Balline Garnet Project Works Approval - Additional Information
Ore will be excavated using front end loaders (FEL) and loaded into an in-pit mining unit where
water is added and oversize material is screened out. The ore is then sent as a slurry to the Wet
Processing Plant.
A dozer and excavator will also be required from time to time for various activities.
Backfilling
As mining progresses, the pit will be progressively backfilled with sand tailings from the processing
plants, dried clay fines from the water management plant and non-mineralised sand from the mine
face.
Any clay fines within 0.5m of the surface will be broken up and reincorporated into the sandy
profile, in accordance with the approved Rehabilitation Plan.
Ore Processing
The ore is first processed in a Wet Separation Plant to produce both garnet and heavy mineral
concentrates using conventional gravity separation. Further processing in a Dry Separation Plant,
which predominantly uses magnetic separation and screening techniques, will upgrade the
concentrate to produce high grade garnet, ilmenite/iron and non-magnetic minerals.
Evaporation Cells
A series of paste evaporation cells will be used to decant water from the slimes/silt fraction and
sand reject component of the ore from the WSP. The water will be pumped to a process water dam
for reuse in the separation process and the fines material (once solid) will be sent to a holding cell
where it will be reused to fill the mine void during the rehabilitation phase.
Process Water
Water supply
Process water for the operation will be provided by a north-south production bore field located
immediately to the west (down-gradient) of the proposed open pit. The water will be drawn from
the production bores into a raw water dam and a process water tank (located near the Process
Plant) where it will be reticulated around the plant site. Additional process water will be decanted
from the paste and reject sand cells to minimise the impacts of water abstraction.
A Licence to Take Water (GWL170860(4), with an annual water entitlement of 1,700,000kL, has
been issued to Australia Garnet for the following purposes:
• Exploration drilling operations;
• dust Suppression for mining purposes;
• mineral ore processing and other mining purposes;
• dust suppression for earthworks and construction purposes.
The licence is to be read in conjunction with the Balline Garnet Project Groundwater Operation
Strategy which provides a commitment to minimise impacts from water abstraction and to monitor
water quality and drawdown in and adjacent to the Project area.

The targeted orebody is located above the groundwater table (approx. 5 mAHD) and no dewatering
will be required.
A Reverse Osmosis (RO) plant will be installed to meet potable water requirements. The production
capacity of the RO plant will be 0.11 GL per year (peak). Brine from the RO plant will be incorporated
into the water circuit for dust suppression on areas where there is no risk to vegetation.
Bulk storage
Garnet product
The various grades of garnet and mineral sands will be stockpiled prior to transport. Trucks with up
to 2 trailers and a capacity of 50t will be used to transport the product to a third party based in
Geraldton which will package the garnet for domestic and international sales.
Hydrocarbons
Liquid petroleum gas (LPG) and diesel will be stored on the premises as fuel for the drier in the
dry plant and fuel for machinery respectively. Other hydrocarbons and lubricants will also be
stored on site for vehicle and plant maintenance.
The site will have capacity to store up to 330,000 L of diesel fuel. All fuel storage and dispensing
facilities will be constructed to comply with Australian Standards (AS 1940-2004). Bulk fuel will
be stored in storage tanks within bunded areas. Other potentially hazardous chemicals (up to 300L)
will be stored in concrete bunded areas.
Silt traps/oily water sumps will be installed in all bulk fuel and chemical storage areas to contain
contaminated stormwater and silt collected within the bunded areas. These will then pass
through-an oil/water separator. The collected oil will be removed offsite by licensed waste
carriers. The water will be utilised onsite.
Wastewater Treatment Plant
A wastewater treatment plant (WTP) will be installed to treat wastewater from the small workforce
on site during operation (around 35 staff). This is expected to generate about 6.3 kl of wastewater
per day, which is below the threshold for category 85- sewage facility of more than 20 but less than
100 cubic metres per day. The WTP will be a shire approved, sealed aerobic treatment unit that
meets compliance under the Health (Treatment of Sewage and Disposal of Effluent and Liquid
Waste) Regulations 1974. It is expected that will remove 75-100% of Nitrogen and Phosphorus with
a biochemical oxygen demand of less than 20mg/L.
There will be no onsite accommodation, apart from the initial accommodation camp for the
construction period.
Project Services
A number of additional services will be installed to support the garnet and mining operations. These
include:
• Access – Duel carriage (all weather gravel) haul road connecting the process plant to an
intersection at Grey Road. Miscellaneous haul and access roads for mining and service
activities.
• Power – Options for power generation of up to 6 MW are being investigated to run the
plant and associated mining services. Options considered include wind turbines
supported by a diesel-power generation station.
• Fuel – Liquid Natural Gas (LNG) will be used to fuel the fluid bed drying in the dry plant.
The LNG fuel storage will be of a 50kL capacity and located adjacent to the LNG
generator units. Bulk diesel of up to 94.5kL will be stored onsite in self bunded tanks

with dispensing facility to fuel mining fleet and light vehicles. The bulk storage facility
will meet AS1940 and all other smaller fuel and lubricants onsite will be stored on
bunded pallets and dispensed form dedicated drum storage areas.
• General Waste – No landfill facilities will be created on the Project area, with all waste
materials removed from site. Local shire waste services will be utilised for waste
disposal, except for Controlled Waste, which will be removed offsite for disposal by
licensed Controlled Waste carriers.

Stakeholder consultation
The table below summarises the consultation undertaken by Australian Garnet to date for the
Balline Garnet Project.
Proposed controls
Australian Garnet is committed to keeping noise levels as low as reasonably practicable and has
developed noise management plans for both the construction and operational phases of the
project.
Key noise mitigation controls include:
• Continually assessing noise risk during planning stages.
• Identification (through modelling and feedback) of high risk conditions and developing
and refining approaches to increase noise controls during those conditions.
• Neighbourhood consultation and alerts, including signage for noise complaints.
• Vegetation and other screening, including topsoil stockpiles and retaining natural
contours.
• Restricting the hours of construction and then mining operations.
• Heavy earth-moving equipment, other mobile plant and fixed plant will be correctly
maintained and will be fitted with appropriate noise minimising measures. Fixed plant
will be enclosed where possible and will be located or positioned in a manner that
minimises noise emissions towards neighbours.
• Equipment operators will be trained in the importance of correct noise management.
Australian Garnet has prepared a Complaint investigation and response procedure, which is set out
in the two Noise Management Plans.
Proposed monitoring
Each quarter, Australian Garnet will, as a minimum, take measurements of the noise levels at the
eastern boundary of its premises, closest to the neighbouring residences, to assess and report on
the operation’s compliance with the Noise Regulations.
Based on feedback from the Lucky Bay campsite to the west, noise levels will also be taken on the
western boundary.

Dust
The Project is located close to the coastline where windy conditions dominate. In summer, the
afternoon sea-breeze averages 20 – 25 km/hr. The project lies alongside George Grey Drive, which
is a regional thoroughfare, and the nearest neighbour is approximately 1 km to the east of the edge
of the mine pit and 2.5 km from the processing area.
Sources of dust emissions
Potential sources of dust and other airborne particulates include:
• open areas;
• earthmoving activities, including screening;
• vehicle movements on unsealed internal roads;
• loading for haulage;
• mineral dryer; and
• burning of cleared vegetation.
Proposed controls
Australian Garnet has developed a Dust Management Plan that sets out the approaches and actions
it will take to ensure dust generation is minimised and that the project does not significantly
contribute to ambient dust levels causing them to exceed community health guidelines:
• Both the wet and dry plants will be contained in fully cladded buildings.
• Ore to be pumped from an in-pit mining unit as a slurry to reduce haulage.
• Ground clearing activities will be timed to limit the extent of exposed surfaces, and open
areas that have the potential to be a source of dust will be rehabilitated or otherwise
stabilised as soon as possible.
• Water trucks will be used to spray roads and other active areas where dust may be
generated as a result of traffic movement. If dust and windborne material becomes a
hazard for George Grey Drive, screening will be installed.
• Outdoor product stockpiles will be kept wet with sprinklers.
• The drying unit will be gas-fired and equipped with a wet scrubber or bag-house.
• Vegetation will not be burned but will be mulched and used as a rehabilitation or
stabilisation resource.
Proposed monitoring
To verify that dust levels do not exceed relevant guideline values, a portable dust monitor will be
used to measure PM10, at least twice a year over summer.
Water
Surface Water
Within the Project area there are no surface water bodies other than the Indian Ocean that lies
1.8 km west. In addition, the sandy soils and high infiltration rates would limit runoff to one-hour
duration Annual Recurrence Interval events or six hours 1:100-year Annual Recurrence Interval.
Any stormwater that collects within the area of disturbance will be collected in sumps and pumped
to the water circuit for re-use. There will be no requirement to discharge from the premises.
Groundwater
The groundwater table is located between 0 and 1 m AHD, just below the basement of the mine at
its deepest part. This is between 9 and 16 m below ground surface.

Sources of discharge
Potential sources of discharge to land that may affect groundwater include:
• accidental leaks and spills;
• seepage from the water process dam and solar drying ponds;
• site (domestic) wastewater treatment plant (ATU); and
• wash/slurry water in the sand tails.
No reliable volumes of these potential losses have been estimated.
Proposed controls
Australian Garnet will install the following safeguards to ensure the risk of pollution or
contamination arising from leaks or spills is minimised:
• All hydrocarbon storage and dispensing facilities will be constructed to comply with
Australian Standards (AS 1940:2004). Bulk fuel will be stored in storage tanks within
bunded areas. Other fuels and lubricants will be stored in concrete bunded areas.
• Silt traps/oily water sumps will be installed in all bulk fuel and chemical storage areas to
contain contaminated stormwater and silt collected within the bunded areas. These will
then pass through-an oil/water separator. The collected oil will be removed offsite by
licensed waste carriers. The water will be utilised again onsite.
• The process water dam will be HDPE-lined to reduce leakage.
• The site wastewater treatment plant will be installed and operated in accordance with
the requirements of the Health Act 1911 and Shire of Northampton By-laws.
• The mine pits will include recovery drains and sumps to maximise collection of water
from the tailings stacking process, for re-use in the mine water circuit.
Proposed monitoring
Under the terms of the Groundwater Operating Strategy (GWL 170860-4), Australian Garnett will
carry out bi-monthly monitoring of groundwater (standing water level and electrical conductivity)
across a network of 8 company-owned monitoring bores.
