Iam very interested in the WBSD District Manager position as advertised. Iam a Professional Civil
Engineer with a Master’s degree in Business Administration (Finance Concentration). I have been
working for different public agencies in California for the past 18 years and have approximately 27 years
of experience in the practice of water, wastewater and storm water engineering. My education,
professional skill sets, background appear to closely match the profile of the position as advertised. Iam
currently working as a General Manager of East Palo Alto Sanitary District, Iam well versed in California
Special District Law, including government finance and budgeting, community redevelopment, capital
improvement planning, construction and project management, water and wastewater engineering. Iam
confident that my management skills and leadership abilities would enable me to make a positive
contribution and help forge consensus in the organization and its environs.

Managing in an environment of depleting financial resources has required significant changes in ways
special district are managed. As a General Manager, I have led organizations through an unprecedented
reduction in financial resources forcing evaluation and analysis of essential services, business practices
and operation at every level of the organization. I have successfully initiated efforts to restructure
organizations streamline processes, and developed systems for improved efficiency, productivity and
better accountability. As evidenced by the attached resume, Iam a result oriented manager with a strong
background in water and wastewater engineering, strategic planning, capital improvement planning,
human resources management and labor relations, growth management and community development
and redevelopment.
I make decisions through quantitative statistical analysis and performance metrics linked to prioritize
goals established by the governing body.

Iam a very capable leader with the ability to listen, conceive and carry out effective strategies for
implementation of broad policies and goals. I will also demonstrate strong facilitation, consensus
building skills and negotiation, a maturity of judgment and a commitment to advancing new ideas and
approaches that will be beneficial to the community and organization. Iam a collaborative manager and
always seek the participation of all stakeholders with the goal of achieving higher performance and
more positive and successful results. I manage by encouraging creativity, fairness and consistency.
As a reliable, affable, dependable government employee, I believe my background and experience as
well as my enthusiasm and energy would be an asset to WBSD. Iam anxious to learn more about the
Board’s expectation for the next District Manager. Iam looking forward for the opportunity to meeting
