SECTION 282300 – VIDEO SURVEILLANCE SYSTEM (CCTV)

PART 1. GENERAL

SUMMARY

A. Section includes an IP Video Surveillance System consisting of but not limited to:
1. IP CCTV Cameras,
2. Software,
3. Servers and Workstations.
4. Data Storage System.
5. Ancillary equipment.
B. This system shall provide for:
1. The transport of video signals to the video recorders via the Project Data Communications
Network.
2. The display of live camera video.
3. The archiving of all camera video onto a long-term storage facility located at the North
Administration Building.
C. The Video Surveillance System (VSS) shall interface with Access Control System, Perimeter
Security Systems, the Fire Alarm System and other Building Services Systems.

REFERENCE STANDARDS

A. Standards to be used is the IEC or other equal and approved codes, taking into account that
network cables with fitted accessories and connector and wiring have to be of fire rated type
in accordance with all NFPA requirements codes (NFPA 72 and extensions).
B. Comply with the latest issue of several material and test standards, which have been
developed and published by Institute of Electrical and Electronics Engineers (IEEE) for data
communications industry, but not limited to:
1. 802.1 – Network Management Group,
2. 802.8 – Optic Fiber Technical Advisory Group,
3. 802.9 – Integrated Voice and Data LAN Working Group,
4. 802.10 – LAN Security Working Group.
C. Electrical Component Standard: Provide work complying with applicable requirements of
NFPA 70 "National Electrical Code".
D. CCIR Compliance: Comply with the relevant CCIR standards or approved equal.
E. UL Compliance: Comply with requirements of UL 50 and UL 486A or other equivalent
standards.
F. IEC Compliance: Comply with applicable requirement standards pertaining to system and
wiring.

SCOPE OF WORK

A. Furnish and install at locations shown, the specified equipment to provide a completely
operational IP CCTV System. The following list of main items of the installation shall not be
considered to be all inclusive:

1. Fixed Indoor Dome Cameras.


2. Fixed Outdoor Cameras.
3. Motorized Indoor Dome Cameras.
4. Motorized Outdoor Dome Cameras.
5. Motorized Outdoor Cameras.
6. Personal Computers with color Monitors
7. Image Storage Devices
8. Power supplies.
9. Video Management System for Monitoring and Controlling
10. Video Wall
B. Grounding: Particular attention is to be paid to the grounding of equipment cases and shielded
cables, to eliminate noise interference and avoid electrical loops. Correctly terminate shields
at ground bars and connect to the main building ground or as specified by the manufacturer.
Insulate all incoming or outgoing shielded cables from control cabinet casings. Provide
suitable terminals, where grounding of cable shields is required.

C. System Support: System support: Provide a guarantee of system support for a minimum
period of 10 years after final completion, including provision for technical support, hardware,
and spare parts. Demonstrate that the manufacturer’s previous systems have not been made
obsolete and that the manufacturer is committed to total and complete backward
compatibility.

D. All outdoor components should operate on a high temperature up to 60 Deg. C.

E. All materials and equipment shall be standard, regularly manufactured equipment.

F. All systems and components shall be thoroughly tested and proven in actual field use.

SYSTEM DESCRIPTION

A. The IP CCTV System specified shall be fully integrated and installed as a complete package by
the CCTV System Contractor.
B. The CCTV System shall be an IP based system utilizing Network cameras directly connected to
Local Area Network (LAN). The CCTV System shall be capable of monitoring, controlling and
storing cameras located at different areas of the complex. Each installation shall comply with
local code requirements as applicable.
C. The CCTV System shall be capable of providing camera monitoring, control and storage
capabilities for large facilities. The system shall be user friendly, providing a monitoring station

that allows for training of non- technical personnel to effectively operate and administrate
the system.
D. The CCTV System shall be designed to provide a centralized location with the ability to
monitor, control, and store images from a secure location (S) within a facility.
E. The CCTV System shall comply with MOI and RDA requirements.

QUALITY ASSURANCE

A. All system components such as cameras, storage systems, etc. shall be ONVIF compliant.
B. Video Surveillance shall comply with Authorities Having Jurisdiction requirements and
regulations:
C. Environmental Conditions: Equipment shall be capable of withstanding the project
environmental conditions encountered at the installed location without mechanical or
electrical damage or degradation of operating capability:
1. System components installed indoors: The Contractor shall take into account specific
location conditions, for example, direct sunlight behind windows.
2. System components installed outdoors: Install outdoor system components in enclosures
that meet the environmental conditions.
3. Security Environment: Provide camera housing for use in high-risk areas where
surveillance equipment may be subject to physical violence.

DELIVERY, STORAGE AND HANDLING

A. Store equipment in space with environments that are controlled within manufacturer’s
ambient temperature and humidity tolerances for non-operating equipment.

WARRANTY

A. Provide maintenance of the system during the warranty period with the following minimum
provisions:

1. Notify building owner's representative prior to performing any maintenance work.

2. The designated representative to monitor and report on equipment performance and


service history, and to be a liaison with the building owner.

3. Conditions: The warranty shall cover any defects in materials and workmanship including
installation and programming which shall be found during the term. This shall include any
deficiencies in installation standards or the specifications.

4. Response: The contractor shall respond to calls for warranty service within eight working
hours. Emergency service shall be obtainable within four hours of notification by the
Owner. Emergency service shall be obtainable on a 24 hours basis, seven days per week.

B. Extended service agreement. Provide a renewable annual maintenance agreement. The


agreement shall provide for periodic inspections and maintenance of repair items. The
agreement shall at a minimum provide for all the terms and conditions of the warranty.

COMMISSIONING

A. Provide a Technical submittal for approval which is to include the following:

1. English language description of system operation.


2. Logical flow charts.
3. Building floor plans indicating all cameras.
4. Co-ordination drawings showing interface terminal numbers and cross-referenced wire
numbers for all connections between the CCTV System and other equipment.
5. Details of all cameras, monitoring stations, and image storage devices.
6. Full details of each monitoring station including equipment and wiring diagrams.
7. Fully detailed wiring diagrams for the entire CCTV System and electrical cabling
installation (This should only highlight the wiring between the network components and
the camera only).

MAINTENANCE AND SUPPORT DURING WARRANTY PERIOD

A. Operation manuals: The contractor shall deliver three composite “Systems Operation and
Maintenance” manuals in three-ring binder form or bound hand book form, sized to hold the
material below. Each manual shall contain, but not be limited to:

1. A Statement of Guarantee including date of termination and the name and phone number
of the person to be called in the event of equipment failure.

2. A set of operational procedures for the overall system that includes all required customer
activities that allow for customer operation of all system capabilities. This procedure shall
fully address all customer- established system operating objectives.

3. Individual factory-issued manuals, containing all technical information on each piece of


equipment installed. In the event such manuals cannot be obtained from a manufacturer,
it shall be the responsibility of the contractor to compile and include them. Advertising
brochures or operational instructions shall not be used in lieu of the required technical
manuals and information. All manuals shall be printed to ensure their permanence. No
“blue line” type of reproduction is acceptable.

4. The sets of manuals should include the following:

a. Updated functional specification.


b. Specification sheets and technical brochures on all equipment.

c. Fault finding literature.


d. Listings and description of application programs.
e. Programmer's manual.
f. Operator's manual.
g. Drawings.
h. Commissioning data.
B. The contractor shall supply personnel to train key customer personnel in the operation and
maintenance of the installed system. The training program shall be designed to provide a
comprehensive understanding and basic level of competence with the system. It shall be
sufficiently detailed to allow customer personnel to operate the system independent of any
outside assistance.

C. On-line context-sensitive HELP screens shall be incorporated into the system to further
facilitate training and operation.

D. The training plan shall include detailed session outlines and related reference materials. The
customer personnel shall be able to utilize these materials in the subsequent training of their
co-workers. Training time shall not be less than a total of 48 hours, and shall consist of:-

1. 24 hours during normal day shift periods for system operators. Specific schedules shall be
established at the convenience of the customer.

2. 24 hours of system training shall be provided to customer supervisory personnel so that


they are familiar with system operation.

3. The specified training schedule shall be coordinated with the customer and will follow the
training outline submitted by the contractor as part of the submittal process.

SPARE PARTS AND EXTRA MATERIAL

A. Based upon the contractor’s and the manufacturer’s experience with the equipment’s
performance history, the contractor shall submit a final spare parts list for all functions for this
system. This list shall be based upon a philosophy of maintaining a central system operation
with a simple remove/replace capability. The final spares list shall be developed as a result of
a joint customer/contractor review of the recommended list during the installation phase.
Submit this final recommended spare parts list for approval prior to system completion, so
that spares are available upon activation.

PART 2. PRODUCTS

MANUFACTURERS

A. Approved Manufacturers: Subject to compliance with requirements, provide products by one


of the following or approved equal:

4. Bosch

5. Avigilon

6. Or any approved equal

GENERAL FEATURES

A. The CCTV system shall consists of combinations of cameras suitable as per the site conditions,
enterprise-level video management software, video recording software, network-attached
storage arrays, high-performance high-definition video-wall monitors, networking
components, cables and other accessories required to complete the system.

B. Cameras with accessories, recording, viewing software and storage units shall all be of the
same make for system compatibility between hardware and software equipments and shall
support trouble free system up gradation.

C. The CCTV components and system shall have been thoroughly tested and proven;
manufacturer shall be able to provide the test certificates of the hardware components used
for CCTV.

D. Manufacturer should have at least 5 years of experience in CCTV IP industry, should have a
relevant reference, the same details shall be presented to the Client when requested.

E. The installer should have minimum of 3 – 4 years of experience in installation similar IP CCTV
systems in the region. The references of the same to be submitted to the client on request.

F. All systems and components shall be provided with an explicit manufacturer warranty of 3 yrs
on the CCTV hardware components.

G. Manufacturer shall propose products with latest technology, no End of life/obsolete models
shall be offered.

H. All the outdoor cameras shall be IP66 design rated suitable for outdoor environment.

I. The manufacturer should possess ISO certification and should provide valid certificate along
with the submittal.

J. The manufacturer shall have at least one local regional office with technical support team in
GCC.

K. All the cameras proposed shall be CE or UL certified.

MATERIAL

A. General:
1. Provide material of types, sizes, capacities and electrical characteristics indicated. Except
as otherwise indicated, provide manufacturer's VSS components as indicated by their
published product information, designed and constructed as recommended by
manufacturer. The design intent is that all cameras, both fixed and PTZ, be provided from
the same manufacturer for ease of servicing. The design intent is that all camera housings
shall be provided from the same manufacturer so that a fixed dome housing will have the
same look/style as that of a PTZ housing.
B. Color
1. All visible camera housings shall be painted to match the surrounding structure or finishes.
This contract shall include all cost with custom painting as needed, and no change orders
will be considered for additional costs associated with painting. Only the visible window
or 'bubble' shall be the exception to color stated above. All associated brackets, outlets,
or other required devices visible to the public shall be painted to match the camera
housings including fasteners used.
C. Cameras
1. Cameras shall fulfill the following minimum requirements:
a. Cameras located in unconditioned areas shall be installed within an environmental
dome enclosure, equipped with a thermostatically controlled heater and blower.
Provide power supply as required.
b. Cameras located in areas with changing light conditions shall be equipped with Wide
Dynamic Range (WDR) functionality for automatic adjustment to compensate for
changing lighting (sunlight) conditions.
c. Cameras shall provide three (3) video streams including configurable unicast and
multicast simultaneous streams as a minimum.
d. Cameras shall be equipped with motion detection functionality and alarms
input/output.
2. The camera representation of a person shall be as follows, based on the size of an object
(target) on the display screen in relation to the required functionality (purpose):
a. To monitor or crowd control, the target shall represent not less than 5 % for PAL and
NTSC resolution of screen height (or shall represent more than 80 mm per pixel).
b. To detect, the target shall represent not less than 10 % for PAL and NTSC resolution
of screen height (or shall represent more than 40 mm per pixel).
c. To observe, the target shall represent 25 % for PAL and 30 % for NTSC resolution of
screen height (or shall represent more than 16 mm per pixel).

d. To recognize, the target shall represent not less than 50 % for PAL and 60 % for NTSC
resolution of screen height (or shall represent more than 8 mm per pixel).
e. To identify, the target shall represent not less than 100 % for PAL and 120 % for NTSC
resolution of screen height (or shall represent more than 4 mm per pixel).
f. To inspect, the target shall represent not less than 400 % for PAL and 450 % for NTSC
resolution of screen height (or shall represent more than 1 mm per pixel).
D. Fixed Cameras: Cameras shall be fixed Network IP cameras. In locations where a drop ceiling
is available with sufficient clearance above the ceiling, the camera shall be flush ceiling
mounted in a mini-dome enclosure. In locations where no drop ceiling is available or the depth
is not sufficient, the camera shall be ceiling pendant mounted in a standard enclosure. For
drywall ceilings, provide pendant or surface mount type camera. For linear metal ceiling
provide pendant mount type camera. The fixed Network IP camera shall be furnished with a
vari-focal auto-iris lens as required for the desired field-of-view. Verify field-of-view
requirements for each camera location with the Employer prior to ordering camera. The fixed
IP camera shall be powered via POE. As a minimum, the fixed camera shall comply with the
following:
a. Cameras shall be similar in appearance to the PTZ cameras (dome type) specified
below and have a manual 3-axis position adjustment for pan, tilt and rotation about
the lens axis for any angle of view required.
b. The camera shall be provided with automatic Gain Control, automatic exposure
control, and automatic Backlight Compensation.
c. The Video Compression shall be HEVC/H.265 (preferred ifavailable), H.264 (preferred
if HEVC/H.265 is not available); the communication port shall be based on
10/100/1000 Based-T RJ-45.
d. The Fixed Cameras distribution shall be coordinated and confirmed with the Employer
and/or Operator.
e. Where installed outdoors, cameras shall be furnished with an IP-66 rated enclosure
and shall be provided with special arrangement to minimize reflection from side
windows.
f. The following types of cameras shall be provided:
1) Type 1: The imaging device shall be a 1/2.5-inch color pixel-based imager
providing a minimum resolution of 4MP at 30fps. The minimum light sensitivity
shall be 0.1 lux in color mode and 0.01 lux in black and white mode. The camera
shall accept standard "C" and "CS" mount auto iris lenses with the ability for the
camera to control the iris automatically.

2) Type 2: The imaging device shall be a 1/3-inch color pixel-based imager providing
a minimum resolution of 2MP at 30fps. The minimum light sensitivity shall be 0.1
lux in color mode and 0.01 lux in black and white mode. The camera shall accept
standard "C" and "CS" mount auto iris lenses with the ability for the camera to
control the iris automatically
g. Camera Type selection for each scene, shall be based on the resolution which is
required to achieve the camera representation purpose (Identification, Recognition,
Observation, Detection, etc. - defined above).
E. PTZ Cameras: Camera shall be a Network IP camera with PTZ capabilities and shall be installed
within a dome enclosure. The camera shall be flush ceiling mounted or ceiling pedestal
mounted, as required. In locations where a drop ceiling is available with sufficient clearance
above the ceiling, the camera shall be flush ceiling mounted. In locations where no drop ceiling
is available or the depth is not sufficient, the camera shall be ceiling pendant mounted. For
drywall ceilings, provide pendant or surface mount type camera. For linear metal ceiling
provide pendant mount type camera. It is preferable that PTZ cameras be provided with
Power over Ethernet (PoE) or Power over Ethernet Plus (PoE+) capability, but cameras shall
be capable of PoE/PoE+ and 24/28 VAC. Ifnot available, provide centrally located power
supplies, as specified herein. As a minimum, the PTZ camera shall comply with the following:
a. PTZ control shall be via full duplex data communication via the RJ-45 communication
Port with electronics integral to the drive housing. Configuration of dome functions
shall be via on screen menu available remotely. The camera shall be powered with
Power over Ethernet where available or by 24/28 volts AC from a multi-output rack
mounted power supply provided under this Contract and located in the
communications room associated with the camera.
b. All PTZ cameras shall be IP network security cameras.
c. Minimum 20-character user-defined on-screen titling for each camera, preset and
sector.
d. Minimum 64 preset PTZ positions and 16 sectors defined by user.
e. Minimum eight 32-step user programmable tours with an additional two user defined
360 step dynamic "auto-tour" functions.
f. Imaging device shall be a color 1/4-inch CCD and shall have a lens with a variable focal
length included in the range of 3.4 to 129 mm with a minimum optical zoom of 30 X,
maximum aperture size of Fl.6 and providing a minimum resolution of 2MP. Minimum
light sensitivity shall be 0.01 lux or less. The lens shall have an auto-iris function and
auto-focus function that can be placed in override by the Operator. The camera shall

automatically switch between color and monochrome modes to enhance viewing in


low light conditions. Low light viewing conditions shall be further enhanced by frame
integration, automatic gain control and slow shutter speeds being activated
automatically when conditions require them. The camera shall have an adjustable
backlight compensation feature.
g. Panning: Continuous 360 degrees rotation at user controlled variable speeds between
0.25 and 250 degrees per second without image interruption. Tilt: -2.5 degrees
through 92.5 at user controlled variable speeds between 0.25 and 110 degrees per
second. The drive shall perform an auto-flip function to track objects passing directly
below the dome in an upright position. Zoom speed shall be user-controlled varying
between O to 200 degrees per second. Focus speed shall be no less than 1.8 from near
to far stops. Preset seek time shall not exceed 1.8 second.
h. Video Compression shall be HEVC/H.265 (preferred if available), H.264 (preferred if
HEVC/H.265 is not available), MPEG-4 (preferred if H.264 not available).
i. Housing shall be Aluminum.
j. Lower dome shall be Optical grade acrylic, smoked for interior, clear for exterior.
k. Camera Type selection for each scene, shall be based on the resolution which is
required to achieve the camera representation purpose (Identification, Recognition,
Observation, Detection, etc. - defined above).
l. Exterior PTZ dome cameras shall be equipped with a mount, a sunshield and integral
heater/blower to accommodate for environmental changes. Provide power supply as
required.
m. PTZ cameras to be utilized for assessment of IVAS motion detection alarms along
fence lines and boundary zones shall be equipped with infrared illuminators to
provide detection regardless of lighting conditions in the detection areas.
F. Thermal cameras:
1. Contains an uncooled Vanadium Oxide (VOx) microbolometer detector, producing crisp,
320 x 240 minimum resolution thermal images and making small temperature differences
clearly visible. The camera features a built-in lens with motorized focus, the ability to
stream video over Ethernet to view live images on a PC, communication and power over
Ethernet cable, and can be controlled remotely over the Web and TCP/IP protocol.

2. Comes with built-in analysis functions like spot, area measurement, and temperature
difference. Alarms can be set to go off as function of analysis, internal temperature or
digital input. The camera automatically sends analysis results, IR images, and more. An
image masking function shall be available to select only the relevant part of the image for

your analysis. It shall be an extremely rugged system that meets IP66 requirements,
protecting the camera from dust and water.

3. The following are the minimum requirements:

G. Lenses
1. Provide vari-focal lenses for all fixed IP cameras. Field verify lensing requirements to
provide for the defined desired angle of view, and high quality, glare-free, clear pictures
at the video monitors.
2. All camera lenses shall incorporate "C" or "CS" mounts and shall be specifically designed
for color applications.
3. All camera lenses shall incorporate auto iris control.

H. PTZ Camera Power Supply


1. Although IP cameras with PoE/PoE+ capability are preferred, 24/28 VAC output
individually fused camera power supplies shall be provided for Network IP cameras with
PTZ capabilities. Camera power supplies shall comply with IEC 62676-4 and shall be 24/28
VAC units.
a. Low voltage outputs shall have automatically resetting over current protection
devices. Each output shall be electrically isolated from other outputs on the supply.
b. Each camera power supply shall be connected to a UPS branch circuit.
c. Provide 4, 8 and 16 output power supplies as required for each location. Individual,
plug-in type power supplies shall not be acceptable.
d. The power supplies shall also contain Surge Protection Devices in accordance with;
failure of surge protection capabilities will result in open circuit to indicate module
needs replacement.
1) SPD shall comply with EN 61643-11 / IEC 61643-11
2)SPD type 2 / Class II
3)Short-circuit withstand shall be 50 KA rms
I. Media Converters
1. Media converters shall be used for cameras in areas where direct copper connectivity is
not feasible.
2. Media converters shall be provided by the Video Surveillance System Contractor in
coordination with the Structured Cabling Network Contractor.
3. Media Converters for outdoor CCTV cameras mounted on High Mast Lighting Poles shall
be located within the same connection unit of the lighting mast. Contractor shall
coordinate as necessary for number and size of media converters with the High mast
construction.
4. The media converters shall support the following:
a. PoE or PoE+ type as applicable
b. With Multiple port configurations where applicable.
c. 10/100/1000BASE-T copper to 1000BASE-X or 100BASE-X fiber media converter
d. Supports 100BASE-X or 1000BASE-X SFP transceivers
e. Compatible with legacy pre-IEEE standard powered devices

f. Configurable PoE power reset


5. The media converters shall be enclosed in a cabinet that protects the installation against
vandalism and tampering acts. The cabinet shall be weatherproof against the ingress of
dust, water, ice and outside temperature. It shall come with electrical safety kit and DIN
Clip. The internal space of the cabinet shall be enough to ease the installation of the media
converters, protection devices, surge arresters, terminals, cabling (with extra length), etc.
Material and size shall be subject to the approval of the engineer, depending on its
installation.

J. Security Lighting
1. Security Lighting shall be provided by Infrared or warm white illuminators depending on
the location and operational requirements. Illuminators shall be of the LED type and shall
use the latest LED technology to provide a long operational life and low energy
consumption.
a. The infrared unit shall be a solid-state LED device
b. The LED illuminator shall be available in different wavelengths including 850 nm and
950 nm.
c. The illuminator shall include a dedicated power supply unit (PSU) with a power adjust
facility, an integrated photocell for automatic day/night switching and a volt free
telemetry input.
d. The illuminator and the PSU shall be IP66 rated as a minimum.
e. The illuminator shall be capable of being switched On/Off via a PIR occupancy
detector.
f. The LED Illuminator shall be vandal-resistant and manufactured with high impact
polycarbonate lensing.
K. CCTV Columns
1. CCTV columns are used where shown on drawings, with shape and locations as
coordinated with the architect / landscape architect for aesthetic design.
2. The general finish of all columns shall be of a high quality with all holes and surfaces free
from burrs and sharp edges to allow the installation, without damage, of electrical cables
into the pole. The surface shall be free of kinks, ripples and galvanizing defects.
3. Columns and brackets shall be hot dipped galvanized finish for maximum weather
protection and low maintenance requirements.
4. High security and VAULT door options for high risk areas
5. Columns shall have internal accessible space for the media converters and power supplies
where applicable.
6. Brackets shall have excellent stability characteristics for minimal camera movement.

VIDEO MANAGEMENT SYSTEM

A. The video management system (VMS) should be a client/server based IP video security
solution that provides seamless management of digital video, audio and data across an IP
network. The video management system is designed to provide full virtual matrix switching
and control capability.

B. The management server and the Video Recording Manager software shall run as services on
Windows Server 2019 or Windows 10.

C. The configuration client software shall run as an application on Windows Server 2019.

D. The operator client software shall run as an application on Windows 10.

E. The VMS shall be capable to be deployed in Local Area Networks (LAN) as well as in Wide Area
Networks (WAN). For establishing remote connections across WAN, it shall be possible to
setup a port mapping table within the configuration manager in order to map the public port
to a private IP and port of the devices.

F. The VMS shall allow the operator client to control and view live and playback streams of
cameras allocated to the VRMS.

G. The VMS shall support Automated Network Replenishment if supported by the devices. The
recording is buffered within the memory of the IP camera to cover network outages. The VMS
shall receive an event and be able to issue an alarm, when the storage in the camera reaches
a critical buffer state as well as when recording is deleted due to the local storage capacity
being used up. When an outage is resolved, the camera shall automatically replenish the gaps
in the storage. This should be automated and should not require and user input.

H. It shall be possible to configure the use of Regions of Interest (ROI) in IP cameras supporting
it. When an operator uses the region of interest, only the selected area shall be transmitted
over the network to reduce network strain.

I. It shall be possible to configure for fixed cameras and PTZ-cameras that the camera
automatically focuses and follows the object which triggers an alarm based on the Video
Analysis techniques of the IP encoders and IP cameras.

J. The VMS shall provide a built-in command script editor that allows customized command
scripts to be written to control virtually all the system functions. Command scripts may be
activated by system operators or automatically in response to alarms or system events. The
built-in command script editor shall support C# and VB.NET.

K. The VMS shall provide up to 10 different and independent programmable recording


schedules. The schedules may be programmed to provide different record frames rates for
day, night, and weekend periods as well as special days. Advanced task schedules may also be
programmed that could specify allowed logon times for user groups, when events may trigger
alarms, and when data backups should occur.

L. The VMS shall allow the establishment of user groups and Enterprise user groups that have
access rights to specific cameras, priority for pan/tilt/zoom control, rights for exporting video,
and access rights to system event log files. Access to live, playback, audio, PTZ control, preset
control, and auxiliary commands shall be programmable on an individual camera basis.

M. The VMS shall support Dual Authorization logon. It shall function as follows:

1. Dual Authorization user groups may be created.


2. Logon pairs, consisting of any two normal user groups, may be assigned to each Dual
Authorization user group.
3. A separate set of privileges and priorities can be assigned for each Dual Authorization user
group.
4. For each user group assigned as part of a logon pair, it shall be configurable whether the
group can
a. Log on either individually or as part of the logon pair
b. Or log on only as part of the logon pair.
5. If a user that is part of logon pair logs on individually, then he shall receive the privileges
and priorities of his assigned user group. If the same user logs in as part of a logon pair,
i.e. being authorized by the second user, then the user shall receive the privileges and
priorities assigned to the Dual Authorization group to which the pair is assigned.
6. The logbook shall log the log on procedure to identify a single user or a dual authorization
log on. Subsequent user actions shall be logged as the actions of the first user.
N. The VMS shall interface with the Video Analysis techniques of the IP encoders and IP cameras
to provide advanced motion detection that analyzes object size, direction, and speed as well
as detecting objects entering or leaving designated areas.

O. The VMS shall support configuring the VA parameters from the configuration client.

P. The VMS shall react to events triggered by the VA of the encoders or IP cameras.

Q. The VMS workstations may be connected to up to 4 monitors where each monitor may be
configured to display live streaming video, playback video, site maps, or alarms.

R. The VMS shall support Lightweight Directory Access Protocol (LDAP) that allows integration
with enterprise user management systems such as Microsoft Active Directory.

S. The VMS shall export video and audio data optionally in ASF format to a CD/DVD drive, a
network drive, or a USB drive. The exported data in ASF format may be played back using
standard software such as Windows Media Player.

T. The VMS shall export video and audio data optionally in its native recording format to a
CD/DVD drive, a network drive, or a direct attached drive. The exported data in native
recording format shall include all associated metadata. Viewer software shall be included with
the export. Once installed, the viewer software allows playback of the streams on any
compatible Windows PC.

U. The VMS shall auto-discover encoder, decoder, recording devices. Device detection shall
support devices in different subnets.

V. The VMS shall auto-discover IP devices with their default IP addresses, and allow auto-
assignment of unique IP addresses.

W. The VMS shall be able to simultaneously configure multiple encoders or decoders, even of
different types.

X. The VMS shall ensure, that Recording is not affected in any way by server downtimes.

Y. The VMS shall ensure continues operation during management server down-times as live
viewing, playback of recording and export of video data.

Z. The operator client shall indicate its connection status to the management server.

AA. The VMS shall be designed in such a way that configuration changes to any part of the system
shall not interrupt operational tasks, until the operator decides to update re-fresh the
workstation configuration.

BB. The VMS shall be highly resilient to failure. Even in a concurrent failure of all Management
server(s), VRMS and iSCSI storage, the operators shall still be able to view & control cameras
as well as playing back the video from if cameras have local recording.

CC. When the failed system components are back online, no special user or administrator action
shall be required for the system to be back to a nominal working mode.

DD. Operator client software shall provide the user interface for system monitoring and operation.
The operator client maintains live monitoring, storage retrieval, and alarm handling.

EE. Operators should still be able to login in the operator client software even if the management
server is down or not available.

FF. The management server should be compatible with 3rd party high availability solutions (VM-
Ware; Microsoft Hyper V) in High Availability –mode. The downtime during unplanned failover
should be max 300 seconds. Planned Failover should not cause any downtime.

VIDEO RECORDING MANAGEMENT SOFTWARE (VRMS)

A. The video management system shall be capable of managing multiple VRMS.

B. The VRMS shall be configured from the VMS configuration client. It shall be possible to assign
encoders and IP cameras to it.

C. The recording parameters shall be configured in the recording tables of the VMS configuration
program. These settings will be replicated into the devices from the management server.

D. It shall offer system wide recording monitoring and management of iSCSI storage, video
servers and cameras.

E. The VRMS shall support the encoders and cameras to directly stream the data to the iSCSI
storage. The VRMS shall not be involved in the processing of the data.

F. The VRMS shall manage all disk arrays in the system as a single virtual common pool of
storage. It shall dynamically assign portions of that pool to the encoders and IP-Cameras.

G. The transfer rate of the data from the encoder or IP-Camera is limited by network speed and
the iSCSI data throughput rate.

H. The VRMS shall provide redundancy for storage provisioning.

I. The VRMS shall provide flexible retrieval of recordings. It shall be able to determine on which
iSCSI disk array data from each camera or encoder has been stored.

J. It shall be possible to secure the access to the VRMS software with a password. This shall be
done in the configuration client.

K. The VRMS software shall provide status monitoring information as a web interface. The
following information shall be provided:

1. Uptime of the VRMS software


2. Bit rate information for the recorded data
3. Retention times per camera
4. Status on recording and storage
L. The video management system shall allow configuring if playback of recordings is streamed
through the VRMS or is streamed directly from the iSCSI storage.

M. The video management system shall support to retrieve the playback information, i.e. from
which iSCSI storages to retrieve the video, audio and meta-data, either from the Video
Recording Manager or directly from the IP encoder or camera. Playback information directly
from the IP encoder or camera is limited in time and should be used while the VRMS is not
available to increase the reliability of the video management system.

ALARM MANAGEMENT CAPABILITY

A. The video management system shall provide the capability to allow alarms to be schedule
dependent.

B. The video management system shall allow alarms to be individually allocated to specific user
groups for processing.

C. The video management system shall be programmable to selectively, per alarm and per user
group, automatically pop-up the alarm video.

D. The video management system shall support display of alarm video in a special Alarm Image
Window, so users do not have to search their display screens to find the alarm images.

E. The video management system shall display alarm video in rows of Alarm Image Panes, with
one row per alarm, and with up to 5 Image Panes per row.

F. The video management system's Alarm Image Panes shall be configurable to display live video,
playback video, text documents, site maps, HTML files, or web sites (URLs). Per alarm one
playback video and one site map can be configured.

G. The video management system's Alarm Image Pane rows shall be displayed in order of their
priority, with rows for higher priority alarms always displayed above lower priority alarm rows.
The display order for equal priority alarms shall be selectable between new alarms displayed
above existing alarms, or new alarms displayed below existing alarms.

H. The video management system shall provide an alarm reaction time of maximum 2 seconds
when sufficient network bandwidth is available.

I. The video management system shall distribute alarm notifications, via entries in the alarm list
of the operator user interface, to all members of the user groups to which the alarm is
assigned. The alarms shall appear in all said users' alarm lists.

J. The video management system shall operate as follows: when an alarm is accepted by a user,
it shall be removed from the other users' alarm lists.

K. The video management system shall allow a user to un-accept an alarm he has previously
accepted. In this case, the alarm shall re-appear in the alarm lists of all members of the user
groups assigned to this alarm.

L. The video management system shall support the association of workflows with alarms.
Workflows shall consist of action plans and comment boxes. An action plan shall display a text
document, HTML page, or web site that typically contains instructions for handling the alarm.
Comments entered in the comment boxes shall be logged in the system logbook.

M. The video management system shall be configurable to force an alarm workflow. In this case,
the alarm cannot be cleared until the workflow is processed.

N. The video management system shall offer the possibility to automatically clear alarms when
the originating event condition is no longer true.

O. The video management system shall allow alarms to be configured to send PTZ cameras to
prepositions or to execute camera Aux commands on occurrence.

P. The video management system shall be configurable to put any IP-connected camera into
alarm recording mode on alarm occurrence.

Q. The video management system shall be configurable to send an e-mail or SMS message in
response to an alarm.

R. The VMS shall be capable of displaying video on analog monitors connected to video decoders
in response to alarms.

S. The VMS alarm response shall take advantage of the row and column arrangement of analog
monitor groups by associating a row of analog monitors with each active alarm. Each alarm

may display video on multiple monitors, limited by the number of columns in the analog
monitor group.

T. As new alarms are received, alarm rows shall stack in priority order on the analog monitors.

U. The VMS shall support for alarms to display video on multiple analog monitor groups, with
configurable assignment of individual assignment of alarms to monitor groups.

INTELLIGENT VIDEO ANALYSIS SYSTEM (IVAS)

A. The IVAS shall be integrated with the recording system to provide a seamless integration of
video and events. The Contractor shall confirm with Employer the functions and features
required.
B. Each channel of the IVAS shall be configured individually to support a specific type of content
analysis application.
C. Each channel of the IVAS shall support simultaneous recording of at the native resolution of
the various camera Types.
D. The IVAS shall be an enterprise application allowing for simultaneous viewing of multiple
channels from multiple locations.
E. All IVAS devices, workstations, and video outputs shall connect together over a standard
TCP/IP network infrastructure. This will allow for a centralized or distributed, command,
control, and alerting design.
F. The IVAS shall be capable of processing video from all project cameras.
G. Additional IVAS devices shall have the ability to be added without disruption of the active
system.
H. The IVAS shall monitor its own operation and provide notification should the video feed or
network connectivity be lost. Should network connectivity be lost, the IVAS shall continue to
record and analyze without loss of alarm data.
I. The IVAS shall support a single Operator interface that provides live content analysis
information, live video from both analyzed and standard input, and video playback.
J. Video playback from analyzed sources shall also simultaneously display the analysis data from
those sources synchronized to the time of the playback.
K. The IVAS shall provide a reporting application that allows alarms to be searched based upon
desired time/date range and one or more channels.
L. The IVAS shall provide capability for viewing video and alarms wirelessly via a tablet.
M. The IVAS shall provide capability to configure in each camera view areas that are of interest
and areas that are to be ignored.
N. IVAS features:
1. Robust motion detection: it shall adapt to difficult conditions like changes in lighting or
environment such as rain, clouds, and leaves blowing in the wind. It also compensates
automatically for camera shaking.

2. Tamper detection: The built-in tamper detection shall generate alarms on camera
hooding/masking, blinding, defocusing, and repositioning.
3. Dedicated tracking modes: Intelligent Video Analytics includes dedicated tracking modes
optimized for the following tasks:
a. Intrusion detection
b. Indoor people counting
c. Asset protection (don’t touch!)
d. Tracking of ships
4. Camera Trainer: Based on examples of target objects and non-target objects, the Camera
Trainer module shall use machine learning to allow the user to define objects of interest
and generate detectors for them. Camera Trainer shall also allow to detect both moving
and non-moving objects and immediately classifies them. Training shall be possible via the
Configuration Manager software both on live video as well as on recordings available
through the respective camera. The resulting detectors can be down- and uploaded for
distribution to other cameras.
5. Alarm and statistic tasks: The following alarm and statistic tasks are available:
a. Detect objects within, entering, or leaving a single area or up to 3 areas in a specified
order
b. Detect multiple line crossing from single line up to 3 lines combined in a specified
order
c. Detect objects traversing a route
d. Detect loitering in an area related to radius and time
e. Detect objects which are idle for a predefined time span
f. Detect removed objects
g. Detect objects whose properties such as size, speed, direction, and aspect ratio
change within a configured time span according to specification (for example
something falling down)
h. Count objects crossing a virtual line
i. Count objects within an area and alarm if a predefined limit is reached
j. Detect a certain crowd level in a predefined field
k. Detect specified motion direction and speed even in crowds (for example a person
moving the wrong way in a one-way gate)
l. Detect objects that move contrary to the motion of all other objects in the scene,
even in crowds
m. Take snapshots of frontal faces
n. Combine tasks using scripts
6. The software shall allow a decision on which videos shall be captured based on video
content analysis (VCA). Bandwidth and storage can be reduced by recording alarm
situations only or by selecting the best video encoding quality and frame rates exclusively
for alarms. Alarm conditions can be signaled by a relay output on the unit or an alarm
connection, to stream video to a decoder or video management system. Alarms can also

be transmitted to a video management system to start extended alarm scenarios. As well


as creating alarms, the software shall produce metadata that describes the content of the
analyzed scene. This metadata is sent over the network, and may also be recorded,
together with the video stream.
7. Forensic Search: The recorded metadata shall be used for a full forensic search where the
rules can be changed even after the fact within Video Management System (VMS) or Video
Client. New tasks can be defined and adapted for each search, and the recorded metadata
is then scanned and evaluated accordingly. Forensic Search is very time efficient and can
scan a huge recording database for events within seconds.
Intuitive graphical user interface: Setup shall be available via device web page as well as
via Configuration Manager. A wizard-based graphical user interface guides through the
configuration. All configuration options shall be visualized exemplarily as overlays for
feedback and can directly be manipulated for intuitive configuration.

RELAYS AND DIGITAL INPUTS

A. The open/close states of inputs and relays from devices connected to the system, including IP
cameras and PTZ cameras, video encoders and decoders, matrix switchers, and DVRs shall be
indicated on the VMS operator client user interface and can be queried via the VMS SDK.

B. Relays from devices connected to the system shall be controllable from command scripts, the
VMS SDK, and icons on the operator client user interface.

C. Input and relay state changes from devices connected to the system shall be recognizable as
events in the VMS.

D. It shall be possible to configure one malfunction relay used to indicate an occurrence with
special severity. It shall be possible to configure compound events to trigger the malfunction
relay.

LOGBOOK

A. The system shall protocol every event and alarm in an SQL database. The alarm entry shall
contain the camera titles that have been recorded due to this alarm.

B. The logbook shall be able to store at least 500,000 entries per hour. If the capacity of the
logbook is filled up the oldest entries will be deleted to create space.

C. The user shall be able to search the logbook for events and alarms. The user shall be able to
export the search results into a comma separated value list (CSV).

D. The system shall include and install a ready-to-use SQL database. The system shall optionally
allow the usage of a separately installed SQL database.

SNMP

A. The video management system shall be capable of monitoring third-party equipment SNMP
protocol.
B. The video management system shall provide a Management Information Base (MIB) to enable
other Physical Security Information Management Systems (PSIM) to monitor the video
management system by means of SNMP traps.

PRE-PROGRAMMED CAMERA SEQUENCES

A. The video management system shall support pre-programmed camera sequences. These
sequences will allow cameras to be automatically displayed on the computer image panes
and/or analog monitors connected to decoders. The sequences shall support simultaneous
display on multiple image panes or monitors. The sequences shall also support camera
prepositions for each PTZ camera on each sequence step. The system shall be configurable
such that operators can select these sequences from the logical tree or a site map.

B. Pre-programmed camera sequences can be displayed in operator client and on Analog


Monitor Groups.

OPERATOR CLIENT

A. If an operator client loses its connection to the management server, the user shall
nevertheless be able to continue working with the connected devices.

B. The video management system shall provide an administrator-configured Logical Tree. The
logical tree shall be freely configurable with any tree structure, with nodes consisting of
folders or maps, and leaves consisting of devices (cameras, inputs, and relays), sequences,
documents, URLs, or command scripts. Each user group shall only see items in the logical tree
for which the administrator has granted access.

C. The user shall be able to search the logical tree for item names.

D. The VMS shall provide a user-dependent bookmark Tree. The bookmark tree shall allow saving
a time period or a single point in time for later investigation and export. Bookmarks shall be
available both for live mode and for playback mode.

E. The VMS shall provide a user-dependent Favorites Tree. The favorites tree shall allow maps,
folders, and devices and complete views (image pane patterns with camera assignments) to
be configured by each user in a user-defined structure. The user's favorite’s tree shall be
available irrespective of the computer with which he logs on to the system.

F. The video management system shall provide an Image Window that displays a collection of
Image Panes. The layout shall be optimized for standard and widescreen monitors. With
standard monitors the number of image panes per image window shall be variable between

1 (a single full-window video) and 25, arranged in a 5x5 grid. A slider shall be available allowing
the grid size to be changed from 1x1, 2x2, 3x3, 4x4, and 5x5. With widescreen monitors the
number of image panes per image windows shall be variable between 1 and 30, arranged in
grids of 1x1, 3x2, 4x3, 5x4, and 6x5. The VMS shall allow image panes to be enlarged or
decreased in size within the grid. E.g., in a 5x5 grid, a single image pane can be enlarged to
use 4 of the grid elements, creating a larger image within the grid. Any pattern can be created
within the grid structure. An image pane can be resized by clicking and dragging on any corner,
dragging the corner to the desired size.

G. The video management shall implement the concept of a selected image pane. The selected
image pane shall be highlighted. There shall always be a selected image pane in the operator
client application. The selected image pane is always used for control commands, e.g. PTZ
control, instant playback control, and audio replay.

H. The video management system shall support the audio channels of the encoders and IP
cameras. It shall be possible to assign audio sources to cameras. In the operator client it shall
be possible to turn on/off the replay of the audio per camera.

I. The video management system shall support two different audio modes, single source audio
and multi-source audio. In single source audio mode only the audio source assigned to the
camera in the selected image pane is replayed. In multi-source audio mode all audio sources
of the cameras displayed in the client application are replayed.

J. The video management system shall support site maps with hot-spot icons for devices
(cameras, relays, and inputs), command script initiation, camera sequence initiation, and links
to other site maps. The site maps shall be capable of being zoomed. The hot-spot icons shall
be configurable to optionally display the device name or link title.

K. The operator client shall display live streams from encoders.

L. The operator client shall support the display of the live stream of an HD camera in multiple
image panes without the impact on the CPU-load of the operator client. It shall be possible to
adapt the different views per image pane using E-PTZ and to save the multi-view as a favorite.
When selecting the favorite, the customized live view including the ultra HD views of the same
camera are called up on screen.

M. Operator Client shall support de-warped panoramic views for displaying 360° cameras. When
operator is using E-PTZ in the image pane, an overlay shall indicate his position for better
orientation.

N. The Operator Client shall provide de-warped playback for video recorded with a 360° lens.

O. It shall be possible for the operator to pick an object in a live stream and select that the camera
focuses and follows that particular object automatically.

P. The video management system shall support PTZ control with a dedicated graphical joystick
control, supporting Pan, Tilt, Zoom, Iris, Focus and Aux Command operations. It shall also
support PTZ control via clicking the mouse in the image panes.

Q. The video management system shall provide an Instant Playback function that displays
recorded images on one or multiple image panes. Recorded images from a single camera may
also be played back on multiple panes. Instant playback supports pause, play forward, play
reverse, single step forward, single step reverse, fast-forward, and fast-reverse.

R. The video management system shall support simultaneous time-synchronous playback.


Playback shall support single-step forward and backwards; play normal speed forward and
backwards; play high-speed forward and backwards; and play slow-speed forward and
backwards.

S. The video management system shall support search of recorded video with at least the
following criteria: object size, object color, direction, and speed as well as detecting objects
entering or leaving designated areas. This Video Analysis (VA) based post-recording search will
work for cameras recorded by VRMS.

T. The video management system shall optionally display the information of the video analytics
such as cells with detected motion, object masks, and trajectories in live and playback.

U. The video management system shall support searching based on any combination of
time/date-rage, event type(s), alarm priority, alarm state, and device(s). It shall be possible to
save and recall search parameters.

V. The text data shall be displayed in the image pane of the corresponding camera in live and
playback. It shall thus be possible to simultaneously display text data of multiple cameras. The
operator shall furthermore be able to choose whether the text data is displayed on the right
side or below the image pane.

W. The video management system shall graphically display device states on its icons in the logical
tree structure and on sitemaps. For cameras, the states shown shall include: loss of the analog
video signal, network connection loss, video recording, video signal too noisy, video signal too
bright, video signal too dark, video de-adjusted, and video includes associated audio. For
relays and contact inputs, the open or close state shall be indicated.

X. The video management system shall support switching of cameras to analog monitors
connected to decoders. The cameras shall be selectable via drag and drop from the logical
tree or from the sitemaps.

Y. The video management system shall support an indication for the operator client regarding
the connection state to the management server. This shall include connected, disconnected,
and configuration out-of-sync between management server and operator client.

Z. The operator client shall support a configurable inactivity logoff for security reasons. The
operator client will logoff automatically when no activity is detected from the operator in a
configured period of time.

AA. The video management system shall support a centrally stored user profile to store settings
individual for each operator. These settings shall include but are not limited to sequence dwell
times, instant playback replay time and image pane ratio settings (16:9 or 4:3) individually per
monitor. These settings shall be available independently of the physical workstation to the
operator.

BB. The video management system shall have the capability to interface with video walls via a
CCTV keyboard.

CCTV KEYBOARD CONTROL

A. When CCTV Keyboards are connected to operator client Workstations, it shall be possible to
control the current Image Pane selection using the keyboard joystick.

B. When CCTV Keyboards are connected to operator client Workstations, it shall be possible to
control the analog monitor groups in the system or control any Image Pane on the connected
operator client Workstation, using the CCTV keyboard.

C. When CCTV Keyboards are connected to operator client Workstations, it shall be possible to
control PTZ operation of the selected cameras using the keyboard joystick.

D. When CCTV Keyboards are connected to operator client Workstations, it shall be possible to
control set and call-up PTZ prepositions of the selected camera using the keyboard.

VMSSS HARDWARE SPECIFICATION

The contractor is responsible to provide the more advanced servers for the video management and
video analytics to ensure the best quality and high efficiency, improve safety, and respond to the
client and Engineer satisfaction taking into consideration the large number of cameras installed in
site. Below is the minimum requirements:

LICENSE PLATE RECOGNITION (LPR) SYSTEM

A. License Plate Recognition (LPR) system is an image-processing technology used to identify


vehicles by their license plates, also referred to as Car Plate Number Identification system.

PART 3. EXECUTION

INSTALLATION

A. General
1. Acceptance of works will be restricted to the equipment and installations complying with
the approved submittals, approved shop drawings, and the Employer site Engineer
agreement.
2. The Contractor has to carry out any site works under direct supervision of qualified
technicians who are to be well trained with qualified Manufacturer experience.
3. Site workmanship of any network component has to be limited to the layout and fixation,
and inter-wiring of various items of the readymade equipment.
B. Examination
1. Examine pathway elements intended for cable. Check raceways, cable trays, and other
elements for compliance with space allocations, installation tolerances, hazards to cable
installation, and other conditions affecting installation. Proceed with installation only
after unsatisfactory conditions have been corrected.
C. Wiring Methods
1. Install wiring in raceway/conduit except within consoles, desks and counters, and except
in accessible ceiling plenums where cable-wiring method may be used Cables used in
environmental air space shall be listed for this use. Conceal cables in accessible ceilings,
walls and floors wherever possible.

FIELD QUALITY CONTROL

A. Manufacturers' Field Services: Provide services of factory authorized service representatives


to supervise the field assembly and connection of components and system presetting, testing,
and adjustment.
B. Inspection: Verify that units and controls are properly labeled and interconnecting wires and
terminals are identified.
C. Presetting: Align and adjust the system and pretest all components, wiring, and functions to
verify they conform to specified requirements. Replace malfunctioning or damaged items with
new items. Retest until achieving satisfactory performance schedule.
D. Operational Acceptance Tests: Perform operational system tests to verify it conforms to
specifications. Include all modes of system operation. Methodically test for proper system
operation in all functional modes.
E. CCTV Camera Location Test: Support each camera temporarily at the location indicated and
connect to monitor. Adjust camera location and mounting and substitute fixed lens as
approved to provide required performance at monitor. Adjust within 5 m of those indicated
with no change in contract cost. Record results of tests. Retest: Correct deficiencies identified
by tests and observations and retest until specified requirements are met.

CLEANING

A. Clean all system components including camera housing windows, lens, and monitor screens.
Use methods and materials recommended by manufacturer.

OCCUPANCY ADJUSTMENTS

A. When requested within 1 year of date of Substantial Completion, provide on-site assistance
in adjusting the system to suit actual occupied conditions. Provide up till 2 requested
adjustment periods at the site for this purpose without additional cost.

DEMONSTRATION AND TRAINING

A. Equipment’s manufacturer and his authorized, local representative shall provide, in depth,
equipment service and programming on site training to selected Employer’s personnel for two
weeks.
