CHAPTER I – INTRODUCTION

In this part of the research it will provide discussions of the Background of

the Project, Purpose and Description, Specific Objectives, Scope and Limitations

of the Project, Significance of the Project and Definition of Terms.

Background of the Project

Technology nowadays plays a very important roles in our lives. We can

see in almost all places the rapid growth of technology. The invention of the

computer is one of the most remarkable innovations that have occurred over the

last ten decades. Computers are one of the technologies that greatly evolve,

most especially because they can make our work easier, well-organize and

convenient than using the old ways of writing and computing files. From bulky

computers with CPU, keyboards and mouse, have changed into portable laptops

and net book which help us access Internet immediately. 1 With or without us

realizing, all of those lead to many unimaginable capabilities of computer. And

we cannot deny the fact that computer technologies can make the lifestyle of a

modern man comfortable.

Initially, web based applications can be a way in taking advantage in

today’s technology in enhancing the companies in a more efficient way and in

improving their security. Most of the companies these days rely on a Web based

applications that makes more sufficient access in their business information

anytime and anywhere they want. Web based applications have come a long way

and now offer competitive advantages to traditional software based systems

allowing businesses to consolidate and streamline their systems and processes

and reduce costs.

Through a Web Based System it can be gained anywhere which allows the

user to access via a web browser. It also permits the user to have sufficient

access in the information they need. Web based systems need only be installed

on the server placing minimal requirements on the end user workstation. This

makes maintaining and updating the system much simpler as usually it can all be

done on the server. Any client updates can be deployed via the web server with

relative ease.2

Web Based Information System is an information system which uses

Internet web technologies for delivering information and services to users. This

technology is a software system and is used to publish and maintain data by

hypertext principle. Web-based information system is the combination of one or

more web applications, specific functionality-oriented components. Basically in

this type of information system web browser is used as a front end and all the

databases are used as a back end.

With the development of Web Based Information System it has helped the

government to improve their service to their citizens. Citizens can get current

and accurate government information from e-government websites. Government

can publish different types of information through websites such as budget of

the country, tourist spots of the country, results of examinations, vigilance

information etc. Income tax department is doing online tax accounting for

collecting income tax now. So government can get various advantages from of

Web Based Information System.3 In line with this, most of the government

agencies here in the Philippines relies to the use of Web-Based Information

System and one of that is the “Management Information System of Alternative

Learning System”. The said existing system is intended to record the data of the

possible students for ALS, manage its information and monitor their passers. :”

The Alternative Learning System in the Philippines, abbreviated as ALS, is

a program by the Department of Education that seeks to help Out of School

Youths, industry-based workers, people with disabilities, former inmates, rebels,

members of cultural minorities, and other people who, for one reason or

another, cannot afford to go through formal schooling. It was first launched in

1984 under the name Non-formal Education and was primarily focused on

helping its student acquire technical skills that they can use to earn a living. 4

At present, Information Technology plays a very significant role in

different establishments, institutions and government agencies. It helps every

individual and organization to come up with a decision necessary for further

improvement. It also allows easier access to information and faster dissemination

with all the advantages that information technology offers. In line with this, the

researchers will proposed a study which aims to modify the existing system of

Alternative Learning System into a “Web-Based Information System of

Alternative Learning System of Sorsogon”. We were determined to come up with

the said system that will provide efficiency, more accurate result and could easily

produce and create information as needed. The said system will allow Profiling,

Entrance Examination (Functional Literacy Test) and Final Examination (ALS

Accreditation and Equivalency Test) of a learner. It will also generate reports of

learners who passed and failed. The Administrator, Mobile Teachers and

Learners will be using the proposed system.

Purpose and Description


This study aims to develop a Record Management and Information System

for Alternative Learning System of Sorsogon that enables sorting and archiving of

data and promotes efficient administration and management of the records of

Alternative Learning System. The System is an offline and online Web Application

to be operated by the Administrator, Mobile Teacher and Learner with different

privileges.

\\Simplify the activities and processes of records maintenance. One of the

features of this study is that Examination can be lock or unlocked, the

Administrator will set the date and time when the specific entrance and final

examination has to be available.

Specific Objectives

Specifically, this study aims to meet the following:

 To develop a profiling module for Alternative Learning System of Sorsogon

enrollees.

 To automate the Entrance and Final Examinations that will facilitate

assessment and result generation.

 To create a module that will serve as an official website of Alternaltive

Learning System of Sorsogon.reviewer using CMS.

 To develop a module that will generate monthly and yearly reports of ALS

enrollees and passers, monitoring of how many will retake.

Scope and Limitations of the Project

The profiling module will cater the Personal Information of the Learners such

as Lastname, Firstname, Middle Name, Nickname, Address, Birthdate, Age, Sex,

Civil Status, Occupation, Religion, Mother Tongue, Fathers Name, Occupation,

Mothers Name, Occupation, Monthly Income, Do you have disabilities, Reasons

for not attending classes, Highest Educational Attainment, Have you ever

attended ALS before, Distance to residential areas studied, Kind of transportation

when entering school, Level you want to study, Preferred schedule of entering

learning center, Administrator signature and date, Learners signature and date,

learners username and password. Uploading of learner’s image is also available

in the system.

The Examinations module will integrate an Entrance Examination

(Functional Literacy Test) and Final Examination (ALS Accreditation and

Equivalency Test) for ALS learners. The Entrance Examination or Functional

Literacy Test of a learner is composed of five parts. These are the Personal

Information Sheet (PIS), Reading Test, Numeracy Test, Writing Test and

Speaking and Listening Test. Each part of the test has a specific time allotted to

complete. The module also includes pictures and graphics in the questionnaires,

in order for the learners to further understand the questions. Scores in the

Entrance Examination will automatically check. The Final Examination or ALS

Accreditation and Equivalency Test is composed of two parts. These are Multiple

Choice Test and Composition Writing Test (Essay) wherein it may vary according

to learner’s level.

The module will create an official website for ALS Sorsgon that will provide

information about the upcoming events in ALS, in the website it will also provide

reviewer for ALS Accreditation and Equivalency Test to the learners of Advanced

Elementary and Secondary. The content of the reviewer can be change by the

Administrator. There are 20 questions randomly generated by the system that a

learner can take. The scores of a learner in the reviewer will automatically check.

Passers of the ALS Accreditation and Equivalency Test are given a

certificate or diploma. The system allows printing of certificates of the passers. It

will also summarize the number of learners who passed the final examination

and who have a failing a mark. The module will implement proper archiving of

records.

Delimitation

The system is exclusively for Alternative Learning System of Sorsogon.

The system will not include the viewing of the Administrator personal

information. Quizzes and Recitations of learners are not available in the system.

Learners are only allowed to view their profile and cannot be edited.

Significance of the Project

The Project Team believe that the outcome of this study will be beneficial to the

following:

Alternative Learning System of Sorsogon. The proposed system will

give efficient and appropriate records of ALS learners. This will also help the ALS

administration to automate their manual transactions during examination.

Future Researchers. This will serve as future research material and

reference as they conduct research related to this proposed system.

Learners. As the primary end-users of the proposed system, the learners

will be the ones to benefit the most in this study. They will have the chance to

interact with the computer software and take a web-based offline examination

and result generation.

The Lewis College. For this institution, this would help in the

accreditation of the school as additional study and asset in terms of research

output.

The Project Team. As a researchers of this study, the Project Team has

gained a lot of knowledge and experience in relation to the proposed system.

Along with the new studies learned, the Project Team has also learned to work

together as a team and thus, each member were able to develop strong,

resourceful and reliable characters.

Definition of Terms

Alternative Learning System. Abbreviated as ALS, a parallel learning

system in the Philippines that provides a practical option to the existing formal

instruction. When one does not have or cannot access formal education in

schools, ALS is an alternate or substitute. ALS includes both the non-formal and

informal sources of knowledge and skills.4

Department of Education. Formulates, implements, and coordinates

policies, plans, programs and projects in the areas of formal and non-formal

basic education. It supervises all elementary and secondary education

institutions, including alternative learning systems, both public and private; and

provides for the establishment and maintenance of a complete, adequate, and

integrated system of basic education relevant to the goals of national

development.6

Information Technology. It is the use of any computers, storage,

networking and other physical devices, infrastructure and processes to create,

process, store, secure and exchange all forms of electronic data. Typically, IT is

used in the context of enterprise operations as opposed to personal or

entertainment technologies. The commercial use of IT encompasses both

computer technology and telephony.7

Web-Based Application. It actually encompass all the applications that

communicate with the user via HTTP. This includes light applications like Flash

games, online calculators, calendars, and so on, as well as more intensive

applications that use HTTP. 8

ALS, facilitates an entrance examination and final examination for the students of

ALS, prints certificates for the passers, also generates monthly and yearly report

of ALS enrollees, takers and passers.

Web-Based Information System. An online databases, intranet

systems and electronic commerce systems, are conceptually different from

traditional web sites, which are based on static documents.9

Web-Based System. It refers to those applications or services that are

resident on a server that is accessible using a Web browser and is therefore

accessible from anywhere in the world via the Web.
