About the new standards for passenger travelling to and from Nepal

Civil Aviation Authority of Nepal issued letter ref no. 078/79/DDG2/D.No.863 dated 29 September
2021. As per the Travel management order for the Passenger arriving to and departing from
Nepal, approved by Government of Nepal (Council of Ministers) on 21 Sep 2021, all passengers (Nepali
& Foreign nationals) travelling into Nepal from the abroad are required to follow the enlisted health &
quarantine protocols with immediate effects;

1. Must have medical certificate with a negative RT-PCR or equivalent testing (Gene Xpert/True
NAAT or WHO accredited Test) report issued by the registered COVID-19 Labs of respective
countries within 72 hours from the swab collection time to the check-in time of the flight with
exemption of test report for their minors below the age of five years,
2. Must possesses the printed copy obtained after filling up ARMS (Aboard Returnee Management
System) forms available at website of CCMC, Nepal (www.ccmc.gov.np),
3. Except exempted as per clause (4), foreign nationals are subject to hotel quarantine of 10 days' at
their own cost in the hotels listed by Ministry of Culture, Tourism & Civil Aviation/Nepal Tourism
Board or CCMC, Nepal, and permitted to work as per the purpose of their visit only if tested
negative on the 11th day,
4. (i) All passengers with a complete COVID-19 vaccination certificate issued before 14 days of
earlier,
(ii) Travelers as categorized below on basis of specified documents, are subjected to self/home
quarantine of 10 days' upon arrival;
a) Officials, employees and their family members of foreign diplomatic missions and
international organizations in Nepal only if tested Antigen negative,
b) Medical professionals coming to Nepal to support the COVID-19 control measures based
on recommendation of Ministry of Health & Population, Nepal and negative Antigen test,
and
c) Security personnel and employee of Government of Nepal on their returning flight to
Nepal as per official recommendation and negative Antigen test,
(iii) Nepali nationals/Non-resident Nepali originally from Nepal of their family members or
foreigners married to Nepali citizen coming to Nepal in case of the emergencies enlisted
below, are permitted to move their destination only if tested Antigen negative on arrival at
airport:
a) Those coming for emergency purposes like for funerals and mourning as per the religion,
custom & tradition with recommendation by concerned local levels,
b) Sick people as well as their carers, senior citizens above 75 years, children below five
years and their guardians, and differently abled people & chronic patients, certified by
hospitals and with recommendations from respective local levels,
c) Those individuals with their family members of the same house are under treatment in
ICU/Ventilator of hospitals and having no one to take care of them on basis of clear
evidence from hospital and recommendation of related local levels, and
d) Expats returning to Nepal, owning to deportation/liberation, are subjected to entire
management of Government of Nepal in line with recommendation of concerned Nepali
Diplomatic Mission.

5. All foreigners arriving to Nepal and else ones with suspected symptoms of COVID-19 are
subjected to antigen test on arrival at airport and if tested negative; are permitted to entire & work
as per their schedule else, are isolated of hospitalized as per the health condition,

6. Vaccination & testing is not required for the minors below 5 years, Vaccinations are not mandatory
for the children between 5 to 18 years provided rest of procedures same as that for adults,

7. Foreigners are allowed to transit third countries via airport of Nepal. Those ones residing in Nepal
and willing to travel third country from Nepal or all foreign nationals departing from Nepal should
submit COVID-19 negative report (RT-PCR, Gene Xpert/True NAAT or WHO accredited test)
obtained within 48 hours priors to their departure of COVID-19 test requirement as specified by
their destination country and a print copy of International Online Departure From obtained after
online registration at www.ccmc.gov.np, and

8. Airlines are obliged to comply the aforementioned provisions and must not board or check-in the
ineligible passengers while travelling to & from Nepal.
