COURSE DESCRIPTION : This course is designed to provide a knowledge and


understanding of the policy process as it is applied in
education. It will include examining the nature of
policy analysis, current policy issues, and the policy
analysis procedure: structuring policy problems,
developing policy documents, and evaluating policy
performance.
Participants will have reading assigments and will
develop a policy brief for use with educational policy
makers.

COURSE REQUIREMENTS :
The major requirement of this course will be to develop a policy brief (paper) for
use with a state (provincial) or national level audience. This brief will be four
pages in length. There are two types of papers: draft and final copies. The draft copy
must be submitted at the third week of the class. The final copy of a four-six page,
single spaced policy brief will be evaluated using elements 8 – 29 on pp. 365-367 of
the text. Due when the oral presentation is made.
Each class member will present a fiveteen minute oral presentation using his/her
policy paper. A fiveteen minute questioning period will follow the presentation. Class
members will then rate each presentation and provide their rating to the instructor. A
presentation scorecard is attached. The highest and lowest ratings will be eliminated
and a mean score will be computed for the oral presentation.

GRADING:
The grades will be determined by the accumulation of the scores of the draft paper,
presentation and final paper. The grades will be determined as follows:
A = 100% - 93% A- = 92% - 90% B+ = 89% - 87%
B = 86% - 83% B- = 82% - 80% C+ = 79% - 77%
FAIL = less than 77%
