red (A phase), black (B phase) and blue (C phase) or unless otherwise
specified.
• A bare ground busbar shall be provided along the full length of the Panel Board
structure with provision for ground cable connections throughout its length. The
ground shall be identified by the color green.
• The neutral busbar shall be rated at 100% capacity of the phase busbars.
2.4.4 Grounding
• All metallic non-current carrying parts of the Panel Board shall be bonded
together and connected to the internal ground busbar.
• All doors shall be bonded to the main structure by means of a flexible copper
connection arranged so that it cannot be trapped as the door is opened or closed.
• Provision shall be made, adjacent to the cable termination, for grounding cable
armoring to the ground busbar.

• Panel Boards shall be supplied with an external brass ground stud complete with
nuts, spring and plain washers. This stud is to be internally connected to the
ground busbar.
• Secondary wiring shall be switch board type (SIS or similar) soft drawn stranded
copper with 600 V insulation.
• Secondary wiring within the Panel Board or lighting contactor panel shall be
securely held in position (either wrapped or run in conduit/trunking).
• The minimum power conductor size shall be #12 AWG, minimum size
#14 AWG for control. Cable insulation colors shall be consistent with the
phase/neutral/ground circuit to which they are connected.
• All wiring for external connections shall be brought out to individual terminals
on a readily accessible terminal block.
• Cable terminating facilities and terminals shall be suitable for the specified cable
type and conductor size specified on the Panel Board Schedules or the Data
Sheets.
• Terminal blocks shall be arranged and positioned to afford easy access for
carrying out external cable termination, testing, inspection and maintenance.
There shall be clear space allowed between the terminal block and the cable entry
for the spreading and termination of external conductors.

• The panel wiring shall be on one side of the terminal block only.
• Pinch screw type terminals are not acceptable. All terminals shall be UL
recognized, tubular screw type with a pressure plate wire connection
• Cable supports shall be provided by the Supplier to avoid undue strain on the
cable termination.
Wiring gutters (Panduit or similar) with proper wire bending space shall be provided
at both sides of the main distribution bus.
2.4.9 Nameplate
A main nameplate shall be affixed in a prominent position on the front of each Panel
Board giving the following information:

Each Panel Board shall have fitted a circuit directory within a clear protective cover
located on the inside of the circuit compartment door.
Labels shall have black characters on a white background and be made of a non-
corrosive material.
The language used on nameplates, instruction signs and instrument scales shall be
Spanish.
2.4.10 Painting
The equipment enclosure shall be cleaned, primed, and painted in accordance with
document MQ11-02-TE-0000-GA0001, “Especificación Técnica de Pintura”. The
finish color shall be as indicated on the same document.
The Vendor shall supply paint, matching each color used, for field "touch–up" after
installation of the equipment.
3.0 EXECUTION
The awarded Bidder shall furnish and submit engineering data for the equipment as specified
and ordered. Engineering data, as listed below, shall be supplied in accordance with the form
SDDC “Supplier Drawing & Data Commitment” attached to the requisition. Typical data is
not acceptable unless it is revised to show the equipment as being furnished.
All symbols and wiring identification systems shall be in accordance with the applicable
ANSI standard.
The Supplier shall provide all engineering drawings and documentation in English
and Spanish.

Fabrication shall begin only after approval of the respective drawings and documents
by the Buyer. Expenses derived from modifications or changes to units or parts
manufactured before fulfilling the above-mentioned requirement, shall be at the
Supplier’s expense.
The documentation shall include, but not be limited to the following list.
• Wiring diagram
• Anchor bolt diameter design and bolt specification. Load table according to
MQ11-02-TE-0000-SS0002, Structural Requirements for Equipments
Detailed bill of material with description and catalog number of all sub-components,
identifying sub-Suppliers and country of origin in each case.
The Supplier shall submit a list of recommended capital spare parts, spare parts for
commissioning and start–up and spare parts for one year of operation. It shall be
provided in a native usable format such as Excel data base, where available.
The Seller shall submit IOM manuals supplied on CD’s and hard copy in the
quantities indicated on the Form SDDC “Supplier Drawing & Data Commitment”.

3.2.1 Inspection
The Supplier shall grant the Buyer's representative free access to shops at all times
and shall arrange all reasonable facilities, necessary to verify that the materials and
fabrication are in accordance with Buyer's specifications. However, such inspections
or waiving of inspection by the Buyer shall neither relieve Supplier of responsibility
for furnishing the equipment conforming to the requirements of the specification nor
invalidate any claims that Buyer may make because of defective or unsatisfactory
material and workmanship.
The Buyer shall have the right to witness all tests and shall be notified at least two
weeks in advance of any tests to allow a representative to be present at no extra cost.
Release of the equipment for shipment shall not relieve the Supplier of any
responsibility or guarantee. Acceptance of shop tests shall not constitute a waiver of
field performance requirements under specified operating conditions, nor shall shop
inspection by the Buyer relieve the Supplier of responsibilities in case of later
discovery of defective material or workmanship.
The equipment shall be completely assembled prior to shipment, wired, and tested by
manufacturer.
Test reports shall detail all defects detected as a result of testing activities.
Reparation procedures for defective equipment and replacement of parts or
accessories shall be authorized by the Buyer in writing. The Buyer reserves the right
to reject defective units, which shall be replaced be newly fabricated ones.
Buyer reserves the right to observe the testing, dismantling, inspection, and
reassembly of units, as specified.
Tests shall be performed on the fully assembled units, using contract components,
instrumentation, and accessories.

3.3 Preservation
For outdoor Panel Boards or panel Boards not shipped as part of prefabricated electrical
rooms, a preservation plan and schedule shall be submitted to the Buyer identifying all
measures to be taken in order to avoid damage to the equipment and maintain manufacturer
warranties during the storage period before installation.
4.0 ATTACHMENTS
The following documents are related with the design and manufacturing of the power and lighting
Panel Boards to describe the Buyer’s intent respect to quality standards and project suitability:
