Background

Rural poverty is an international problem often faced by many countries in the world. by
definition, poverty is the state of one who lacks a usual or socially acceptable amount of money
or material possessions (Encyclopaedia, 2020). We once saw poverty as a more limited skill and
misery of the affected people. But over time, there has been no successful way to completely
eradicate the poverty of rural areas around the world. Poverty is a vicious circle of poor health,
reduced working capacity, low productivity, and shortened life expectancy (OFFICE, 2003).
Under normal circumstances, rural poverty remains unresolved, especially with the outbreak of
COVID 19, which exacerbates rural poverty. According to the topic, to eradicate rural poverty,
The Sustainable Development Goal was made. The SDGs were adopted by the United Nations in
2015 as a universal call to action to end poverty, protect the planet, and ensure that by 2030 all
people enjoy peace and prosperity (UNDP, t.thn.).

Stances

Algeria is a high and middle income country in North Africa. Although one of the world's
largest oil and gas suppliers, in reality many Algerians still live in essential services and poor
quality of life, with more than a quarter of Algerians below the poverty line. the poverty has been
rooted in Algerian society since the days of colonialism. the cause of Algeria's poverty is that the
French colonial policy of Algeria was the deliberate destruction of the national identity and
natural social system of the country based on the basic needs of its people. A massive wave of
dispossession and confiscation of tribal lands has driven out agriculture and nomadic
populations.This colonial policy led to the de facto destruction of Algeria's traditional system
(Belkacem, 2001). In 2021, Algeria's poverty rate was projected to be 4.2%. 0.2 points more
than the previous year. The same poverty rate of 3.1% was projected in both 2018 and 2019.
Poverty rates increased significantly between 2018 and 2021, probably due to the coronavirus or
Covid 19 crisis (Saleh, 2021). Several steps have been taken to reduce rural poverty in Algeria,
The example of an international rescue effort to overcome poverty in rural Algeria is the
International Fund for Agricultural Development (IFAD). IFAD is both a specialized agency of
the United Nations and an international financial institution (IFI) it was set up in 1977 as a major
outcome of the 1974 World Food Conference. It was established to finance agricultural and rural
development projects, primarily for food production in developing countries. From 1986 to 2003,
IFAD assisted the Government of Algeria by funding five projects and programs in the country
at a total cost of approximately $120 million, IFAD providing assistance of $60.8 million. These
programs benefit 35,600 rural poverty households. The projects have promoted better
coordination between production support services and their availability in rural areas and it also
has improved access to rural finance services with provision of credit for on-farm investment (
HASSANI & ZENKRI, 2021)

Resolutions

The Republic of Algeria wants to propose some resolutions to eradicate rural poverty in
accordance with the 2030 Agenda for Sustainable Development. We want to make a large
program to promote economic world development by promoting the agricultural sector and
entrepreneurship in all countries, especially developing countries. One of the goals of this
program is also expected to be the ability to create more jobs in all countries to prevent poverty.
Also, the main key to this program is to focus on fairness in both rural and urban areas. All
countries should focus not only on urban poverty, but also on rural poverty. In education, we
want to create a program that focuses primarily on providing a fair education system for
balanced education in both rural and urban areas. However, more attention needs to be paid to
poor rural countries by providing appropriate infrastructure and educational facilities for poor
villagers. Especially in conflict-affected countries, many of the victims of conflict are not well
educated. To ensure that this program runs optimally, we would like to cooperate with
international organizations such as IFAD, FAO,UNDP,UNICEF, and UNESCO.
