FREQUENTLY ASKED QUESTIONS (FAQs)


About the Programme:
1. What is the objective of the Programme?
(a) The Department of Environment, GNCTD has proposed to setup the ‘Green Delhi
Fellowship Programme’ with the objective to engage meritorious youths and
professionals in projects aimed at improving the environment in Delhi with a focus on
air pollution, water pollution, forests and other Environmental issues. Towards this end
the GNCTD proposes to engage 3 Specialists, 10 Fellows and 15 Associate Fellows for
a period of two years extendable by another two years on the basis of performance and
actual requirement.

2. Who are the major stakeholders involved in managing the Fellowship programme?
The Green Delhi Fellowship programme is being managed by the Department of Environment,
Govt.of NCTD. Delhi Technological University (DTU) is knowledge partner for the selection
process of Specialists/ Fellows/ Associate Fellows.
3. What qualities are expected from the fellows?
The Specialists/ Fellows/ Associate Fellows shall be responsible for conducting research and
providing accurate and relevant information data to the Department of Environment, and also assist
them with research material and preparation of reports. More specifically, they will be required to
perform any/all of the following function(s) for the duration of the Fellowship Program:
i. Conduct Comparative, Strategically, Technological and Socio-Economic analysis of their
allocated Project/ Intervention/ Policy and contribute in ascertaining the needs of the city.
ii. Visit concerned locations of the programs/research to see for themselves the local
conditions, progress and the impact (or deficit) of governmental interventions.
iii. Conduct diagnostic study covering gap analysis, capacity building needs, HR issues,
resource envelopes etc.
iv. Undertake assessment of development deficit for use in Project/ Program/ Policy/
Planning.
v. Understand local dynamics, local problems and issues related to implementation of
Project/ Program / Intervention.

vi. Help the departments concerned in Project/ Program/ Policy preparation and
implementation.
vii. Facilitate capacity building in his/her allocated field.
viii. Interact with civil society/ organizations/ NGOs involved in issues related to their
projects.
ix. Suggest measures to promote the agenda of environmental pollution mitigation through
different community organizations.
x. Undertake action-research to discover more appropriate ways of doing things at various
level of administration.
xi. Design and recommend innovative projects. Specialists/Fellows/Associate Fellows may
undertake innovative projects to translate some of their ideas into ground action that have
direct implication on the environment.
xii. Study the prevailing practice and procedure in countries world-wide and suggest
improvements for projects/interventions in Delhi.
xiii. Any Other department/project/program/policy specific functions that may be assigned
from time to time.
4. What is the tenure of the Green Delhi Fellowship Programme?
A maximum tenure of four years i.e. initially two years and extendable for the next two years based
on the performance of the individual, and subject to mutual agreement, will be allowed to the
deserving candidates.
5. What is the total number of seats available in the Green Delhi Fellowship Programme?
Initially 3 Specialists, 10 Fellows and 15 Associate Fellows are proposed to be engaged.
6. What are the eligibility criteria for the Programme?
Education Qualification for Specialists
• Doctorate/Ph.D. with four years fulltime experience. OR
• Post Graduate with minimum 60 % of marks (or equivalent to minimum 6 out of
10 CGPA) with minimum 6 years full time work experience. (Individuals whose
areas of specialization/ relevant disciplines are Environment Studies, Urban
Planning, Forest Management, Social Work, Sustainable Development,
Development Studies, and Water Resource Engineering would be preferred).
Education Qualification for Fellows:
• Post Graduate with minimum 60 % of marks (or equivalent to minimum 6 out of
10 CGPA), plus 2 years of full-time work experience OR
• B.Tech/BE/B.Arch with minimum 60 % of marks (or equivalent to minimum 6
out of 10 CGPA), Degree plus 2 years of full-time work experience

Education Qualification for Associate Fellows:


• Graduate with minimum 60 % of marks (or equivalent to minimum 6 out of 10
CGPA), plus three years of work experience in related fields of community

service.

a. Desirable Qualification:
• Work/Research experience in related fields
• Leadership role in school/college/workplace
• Excellence in extracurricular activities like art, culture and sports
• Track record of public service
• Good oral and written communication skills
• Good computer skills
b. Character and antecedents: Candidates convicted or with pending criminal cases shall
not be considered and Candidates are required to submit an undertaking to this effect. The
Department of Environment, Govt. of NCTD shall be sending the particulars of the selected
candidates to the Police authorities for verification.
Candidature of applicants who have furnished false information on any of the above
requirements shall be summarily cancelled besides legal proceedings and recovery of
expenditure already incurred on the candidate including litigation expenses.
Programme Related:
7. As a Specialist/ Fellow/Associate Fellow who will I report to?
All Specialists/Fellows/Associate Fellows will work directly under the supervision of Senior
Officers (Principal Secretary/Special Secretary/Director) or any other officer designated by
Hon’ble Minister of Environment, GNCTD.
8. What kinds of projects will the Specialists/ Fellows/Associate Fellows work on?
While each Specialist/ Fellow/Associate Fellow will receive a specific assignment at the
start of the Fellowship programme, it is expected that they will also contribute to other ongoing
activities and initiatives of the Environment Department, as and when needed. Primarily they shall
be assigned work on the following subjects/ areas:
1. Air Pollution, Water Pollution, Solid Waste Management and other
Environmental issues

3. Natural Resource Management
1. GIS and Remote sensing for Environment Management

3. Industrial pollution – monitoring and mitigation

9. What deliverables are Specialists/Fellows/Associate Fellows responsible for?


They shall be responsible for conducting research and providing accurate and relevant information/
data to the Department of Environment and assist the department with resource material and
drafting of reports. They will also be required to make regular presentations to concerned
stakeholders and update them on the projects, including contributions towards day-to-day working
of department.
10. What will be the remuneration provided to Specialists/Fellows/Associate Fellows?
A consolidated stipend of Rs.1, 25,000/- p.m. (Rupees One Lakh Twenty-Five Thousand Only) to
Specialists, Rs.75, 000/- p.m. (Rupees Seventy-Five Thousand Only) to Fellows and Rs. 55,000/-
p.m. (Rupees Fifty-Five Thousand Only) to Associate Fellows shall be paid by the Department of
Environment, Delhi. No separate allowance shall be paid for their day to day expenses, conveyance
expenses etc.
The department would provide basic infrastructure to the specialists, fellows and Associate
Fellows.
11. What qualities are you looking for in Specialists/Fellows/Associate Fellows?
The Specialists/Fellows/Associate Fellows should have a clear interest, aptitude and commitment
to public service. They will work in coordination with the officials of the Department of
Environment, DPCC, Green War Room as well as other departments. They shall be function under
a senior officer (Principal Secretary/Special Secretary/Director) or any other officer designated by
Hon’ble Minister of Environment, GNCTD.
They should possess the zeal and ability to conduct research and providing accurate and relevant
information/data and assist with resource material and drafting of Reports.
Specialists/Fellows/Associate Fellows are also required to demonstrate leadership skills and
initiative drive throughout the programme. They should also possess structured thinking, writing
skills problem solving attitude and the ability to effectively communicate with diverse
stakeholders. For more details on the minimum eligibility criteria and desired criteria for the
Specialists, Fellows and Associate Fellows, please refer to the section Selection Criteria.
12. Is there a provision of training of fellows?
Selected Specialists/Fellows/Associate Fellows will undergo a structured induction programme
over the first two weeks where they will get inputs on Government Structure, its functioning,

existing policy and laws, effective communication, leadership, conflict resolution, working with
communities, basics of monitoring and evaluation, legislative processes, committee system,
constituency development fund, etc. Lectures will be delivered by subject experts and experienced
personnel in various fields.
Follow-up training sessions will also be periodically scheduled during the course of the fellowship.
13. Is there a provision for mentorship of fellows?
HOD of concerned departments and senior officers (Principal Secretary/Special
Secretary/Director) or any other officer designated by Hon’ble Minister of Environment, GNCTD
will act as programme mentor of the Specialist/Fellows/Associate Fellows depending on the tasks
assigned to them.
14. Are there any circumstances under which Department of Environment can terminate the
Fellowship of Specialists/Fellows/Associate fellows before 1 year?
The Specialists, Fellows or the Associate Fellows under GDF programme shall be terminated
before 1 year on the following grounds-
a. On the failure of joining the program within the prescribed time or unauthorized absence
of five continuous working days.
b. If at any later stage, it is known that the candidate has secured the Fellowship by
misrepresenting or suppressing of any fact.
c. If found to be responsible for any act of indiscipline or misconduct or of moral turpitude.
d. One-month prior notice by the Specialist/ Fellow/ Associate Fellow for premature
termination of his deployment.
e. In case of failure to give notice, the candidate will be liable to refund one month’s stipend
paid to him/her.
15. If I can’t apply to the Fellowship now, can I apply at a later date?
Failure to apply within the stipulated timeline will lead to non-acceptance of your application.
16. Can I apply for all three positions – Specialist/ Fellow and Associate Fellow?
No, each candidate can apply for only one position – Either for Specialist, Fellow or Associate
Fellow. Each candidate will be allowed to apply for one post only i.e. either for Specialist, Fellow
or Associate Fellow. In case the candidates have applied for more than one post, then their
application would only be considered for the higher position.
17. How many stages will the selection process comprise of?
Selection of Specialists/ Fellows / Associate Fellows will be held in two stages:
Stage I- Screening / Shortlisting of Online Applications: Interested applicants will be required
to complete an online application form with details on their academic achievements, work
experience and leadership initiatives, if any. An objective scoring system will be used to score
each application on these dimensions.
Stage II-Presentation &Personal Interview.

18. How can I save the application form?
The online application is designed to let you work at your own pace on different sections of the
application before you submit the final version. Please remember to click on the ‘Save and
proceed’ section every time you move on to a new section. In case you wish to save the section
without having finished it, click on ‘Save’. Your application will be reviewed only once you click
on the ‘Submit Application’ button post completing the last section.
For your convenience a ‘sample application form’ is also available which may be downloaded
from www.gdfp.dtu.ac.in and printed for reference.
19. What are the application deadlines / timelines?
All dates will be announced on website www.gdfp.dtu.ac.in. Late applications will not be accepted
or reviewed. You are advised to visit our site regularly.
To avoid server traffic and potential delays, we encourage candidates to submit their applications
as early as possible.
20. Can I add new information after submitting my application?
Once the application has been submitted, no further changes or updates to the application will be
accepted. The candidate should possess all requisite certificates and fulfill all the eligibility
conditions as on the date of his submitting the application. The candidature of candidates
submitting applications more than once is liable to be rejected.
21. Do I require original documents during the time of application?
We do not require original documents at the time of the application. Please do not mail hard copies
of your transcripts, certificates or mark sheets. However, if called for the interview, we will require
you to carry your original/attested documents of educational qualifications, work experience
certificates etc., with you.
22. Can foreign nationals apply for the fellowship?
Only Indian national and Overseas Citizens of India (OCI) are allowed to apply for the fellowship
provided they fulfill all the other eligibility conditions.
23. Whom should I contact in case of any clarification/ information about filling the
application form?
Candidates are strongly advised to refer the ‘Programme Details (http://www.gdfp.dtu.ac.in) for
additional/ detailed information about the Programme before submitting their application. In case
of unresolved queries, they can email their queries to gdfp@dtu.ac.in for assistance.
24. Are those candidates who are completing their bachelor’s or master’s degree in the
current academic year eligible to apply for Green fellowship programme?
All candidates who are completing their graduation or post-graduation degree in the academic year
2020-21 can include their degrees in the educational qualification to assess eligibility for Associate
Fellow or Fellow position. They will need to submit their latest Academic mark sheet/transcript
on University letterhead at the time of interview and final Degree certificate and Academic mark

sheet/transcript within 3 months of start of the programme. Their latest mark sheet from their
currently enrolled degree program shall be considered for evaluation of their academic
performance.
