AVAILABILITY
 The educational institutions and programmes
have to be available for everyone equally.
 All institutions and programmes require
 buildings or other protection from the elements,
 sanitation facilities for both - women and men,
 safe drinking water,
 trained teachers,
 teaching materials,
 facilities such as a library,
 computer facilities and information technology.
ACCESSIBILITY
 The educational institutions and programmes
have to be accessible to everyone, without
discrimination.
 Non-discrimination - education must be
accessible to all, especially the most vulnerable
groups, in law and fact, without discrimination
on any of the prohibited grounds.
 Physical accessibility - education has to be within
safe physical reach, either by attendance at some
reasonably convenient geographic location or via
modern technology (e.g. “distance learning”);
 Economic accessibility - education has to be
affordable to all.
ACCEPTABILITY

 The form and substance of education, including


curricula and teaching methods, have to be
acceptable for the students and parents, too.
 The content of education is
 relevant,
 non-discriminatory and
 culturally appropriate.
 In some countries, primary education is available
“free to all”, but in others is required to
progressively introduce free secondary and
higher education.
ADAPTABILITY

 The education is flexible to


 be adapted to the needs of changing societies and
communities,
 respond to the needs of students within their diverse
social and cultural settings,
 be adapted to the local contexts.
