Project Summary
Despite the absolute and boundless efforts of our healthcare workers and frontliners, the
COVID-19 still continues to wreak havoc in our community. Especially, with the protocols and
guidelines starting to loosen up, there is a great possibility that there will be a sudden surge of
inbounding ROF/RR/LSIs in our community in the next few weeks or months. Hence, there is still a
need to maintain and manage the Isolation Facility (previously named Quarantine Facility) in order
to safeguard our municipality from the COVID-19 pandemic especially from those individuals coming
from areas with high number of COVID-19 cases and those with reported new-variant cases, while
we wait for the deployment and implementation of the COVID-19 vaccination program.
Objectives
i. To separate and restrict inbound movement of individuals with exposure from areas
with high number of active cases of COVID-19 and areas with reported new-variant
COVIDs (i.e. UK-variant)
a. To isolate ROFs who have not completed the required quarantine period or ROFs
who have been exposed to other ROFs who have not completed their quarantines.
b. To isolate RR/LSIs who are coming from areas under ECQ, MECQ, GCQ.
c. To isolate any inbounding individuals with possible symptoms of COVID-19,
regardless if RR/LSI/APOR,etc.
d. To deny access or entry of ALL individuals with INCOMPLETE requirements (i.e. NO
Negative RT-PCR, NO prior notice, NO acceptance, NO valid Ids, etc.)
e. To deny access or entry of individuals in the facility with UNSTABLE health conditions
(bed-ridden, emergency cases, pregnant women who are at their 36 th week of
gestation, etc.)
ii. To supervise physical condition, wellbeing, health and safety of isolated individuals
a. To examine and monitor vital signs of isolated individuals at least twice daily
b. To provide nourishments including meals at least three times daily (regardless if this
will be shouldered by the LGU or if this will be the isolated individual’s expenses)
c. To refer any isolated individual showing ANY signs or symptoms for treatment or
further management
Problem Statement
, like many municipalities in Ilocos Sur, is faced with the challenged of managing the current
COVID-19 pandemic (quarantine facility, swabbing, contact tracing, vaccination, etc) and providing
uninterrupted health services and programs to its people. However, the available resources,
especially human workforce, are insufficient to implement this mammoth task.
With the current approval of less strict quarantine guidelines and protocols, the municipality
is expecting a sudden rise in number of ROFs, LSIs/RRs, etc in our community. We have recently
assigned only three midwives to manage the isolation facility, who will be rotating to go on duty to
transport, isolate, monitor, and attend inbounding individuals who will be required to isolate in the
said facility.
Our current workforce is not large enough to meet the expected rise in the demand for
individuals who will be isolated. We are faced with an insufficient workforce with the release of
HRHs and MDRRMC personnel from the facility. Lastly, the facility will still need to have financing for
gasoline (transport of ROFs), budget for nourishments (meals for ROFs? and staff?), supplies of PPEs,
and other supplies for the maintenance of the facility.
