ISOLATION FACILITY PROJECT PROPOSAL

Project Summary
Despite the absolute and boundless efforts of our healthcare workers and frontliners, the
COVID-19 still continues to wreak havoc in our community. Especially, with the protocols and
guidelines starting to loosen up, there is a great possibility that there will be a sudden surge of
inbounding ROF/RR/LSIs in our community in the next few weeks or months. Hence, there is still a
need to maintain and manage the Isolation Facility (previously named Quarantine Facility) in order
to safeguard our municipality from the COVID-19 pandemic especially from those individuals coming
from areas with high number of COVID-19 cases and those with reported new-variant cases, while
we wait for the deployment and implementation of the COVID-19 vaccination program.

Objectives
i. To separate and restrict inbound movement of individuals with exposure from areas
with high number of active cases of COVID-19 and areas with reported new-variant
COVIDs (i.e. UK-variant)
a. To isolate ROFs who have not completed the required quarantine period or ROFs
who have been exposed to other ROFs who have not completed their quarantines.
b. To isolate RR/LSIs who are coming from areas under ECQ, MECQ, GCQ.
c. To isolate any inbounding individuals with possible symptoms of COVID-19,
regardless if RR/LSI/APOR,etc.
d. To deny access or entry of ALL individuals with INCOMPLETE requirements (i.e. NO
Negative RT-PCR, NO prior notice, NO acceptance, NO valid Ids, etc.)
e. To deny access or entry of individuals in the facility with UNSTABLE health conditions
(bed-ridden, emergency cases, pregnant women who are at their 36 th week of
gestation, etc.)
ii. To supervise physical condition, wellbeing, health and safety of isolated individuals
a. To examine and monitor vital signs of isolated individuals at least twice daily
b. To provide nourishments including meals at least three times daily (regardless if this
will be shouldered by the LGU or if this will be the isolated individual’s expenses)
c. To refer any isolated individual showing ANY signs or symptoms for treatment or
further management

Problem Statement
, like many municipalities in Ilocos Sur, is faced with the challenged of managing the current
COVID-19 pandemic (quarantine facility, swabbing, contact tracing, vaccination, etc) and providing
uninterrupted health services and programs to its people. However, the available resources,
especially human workforce, are insufficient to implement this mammoth task.
With the current approval of less strict quarantine guidelines and protocols, the municipality
is expecting a sudden rise in number of ROFs, LSIs/RRs, etc in our community. We have recently
assigned only three midwives to manage the isolation facility, who will be rotating to go on duty to
transport, isolate, monitor, and attend inbounding individuals who will be required to isolate in the
said facility.
Our current workforce is not large enough to meet the expected rise in the demand for
individuals who will be isolated. We are faced with an insufficient workforce with the release of
HRHs and MDRRMC personnel from the facility. Lastly, the facility will still need to have financing for
gasoline (transport of ROFs), budget for nourishments (meals for ROFs? and staff?), supplies of PPEs,
and other supplies for the maintenance of the facility.

Detailed Project Description


i. Request for human workforce
a. 3 MDRRMC personnel – for safety and utility
b. 1 additional driver – for transport of ROFs and specimens
ii. Financing and budgeting of meals
a. Financing care of MO
b. Meals for ON-DUTY staff ONLY
c. Concern if MO will continue to provide free meals to isolated individuals
iii. Request for supplies needed for the maintenance of facility
a. PPEs
b. Office supplies (bond papers, ballpen, folders, etc.)
c. Utility supplies
d. Kitchen supplies
e. Laptop?, internet access for reporting, printer, load for calling
iv. Duties, tasks, and schedules

i. Duty period shall be from 8AM to 5PM
ii. Organic midwives while off-duty will still have to attend their prenatal check-
ups, vaccination, barangay clinics, reporting, and other health programs in
the RHU (except OPD). They may also help Miriam Gamueda during her
duty especially in preparing meals depending on the load of their work or
activities at the RHU.
iii. Miriam Gamueda will only have 4 duties/week but shall be the on-call
person in the facility from 5PM onwards. She may also partake in swabbing
especially for individuals who are at the facility.
b. ON-DUTY midwife
i. The midwife shall go on duty in the isolation facility from 8AM to 5PM and
shall be the floor manager of the day
ii. She will be assigned for the transport, admission, monitoring, referral, and
responsible for the safety, wellbeing and the preparation of nourishments of
the isolated individuals.
iii. Submission of reports will also be assigned to the on-duty midwife but may
be assigned to other non-duty midwife if properly endorsed. Daily
endorsements shall be conducted thru online group chat or verbal to ensure
continuity of care and to provide accurate updates in the facility.
iv. Miriam Gamueda shall be the focal person for the facility. For any concerns
from 5PM onwards (especially for emergency cases), Miriam Gamueda shall
be the on-call midwife. However, transport and admission of individuals
from 5PM-8AM is highly discouraged for safety purposes.
v. Daily updates, issues and concerns shall be provided to the MHO.
c. ON-DUTY MDRRMC personnel and driver
i. Proposed schedule shall remain with their previous shifts including three
personnel following 7AM-3PM, 3PM-11PM, 11PM-7AM shifts.
ii. Tasks and duties shall include safety of the facility and isolated individuals,
maintenance and proper sanitation of the facility, and other public services
related ONLY to COVID-19, health or the isolation facility itself.
iii. The additional driver shall be stand-by or on-call during transports of ROFs,
submission of specimens, and other COVID/health-related services.
