1/ Public sector:

1.1.Characteristics:
In Vietnam, public sector are companies that at least 51% of their total shares are
occupied by the government. Therefore, these are some of the major feature of this
sector:
 They are managed and controled by the government by appointing the board of
directors or chairmans, staffs.
 They are generally more stable than private sectors because they run mostly on
the state or government funds. The government has monopoly in this sector so
they are likely to have less to none competitors.
 They are more accountable to the public due to the ownership of the government.
 They are guided by service motive to provide goods and services but they can earn
nominal profit.
1.2.Purpose:
The purposes of public sectors are for the benefit of the citizen, providing the people with
trusty and resonably-priced products or services. They are also here for social goals such as
creating more jobs, cooperating or promoting democracy.
1.3.Example:
EVN – Vietnam Electricity Company is a public setor. EVN is a single share-holder limited
company which ownership is Vietnamese government.

2/ Voluntary sector:
2.1. Characteristics:
Some of the main characteristics of voluntary sector
 These companies and organizations conduct business as usual but the profit from them
goes into continuingly reinvest in social rescues or public benefits.
 The government give this sector more tax advantages.
 The profit of this sector does not go to any individual or organizations for the purpose of
enrichment.
2.2. Purpose:
The aim of voluntary sector is to contribute for the less advantaged parts or
communities in the world and create a better social impacts in some specific way, rather
than to make a profit. Therefore, they work out things differently than a business would
do.
2.3. Example:
GlobalGiving is a nonprofit organization that help to connect other NGOs and Nonprofits to
donor or companies.
