1 INTRODUCTION AND GENERAL INFORMATIONS ABOUT THE CSR PROJET:
1.1 ABOUT FUNDING AGENCY: -
Nuclear Power Corporation of India Ltd (NPCIL) is a Government of India enterprise and is
engaged in business of electricity production through nuclear energy. Its head office is at Mumbai
and it has many operating Nuclear Power Station all over India. Rajasthan Rawatbhata Site (RR
Site) is popularly known as Nuclear City of Rajasthan and has five operating nuclear power units
having a gross generation capacity of 1080 MWe. Two units each of 700 MWe are under
construction and likely to start producing power very soon. This popular city is located on the left
bank of Chambal River. Rawatbhata town is situated about 15 Km from RR site and is about 65 Km
away from nearest famous education city Kota. The Rawatbhata is situated in the Chittorgarh
District of Rajasthan. The nearest city Kota, is linked to Mumbai, Delhi, Jaipur & other major
cities of India by railway routes. The nearest airport facility is available at Udaipur and Jaipur
which is about 250 Km away from Rawatbhata and is connected by road. There are many other
industries & institutions viz. Rana Pratap Sagar Hydro Power Plants (RPS), Heavy water Plant,
Degree College, ITI etc. Nuclear Fuel Complex (NFC), Hyderabad is also establishing one unit at
Rawatbhata.
NPCIL RR Site has been implementing various schemes under corporate social responsibility
(CSR) for the benefit and overall development of neighbouring areas from long time. NPCIL RR
Site had implemented training and education program for children with special need (CSWN) under
its CSR program for the benefit of the children living in the neighbouring areas from Feb-2017
onwards. Current program for CWSN (also known as Divyang Children) is going to be over in Jan-
2022 but based on overwhelming response and feedback from parents, it is felt necessary to keep
continuing this program from Feb-2022 onward through suitable agency. Objective of the program,
project implementing agency selection, work execution process, monitoring process etc are detailed
in this guideline and need to be followed during execution of the project by the agency.
1.2 Objectives: -
Organizing training and education program for care and counselling of divyang children to
make them self-sufficient as far as possible with the support of family and community. To
achieve above, following need to be done for divyang children:
a) To sensitize family about the need of divyang Children and to help the child in his/her
development as per his/her potentials.
b) To educate Children as per individual capability.
c) To train children to do their daily routine work independently as far as possible.
d) To provide vocational assessment & training.
e) To increase the awareness about the government scheme applicable for them and to
motivate them to join the scheme such as pension scheme, free travel scheme etc.
f) To organise the social functions at the centre and invites family and friends to join the
program.
1.3 Basis for selecting the project for divyang children
Children may have limitation in learning and may be socially immature. They are not able to
participate meaningfully in play with other children. They have inadequate adaptive skills like
communication, self-help, social and academic skills. There is a need for care and counselling
these children along with their parents through systematic training and education program.

This is a great challenge due to communities’ biases about these children. People had negative
attitude towards these children and for their family. People had a thinking that no one can
work with these children and nothing can be possible with these children; these children were
considered as curse of God and sin of their parents past life.
People had thousands of prejudices about Mental Retardation and due to lack of awareness
and knowledge these children were deprived from their basic right of education. Many of
these are fully dependable on their family and cannot perform their daily routine without
their support. Therefore, it is very important that such children living in the neighbouring
areas of RR Site can be provided structured training program to enable them to learn basic life
skill, Activity of Daily living (ADLs) and elementary education so that at least they can do their
routine work independently or with minimum support.
1.4 Basis for selecting the name of the project
Most of the divyang children are not able to perform their normal routine without support
from their family members. Aim of this program is to provide opportunity to such children to
make them self-sufficient so that they can perform at least their daily routine independently
or with minimum support. This is like an effort of upgrading their life hence word “UDAAN” is
most appropriate for this project. Centre name may be kept as Anu Divyang Centre- Udaan or
similar as felt necessary by NPCIL RR Site.
1.5 Nature of Beneficiaries
The target groups for this project are divyang children living within 16 KM from RR Site. The
Villages / Panchayat / Nagar palika covered with in 16 KM are given in annexure 5.
1.6 MOU signing Authority & Project Cost
Most of the CSR work of training and development by RR Site is carried out through signing of
MOU with PIA. MOU of this special training and development
program will be signed on behalf of NPCIL RR Site by Chairman, CSR cell, NPCIL, RR Site (Or
Member Secretary, CSR & SD committee) and the chairperson or authorized person (of PIA)
on behalf of PIA. The estimated cost for training program for two year is Rs 89,93,733 (eighty
nine lakhs, ninety three thousand, seven hundred thirty three only).
1.7 Project Implementing Agency (PIA)
The agency which will execute the project shall be called as Project Implementing Agency (PIA)
and will also be known as second party in MOU. It can be NGO / Trust / Society or any other
party satisfying the criteria given in this guideline. The PIA should have work experience in
organising training program for the divyang children as specified in the guideline.
1.8 Project in-charge of NPCIL RR Site
Skill development committee will nominate one of its members as project in-charge of this
project for communication with PIA. All documents related to project and its correspondence
will be maintained by him on behalf of NPCIL RR Site. PIA should provide all the required
information to project in-charge of NPCIL RR Site as and when required. All bills of PIA will be
routed through the Project in-charge RR Site for onward submission to finance section of
NPCIL for payment purpose.

1.9 Centre in-charge of PIA:
PIA should have one Centre in-charge for Rawatbhata centre who will be overall responsible
for execution as well as co-ordination with Head quarter of PIA and NPCIL for smooth
execution of the project. He will mobilise, monitor, popularise the program so that required
students are encouraged to participate in the program. He will also arrange parent teacher
meeting, communicate with State or central agencies for requirement and full fill it within the
due date. He will also help parents and students to get the benefit of the state government /
central government schemes existing and enrolling them to get them benefit. He will also be
responsible for keeping the training centre operational as per the NPCIL requirement and
extending help for organising the visits of VIPs time to time as per NPCIL requirements. All
staff of PIA posted at Rawatbhata centre will report to him for smooth execution of the
project. Any special educator/ physiotherapist/ speech therapist performing trainer
responsibility can be assigned additional responsibility of centre in charge on behalf of PIA
along with his own responsibility. All PIA staff of UDAAN Rawatbhata centre will report to him.
The special educator/ physiotherapist/ speech therapist bearing the additional responsibility
of Centre in charge will be paid Rs 5000/- per month additionally with his own salary as an
additional responsibility charge. He should maintain a vehicle for meeting people, surveying
children in CWSN category and reaching to required place for handling any normal as well as
emergency situations.
2 KEY PROCESSES UNDERTAKEN BY THE PIA
PIA shall execute the following action for the preparation of the proposal and execution of the
following activities -
2.1 Identification of project and survey:
The project is already identified based on the requirement at local level and is currently in
operating condition from Feb-2017 at Rawatbhata. This project was started after publicity and
survey and is now well known to all people in and around Rawatbhata. Therefore separate
survey is not required.
2.2 Age limit of the trainees
Trainees of CWSN category from 3 years to 30 years are permitted to get training in the centre
for specified time and duration on regular basis. This is a Physical age of the trainees.
Necessary age proof certificate to be obtained by PIA for verification purpose.
2.3 Number of trainees:
Number of trainees in current project is about 50 and is expected to increase further due to
popularity of the project. Therefore strength of about 50 students is considered for the
project. However more students may be considered based on the availability of space and
other requirements.
2.4 Selection of Trainees:
About 50 students are already enrolled in this project. These students can be directly admitted
to the next program. However, new students can be given admission based on age, locality,
and category of children. Students should be having the proof of living within 16 KM of RR Site

and preferably aadhar card / ration card etc may be verified by PIA used for above purpose.
2.5 Parents’ consent form:
PIA must receive a ‘Parent Consent Form’ from the parent/guardian of every trainee
prior to the commencement of his/her training. It should be made clear in writing to
parent / guardian / trainees that this training program is funded by NPCIL RR Site but NPCIL RR
Site or PIA will not provide any kind of guarantee for full recovery or partial recovery of his
ward by joining this program. By attending this program, trainee may be benefitted and can
perform his / her routine independently or with little help from others. No job of any kind will
be provided by NPCIL RR Site after attending such training program. This is not a permanent
training course and it can be closed at any time.
2.6 Training:
2.6.1 PIA will be overall responsible for execution of this project smoothly and in time bound
manner.
2.6.2 Training schedule for all working days should be prepared and should be followed. A tentative
schedule is given in this guideline. Changes in schedule may be made after consulting Project
in charge-SDC NPCIL RR Site.
2.6.3 Earlier only one program for all age children was arranged and found to have difficulty in
managing all age group children. Therefore, it has been decided to operate the program in
two shift for better management of resources. Preferably, lower age children will be called in
first shift (tentatively 09:00 hrs to 13:00 hrs ) and higher age group children will be called in
second shift ( tentatively 14:00 hrs to 17 :00 hrs). Project in charge of NPCIL RR Site will decide
the execution of training methodology time to time and make changes according to meet the
requirement. In special case and case to case basis, project in charge of NPCIL may relax age
limit after taking permission from Chairman CSR & SD committee.
2.6.4 Sunday will be considered as a holiday. Training program should have minimum 290 working
days in a year. A calendar of 290 working days for entire training program of 12 months should
be prepared by the PIA and to be displayed at training centre so that holidays are known to all
trainees / parents / guardian in advance. Starting of the training period will be counted from
the day when training program start permission will be given by Project in charge NPCIL.
Possible summer and winter break (of few days only) may be offered so that these children
can also enjoy holidays with other students. Additional holidays for children may be offered
based on collector order or any other requirement after getting clearance from Project in
charge NPCIL RR Site.
2.6.5 As number of days is increased subsentially from last project period to keep centre open for
almost all days during the year, staff members will be allowed to take 14 days leave in a year.
Leave will be planned in such a way that normal functioning of the centre is not affected.
2.6.6 Security staff will be deputed for the security of the entire ANU-Divyang Centre and material
along with restricting the unwanted entry in the premises. Their shift schedule should be
prepared in such a way that minimum one person is available in each shift (total three shifts in
a day). Male attendant and male sweeper work to be planned in such a way that they are able
to assist security guard or work independently as security guard if required along with their

routine work with Divyang Children. This will help to keep two guards in the night for more
vigilance if conditions demands being the remote location.
2.6.7 Parent teacher meeting should be arranged at least once in a month (preferably on second
Saturday of the month). It can be arranged on Sunday also. In such case next working day may
be declared as holiday if required. Parents should be given full feedback about the trainees’
status and further course of action planned in future. Counselling of the parents should be
done during this interaction.
2.6.8 Centre in-charge of PIA must submit the written intimation in the prescribed format as given
in this guideline for starting the training program. Training program should be started after
approval from the Project In-charge NPCIL RR Site.
2.6.9 At least one Quarterly visit by the senior official from HQ of PIA to be made at the Divyang
Centre Rawatbhata on working day, preferably on second Saturday. It will help HQ to review
the progress against the set target. It will also help to resolve issues and timely action. HQ of
PIA should issue quarterly progress report in which target for the quarter and progress made
for all individual children to be made. Feedback from parents also to be taken by him and try
to resolve the issues to the best satisfaction as far as possible.
2.6.10 Trainer training program to be arranged by HQ of PIA at Udaan Centre Rawatbhata preferably
on holidays during summer / winter break etc so that it helps in capacity building. This program
may also be arranged at the PIA HQ for better development and more interaction with other
participants. No TA / DA or any other expenses will be borne by NPCIL as it has already being
included in project cost under facilitation charges of PIA.
2.6.11 The skill development committee/ Independent committee / CSR cell members, may visit and
inspect the training content/courses/infrastructure etc. anytime during the training.
Inspection team may submit its finding to Project in-charge SDC, NPCIL for necessary action if
any for deficiency identified. Project in-charge may issue warning letter or impose penalty if
felt necessary based on the inspection team observations.
2.6.12 All regular trainees and staff members shall be issued uniforms and photo ID card, signed and
stamped by the PIA. All staff members are expected to wear uniform and use ID card on duty.
2.6.13 These children are deficit in performing day-to-day skills, having Problem behaviour speech
problem, motor problem. Children will be trained and educated to perform day to day
activities under instructor supervision as per child potential. Base line assessment of each
child will be carried out separately to plan individual and group programme on quarterly basis.
2.6.13.1. Base Line Assessment will be divided into different categories such as :
a) Assessment of current “Skill behaviour” in the child.
b) Assessment of current “Problem behaviour” in the child skills behaviour can be
broadly classified in the following categories.

~ Activities of daily living (ADL)
~ Language
(a) Expressive
(b) Reading and writing

Each child will be trained in above skills as per his/her need and requirement of
development.
To Trained the child in above skills following activities will be carried out.
(A) In Motor: - For gaining motor control physiotherapy will be provided to child as
his/her requirement.
(B) Activities of Daily living: - Child will thought trained to perform activities of daily
living such as eating, dressing, toileting
(C) Language: - Language training is divided in two categories.
~ Expressive Language
~ Reading and Writing
In expressive language children those who are having speech problem will be given
speech therapy through expertise.
(D) Number and time concept: - Will be taught to children for performing daily
activities.
(E) Domestic and social: - In Domestic and Social training children will be thought to
perform social norms such as greetings to Adults, Welcome to guest etc.
(F) Pre-vocational and money concept: - Children will be thought to used recognized
the money and to do money transaction.
Weekly Time Table for Education and Training (sample) is given in annexure-3.
~ Vocational Training
Vocational assessment of each child will be carried out and child will be trained in
vocational trade as per child capacity to do the work.
Vocational training will help the child to live confidently. It will give child courage to live in
society and will boost the morale of child that he/she will able to live independent life
and not seen as a burden on society.
For vocational training following tentative trade may be used:
a) Greeting Cards making.
b) Soft toys making.
c) Paper bag making.
d) Stationary Item.
e) Seasonal item making (rakhi, Diya, candle) etc.
All above trades are used to develop pre vocational and vocational skills.

~ Cultural Activity / recreational visit/ Sports competitions/ celebrations

PIA will be organize various activities including cultural activities, sports competition,
celebrations and recreation visit for the trainees to keep them aware about all these
types of activities and their importance. Maximum children will be allowed to participate
in these activities either individually or in groups. Prizes will be distributed for such
activities by PIA to motivate them. Photographs / Videos of such activities to be stored as
the proof and included in monthly and quarterly reports. PIA should co-ordinate with
Project In charge NPCIL before arranging these types of activities so that these can be
witnessed by Guest if required.
Information sharing with parents for the day activities: -
Now a days all parents are having mobile and wish to know their children status during
the training as well as activities being conducted at the centre. PIA may develop digital
information system (like WhatsApp group or similar) for sharing the activities conducted
at the training centres. This may help parents to understand the activities being
conducted at the centre on regular basis. Important notice or the training program detail
may also be shared through this mobile app.
2.7 Training Duration:
The training duration will be of two year (from the date of starting the regular training
classes). Total about 290 training days should be planned during each one year training.
Situation like peak summer or winter or covid like situation etc, during which special order is
passed by state government of the local authority for not opening the centre, staff and trainer
will continue to work (either work from home or at centre as per order). NPCIL RR Site
reserves the right to close the project earlier also if required or sufficient trainees are not
available for the training program or due to any other reason. Training centre may be kept
closed during peak summer / winter or as advised by the local / state / central government
after taking permission from Project in charge NPCIL. However security staff along with
required staff will work round the clock. Other staff / trainer can work from home as per
applicability and requirement.
2.8 Training Type:
Training is non-residential (day care centre) and no food item will be supplied to trainees
during the training period.
2.9 Training registration fees from the trainees:
PIA should not charge any fees from the students participating in the program.
2.10 New trainees during the training program:
This training program is special training program having long duration as well as for children
with special need. Due to unavoidable circumstances, some of the trainees may not be able to
continue the training program. PIA should make full efforts and motivate them to continue
the training program. However, if trainees are found absent for more than one week
continuously or total 15 days (working days) in a month, his/her registration may be
cancelled by PIA after giving enough feedback to his / her parent. This indicates that there is
no interest in the training program by the trainee as well as from parent side. Instead of

keeping such trainees in the program, new trainees who are in the waiting list and could not
join the program due to limitation in the seats may be included in the training program.
2.11 Evaluation of Trainees
Evaluation is important strategy in acknowledge effectiveness of the training program.
Individual children case history from the day of entry in the centre to till date will be
maintained in hard copy as well as in soft copy (computer) by PIA. Medical data, current
problem of the child, short term plan for the child, long term plan for the child, monthly
progress of the child, HQ review of the data, etc should be maintained in the individual
children file as well as in computer. Parents should be informed about the progress is made by
their wards during parent teacher meeting conducted monthly.
2.12 Legal formalities and permission for running the training and education program
PIA is responsible for obtaining permission (if required) for starting the training program from
the local authority / state authority or any required agency as appropriate. If registration of
the course/ training program / project is required it should be done by the PIA and no fund for
this purpose will be released by NPCIL. It may be loaded in the bid submission if applicable.
Funding agency (NPCIL) will not be responsible for arranging such permission from the
required agency.
2.13 Responsibility towards trainees and staff during training period
PIA shall be responsible for all the persons engaged (trainer, staff and trainees) by it for all
acts and omissions, health, safety and security of property during the training period of the
project. NPCIL RR Site will not be responsible for any such issues arise during training program
for above period.
3 COST NORMS:
Project cost should be submitted by PIA before due date in the format as given in annexure-
1B.The cost of the project should be estimated based on the cost break up as given in
annexure-1C. NPCIL is concern about the quality of its CSR project and wish to maintain
proper hygiene at the centre. Therefore competent and minimum required staff is deployed
through PIA with proper salary to them so that these staff can stay at such remote place and
help divyang children to develop. Therefore, fixed cost item and variable cost item concept is
introduced in the project. Fixed cost items are those items which need to be spent by PIA and
competitive bidding for these items will not be done. However, transport arrangement for
divyang children and Administrative / facilitation charges etc depends on the PIA to PIA and
competitive cost will be asked for these two items.
3.1 Purchase of equipment / furniture/ fixture etc during the project
New equipment / furniture / fixture as per following detail ( 1.1, 1.2 and 1.3 of annexure-1C)
should be purchased by the PIA within three months after date of start of training program.
Justification should be provided to project in charge NPCIL RR Site if above equipment is not
purchased with in specified time. All items should be purchased new preferably from the
online web site with GST (as applicable) bill after getting sample approved from the Project in-
charge-SDC, NPCIL. However, electronic item etc. can be purchased from local market / kota

after getting sample approved from the Project in charge NPCIL and after obtaining three
quotation for the same. Original bill of purchase to be taken for this purpose for settlement
purpose. Items to be purchased with maximum applicable cost are given in annexure-1C. Total
Rs 6,64, 360 /- to be spent for purchase of new items at the start of training program. Sample
of item to be purchased will be shown to Project in-charge NPCIL RR Site before purchase of
item and clearance to be obtained. Reimbursement will be made against the bill produced as
per the format given in the guideline.
3.2 Salary and minimum staff for the project at the centre at Rawatbhata:
Table -1 given below indicates the minimum staff to be maintained by the PIA and training
centre Rawatbhata. Minimum salary to be given to all staff members of UDAAN project by the
PIA on monthly basis is indicated below:

PIA should make monthly payment (as given in Table-1 of this guideline) to all staff members
(Special Educators/ attendant / sweeper/ centre in charge/ security staff etc). No undue
deduction from the salary should be made by the PIA and only government approved
deduction shall be deducted from the salary of the staff. Security and staff (attendant &
Sweeper) of PIA requirement are different than the special educator / trainer and hence
number of working days is kept different to take care of overall security and cleanliness of the
ANU-Divyang Campus. Applicable deduction should be approved from the project in charge,
NPCIL before deduction. Salary should be deposited in the bank account of the staff members

on or before 10th of every month and its receipt shall be submitted to project in-charge-NPCIL
on monthly basis. This clause has been added to ensure good trainers are able to join the
program and they are provided good wages for delivering quality services during execution of
this important CSR project. No work no payment policy will be adopted in case any PIA staff /
trainer is absent on any working day (after availing approved leave of 14 days in a year) . In
case person is absent from duty for more than 4 hour but less than 7.5 hours, half day salary
and if person is absent for less than 4 hours, full day salary will be deducted.
Training staff should have qualification and experience as given in annexure -4.
3.3 Requirement of miscellaneous expenditure which are consumable in nature:
Function: Three functions (each costing about Rs 5000/-) should be arranged by PIA in a year
at the centre with refreshment arrangement (packed item) for the children’s, parents and the
guest (for about 75 persons, @ Rs 30 each). Prize distribution of about Rs 1500/- per function
to be done. Remaining amount (about Rs 1250) to be spent for decoration, welcome
arrangement for the guest and for the function.
Banners: Banners (eco-friendly) arrangement or day care centre walls to be used to display
school environment (picture of Number system, alphabet, animal, birds, trees etc) with
suitable different colour oil paints etc.
Consumables items: Each students should be provided following items or similar items to be used
for their education & training purpose on quarterly basis: Stationary –note book- 90 page or more
(Three in one - Math, Hindi, English), one note book – 90 page or more (without line), one
drawing note book- 30 page or more, two ball pen, four pencils, one eraser, one sharpener
etc.
Raw material for vocational training : PIA should arrange raw material for vocational training
or for similar activity for common use by all children at the centre on quarterly basis: 20 Craft
paper packets each containing minimum 25 sheets (15 * 15 cm minimum) , 10 number of clay
of different colour of about 100 grm , 20 number of cello tape of different colour, scissor two
numbers (one medium and one full size), poster colour having 12 shades ( 2 numbers), box
containing 12 different colour pencil - 80 mm minimum ( 2 numbers) , box containing 12 wax
colour– 55 mm minimum (10 numbers), drawing book ( size 29 * 21 cm minimum) of about 36
pages (total 10 numbers), fevistic -15 grm ( 10 number), fevicol-100 grm ( 10 number), 5
number of thermocoals sheets , 5 number of empty cartoons, miscellaneous raw material for
preparation of decorative hanging items, pots, rakhi, deepak, karva, greeting card etc as per
requirement. Sale of items will be arranged and money so collected will be distributed among
children by purchasing some items useful for children by the centre in charge.
Teaching learning material: To enhance the learning process different readymade kits like
abacus, games, toys, shapes, alphabets, animals figures etc to be brought for this purpose on
quarterly basis. Total amount to be spent for this activity is Rs 5000/- per quarter.
Office expenditure: Attendance register, biometric machine for trainer’s attendance, Xerox,
individual child progress file, papers etc.
I card Preparation: about 65 identity card to be prepared every year as per sample given in
this guideline.

Uniform : Two sets of uniform costing Rs 850 per pair with NPCIL and UDAAN message to be
provided per year per student including PIA staff member. Sample copy need to be approved
from the NPCIL before purchase. Uniform quality and type may differ based on their work
profile and to be approved from the project in charge NPCIL.
Bag : One bag Rs 500 per pair per student per year with NPCIL and PIA logo to be distributed
to divyang children . This bag should contain one water bottle, two small soft towels, one
lunch box etc. Sample to be approved from Project in charge.
Wi-FI : Possible highest speed WIFI connection available in the location to be installed for
keeping the ANU-DIVYANG CAMPUS fully WI-FI so that CCTV camera, computer and other
related items can work smoothly and with higher speed. This also include required instrument,
connection board, required wiring wherever required for making this functional.
Sanitation material : Cleaning material such as detergent, Harpic, brooms , mops, bucket,
mug etc to be maintained at centre for keeping centre hygienic and clean condition. Liquid
good quality Handwash and towels to be kept in each washroom (total three towels and three
hand wash bottles). Hand wash bottles to be filled every day basis. Towels should be changed
every day basis.
Repairing and replacement cost : There is expected to be some damage in the equipment /
furniture / fixtures during the training program. Therefore, some fix amount is provided to the
PIA to keep all the equipment / furniture / fixture in running condition/ usable condition and
replacement with same if not repairable.

Transport arrangement for Divyang Children


Transport facility for needy and poor children will be provided to bring and drop them back to their
home by PIA. Children of DAE employees, State Government employee, children of the person
paying income tax or the student who is already getting transport allowance from state government /
central government or any other source will not be eligible for above purpose. Self-declaration
form, covering all aspect will be collected from all the students who need transport facility by PIA
and will be scrutinised to find out the 15 such needy students. Centre in charge of PIA, after
satisfying all relevant information is correct will recommend project in charge for giving permission
to provide transport facility to above child. Project in charge may verify the document on random
basis before award pf permission.
Students whose attendance is < 50 % during the month will not be allowed for transport facility
from next month unless sufficient justification is provided and is acceptable. In such cases, transport
facility to next student in waiting list will be provided. NPCIL will not be responsible for any
problem arises during operation of this facility by PIA. NPCIL will only be funding agency. All
requirements related to transportation of divyang children need to be full filled by PIA for
completing all legal requirements. Children staying within 5 to 6 km will be covered for this
purpose.
PIA should work out per student cost to arrive at the cost of 15 students per month and quote the
value for two year while arriving at the cost of the project. Payment will be made based on the
number of students in the month eligible for the transport facility. The month, in which transport
facility is not provided, it will not be paid to PIA.

3.4 Facilitation and Administrative charges:
Full involvement of HQ and expert staff is required for planning and executing the project by
PIA. It include selection of qualified and experience staff, preparation of day wise plan, short
term and long term plan of individual child based on requirement, monitoring of the project
regularly and by physical visit, arrangement of money for starting the project, arrangement of
trainers training, completing the legal formalities etc. Apart from this, supporting staff of HQ
partial salary need also be paid.
Therefore facilitation and administrative expenses for smooth execution of project need to be
estimated by PIA and to be quoted appropriately so that project can be run smoothly without
any problem.
4 PROVIDING PLACE FOR RUNNING CENTRE:
Funding agency, NPCIL RR Site will provide place for running training centre for Divyang Centre
at free of cost with free electricity and water arrangement. PIA has to arrange the training
program at the training centre established by NPCIL RR Site. However misuse of electricity or
training place will be taken up very seriously and impose suitable penalty. The security of the
centre with all equipment’s will be ensured by PIA.
5 CCTV CAMERA FOR LOCAL MONITORING AND REMOTE MONITORING:
Current centre is having cameras for recording and monitoring purpose. These cameras will be
re-located if possible by NPCIL RR Site to new identified place at the centre. PIA should keep
this facility in operational condition for recording and monitoring purpose. The additional
CCTV cameras (16 Nos) will be purchased and installed with approval of project in charge
NPCIL
6 SECURITY OF THE EQUIPMENT / FURNITURE AND ITS REPLACEMENT:
It is the responsibility of PIA to keep all the equipment / furniture’s / fixtures in use or to be in
safe and secure condition. Any equipment / furniture / fixture is found missing / stolen, need
to be made available by PIA within one week without charging anything from the funding
agency. Routine check-up of the availability of all equipment and its operating condition
should be ensured by PIA through the well-established checklist at least once in a month.
All these equipment / machinery / furniture are provided for training purpose and to be used
at ANU-Divyang Centre. PIA should handover all these in working / usable condition at the
end of the training program to CSR cell team of NPCIL RR Site.
7 APPOINTMENT OF THE STAFF MEMBERS:
All staff appointed for above project should have minimum education qualification and the
experience as mentioned in this guideline. Project In charge of NPCIL RR Site may cross verify
their qualification, experience certificates and quality. He may recommend to change the staff
members if not found suitable for training purpose and this should be done immediately
within 2 weeks by PIA as CSR project need best faculty & staff members to be deployed by PIA.
Some staff members may be kept in waiting list which may be required in case some staff
members go on long leave or not interested in continuing the training program. A copy of
appointment letter, education qualification and experience certificate should be submitted to

Project in-charge, NPCIL for record purpose. Appointment letter should contain the payment
to be made on monthly basis along with deductions with break ups, net payment. All new
appointment for the project or any change in the staff needs to be scrutinised by the Project in
charge of NPCIL RR Site for the suitability.
8 FUNDING:
8.1 Size of the Project Cost:
• NPCIL RR Site provides funding support up to 100% of the training cost as per the bid
obtained from the PIA.
• No money shall be collected by PIA through contributions from State Government, industry
and other sources for the training courses run for NPCIL RR Site. No advance will be paid to
PIA for execution of the job. PIA should make own arrangement of the fund based on
training requirement. Fund will be released to PIA in the instalment and after job execution
for the given period as given in the formats of this guideline. It may take about one month
to release the fund if all bills are properly filled and submitted.
8.2 Releases of Funds:
No advance payment will be made to the PIA. Payment will be made in instalment as follows:
a) Bid received from PIA will be considered as the project cost.
b) Expenditure on purchase of equipment, furniture, fixture etc ( 1.1, 1.2 & 1.3 as given in
annexure-1C) will be paid to PIA as per the format given in B1 based on the bill submitted
for this purpose and duly certified by project in charge NPCIL.
c) Rest of the payment to PIA which are related to salary, miscellaneous expenditure etc and
will be paid in monthly instalments as per sample format B2.
It may be noted that fund release indicates the time period after which PIA can submit the bill
to Project in-charge, SDC, NPCIL RR Site. Project in-charge, NPCIL, after review of the
document may forward it to finance department or send back to PIA if the documents are not
properly filled or signed. Our finance department may scrutinize the document and may try to
release the fund within a month if all documents and data are found in order. However, if the
documents are not filled properly or some of the quarries of the finance department are not
replied properly, it may take time to release the fund to PIA. PIA may consider this aspect also.
First bill payment generally requires more data scrutinising and take more time than
subsequent payment.
8.3 Cost of the tender
This is CSR activity hence cost of the tender is not charged by NPCIL RR Site.
8.4 EMD
EMD in the form of Demand Draft of amount equivalent to twenty five thousand will be taken
from the parties interested in participating for project execution. Detail for EMD submission is
given in this document.
EMD of all the bidders will be returned back immediately by Project in charge NPCIL except for
L1 bidder. EMD of L1 bidder (Demand Draft) will be retailed and returned back to PIA by
project in charge once training program is successfully started.

8.5 Performance bond or indemnity bond or similar instrument
Most of the parties in such social works are non-governmental organizations (NGOs) or trusts
or societies etc and since NPCIL is not paying the advance money to the PIA, it is proposed, not
to obtain the FDR or performance bond or indemnity bond from the parties.
8.6 Monitoring and review of the Project
Monitoring of the project may be done through use of online CCTV camera as well as by
surprise visit by SDC / CSR team of NPCIL RR Site. Any deficiency / deviation observed will be
communicated to Centre in-charge of PIA and appropriate penalty will be imposed.
8.7 Transparency Requirements
a) The PIA will adhere to pro-active disclosure of key information related to the
implementation of the concerned Project, as per the format prescribed from time to time
b) The PIA will disclose the funds granted to it for the purposes of implementing the said
Project, in the format prescribed from time to time.

8.8 Audit:
a) The NPCIL RR Site retains the right to carry out internal audit of funds and financial of the
project, if deemed necessary.
b) The implementation of the project will be subjected to a Social Audit, in the manner
prescribed by the NPCIL RR Site from time to time.

8.9 Attendance monitoring process:


Attendance of all staff members will be maintained by the Centre in charge of PIA by bio-
metric attendance monitoring machine. Trainee’s attendance will be monitored by register. It
may be verified by the NPCIL RR Site at any time. If biometric machine is not working
alternative arrangement shall be made such as recording attendance in register. Biometric
machine shall be made available within one week. During covid period or similar situation,
attendance through register may be recorded after taking permission from project in charge
NPCIL. During covid period or similar situation, trainers will be allowed to take online classes
after clearance from the Project in charge NPCIL. This has been done earlier also during COVID
period.
8.10 Project Completion report:
A report on work carried out during the project period should be submitted by PIA to the
NPCIL RR Site. Last payment will not be released if this report is not submitted. This is a fix
term rate contract for two years (from the date of starting regular class room training) . No
escalation will be paid.
9 Penalty Clauses
PIA should execute the work once MOU is signed as per the guideline of NPCIL RR Site and
terms and condition agreed in MOU. Tentative date of starting date is 01.02.2022. PIA should
start the work with in time frame as given in work order.
Following penalty clauses are framed for smooth execution of the job and to meet the set

targets:
a) If work is awarded but MOU is not signed within 7 days, then penalty of Rs 10,000 will be
imposed.
b) Any equipment / Machinery found not in in working condition/ usable condition from one
week, Penalty @Rs. 100 (hundred rupees) per working days per incidence per equipment.
This penalty will be calculated till equipment is repaired / made operational. This penalty
will be deducted by PIA from the salary of the trainer responsible for maintaining that
specific instrument.
c) Minimum staff in each category shall be maintained by the PIA otherwise penalty as per
following will be imposed:
- Out of seven trainer (including project in charge), 4 trainer should be available on all
working days.
- Out of four supporting staff (two sweeper & two attendant), 2 supporting staff (one male
& one female) should be available.
- Out of four security staff, three security staff should be available round the clock on each
day.
Penalty @ Rs 500.0 (five hundred) per staff per day per incidence will be imposed if
minimum requirement in each category is not met. This will be deducted from the salary
of the staff who were not available on duty for above duration as per recommendation of
project in charge of PIA.
d) If any staff / trainer is not available for more than 7 days and alternate trainer / staff is not
made available, penalty @ Rs 100/- per day per staff / trainer will be imposed on PIA till
staff / trainer join the duty or alternate arrangement is made by PIA.
e) Non-compliance of the instruction as given in the guideline – Rs 1000 (one thousand) per
incidence after giving one time warning for the incidence. This will be deducted from PIA.
f) If PIA is not making quarterly visit at Rawatbhata Udaan Centre and submitting the
quarterly progress report, penalty @ Rs 20,000/- per incidence will be imposed on PIA.
g) If any machinery / equipment found missing from the centre, cost of the machinery /
equipment (after depreciation) will be recovered. PIA may distribute this penalty amount
equally ( 1/3 ) among PIA, security staff & Centre in charge.
Applicable taxes on the penalty may also be deducted by NPCIL and this need to be paid.
10 Contract termination clauses
PIA should execute the work in accordance with the provision as given in the guideline and as
agreed in the MOU. Following contract termination clauses are added for timely completing
the project:
- If MOU is not signed within 10 days after work is awarded, contract may be terminated.

agreed in the MOU even after penalties are imposed, contract may be terminated.
11 Bid submission and processing of bids
11.1 Method of informing PIA for the Project to be executed
All interested agencies will be informed through the advertisement in local Hindi newspaper
like Dainik Bhaskar or Rajasthan Patrika and in any one of the English newspaper like Times of
India or Hindustan times or Indian express etc for wider publicity. All interested parties can
obtain the guideline through email which contains the bid format and other detail about the
project. Project guideline will also be uploaded on NPCIL official web site npcil.nic.in and can
be directly downloaded by interested parties.
11.2 Proposal submission date:
Interested parties which have required experience and meet all the requirements as indicated
in the document may submit their bids on or before last date. However it is better that bid is
submitted personally during the day of technical presentation so that delay by post or by any
means is completely avoided. No bid is accepted after last date/time.
11.3 Type of bid submission – in two parts (in hard copy only):-
a) Technical offer-
Technical bid with all supporting documents as given in Technical bid format (annexure-1A)
through presentation as well as in hard copy duly signed on each page (open envelope). Any
other or relevant document if felt necessary may be asked by the committee and PIA is
required to submit it subsequently. However minimum supporting documents as mentioned in
annexure-1A should be available with technical offer bid. PIA or his authorised person should
be available for scrutinising the technical offer. Bid will be rejected if PIA or its authorised
person is not available on bid opening time /day.
b) Price bid-
The price bid (commercial bid) should indicate the cost required for above project in the
format as given in Annexure-1B in sealed envelope. This will only be opened for the parties
which are technically qualified.

PIA will be disqualified if both the offer (Technical and price bid) are not submitted in the
required format as mentioned in this guideline.
11.4 Postal address for bid submission
All agencies (PIA) proposing to implement project may submit the proposal personally or
through post so as to reach on or before date given in the advertisement. Technical bid and
Price bid should have separate envelope with following message for identification purpose:

11.5 Pre-bid meeting:
Project execution and selection methodology for such CSR job implemented through PIA by
NPCIL is slightly different than the normal process adopted for other work contract. Any doubt
/ clarification can be asked any time from NPCIL before submission of bid. A pre-bid meeting is
also planned on the last day of bid submission at Rawatbhata. Last date of bid submission will
be communicated through advertisement in newspaper.
It is not mandatory but better that all PIA should submit the bid personally just after pre-bid
meeting and understanding the project properly. However all interested and eligible parties or
their authorised person should be available during technical presentation. It is advisable that
interested parties to visit the current project running place (close to NTC gate at Rawatbhata)
and can visualise the exact requirement and expenditure for running the project at any time.
Commercial bid (price bid) and technical bid can be submitted after clarifying all the doubt but
positively on or before the last date & time as mentioned in the advertisement.
11.6 Authorised person of PIA for Pre-bid meeting / Technical presentation / bid submission:
The authorized and competent person from the PIA/ NGO/party having the authorization
letter from the competent authority to participate in the meeting will only participate in above
meeting. The technical bid and financial bid will not be opened if authorised representative of
bid submission party is not available on the day of technical presentation (This date is same as
last date of bid submission). Hence bid will be treated as rejected. Authorised representative
of PIA, should bring his seal along with letter head of the NGO/company so that he can
submit the clarification to the committee. He can also have the chance to submit new price
bid (commercial bid) after visiting the local training centre and after getting clarity during pre-
bid meeting.
11.7 Technical presentation by the NGO/party:
Technical presentation will be organised after pre-bid meeting. Each NGO/PIA will be allotted
about 10 minutes for presentation about his organisation (mission / vision/ similar work
carried out / experience / how current work will be carried out here) along with verification by
NPCIL committee about the technical bid document submitted by him. Only soft copy need to
be brought by him in his email or he can send it in advance to Project in charge, NPCIL so that
all presentation can be made available before the meeting. The party can bring his own laptop
to present the same. All document submitted (except financial bid) will be reviewed by the
NPCIL and required document will be kept by NPCIL, all other document will be returned back.

11.8 Financial bid opening:
Financial bid only be opened for those PIA who are technically qualified of meeting all the
requirement as required for qualifying.
11.9 Sequence of activities (tentative) to be followed:
a) Intimation to parties regarding call of the proposals (through Newspaper), email etc.
b) Interested parties download the guideline from NPCIL web site– news or ask project in
charge NPCIL to email to you.
c) PIA, after going through the guideline, can clarify the doubt if any telephonically or
through email from NPCIL.
d) Pre-bid meeting at NPCIL, RR Site with interested PIA, before price bid submission time.
e) Submission of i) technical proposals ii) Price bid by the PIA in hard copy on or before due
date and time.
f) Technical presentation in front of NPCIL RR Site committee and verification of pre-
qualification criteria based on document submitted in presence of PIA authorised person.
g) Opening of the financial proposal- price bid (sealed envelope submitted by each NGO/PIA)
for the qualified PIA’s in technical offer.
h) Preparation of the comparative statement by the committee.
i) Identification of lowest bidder
j) Negotiation with PIA if bid submitted is higher from the estimated value.
k) Finalization of PIA based on technical and financial proposal and award of work.
l) Signing of MOU within 7 days after work is awarded.
m) Starting of the project - tentative target date is 01.02.2022.
n) Monitoring of the project by the NPCIL RR Site.
o) Submission of bills in the format as given in guideline or as per requirement.
p) Project completion report submission to NPCIL RR Site.
11.10 How to arrive and Where to stay
Kota is very famous city of Rajasthan and is well connected with railway (Mumbai as well as
from Delhi). Almost all the train stop at Kota Railway station. Kota to Rawatbhata is at about
65 KM distance and may take about one and half hour to arrive by taxi. Mewar Guest house is
located near NTC gate of Rawatbhata and all buses from Kota stops close to this location. All
buses from Kota (it start from the Ghode Vala baba Bus stand, kota) takes about two hours to
reach at NTC gate Rawatbhata.
There are many hotels / lodge (AC and non AC) at reasonable prices available in Rawatbhata to
stay and is about two KM away from the NTC gate. Some of them are as follows:

requires advance reservation for booking through our Project in-charge on payment basis.
Kindly inform project in-charge about your arrival plan so that necessary arrangement and
guidance can be provided to reach at correct location in time.
12 PROBABLE QUESTIONS OF PIA AND THEIR ANSWERS:
Question: Is it require to pay minimum salary to staff, irrespective of value quoted in the bid?
Answer: Minimum payment to staff/ trainer / security staff as mentioned in the guideline to
be paid by PIA in the bank account of individual. Bank statement to be submitted
by PIA for above purpose. Further NPCIL may verify from individual staff for having
received above salary in their account. If any unusual is reported, strict action
against PIA will be initiated.
Question: Whether advance payment will be applicable once MOU is signed?
Answer: As mentioned clearly in the guideline, no advance payment will be made by NPCIL
for execution of the project. Payment will be made in installation as mentioned in
the guideline.
Question: We are NGO/PIA and are not having fund for making advance payment to staff
salary or purchase of equipment. How this project will be run by us?
Answer: As mentioned clearly in the guideline, PIA should use the fund from its internal
resources or can obtain the loan from the bank etc for this purpose. Administrative
& Facilitation charges are included in the project cost to take care about this aspect
and PIA should fill the cost in this column accordingly.
Question: How much fund will be approximately required in initially for starting the project?
Answer: About six lakhs to eight lakhs will be requiring by PIA to invest initially which will be
paid subsequently in the instalment as mentioned in the guideline. However fix
amount of the work payment need to be done like payment of salary of the staff on
monthly basis in advance and it will be paid subsequently when bill are submitted
to NPCIL as given in the guideline.
Question: Is it mandatory to quote the price as mentioned in the EOI by PIA?
Answer: NPCIL has arrived at the project cost based on the requirement as given in the
breakup of the cost format. However, PIA cost can be higher or lower than the
estimated value by NPCIL RR Site for executing the project as per the Udaan
guideline.

Information about the training and education program


1) This program is for care and counselling program for of children with special need up to 30
years only. Both Boys / girls can participate in the program.
2) This program will be of two year duration and will have about 276 290 training days per
year. This program can be closed at any time and is not a permanent program.
3) Trainees is required to attend the training program regularly. If trainees is found absent for
continuous one week in a month, his/her name will be deleted for training program.
4) Trainees who are living within 16 km of RR Site are eligible for above program.
5) This program is fully funded by NPCIL RR Site under its CSR activity.
6) The project will be implemented by the by project implementing agency (PIA Name of PIA)
and will be responsible for providing training and education through special educator.
7) No guarantee of partial recovery or full recovery will be provided by PIA through this
training program.
8) Parent teacher meeting will be arranged by PIA once in a month. Father/mother/guardian
will participate along with child.
9) No job guarantee or any kind of guarantee will be provided after attending this program.

Sample copy -Memorandum of Understanding (MOU)
For project “UDAAN” of NPCIL RR Site under its CSR activity
This Memorandum of Understanding (MOU) is made and entered in to at Rawatbhata (Rajasthan)
on --/--/2022 between
Nuclear Power Corporation of India Limited, (A Government of India Enterprise),
Rawatbhata Rajasthan Site, (NPCIL RR Site) through -------------, the Chairman, CSR cell,
NPCIL, RR Site, the authorized signatory ( hereinafter referred to as “first party” which
term, unless repugnant to the meaning of context hereof, shall mean and include its
successor representatives and permitted assigns), of the FIRST PARTY
And
M/s -- -----------, A Non-Government Organization, having registered address as --------------
--------------------------------, through -----------------------, the Chairperson of --------- and the
authorized signatory ( hereafter referred as “second party or PIA “ ) which term, unless
repugnant to the meaning of context hereof, shall mean and include its successor
representatives and permitted assigns), of the SECOND PARTY.
1. Purpose of the Contract:
1.1 This Memorandum of Understanding states that ------- (Second Party) will be Project
Implementing Agency (PIA) and agrees to implement the project as per the NPCIL RR Site
approved document “Guideline for project UDAAN”, hereafter it will be referred as
“UDAAN” guideline “, ( issued in Dec-2021, Rev-0) .
The objective of this project is to organise training program for care and counselling for
divyang children, delivered by a project implementing agency ------- for the children from the
surrounding areas, living within 16 km radius of RR Site.
1.2 No fund from trainees or any other agencies shall be collected during the training period by
second party or by any other agency in any manner.
2. Duration of the Contract: This MOU commences from 01/02/2022 and is required to be
completed within 24 months’ after starting the regular training classes or terminated earlier in
accordance with provisions of Clause 6 of this contract.
3. Financial Budget: The financial budget for this contract is Rs. …………/- (…………). The details for
schedule of payments during project duration are provided in the Udaan guideline.
4. Standards and Performance:
4.1 Second party shall perform the services with due diligence, efficiency and economy, in
accordance with appropriate professional standards.
4.2 It is the responsibility of second party to prove that direct or indirect benefit has reached
to the trainees after completing the training program.
4.3 NPCIL RR Site shall not be responsible for providing any kind of placement to the trainees
trained by second party in any manner whatsoever just after training or in near future.

4.4 Second party shall be responsible for all the persons engaged (trainer, staff and trainees)
by it for all acts and omissions, health, safety and security of property during training
period.
4.5 Second party shall be responsible for filling all the formats as felt necessary by NPCIL RR
Site time to time and providing signed copy as and when required.
4.6 Second party must not sub-contract this project with other partner institutions/agencies
for achieving project deliverables in any manner.
4.7 Total training period will be of 24 months duration after starting the regular training
classes.
5. Billing Instructions:
5.1 Payment will be released in instalments as mentioned in the “UDAAN” guideline.
5.2 All payment related bills should be submitted by authorized person of second party in the
required formats to the Project in charge, SDC, NPCIL RR Site for releasing the payment to
second party. Project in-charge SDC, will forward bills to F&A after review for release of
the payment. He may return the bills to second party if they are not found in order.
5.3 Any income tax, professional tax or any other statutory dues will be deducted at source as
per applicability before making payments.
5.4 NPCIL RR Site reserves the right to call for relevant books of accounts, as and when
required during and after the completion of the project.
5.5 No advance payment will be made for purchase of equipment or for the payment of
monthly salary for the staff appointed by PIA for running the project. Payment will be
made in instalment as given in the guideline.
6. Termination of Contract:
If second party fails to adequately perform duties as laid out in this MOU and violation of any
condition of UDAAN guideline, the contract may be terminated by NPCIL RR Site as per the
provision made in guideline.
7. Disclosure of Information:
Second party shall not disclose to any information arising from the contract during or after the
termination of this contract (MOU) to any third party, except without prior written permission
of the NPCIL RR Site.
8. All activities / deliverables should be fully completed in physical and financial terms latest by -
-/-/----- (within 26 months after starting regular training program). The final physical and
financial utilization certificate of the funds released should reach NPCIL RR Site invariably by --
/--/------ in the format provided.
9. Penalties:
Non-compliance of requirement as given in Udaan guideline will be reviewed seriously and
penalty amount shall be deducted from PIA through running account bill as given in the Udaan
guideline.

10. NPCIL reserves the right to check the progress of the project and monitoring at any stages of
the execution of the project. Second party will assist in such inspection and monitoring.
11. The second party shall be liable to pay damages to beneficiaries for any deficient resulting
into any injury due to negligence on their part. The first party shall not be held responsible or
accountable for any such act(s) of the second party or for the payment of any damages or
compensation to the beneficiary whatsoever. Second party alone shall be responsible for any
legal liability in respect of the services rendered to the beneficiaries under the scheme and
shall be dealt exclusively by the second party and first party shall not be responsible in such
matter.
12. No change in MOU is permitted. However, in extreme situation MOU can be modified or
altered only with the consent of both the parties.
13. Settlement of Disputes:
Any dispute/ differences arising out of this MOU shall be mutually resolved with the consent
of both the parties, however in case the dispute/ differences could not be resolved through
mutual discussion, in that case the same shall be referred for resolution by the ‘sole
arbitrator’ to be appointed by CMD, NPCIL. The arbitration shall be governed by the existing
laws.
