Project Justification
Ease of payment
Fast traffic movements.
Avoid car queues while cash collections via the manual toll collection process.
Online transaction management and monitoring.
Choice of payment linkage to customers own bank/service provider like paytm.
Pre-Assignments
1. Electronic Toll Collection (ETC) booths structures in Chennai-Bengaluru Golden Quadrilateral, covering
toll plazas on NH 4, NH 7 and NH 46
2. Boom-barriers, Sensors, ANPR cameras required for vehicle stopage and number plate capture.
3. Reliable internet connectivity at toll booths
4. Warehouse facility to store assets nearby site
5. Operators to operate the toll booths

High Level Requirements


1. Form a team which includes an account manager, project manager and Sales manager who  well
versed with the project goal.  
2. Extract various services and resources needed for the project.  
3. Applications from Firm/Companies providing resources. 
3.1. Sponsor Bank [also called as Acquirer Bank] 
3.2. Hardware providers 
3.3. Technology Service Provider [TSP] 
3.4. Transaction Management [if not managed by the sponsor bank] 
3.5. Human resources for operation at the toll booths 
4. Bid evaluations coming from all the firms for different categories and finalizations. 
5. Firm finalized as the Sponsor bank will be responsible for transaction management/flow from the
customer bank to the merchant bank. It will also take care of the compliance and regulatory needs.  
6. Firm finalized for hardware resources need to undertake the supply, installation, testing,
configuration, and maintenance of all the hardware systems such as scanner/near infrared reading
systems/road bars and related infrastructure.
7. Firm finalized for software resources need to undertake the supply, installation, quality,
synchronization with the hardware and maintenance of all the software systems. 
8. Prepare a service level agreement with the finalized Sponsor bank 
9. Service Level Agreements with all the counterpart, ensuring the business, compliance, regulatory
needs are taken care off.
10. Release plan including schedule, implementation plans, infrastructure, technical
architecture, resource needs, risk, mitigations, different dependencies and business continuity plans. 
11. A team of resources equipped with the old toll collection system, in case customer does not have
Fastag or in case of a system downtime and situation needs manual collection of tolls.

Description of Project’s Output/Deliverables


1. Queue waiting time optimization: The essence of the project is to ensure that the time take for all
vehicles will be reduced by 50 % considering the current scenario. This will ensure that vehicles will be
segregated accordingly and all vehicle owners would be given considerable amount of training which
will make their vehicular movement very smooth.
2. Implementation of zero percent corruption: As all these payments which are made through the
electronic transfers the amount corruption would drastically reduce and the required funds would
definitely reach government.
3. Government Revenue: In terms of the automation process if the vehicular movement or traffic
congestion is reduced revenue of the central government would definitely increase and makes a
healthy inflow of cash.
4. Automation of Tolls: In this process equipment which is required for automation of Tolls would bring
in the technological change required for government to predict the future revenues and also highlight
the importance of national highways so that the travel times are also optimized and industrial goods
delivery becomes seamless.
5. Monitoring vehicular movement: In terms of security of the nation all these Tolls can be monitored
and any suspicious acts of vehicles can be tracked and immediate action can be taken.
6. Climate control measures: Mainly data is a key player in any industry so it gives a track of the
objectives which are defined in the project. When we consider this project, it actually provides the
data of the carbon footprint. One of the key factors is that for a developing nation like us the need to
get data of highly pollution vehicles like old trucks and diesel cars can give an insight of the carbon
footprint which is left to the nation.
7. Future prospective: In near future we can install many technological systems like Parcel and luggage
checking can be integrated with the current automation plan and respective teams can be involved to
make changes to the given national highways. This would also benefit the tax collection digitally for
the government and need of personnel required for this would be reduced.

Responsibility Risk Risk between division of work or sequence of work between all the sub-
contractors can cause delays or result in rework
Site Risk Availability of site to deploy Fastag readers and related equipment – need to
plan for partial closure of lanes during commissioning
Resource Risk Procurement of all Fastag equipment or resources for operation of the
project is interrupted or the cost increases
Performance Risk Fastag deployed should perform as per required performance, plan should
factor reconfiguration or redeployment of certain parts which are not giving
required results
Completion Risk Installation and commissioning of all Fastag assets on time or will need to
bear increased cost arising from delays – cost of financing, holding cost of
sub contractors, extended site costs.
Inflation Risk Risk of currency & interest rates fluctuation during the project
Regulatory Risk Risk of change in law or taxation affecting the ability of project to perform
Insurance Risk Risk that insurance for particular risk becomes unavailable due to some
conditions
Maintenance Risk Risk of maintaining the asset to appropriate standard and specification
Maintenance cost increases due to volume of breakdowns

reduced import duty of assets related to Fastag deployments)

and delivered to sites
Innovation Risk Government set guidelines for deployment and commissioning of approved
assets and solutions will help avoid any additional cost of upgrade or
replacement with newer technology
