List of Speakers

Dr. Rowena Cristina L. Guevara


Undersecretary for Research and Development
Department of Science and Technology

Dr. Guevara is the current DOST Undersecretary for Research and


Development and serves as a professor of Electrical and Electronics
Engineering at the University of the Philippines Diliman, where she
graduated with BSEE and MSEE degrees.

She earned her degree in PhDEE from the University of Michigan in Ann
Arbor. Her area of specialization is speech and audio signal processing,
time-frequency analysis, and synthesis. She served as the first woman
Dean of the UP College of Engineering and has been the recipient of
several awards in engineering and education, including the Metrobank
Foundation Search for Outstanding Teachers of the Philippines.

She is also the proponent and first program leader of the Engineering
R&D for Technology, a consortium for graduate engineering scholarship
program of DOST since 2007.

Engr. Alvin E. Retamar


Chief Science Research Specialist, Solutions and Services Engineering
Division (SSED)
DOST Advanced Science and Technology Institute

Engr. Retamar started his engagement with the DOST-ASTI under the
Presidential Summer Youth Work Program (PSYWP) and had been
absorbed by the agency and risen in rank through his years of service.

Being the SSED Chief, he leads notable projects of their group such as
the SAR w/ AIS Project and the Philippine Earth Data Resource
Observation Center (PEDRO), among others. He was also part of the
Development of Philippine Scientific Earth Observation Microsatellite
(PHL-MICROSAT) Program (now the STAMINA4Space Program) as the
leader in Project 2 entitled “Establishment of Ground Receiving Station
for the PHL-MICROSAT.”

Engr. Roel M. De La Cruz


Senior Science Research Specialist

Engr. De La Cruz started his R&D career as a Research Assistant at the


Philippine Institute of Volcanology and Seismology (PHIVOLCS) before
joining a team of geographic information system (GIS) practitioners as a
trainer and developer offering customized GIS applications for private
companies and different LGUs.

He later joined the DOST Project NOAH as a GIS Specialist before


moving to the DOST Phil-LiDAR 2 Program wherein he became the Chief
Researcher in Hydrologic Data Extraction from LiDAR Data. He was also
the project lead in the DOST-ASTI’s DATOS Project which specializes in
AI and ML applications of space technologies.
Engr. Harold Bryan S. Paler
Senior Science Research Specialist
DOST Advanced Science and Technology Institute

Engr. Paler is a senior science research specialist from DOST-ASTI. He


has major contributions in the development of the Advanced Remote
Data Acquisition Unit (ARQ) which paved the way for the deployment of
more than a thousand sensors to capture real-time water level and rain
data all over the country.

In 2015, He was sent to Japan together with other Filipino engineers to


help build the first Philippine Microsatellite, Diwata-1. Currently, he is the
Operations Head of the Philippine Earth Data Resource and Observation
Center or PEDRO which handles the Diwata operations as well as other
subscribed satellites.

Frank Rayo
Science Research Specialist II
DOST Advanced Science and Technology Institute

Frank Rayo is a Science Research Specialist in DOST-ASTI currently


working under SAR with AIS project. He leads the software development
team in building the SIYASAT Portal and provides technical support to
the project's daily operations and research objectives.

He obtained Bachelor's and Master's degrees in Computer Science from


University of the Philippines Diliman, specializing in Systems Modeling
and Simulation. As part of his advocacy in applying mathematical
methods and responsible software engineering to solve our country's
biggest problems, he joined hackathons as well as train and judge
participants.

Lianne Maxine Tabanggay


Project Development Officer II
DOST Advanced Science and Technology Institute

Lianne is a Project Development Officer II from the DOST-ASTI. She is


currently involved in project management activities and framework and
policy research and assessment for space projects such as the Synthetic
Aperture Radar (SAR) and Automatic Identification System (AIS) for
Innovative Terrestrial Monitoring and Maritime Surveillance Project and
the Advanced Satellite Development and Know-How Transfer for the
Philippines (Project 5) of the Space Technology and Applications
Mastery, Innovation and Advancement (STAMINA4Space) Program. She
has co-authored publications on earth observation and local policy.
