COMMITTEE: DUMBLEDORE’S ARMY

AGENDA: ROADMAP TO DEAL WITH REGIME OF DOLORES

UMBRIDGE
MANDATE
The mysterious world of Harry Potter was crafted by JK Rowling in her sensational series of
books which were later turned into blockbuster films. Following the journey of a young boy who
discovers his hidden magical abilities, the series takes us through his life at Hogwarts School of
Witchcraft and Wizardry and introduces us to all the evil plots unfolding each year. Harry learns
about his past and how it was entangled with the antagonist of the story - Lord Voldemort (whose
ultimate desire is to attain immortality). He overcomes a series of challenges before him with his
best friends Ronald Weasley and Hermione Granger through bravery, courage and sharp wits.
Over their 5th year of Hogwarts, the trio creates a secret rebel group of students named the
Dumbledor’s Army to learn advanced defence against dark arts magic to combat Lord Voldemort
and the Death Eaters, as the existence of the latter was being ignored by the Ministry of Magic
due to lack of corroboration. The Dumbledore’s Army was created to ensure against The
Ministry of Magic and their that-time headmistress Dolores Umbridge, who was appointed as the
headmistress following the suspension of Albus Dumbledore.

INTRODUCTION
The Wizarding World
The magical society that is concealed from the non-magic community is called the wizarding
world. Witches and Wizards live, work and interact with each other here. Muggles must not be
made aware of the existence of or any details pertinent to the Wizarding world due to the
International Statute of Wizarding Secrecy. In comparison to the muggle world, the technology
found here is medieval: magic interferes with the functioning of electrical equipment and the
presence of magic itself omits the need for advanced technology.

Governing Bodies
Individual countries have their governing bodies that overlook magical affairs. The International
Confederation of Wizards is an organisation that functions as the United Nations of the
Wizarding World.
● The Ministry of Magic1: Run by the Minister of Magic, the main duties of the
organisation are to oversee communication, transportation and relations between magical
beings. It governs multiple countries with its headquarters in Britain. The Ministry works
hand in hand with the bodies of Wizengamot and The Council of Magical Law to
determine the appropriate punishments for criminals.
● Magical Congress of the United States of America2: The President of the Magical
Congress of the United States of America is in charge of the organisation, and the
headquarters is in New York City.
● Ministère des Affaires Magiques de la France3: The official governing body in France,
the Ministère des Affaires Magiques de la France, is run by the French Minister of Magic.
The headquarters is located in Paris.
● International Confederation of Wizards4: This is the governing body that is
responsible for making the laws that ensure the safety and secrecy of the Wizarding
World. They are not answerable to the muggle government; however, they inform the
Prime Minister (or the equivalent authorities) if any disruption will be caused to the
muggles due to Magical beings.

Geography & Society

The Wizarding World has its map with its borders differing from those of the muggle world. All
the British countries have magical societies. As is understood by the presence of governing
bodies in the major countries, they are also a part of the Wizard World. As previously established
the human population is broadly divided into two categories: the muggles (humans without
magical capabilities) and the witches and wizards (those who possess the ability to perform
magic). However, there are many more beings and classifications of beings. Muggle-born or
Half-bloods.

The institute is located near the wizarding village of Hogsmead and accepts magical students
from all over Great Britain. Students are enrolled at birth and their acceptance is confirmed via
owl post at the age of eleven. Students who have no prior knowledge of its existence will have a
staff member visit their homes and explain their magical heritage. Students once accepted will be
sorted into one of four houses based on their prominent characteristics: Gryffindor- the
courageous; Hufflepuff- the hard-working and loyal; Ravenclaw- the intelligent and Slytherin-
the shrewd.

CHARACTERS
Albus Dumbledore5
Renowned Albus Percival Wulfric Brian Dumbledore, the great and exceptional headmaster of
Hogwarts, extensively appears as the major character in the story serving as a mentor to Harry
Potter, the chosen one, to defeat the thriving dark magic and terrifying reign of Lord Voldemort.
He is also the founder of the Order of the Phoenix which aims to defeat the latter. As stated by
J.k Rowling “he is the epitome of goodness”. Considered to be the most powerful wizard in the
wizarding world, the only one to whom even Lord Voldemort was apprehensive. He had a unique
conscious mind and calmness in his nature that served as his greatest weapon in any
confrontation.

Dolores Umbridge6
Half-Blood herself, Dolores Jane Umbridge was born to a wizard and a muggle mother. She also
had a brother who was a squib ( children born to magical parents, however, do not possess
magical abilities) and therefore under the influence of her father, she grew up hating her mother
and brother who lacked any supernatural capacities. During her term at Hogwarts studying, she
was sorted into Slytherin house and longed to achieve a position of power. However, the denial
of positions due to her inaptitude nourished hatred for halfbreeds in her heart. After completing
her education at Hogwarts, she quickly thrived in the Ministry of magic and jumped to a higher
position in the Improper use of Magic department. Thereafter she became the undersecretary to
the Minister. Shrewd and Hatred reflected in her nature and she extensively discriminated against

half-bloods. Her thirst for power and position of responsibility during her years of schooling led
to her dominating the children at Hogwarts as the new headmistress of the school which was
ultimately resented by everyone.

Harry Potter7
Harry Potter, the protagonist of the story, is an 11-year-old boy whose life changes when he
discovers that he is a wizard and has a whole different magical life waiting for him. He also
comes to the knowledge that he has a greater destiny to fulfil as he was the chosen one, marked
equal by Lord Voldemort. Harry has a greater judgement on what serves right and wrong. His
empathy is predominant and considerably affects his decisions. Also brave and selfless, Harry
also has a sense of inborn respectability and humbleness that composes a major part of his virtue.

Ronald Weasley8
The character of Ronald Bilius Weasley serves as the best friend of the protagonist, Harry Potter,
who befriends him in the first year. Born in a pureblood family, Ron has insights into the magical
community and the wizarding world. Loyalty is the synonym that can be expected from the
character and is always present when needed by his friends and family. He exhibits his bravery
multiple times including his victory over arachnophobia and subduing his insecurities. He
considers Harry as his soulmate and never stands back to fend him, or even consecrate his life for
good. His love interest lies in Hermione Granger, whom he loves deeply and can turn the world
upside down for her. His journey from an insecure individual distressed about being left out and
his constant urge to prove himself, to a fully mature capable male proves to be a true redemption
arc in the story.

Ginny Weasley9
Only Sister to Ronald Weasley and the youngest among the siblings, Ginny Weasley was a major
character portrayed in the story. Junior to the most characters and protagonists in the story, Ginny
personified her name for courage and bravery. Developing some of the most impressive skills in

magic, she proved herself to be independent and fought beside others fearlessly in multiple
crusades and also the Battle of Hogwarts. Furthermore, her maturity complements Harry’s lack
of keeping calm and eventually suits perfectly as Harry’s love interest and to-be companion.
Also mastering Quidditch, Ginny flaunts her quick reflexes and at the same time also depicts her
quick wit by facing and overcoming difficulties.

Hermione Granger10
Hermione Jean Granger first appears in the first year of Harry’s educational term at Hogwarts.
Known as “the brightest witch of her age”, Hermione has an everlasting thirst for knowledge and
a penchant for books. Moreover, she has acute patience against discrimination and is a strong
advocate for feminism and the protection of rights of weaker sections of society. Hermione also
overcomes her fear and insecurity to fail in life and has also stated that it is worse being expelled
from Hogwarts than to be killed. Moreover, she also stood by her friends always and had a
perception to follow unerringly.

Lord Voldemort11
Originally Tom Riddle, the distant blood relative of Salazar Slytherin who is one of the
co-founders of Hogwarts, has been a student at Hogwarts. He was ambitious right from a young
age and was also determined to pursue what he wants, be it taking any steps. In favour of dark
arts, Tom was keen on encroaching on the secrets of the dark. Driving to be immortal and in
greed of becoming the most powerful wizard, he concocted his plan to split his souls and went on
to terrorize the entire community through his evil ways slaughtering every individual who would
come in the middle of his path.

Neville Longbottom12
Neville is perhaps Harry's most grounded ally throughout the series and turns out to be dear
companions with Ron, Hermione, Ginny, and Luna too. As expressed by J.K Rowling, Battle of
Hogwarts "was a genuine defining moment for Neville", because of the greater job he played.

12
https://harrypotter.fandom.com/wiki/Neville_Longbottom
Neville had a critical impact in the battle against Lord Voldemort, obliterating the last Horcrux,
Nagini, with the Sword of Gryffindor. The Sword showing up for Neville in his period of
scarcity was Neville's legitimization that he was a genuine Gryffindor, as he had consistently
questioned his position in the house since the start, asking why he wasn't arranged into
Hufflepuff.

Luna Lovegood13
Described as quirky, Luna Xenophilius Lovegood is Harry’s friend who perceives every situation
distinctly. She believes in having faith and does not evaluate situations and things based on facts.
Being a Ravenclaw suggests her wisdom and her logical skills. Also, she considers friendship to
be esteemed highest and takes friendship very seriously. Her way of approach to every individual
and creature suggests her to be benevolent and benign.

PLOT
Origin of Hogwarts
Hogwarts was established by the four greatest wizards and witches to have ever lived in the
magical world- Helga Hufflepuff, Godric Gryffindor, Salazar Slytherin, Rowena Ravenclaw. It is
located in the highlands of Scotland. Serving to be one of the most important wizarding schools
in Europe, Hogwarts is responsible for the education of magic among the students. Students are
divided into four houses each representing one of the aspects of life and named after the founders
of Hogwarts. The houses are namely Gryffindor, Ravenclaw, Hufflepuff and Slytherin.
Gryffindor stands for courage, Ravenclaw stands for wisdom, Slytherin stands for ambition and
Hufflepuff stands for loyalty.

History of Triwizard Tournament

Almost after 300 years of the establishment of Hogwarts, the Triwizard tournament was
introduced between the three famous wizarding schools. The Beauxbatons, the Durmstrang and
the Hogwarts, inducted the test as a means to bring out the best survival capabilities and as the
most ideal way for wizards and witches of various ethnicities to meet and mingle. The

competition proceeded for quite some time until the loss of life turned out to be excessively high.
The competition ended in 1594. But was later restarted in 1994.

Suspension of Albus Dumbledore

Following the resurrection of Lord Voldemort in Goblet of Fire and the death of Cedric Diggory
in the Triwizard tournament whose only witness being the Harry Potter himself, the Ministry of
Magic repudiated the rise of Lord Voldemort and his dark forces. Albus Dumbledore is the
greatest wizard of the time and the headmaster of Hogwarts rallied to prove the Rise of Dark
Lord to the Ministry and restarted the secret institution called Order Of Phoenix. The Minister of
Magic reckoned that Dumbledore wanted to take over his position as the Minister and was using
the Rise of Lord Voldemort as a weapon of fear to persuade wizards and witches to cement his
place as the Minister of Magic and to take over the Ministry.

The Ministry of Magic figured that Dumbledore might be using students as his force to
overthrow the ministry. Hence, to know about the strategy of Albus Dumbledore, Fudge
appointed one of his pawns Dolores Umbridge as Defence Against Dark Arts teacher at the
school of Hogwarts and later the High Inquisitor. Hence due to interference of Ministry to restrict
the learning of advanced magic Harry Potter along with his best friends started Dumbledore’s
Army to learn advanced forms of magic for defence against Dark Arts, which was joined by 28
students14-Angelina Johnson, Alice Tolipan, Alicia Spinnet, Anthony Goldstein, Cho Chang,
Colin Creevey, Cormac Mclaggen, Dean Thomas, Dennis Creevey, Ernie Macmillan, Fred
Weasley, George Weasley, Hannah Abbott, Justin Finch-Fletchley, Katie Bell, Lavender Brown,
Leanne Lee Jordan, Luca Caruso, Maisy Reynolds, Marietta Edgecombe, Michael Corner,
Neville Longbottom, Nigel Wolpert, Padma Patil, Parvati Patil, Romilda Vane, Seamus Finnigan,
Susan Bones, Terry Boot, Zacharias Smith.

In the turn of events, Dumbledore's Army was found by Dolores Umbridge and was used as
proof to prove that Dumbledore was manipulating the students to go against the Ministry. This
led to the suspension of Dumbledore and Umbridge was appointed as the new headmistress of
Hogwarts.

The Regime of Dolores Umbridge
Based on newly passed Educational Decree Number Twenty-Eight, Umbridge took over
Dumbledore as the Headmistress. In response, the indignation against her exploded into a
rebellion and Umbridge soon was targeted with innumerable tricks, pranks, and incidents
designed to make her regret being in Hogwarts. Most of these were orchestrated by George and
Fred Weasley, who led the insurgence before Umbridge caught them, and in the end, flew out of
the castle on their brooms after creating a fireworks display during exams. Indeed, Hogwarts
Castle itself seemed to join its students in making her life miserable, with even Peeves15 the
poltergeist (at Fred and George's request) joining the rebellion.

Dolores Umbridge also had conventional ideas on the functioning of the school and started
imposing all kinds of decrees to make the school traditional. She also made it her mission to
make a life for Harry Potter and members of Dumbledore’s Army harder at Hogwarts than ever.
Umbridge worked tediously to monitor and intercept all means of communication with any
outside assistance who would help him to get information. She tried to obstruct Harry Potter
from contacting his godfather Sirius Black. She went through all of the incoming and outgoing
student mail, and Hedwig, Harry Potter's owl, was also injured in the process.

The Regime of Dolores Umbridge needs to be combated and Albus Dumbledore needs to be
reinstated as the Headmaster of Hogwarts as he is the best chance of the wizarding world to fight
against the Dark forces led by Lord Voldemort and his followers- the Death Eaters.

Dumbledore Army Uprising

Retaliating to the cruel and harsh laws imposed by Dolores Umbridge, students’ uproars are
visible everywhere. Umbridge is prolongedly trying to suppress them but the repercussions are
growing stronger. Students are starting to form associations like the- Dumbledore Army headed
by Harry with the support of Hermione and Ron, teaching Defence against Dark Arts as the
syllabus of the subject was tampered with. Protective charms and higher level spells like
producing a Patronus and Expelliarmus are being practised by the whole army.

It’s high time now delegates, Dumbledore's Army needs to respond and join forces with their
allies to suppress the rising evil in the magical world of witches and wizards. The lives of
millions of people are at stake and the whole community faces a grave future ahead if the Army
doesn't put up a stronger front than Lord Voldemort and his Death Eaters. Nevertheless, the first
hurdle that needs to be crossed is combating the Regime of Dolores Umbridge. So bring forward
all the ideas and solutions you have. Let the first step towards combating the dark forces begin!

Note: Dear Delegates, the committee deals with the fallout after Dumbledore was suspended.
The committee has to bring forth ideas, solutions, and ways to deal with the conniving
Headmistress, Dolores Umbridge.
