Summary of the Report

Surplus of human resources is the result of changes in work environment and


conditions. It can be also the result of poor human resource planning and the problem
has not been addressed. Human resource surplus in the organization is the failure of
considering the foreseeable environmental changes in the organization.

A surplus of workers can be managed within a human resource plan in a variety


of ways. Regardless of the means, the actions are difficult because it often becomes
ultimately necessary to reduce workforce. Human resources are precious to the
organizations and they can contribute to organization in achieving its desired goals. The
surplus of human resources can be addressed but it takes difficult moves. The
management can stop recruiting or hiring new employees. This can help the
management to align and organize their human resources to the functions and
departments where their skills are needed. The management could also cut the labor
cost by reducing worker’s aging workforce. Offering early retirement to the aging
workforce can be an ideal move to reduce the number of employees

A shortage of human resources in organizations has a direct impact on an


organization’s ability to deliver programs and services and perform certain tasks. There
many ways to address shortages of human resources. Recruitment of new employees,
either temporary or permanent, is an ideal move to address the shortage. Redesigning
the job process through human resource planning. Look at upcoming timelines and see
where and when you will need additional resources. Determine if you will require full-
time or temporary staffing. Consider working into your budget a hiring budget depending
on the need for staffing. You will truly have to change the way you manage your human
resources. The more proactive you can be, the better.

Human resources is a key component in an organization to accomplish goals.


High unemployment and a lack of job opportunity for young people - the surplus;
employers who can’t find the highly skilled workforce needed - the shortage.

The shortage in human resources leads to poor delivery and so many other
factors. Human resources shortages requires effective human resource management.
The risk of having surpluses and shortages can be reduced by good planning. The
surplus in human resources might result to high cost of running an organization. More
employees in the organization, more people to be compensated. There should be a
balance in managing human resources and the key to maintain this balance is through
human resources planning.

The management should determine expected shortages and surpluses to allow


the organization to plan how to address these challenges. The management should set
a purpose setting specific numerical goals to focus on the problem and provide a basis
for measuring the organization’s success in addressing labor shortages and surpluses,
and retain in attracting employees who provide a core competency.
