TO : All Presidents of State Universities and


Colleges

SUBJECT

1.0 PURPOSE
• ,. This Circular is being issued to identify
officials of SUCS entitled to representation and
transportation allowanpes.

2 .0 COVERAGE
Positions covered under this Circular are
officials of SUCs considered equivalent to government
officials identified in the General Provisions of the
General Appropriations Acts, who are entitled to said
RATA, except President and Vice-Presidents, who are
already covered under NCC Nos. 12 and 12-A.

3.0 DEFINITION OF TERMS


3.1 Representation and Transportation allowances
(RATA) shall mean the monthly commutable
allowances provided/granted to officials
identified in the General Provisions of the
General Appropriations Act, including those
determined by the DBM to be of equivalent
rank.
3.2 Academic programs/departments - refers to the
different levels of education, i. e., higher
education, technical courses, or graduate
courses being offered by the SUCS.

a. Higher education - refers to any four (4)

or five (5) year baccalaureate degree

b. Technical courses - refers to the three


(3) or two (2) year post-secondary non-

degree programs
Graduate course - refers to any masteral
or doctoral program.

3.3 Advanced Education Budgetary Function


refers to the authorized budgetary function
in the General Appropriations Act, for post
graduate degree, separate and distinct from
the Higher Education Function.

3.4 Research Function - refers to the budgetary


Research function authorized in the General
Appropriations Act.

3.5 Extension Function - refers to the Budgetary


Function, authorized in the General
Appropriations Act, which pertains to the
transfer of technology to people in ·the
community.

3.6 Auxiliary Services - refers to the Budgetary


Function authorized in the General
Appropriations. Act pertaining to economic or
profit generating activities of an
institution.

3.7 Satellite schools/branches/campuses - refers


to those schools/units under the direct
supervision and control of a state college or
state university, legally created in another
area pursuant to the provisions of existing
laws.

Center/Institute - refers to any authorized

• unit (by legislation) in the SUC which


conducts highly specialized projects and/or
training programs.

3.9 Financial Service - refers to all activities


related to budgeting, accounting and overall
management of funds.

3.10 Administrative Service refers to the


general housekeeping functions, the
provisions of logistics. and other support
service.

3.11 Student Affairs Services refers to the


services extended to students, such as
guidances/counseling, placement, library
services, and registration of students.

4.0 GENERAL GUIDELINES

amount appropriated for the function should

authorized Research Function in the GAA,

provided the sue has at least 10 research
projects with a total cost of ~500,000.00 per
annum;

4.2 Designated head of authorized Extension


Service Function in theGAA, provided the
amount appropriated for the same should at
least be ~500, 000.00. In case there is no
authorized Extension services, provided the
sue has at least 10 extension services
projects with a total cost of ~500,000.00 per
annum,

• 4.3 Designated head of Auxiliary Services


Function authorized in the GAA, provided the
sue has a yearly income from its operations
of at least Sixty Thousand Pesos ~60,000.00
and at least seven (7) personnel involved in
these income-generating' pro jets.

4.4 Designated head of each satellite campus


branch center/institute, duly mandated by
law, provided each
campus/branch/center/institute has a complete
administrative support staff, i.e., at least
a budget of'ficer, an accountant/bookkeeper,
an administrative officer/administrative
assistant, a supply officer/property
custodian, a cashier/disbursing officer, and
other support items such as clerks, janitors
and security guards and at least 1,000
students in the tertiary level (higher,
graduate, tech).

4.5 Designated head of Administrative and


Financial Service/s:

4.5.1 Administrative unit of a state


university or a regional flagship
college, provided the unit has at
least seven (7) personnel occupying
regular items in the PSI.

4.5.2 Financial service of a state


uni versi ty or a regional flagship
college, provided the unit has at •

unit of a state college (other than
the regional flagship) provided the
uni t has at least seven (7) personnel
occupying regular items in the PSI.

4.6 Designated head of Student Affairs Services


for SUCs with at least 4,000 collegiate
students.

4.7 The designated Deans of the Graduate Program


and the Highest Educ a t Lon Program could be
equated to positions higher than chiefs of
divisions. Department Heads (also by
designation and equivalent to chiefs of
divisions) may be allowed provided a SUC has
• different departments/colleges, each
having at least four degree programs with
one

each program differentiated from each other


by 33% (the distinction of the programs to be
certified to the DECS Bureau of Higher
Education) .

All Circulars/Memoranda and other issuances which


are inconsistent hereof are hereby superseded and/or
modified accordingly.

. 5.0 EFFECTIVITY
This circular shall take effect immediately.
