DEVELOPMENT OF THE TANZANIA’S FOREIGN POLICY

The United Republic of Tanzania is a product of union between Tanganyika and Zanzibar on
April 26 1964.1 Prior to the union, Tanganyika was a British colony up to 1961 when she got her
independence on the same year. Zanzibar on the other hand, attained her independence on 1963
from the British Colonial master. Thus, due to geographical factors and a common history
between Tanganyika and Zanzibar the union was seem to be meritorious. 2 In 1967 Tanzania was
declared to be a Socialist state under the Ujamaa and Self-Reliance during the Arusha
declaration. However in 1980’s with the fall of the Socialism, the country’s policies were
reviewed, one being the foreign policy.

The foreign policy was reviewed so as to reflect the social and real context of Tanzania. For
instance the need to acquire debts from IMF and WB. 3 Tanzania formulated the new foreign
policy in 2001 which is greatly facilitates the International Trade and Financing Law. 4 The
facilitation can be seen as follows;

Facilitation of internal sovereignty and peace. The policy adheres to facilitation of the Tanzania’s
sovereignty so as to preserve the existence of the country. The policy also aims at promoting
internal peace which will facilitate more foreign investment and tourism. With these sectors
international trade and finance develops highly.5

Facilitation of the friendly relationship between Tanzania and other Countries. This will be
facilitated by bilateral and multilateral agreements. The agreements will render to the high rate of
flow of goods between and among the countries. For instance the construction of the SGR
currently facilitates the importation of the raw materials, goods and services in Tanzania.6

Facilitation of the United Nations goals on social, political and economic and other international
Organizations like Common Wealth Organization. The facilitation of these enables the
international trade to take place as well as international financing.7

Facilitation of African Unity and the regional integrations. The policy provides for the
facilitation of regional integrations like SADC and EAC. These regional integrations facilitates
the international trade and finance law as they tend to facilitate flow of goods within the region.
For example the introduction and adoption of the Custom Union by the regional integrations.8

Facilitation of the economic diplomacy. This involves the use government resources in
development of the country’s economy, international trade and promoting investment.9 This will
widen the international trade and finance role in Tanzania.10

Re-addressing financial issues and external debts. The policy requires Tanzania to cooperate
with International institutions like IMF and WB in order to facilitate development. Provisions of
loans and advice on development strategies is also an essential stage to be adhered by Tanzania.11

Promotion of economy liberalization and acknowledge to globalization. Liberalization of the


economy will promote international trade and financing as well as investment where the flow of
goods and services will highly demanded. Adhering to the role of globalization to the economy,
the intertwined trade system around the globe will take place in Tanzania. The high flow of
goods in international level to Tanzania facilitates the International Trade and Finance Law.12
