SECTION 27 51 16 - PUBLIC ADDRESS & EVACUATION SYSTEM

PART 1. GENERAL

1.1. RELATED DOCUMENTS

A. Drawings and General Provision of the Contract including General Conditions, Conditions of
particular Application and Division-I Specification Sections, apply to work of this Section.’

1.1 SUMMARY

A. The Public Address and Evacuation system shall be installed as part of the contract to relay
audible messages throughout the project in the event of any fire, fault or test condition. The
Contractor shall install audio control units, distributed amplifier units, audio amplifiers,
speakers as required to facilitate a complete and operable system.

B. This Section includes equipment for the supply, delivery, installation, testing, commissioning
and maintenance of the Public Address System including, but not limited to the following:

1. Recessed mount (ceiling), surface mount, column and / or horn speakers, sound
projectors,

2. Box and bi-directional box speaker’s c/w line matching transformers and volume
controls, where applicable.

3. Termination of all cables to speakers, power amplifiers, etc.

4. Equipment rack complete with forced air ventilation fan(s), mounting brackets blank
panels, terminal boards, etc.

5. Main equipment and all associated auxiliary equipment.

6. Distribution cabling, including fire rated cables, where applicable, cable ladders, racks
and Cable supporting systems (cable trunking and concealed metal conduits)

7. All other works and materials necessary for the efficient operation of the whole audio
system Complete with power supply requirements and surge arrestors and filters.

1.2 DEFINITIONS

A. Channels: Separate parallel signal paths, from sources to loudspeakers or loudspeaker


zones, with separate amplification and switching that permit selection between paths for
speaker alternative program signals.

B. Zone: A separate group of loudspeakers and associated supply wiring that may be arranged
for selective switching between different channels.

1.2. SYSTEM DESCRIPTION

A. The primary objective of the system is to provide clear announcements during public
addressing and one-way voice communication during an emergency; the secondary function
shall be to provide background music where required.

B. The system shall comply with IEC 60849 for the one-way emergency voice communication
system in all aspects.

C. The system shall be capable of fulfilling the following requirements:

1. Clear, un-distorted announcements to selected areas during public addressing;

2. Clear, un-distorted paging to all zones; either individually or collectively. Selection of


groups of zones shall be programmable from time to time; and

3. Background music to selected areas when the other functions are not selected.

D. The system shall utilize the Local Area Network (LAN) through the Structured Cabling System
with dedicated bandwidth for audio input and output, system control and maintenance and
monitoring functions.

E. The loudspeakers shall be wired up in zones and with supervision; localized volume controls
as specified shall be provided so that the desired volume adjustments may be made.
Locations of localized volume controls are as indicated in the Schedules and /or drawings.

F. The zones shall further be grouped according to function so that it shall be possible to make
an announcement by depressing just one switch on the call station.

G. To allow flexibility in the system, it shall be designed to be expandable with easy installation
without changes in controller.

H. When the zones are selected for public addressing, a chime shall first be heard, followed by
the announcement. The system shall have a range of tones such that it shall be possible to
program different tones for call stations.

I. It shall be possible for the system to function with different call stations in operation,
provided there is no conflict in the zones being called by the call stations. An emergency call
station shall be provided for emergency.

J. The controller shall have a system of priorities such that, should a conflict situation arise,
the station or user key with the top priority will override the others. This sequence of
priorities shall be determined and programmed during the commissioning stage; it shall be
possible to change the sequence by on-site as well as off-site re-programming, as and when
the need arises.

K. All voice evacuation panels / units shall be provided with integral battery back-up and be
supplied by the emergency distribution system backed up by the standby generator.

L. All equipment shall be given a label by the Fire Alarm Control Panel to identify its location in
the system. The label shall be automatically displayed along with all events.

M. All equipment shall facilitate local live speech.

N. All equipment shall be provided with inbuilt short isolators. Any open or short circuit fault
on any of the speaker circuits shall not, in any way, affect the functioning of the other
speaker circuits.

O. A dedicated digital message storage and playback unit shall provide up to 4 discrete
prerecorded message alarms. The message unit shall be fully solid state, with no moving
parts. All messages are to be in Arabic and English and shall begin from the start.

P. There shall be no user controls on the unit, other than to start and stop the test messages.

Q. Erasure of any message shall not be possible without the connection of external
components.

R. The message unit shall provide the following minimum performance:

1. Frequency response a) 200Hz - 5.5kHz +/- 2dB

2. S/N >60dB at rated output

3. Distortion <1% @ 1kHz at rated output

4. The unit shall have automatic self-surveillance

S. All equipment supplied shall be from the same manufacturer and shall be UL listed.
Equipment supplied shall strictly be Standard Products from Public Address Product
Manufacturer. No tailor-made product shall be acceptable. The tendered shall submit
catalogues of all equipment offered and upon delivery; certificate of country of origin,
Certificate of Conformity and Certificate of Evacuation for the proposed PA Equipment shall
be submitted.

T. Zoning for the passenger lifts shall be provided as provision and shall complete with the
necessary wiring to be terminated in a termination box near the control panel in each lift
motor room. Group zoning for the lifts shall be allowed for evacuation announcement.

1.3. REFERENCE STANDARDS

A. The Voice Alarm system shall at the least be compliant with and certified according to the
mandatory requirements of Part 16 of the EN54 (EN54-16) standard for Fire Alarm products,
which specifies requirements, methods of testing and performance criteria for voice alarm
systems used in fire detection and fire alarm systems providing audible fire alarm signals
within a building.

B. The Voice Alarm system shall comply with the following optional requirements as mentioned
in the EN 54-16 standard:
Audible Warning (7.3), Phased Evacuation (7.5), Manual Silencing of the voice alarm condition
(7.6.2), Manual reset of the voice alarm condition (7.7.2), Output to Fire Alarm Devices(7.8),
Voice Alarm Condition Output( 7.9), Indication of faults related to the transaction path to the
CIE (8.3), Indication of fault related to Voice Alarm Zones(8.4), Voice Alarm Manual control
(10), Interface to external control device(s) (11), Emergency Microphone (s) (12), Redundant
power amplifiers ( 13.14)

C. The power for the VACIE shall be provided by at least two power sources, of which the standby
power source shall be rechargeable batteries that are (re)charged and maintained in a fully
charged state by EN 54-4 certified charging equipment. The batteries shall be rechargeable,
able to be maintained in a fully charged state, constructed for stationary use, and marked with
type number and production date. The batteries shall be of a brand and type as advised by
the manufacturer of the charging equipment.

1.4. QUALITY ASSURANCE

A. Manufacturers: Firms regularly engaged in the manufacture of type of equipment required


for the public address system whose products have been in satisfactory use in similar service
for not less than 10 years.
B. Compliance with Local Requirements: Comply with applicable building code, local ordinances
and regulations, and requirements of authorities having jurisdiction.
C. Codes and Standards: Comply with the latest issue of:
1. NFPA 70: National Electrical Code,

2. NFPA 72: National Fire Alarm Code,

3. NFPA 101: Code for Safety to Life from Fire in Buildings and Structures,

4. SBC: Saudi Building Code

1.5. SUBMITTALS

A. Product Data: Submit manufacturers’ data for all material, equipment and accessories of the
proposed system.
B. Submittal shall not be considered without a complete product data submittal.
C. Mark each copy to show applicable choices and options. Where product data includes
information on several products, some of which are not required, mark copies to indicate the
applicable information.
D. Provide with the tender a schedule of all equipment to be supplied with a recommended
layout of the system.
E. Shop Drawings: Submit dimensional layout on architectural background drawings. No
equipment or system shall be ordered or installed unless all such drawings are duly inspected
and approved by the Engineer.
F. Submit drawings indicating the arrangement of the main equipment of the public address
inside the rack cabinets.
G. Submit single line diagrams and riser diagrams indicating the connection between system
components and the cables used.
H. Submit list with the model number and quantity of each card/unit.
I. Submit an Acoustic Simulation using EASE Evac Program or any other specialized software
programs for all areas.
J. Compliance List: submit a detailed point by point compliance statement with this
specification. Where the proposed system does not comply or accomplish the stated
function or specification in a manner different from that described and specified a full
description of the deviation shall be provided.
K. If there are additional costs to provide a function because it is optional and not a part of the
base system, these costs must be identified. If no cost is quoted it will be assumed to be
included in the bid price. Where a full description is not provided it shall be assumed that the
proposed system does not comply with the requirements in the specification.

1.3 DELIVERY, STORAGE AND HANDLING

A. Store equipment in space with environments that are controlled within manufacturer’s
ambient temperature and humidity tolerances for non-operating equipment.

1.4 WARRANTY

A. General Warranty: The special warranty specified in this Article shall not deprive the Employer
of other rights the Employer may have under other provisions of the Contract Documents and
shall be in addition to and run concurrent with, other warranties made by the Contractor
under requirements of the Contract Documents.

B. A full warranty applies to the first year of the period, and a prorated warranty applies to the
last 9 years.

1.5 EXTRA MATERIALS

A. Furnish extra materials described below that match product installed, are packaged with
protective covering for storage, and are identified with labels describing contents. Deliver
extra materials to the Employer.

PART 2. PRODUCTS

2.1. ACCEPTED MANUFACTURERS

A. Available Manufacturers: Subject to compliance with requirements, manufacturers offering


products that may be incorporated into the Work include, but are not limited to, the following:
1. Bosch, Holland
2. TOA, Japan
or other accepted equal

2.2. GENERAL

A. The Public Address and Evacuation system shall consist of combinations of Speakers as per
the site conditions, Controller, Amplifiers, cables and other accessories required to complete
the system.

B. Public address system shall be Modular and easily Scalable for future expansion.

C. The PA/VA components and system shall have been thoroughly tested and proven;
manufacturer shall be able to provide the test certificates of the hardware components used
for PA/VA.

D. Manufacturer should have at least 5 years of experience in PA/VA industry, should have a
relevant references, the same details shall be presented to the Client when requested.

E. The installer should have minimum of 3 – 4 years of experience in installation similar systems
in the region. The references of the same to be submitted to the client on request.

F. All systems and components shall be provided with an explicit manufacturer warranty of 3 yrs.

G. Manufacturer shall propose products with latest technology, no End of life/obsolete models

shall be offered.

H. The manufacturer should possess ISO certification and should provide valid certificate along
with the submittal.

I. The manufacturer shall have at least one local regional office with technical support team in
GCC.

J. All the products proposed shall be EN-54 certified for Evacuation system.

2.3. SYSTEM DESCRIPTION

The Public Address and Voice Alarm System shall have:


1. A high audio quality – bandwidth: 20 Hz – 20 KHz
2. A speech intelligibility of STI 0,5
3. A Signal to Noise ratio throughout the system of 80 dB or higher.
4. A high flexibility with respect to the configurable items
5. Real time updated audio zones occupation displayed on each status screen.
6. The possibility to manage priority’s rules between the different types of announcements
7. The possibility to monitor all major PA equipments, through the Public Address System
open interface
8. The possibility to create and manage broadcasting programs with dates, time, frequency
or interval, valid weekdays and message to be played
9. The possibility to create and manage individual and group of audio zones
10. The possibility to immediately play a stored message
11. The possibility to support up-to 28 analogue channels, capable of running different
announcements simultaneously
12. The possibility to allow definition up to 1000 different fixed messages, each of them with
different zone selections. It must be possible to periodically schedule the announcements,
and also specify the number of repetitions and the interval for each announcement
separately.
13. A storage for all announcement status and alarms in a log-book with all information
regarding operator, date, time, content, etc.
14. Monitoring the call station microphone capsule to the end of the loudspeaker line without
any additional cabling.
15. Audio transportation between any system units in the digital domain.

2.4. SUPERVISION BOARDS

2.5. LINE SUPERVISION MODULES

A. The end-of-line supervision shall consist of a supervision control board master and slave
module, with the purpose of supervising the operation of a constant voltage loudspeaker line.

B. The slave supervision module shall be mountable in or on a loudspeaker (enclosure) or in a


separate box, typically at the end of a loudspeaker line.

C. The slave supervision module shall be powered from the pilot tone of an amplifier that drives
the loudspeaker line with loudspeakers, without the need for an external power supply. It
shall detect the pilot tone on the loudspeaker line as an indication of its proper operation, not
being interrupted, nor shorted.

D. The slave supervision module shall be polled by a supervision master module, mounted inside
an amplifier, about the operational status of the loudspeaker line. The end-of-line control
board shall be compatible with 70V and 100V constant voltage systems.

E. It shall communicate with the supervision master module via the existing loudspeaker line,
requiring no additional wires, nor shielded wiring. The communication between the boards
shall be on high frequency using advanced modulation techniques to minimize the risk for
false positive fault detection. The monitoring of the status of the loudspeaker line shall be
continuous. Loudspeaker line faults shall be detected and reported within 100 seconds.

F. Fault conditions shall be reported to a network connected system controller for logging
purposes.

2.6. CENTRAL EQUIPMENT

2.7. CENTRAL CONTROLLER

A. The network controller shall be a control unit for a public address and voice alarm system. It
shall control and route up to 28 simultaneous audio channels on a fiber optical network, with
audio signals comprising e.g. announcements made via call stations or background music from
a connected source unit.

B. The network controller shall have an RJ-45 Ethernet connection for connecting a configuration
PC, directly or via an Ethernet network. After the configuration the network controller shall
be able to run stand-alone without PC, although it shall be possible to keep the network

controller connected to the network or PC for additional functions, such as logging of call and
fault events or remote control.

C. The network controller shall provide power to connected equipment on the network and shall
have a network interface for fiber optical hybrid cabling with dual network connections,
capable of redundant loop operation. The network interface of the network controller shall
support digital audio and control signals and shall provide 4 analog audio input channels that
can be routed dynamically to the network. Of these, two shall be selectable between
microphone and line use. In microphone mode the unit shall provide configurable phantom
power supply to support electret/condenser microphones. It shall be possible to configure the
inputs as call inputs with dedicated characteristics such as priority, pre- and post-chimes,
prerecorded messages and live speech. It shall also provide 4 analog audio output channels to
which network audio channels can be routed dynamically. All audio inputs and outputs shall
have both XLR connectors and Cinch (RCA) connectors.

D. The network controller shall contain a digital audio processor that performs audio input
sensitivity control, 3-band full parametric equalization and semi parametric shelving
equalizers for bass and treble control for each input and output, and volume control and 20
kHz supervision pilot tone generation for all audio outputs. It shall be possible to remotely
configure all audio settings via the network interface.

E. The network controller shall have a supervision system to monitor its operation conditions.
Network connectivity status and fault conditions of the network controller itself and all
network connected units shall be stored inside the network controller and displayed on a
back-lit LCD on the front panel and be available for remote logging. In normal operation
conditions this LCD will show a configurable name for the network controller to allow for easy
identification and a level indicator bar for each input and output.

F. The network controller shall have 8 control inputs for activation switches, with configurable
supervision for open and short circuits. The control inputs shall have configurable
functionality, such as automatically starting an emergency alarm in case of activation by a fire
detector or control of background music volume.

G. The network controller shall have 3 control relay outputs, that can be configured for various
functions, such as fault indication or zone activity indication, and 2 control relay outputs
dedicated for visual and audible fault indicators.

H. The network controller shall have a compact flash memory card for storing up to 1024 digital
audio messages with continuous consistency checking and simultaneous playback of up to 4
messages. It shall be possible to download audio messages (as a set of wav files) from a
computer via the Ethernet link. The network controller shall also store a wide range of

attention tones, test tones and alarm tones, all accessible by any call station or control input
for announcement or alarm broadcast. The network controller shall have an internal real time
clock for scheduled automatic functions like playing scheduled announcements or changing
the volume of background music during evening hours.

I. The network controller shall provide an Open Interface, that allows for control of the system
by a third party device over Ethernet TCP/IP. It shall be possible to create and start calls over
the Open Interface and modify running calls, like adding or removing zones. It shall be possible
to get system resource status information via the Open Interface. It shall be possible to set
the system date and time via the Open Interface.

J. The controller shall operate both on mains power and on a battery power supply for
emergency backup with automatic switchover. It shall supervise both of the power supplies.

K. The network controller cabinet shall be 19”-wide and 2U-high for easy rack mounting without
the need for free rack space between units.

2.8. AMPLIFYING

2.9. BASIC AMPLIFIERS

A. The amplifier shall be a 1, 2, 4 or 8-channel amplifier providing connection facilities to a multi-


channel interface unit, which in turn shall be connected to an audio and control network,
based on fiber optical hybrid cabling, capable of redundant loop operation. Via the multi-
channel interface, the amplifier shall be able to receive audio and operational control signals
from the network and report its status to the system controller.

B. The amplifier shall contain 1 analog audio input for each channel, supporting line level with
gain control by a preset potentiometer, for direct connection to an auxiliary audio source. The
amplifier shall have a priority circuit that will overrule the directly connected audio source
when audio from the network is routed to this amplifier.

C. The power amplifier shall be a 1, 2, 4 or 8-channel power amplifier with a rated output power
of respectively 500, 500, 500 and 480 Wrms and respectively 500, 250, 125 and 60 Wrms per
amplifier channel. It shall be able to deliver rated power at a maximum operating temperature
of 55°C to accommodate high density rack mounting. The amplifier shall use highly efficient
class-D switched mode technology for low power consumption. The amplifier shall have
constant voltage outputs for 70 V and 100 V, typical for public address loudspeaker systems.

D. The amplifier shall have group A and group B loudspeaker outputs for the same amplifier
channel, supporting individual overload protection per group. In case of amplifier overload,
the amplifier shall diagnose the group A and group B outputs to identify the overloaded group
and only disconnect that group, keeping the loudspeakers on the other group operational.
The amplifier shall support Class A loop operation with a loudspeaker loop connected
between the group A and group B outputs.

E. The loudspeaker connections shall be on a detachable screw terminal with safety insulation
and shall be transformer isolated and floating with respect to ground.

F. The amplifier, in co-operation with the connected multi-channel interface, shall have a ground
leakage detector to detect insulation failure of the loudspeaker wiring to warn against
hazardous situations. The amplifier shall be protected against overheat, overload and short
circuits.

G. The amplifier shall have a supervision system to monitor its operation conditions and the
connected load. The amplifier shall have a built-in relay for automatically connecting the
loudspeaker load to a spare amplifier in case of amplifier failure.

H. The amplifier shall support loudspeaker line and individual loudspeaker supervision using
communication to end-of-line supervision units or loudspeaker supervision units. Power
supply to and communication with these supervision units shall be via the 2-conductor
loudspeaker cable itself, without the need for additional conductors or shielded wiring.

I. The amplifier shall have a high-efficiency switched mode power supply for mains operation
and a battery input for backup purposes with automatic switchover.

J. The amplifier shall be able to monitor the mains power and the battery power to the amplifier.
The amplifier shall have a configurable sleep mode to save battery power in case of mains
power failure, with automatic wake-up in case a priority call must be made.

K. The amplifier shall have indicator LEDs on the front panel for mains and battery status,
amplifier output level and amplifier fault status. Fault conditions shall also be reported by the
amplifier, in co-operation with the connected multi-channel interface, to a network connected
system controller for logging purposes

2.10. SPARE AMPLIFIERS

A. The power amplifier shall have a built-in relay for automatically connecting the loudspeaker
load to a spare amplifier in case of amplifier failure.

2.11. MULTICHANNEL INTERFACE

A. The basic amplifiers shall be connected to a redundant loop network through a multi-channel
interface. The network interface of the multi-channel interface shall support multi-channel
digital audio and control signals.

B. The multi-channel interface shall act as an interface to 1, 2, 4 and 8 channel amplifiers that do
not have network connectivity, providing 14 configurable main output channels and 2
configurable spare output channels, to which network audio channels can be routed
dynamically. It shall deliver the audio signals to the basic amplifiers with full control over these
amplifiers.

C. The multi-channel interface shall have a supervision system to monitor the functions and
operation of both itself and the connected amplifiers. It shall be capable of activating a spare
amplifier channel to replace an amplifier channel that has reported a fault. It shall have loop
through input and output, supporting failsafe mode to pass emergency calls through to the
amplifiers, even if the unit itself fails. The unit shall support redundant group A/B switching
and class-A loop wiring of the connected basic amplifiers, for which the multi-channel
interface also shall incorporate a controller for multiple-line and loudspeaker supervision.
Network connectivity status and fault conditions shall be displayed via LEDs on the front panel,
including a status LED per connected amplifier channel. Fault conditions shall also be reported
by the unit to a network connected system controller for logging purposes.

D. It shall be possible to power the multi-channel interface from the connected basic power
amplifiers for easy installation or from the network. The unit shall be able to operate at a
maximum operating temperature of 55°C to accommodate high density rack mounting.

E. The multi-channel interface shall have 32 control inputs for activation switches, with
configurable supervision for open and short circuits. The control inputs shall have configurable
functionality, such as automatically starting an emergency alarm in case of activation by a fire
detector or control of background music volume.

F. The multi-channel interface shall have 16 control relay outputs that can be configured via the
network for various functions, such as fault indication or zone activity indication.

2.12. CobraNet INTERFACE

A. The CobraNet™ interface shall have a network interface for fiber optical hybrid cabling with
dual network connections, capable of redundant loop operation. The CobraNet™ interface

shall also provide a network interface to an industry-standard Ethernet based CobraNet™ with
redundant CAT-5 network connections. The fiber optic network interface of the CobraNet™
Interface shall support multi-channel digital audio and control signals.

B. The CobraNet™ interface shall transfer up to 4 predefined digital audio channels from the
CobraNet™ network to dynamically assigned audio channels on the fiber optic network.
Simultaneously, the CobraNet™ interface shall transfer up to 4 dynamically assigned digital
audio channels from the fiber optic network to 4 predefined audio channels on the CobraNet™
network.

C. The CobraNet™ interface shall include sample rate conversion between the audio sample
rates of the fiber optic network (44.1 ksps) and CobraNet™ (48 ksps), while conserving volume
levels.

D. The CobraNet™ interface shall be powered from the network for easy installation. The
CobraNet™ interface shall have a supervision system to monitor its operation conditions.
Network connectivity status and fault conditions shall be displayed on a back-lit LCD on the
front panel. In normal operation conditions this LCD will show a configurable name for the
CobraNet™ interface to allow for easy identification and a level indicator bar for each input
and output. Fault conditions shall also be reported by the unit to a network connected system
controller for logging purposes.
E. The CobraNet™ interface shall have 8 control inputs for activation switches, with configurable
supervision for open and short circuits. The control inputs shall have configurable
functionality, such as automatically starting an emergency alarm in case of activation by a fire
detector or control of background music volume.

F. The CobraNet™ interface shall have 5 control relay outputs, that can be configured via the
network for various functions, such as fault indication or zone activity indication.

2.13. AUDIO INPUTS

A. The system shall have provision for inputs for background music and microphone.

B. The system shall provide transformer balanced analog audio inputs supporting line levels and
microphone levels
C. All audio inputs and outputs shall have both XLR connectors and Cinch (RCA) connectors.

2.14. INTERFACES

2.15. FIRE ALARM SYSTEM

A. The link between the fire detection system and the Voice Alarm system shall be IP link
constantly monitored by the fire detection system. Surveillance up to the Voice Alarm
enclosure only shall not be acceptable. The link shall provide following features:
1. Message/zone digital trigger capacity
2. Programmable action per key
3. Multiple messages in multiple zones
4. General fault signal to be provided to the Fire Alarm system.
5. General fault signal to be provided to the Voice Alarm system.
6. Each fire zone should be considered as one alarm zone and possible to be addressed
separately.

2.16. REMOTE CALL STATION KEYPAD

A. It shall be possible to connect up to 16 call station keypads to the call station via a serial
communication link. The call station shall provide the power supply for the keypads. The
connected keypads shall provide various selection options for the call station.

B. Each call station keypad shall provide 8 keys and 8 bicolor green/yellow LEDs that can be
configured via the network to provide various functions for the call station, it is connected to.

C. It shall be possible to configure the keys for different modes of operation, such as momentary
or toggle operation. Each key shall have one bicolor status LED beside it.

D. Beside each key a transparent, removable tab shall be available that can hold a label for the
key. Safety covers to prevent accidental activation of the keys shall be available as an option.

E. The call station shall be remotely configurable via the network interface and it shall be
powered from the network for easy installation. The configuration shall allow for selection
functions and control functions to be programmed for each call station and keypad key.

F. The call station shall have a supervision system to monitor its functions and operation.
Network connectivity status, operation status and fault conditions shall be displayed via LEDs
on the unit. Fault conditions shall also be reported by the unit to a network connected system
controller for logging purposes.

G. The call station shall support fail-safe operation, i.e. even if the controller of the audio system
fails, the call station is still able to put through emergency calls to all audio outputs on the
network.

2.17. LOUDSPEAKERS

A. The Loudspeakers applied shall be compliant and certified according to Part 24 of the EN 54
standard, which specifies requirements, testing methods and performance criteria for
loudspeakers used in fire detection and alarm systems that broadcast a warning of a fire to
the occupants of a building. EN 54-24 gives common requirements for the construction and
robustness of voice alarm loudspeakers, as well as their performance under climatic and
mechanical conditions. The loudspeaker for internal use shall be certified as EN 54-24 class A
and the loudspeakers for external use shall be certified as EN 54-24 class B.

PART 3. EXECUTION

3.1. INSTALLATION

A. General: Equipment installation on site is to be limited to the layout and fixation, and inter-
wiring of various items of the ready-made equipment. Acceptance of works is to be restricted
to the equipment and installations complying with the approved submittal, approved shop
drawings, and the agreement of Engineer.

B. Co-ordination with other Works: Undertake the proper co-ordination between the works and
installations of all other associated systems. The layout shop-drawings is to also reveal the
measures taken therein, and every fixation principle, and is to be subject to the approval of
Engineer.

C. Layout of Equipment: The central switching is to be laid out properly in a communication -


equipment room so as to reserve relevant space for maintenance activities as is to as any
future expansion of the system. All other equipment is to be laid out as per the approved
shop drawings. After the proper layout of all equipment is accomplished, all components are
to be labeled, and marked according to an approved labeling designations and materials.

D. Install equipment to comply with manufacturer's written instructions.

E. Wiring Method: Install wiring in raceway. Conceal cable and raceway except in unfinished
spaces.

F. Splices, Taps, and Terminations: Make splices, taps, and terminations on numbered terminal
strips in junction, pull, and outlet boxes; terminal cabinets; and equipment enclosures.

G. Match input and output impedance and signal levels at signal interfaces. Provide matching
networks where required.

H. Identification of Conductors and Cables: Color-code conductors and apply wire and cable
marking tape to designate wires and cables to identify media in coordination with system
wiring diagrams.

I. Wiring of speakers shall be fire resistant type and shall be sized based on calculation.

J. Wall-Mounting Outlets: Flush mounted.

K. Floor-Mounting Outlets: Conceal in floor and install cable nozzles through outlet covers.
Secure outlet covers in place. Trim with carpet in carpeted areas.

L. Weatherproof Equipment: Install units that are mounted outdoors, in damp locations, or
where exposed to weather consistent with requirements of weatherproof rating.

M. Line Matching Transformer Connections: Make initial connections using tap settings indicated
on Drawings.

3.2. GROUNDING

A. Ground cable shields and equipment to eliminate shock hazard and to minimize ground loops,
common-mode returns, noise pickup, cross talk, and other impairments.

3.3. TESTING

A. Manufacturer's Field Service: Engage a factory-authorized service representative to inspect


field-assembled components and equipment installations, including connections. Report
results in writing.

B. Operational Test: Perform tests that include originating program and page material at
microphone outlets, preamplifier program inputs, and other inputs. Verify proper routing and
volume levels and freedom from noise and distortion.

C. Signal-to-Noise Ratio Test: Measure the ratio of signal to noise of complete system at normal
gain settings, using the following procedure:
1. Disconnect a microphone at the connector or jack closest to it and replace it in the circuit

with a signal generator using a 1000-Hz signal. Replace all other microphones at
corresponding connectors with dummy loads, each equal in impedance to microphone it
replaces. Measure the ratio of signal to noise.
2. Repeat test for each separately controlled zone of loudspeakers.
3. Minimum acceptance ratio is 50 dB.

D. Distortion Test: Measure distortion at normal gain settings and rated power. Feed signals at
frequencies of 50, 200, 400, 1000, 3000, 8000, and 12,000 Hz into each preamplifier channel.
For each frequency, measure the distortion in the paging and all-call amplifier outputs.
Maximum acceptable distortion at any frequency is 3 percent total harmonics.

E. Acoustic Coverage Test: Feed pink noise into system using octaves centered at 500 and 4000
Hz. Use a sound-level meter with octave-band filters to measure level at five locations in each
zone. For spaces with seated audiences, maximum permissible variation in level is plus or
minus 2 dB. In addition, the levels between locations in the same zone and between locations
in adjacent zones must not vary more than plus or minus 3 dB.

F. Power Output Test: Measure electrical power output of each power amplifier at normal gain
setting at 50, 1000, and 12,000 Hz. Maximum variation in power output at these frequencies
must not exceed plus or minus 1 dB.

G. Signal Ground Test: Measure and report ground resistance at pubic address equipment signal
ground.

H. Re-testing: Correct deficiencies, revising tap settings of speaker-line matching transformers


where necessary to optimize volume and uniformity of sound levels, and retest. Prepare
written record tests.

I. Inspection: Verify that units and controls are properly labeled and interconnecting wires and
terminals are identified. Prepare a list of final tap settings of paging speaker-line-matching
transformers.

J. Schedule tests with at least seven days' advance notice of test performance.

3.4. OCCUPANCY ADJUSTMENTS

A. On-Site Assistance: Engage a factory-authorized service representative to provide on-site


assistance in adjusting sound levels, resetting transformer taps, and adjusting controls to meet
occupancy conditions. Provide up to three on-site assistance visits within one year of
Substantial Completion.
