SUMMARY OF COMMENTS/REVISIONS
• Amendments to allow online publication in special proceedings must be approved by the Supreme
Court in view of its Rule-Making Power under the Constitution. It should be contained in an
Administrative Matter or Circular amending the pertinent provisions in the Rules of Court.
• Exclude Social Media as part of the proposal – it’s not a government online platform; there’s no
accountability.
• Resort to government websites primary – Official Gazette, DILG, DOJ, or even the SC for the
online publication requirements.
• Fine-tune all the concepts and terms; make sure entire document is aligned and consistent.
• Clarify that it’s for alternative publication compliance; if online publication is resorted to, it should
be classified as compliance with due process requirements already; Use “and” and not just “or.”
• Include in the amendments that would allow for the online newspaper of general circulations as
well --- NEWSPAPER OF DIGITAL CIRCULATION; if usual publication is complied with in
printed newspapers, it can be allowed also for online news platforms ß include in the proposed
amendments to the SC.
