PROJECT TITLE: Procurement of Ten (10) Mobile Training Laboratory (MTL)

I. BACKGROUND AND RATIONALE

One of the various projects presented by the Director General and approved
by the President during the Cabinet Cluster meeting in Malacañang in July
2019 was the acquisition of Mobile Training Laboratory (MTL) with a budget of
of Php 536 Million. This project aims to support the delivery of skills
development and livelihood programs in the far-flung areas of the different
regions in the country. This is in response for mobilizing the “TESDA Abot
Lahat” paradigm under the National TESD Plan (NTESDP) strategic prong of
TVET for Social Equity and the implementation of the training programs for
the Poverty Reduction, Livelihood and Employment Cluster (PRLEC) under
Executive Order No. 70.

The partial budget of Php 50 Million for the procurement of MTL was included
in the 2020 General Appropriations Act (GAA) but was realigned to support
the adoption of economic measures in the government due to the emergency
health situation brought by COVID 19 pandemic pursuant to the issuance of
the National Budget Circular (NBC) No. 580, Series of 2020 of the
Department of Budget and Management (DBM). However, the DBM realigned
the budget of Php 50 million for the same project in the 2021 GAA to serve its
purpose.

Originally, the requested description of the MTL was a wing van-type which is
technically described as a six-wheeler truck customized with a wing-type body
that contains training tools and equipment. However, the regional offices
preferred a MTL that is composed of a 4x4 pick-up truck as its prime mover
with a detachable trailer that carries the tools and equipment instead of a wing
van type. This is to make the MTL accessible in areas with difficult road
conditions and hilly areas. Such preference was a result of the survey
conducted by the Office for Communities and LGUs through its Memorandum
No. 0070, s. 2021, addressed to all TESDA regional offices (except BARMM).

The Director General upon endorsement by DDGs Gabriel Luis R.


Quisumbing, Lina C. Sarmiento, and Rosanna A. Urdaneta, approved the
request to adopt the preferred 4x4 pick-up type MTL considering its
advantage and reasonableness over the wing van type of MTL. The same
request has been aired to the Director General during his visits to the regions.

II. OBJECTIVES

The project aims to provide a MTL that would mobilize the delivery of skills
development and livelihood programs in the far-flung areas, particularly those
that are located in the identified conflict-affected communities, disaster-prone
provinces, and provinces with high poverty incidence.

III. EXPECTED OUTPUTS

A. Primary Output: Mobile Training Laboratories (MTLs)

For 2021, ten (10) MTLs will be procured for the ten (10) selected
regions. The following regions were selected based on approved
criteria including their respective priority programs:

B. Secondary Outputs: Training Beneficiaries

The MTLs are expected to produce a total of about 5,180 enrollees and
4,662 graduates using a 10% drop-out rate per year from the skills training
programs within the two (2) identified qualifications.

IV. PROJECT COMPONENT


The component of each MTL are as follows:

● 1 unit of 4x4 Pick-up truck 1


● 1 unit of Trailer with customized design
● 2 sets of training tools and equipment (1 set each for the 2
qualifications identified).
● 1 set of other training related facilities (2units of PA System, 2 units of
Laptops, 2 units of smart TV, 502 units of Tablets, 2 units of
whiteboards and 2 units of fire extinguishers).

The 4 x 4 Pick-up Truck serves as the prime mover of the MTL, expected to
easy maneuver in hilly areas, and with the following specifications:

 Dimension (5,325mm x 1,900mm x 1,845mm);


 wheelbase (3,085 mm);
 seating capacity (5 persons);
 engine type (2.7-3.0 L Diesel, 4-Cylinder, 16-Valve DOHC Variable
Nozzle Turbo with Air-cooled Intercooler);
 maximum output (204Ps/3,400rpm);
 maximum torque (500Nm/1,600rpm);
 Fuel tank capacity (75-80 liters);
 Power Transmission (at least 6-Speed M/T).
The trailer will house the training tools and equipment, training supplies and
materials, and other training facilities, with the following specifications:
 body dimension (3,048mm x 2,134mm x 2,134mm),
 made of aluminum,
 divided longitudinally, and
 equipped with shelves to house the various training tools and
equipment and other training facilities two (2) qualifications MTL

The trailer is expected to be easily maneuvered in hilly areas of the country to


ensure maximum reach of the target communities.

The training tools and equipment are identified based on the priority programs
for the target province/region and will be used for training purposes for the
learners to acquire competencies as tools for their engagement in economic
activities.

V. MECHANICS OF IMPLEMENTATION

The project involves pre-implementation activities such as identifying the ten


(10) priority regions based on criteria established in relation to the
implementation of EO 70 and their respective priority training qualification
programs. This was conducted by the Communities and Local Government
Unit Services (CLGUS) as the Office of Primary Responsibility (OPR) for
coordination, implementation, and monitoring of the program at the national
level.

A part of the pre-implementation activities will be facilitated by the National


Institute for TESD (NITESD) at the TESDA Central Office specifically on the
conduct of technical specifications writing and price derivation which will serve
as reference in the preparation of terms of reference for procurement
purposes. This includes the design of the trailer which will house the training
tools and equipment and other training-related facilities. The technical
specifications of the 4 x 4 pick-up truck shall consider the power to easily
maneuver in hilly areas and its low maintenance cost.

The procurement of the MTLs will be facilitated by the Bids and Awards
Committee (BAC) of the TESDA Central Office following the provisions of
Republic-Act No. 9184 and its Revised Implementing Rules and Regulations.

VI. TOOLS AND EQUIPMENT LIST AND DISTRIBUTION MATRIX SCOPE OF


WORK, REQUIREMENTS AND ARRANGEMENTS

A. Scope of work

This project shall cover the following:


● delivery, installation, commissioning of goods; and
● functionality testing

B. Restriction
This project is open to bidders with similar contracts.

C. Technical Specification
See Annex A of this document for the detailed technical specification
of goods covered in this project. For items without tolerance, the
agency’s stated technical specifications shall be the minimum
technical specification/s requirements of the item.

D. Single Contract similar to the Contract to be Bid

"Similar Nature" shall mean any "basic tools", and “supply and delivery
of motor vehicle”.

Similar Largest Contract Completed shall mean any contract on


supply and delivery of "basic tools", and “supply and delivery of motor
vehicle”, and must be equivalent to at least 50% of the Approved
Budget for the Contract (ABC) of the bidded lot/s" of this procurement
project.

E. Requirement/s if Declared as Lowest/Single Calculated Bid (As


applicable)

To determine the compliance of the items with the requirements of the


agency, the actual sample of each item being offered by the bidder
together with the Technical Data Sheet will be submitted for purposes
of post-qualification. The bidder will have one (1) chance to present
such items.

If the bidder fails to present the sample of the items being offered by
them during the scheduled date of presentation, the Bids and Awards
Committee (BAC) shall declare the bidder post-disqualified for failure
to comply with the requirements. The bidder will also be considered
post-disqualified if different samples are presented for the same item.

For common items found in different lots, the bidders may present one
(1) sample for all the lots.

For this purpose, the term “common items” excludes items which have
the same description but with different technical specifications.

F. Required Instruction Manual and/or Datasheet/Brochure (As


applicable)
All tools, equipment, gadgets and electrically operated instruments
should have Standard Manufacturers Manual and/or
Datasheet/Specification Sheet/Brochure as indicated in Annex A.

Instruction Manual is an instructional book or booklet that is supplied


with almost all technologically advanced products such as electrical
products.

Datasheet/Specification Sheet/Brochure is a document that


summarizes the performance and other characteristics of a product,
machine, component that comes along with the product from its
release from the manufacturer.

G. Warranty Requirements

Tools and Equipment


As indicated in the warranty column of Annex A, all items shall
have at least 3-month warranty. Warranty period shall commence
from the date of acceptance after the conduct of functional
inspection and testing. In the event that the delivered toolkits are
defective within the warranty period, the winning bidder must
replace the item within one (1) month/thirty (30) calendar days
from issuance of a Notice of Defect. The winning bidder shall
shoulder the Cost of Return.

Prime Mover (Pick up- Truck)


The warranty period for all new Ford vehicles is 3 years from first
registration or 100,000 kilometers, whichever comes first.

The effectiveness of the warranty period is from the date of


acceptance.

H. Installation Requirements and Arrangements


The end-user shall coordinate with the suppliers to ensure the
proper installation of tools and equipment in the Trailer Truck and its
functionality prior to the delivery of goods :

This may include:


 provision of equipment layout; and/or
 Provision of Prime mover and Trailer Truck lay-out per
qualification.

The supplier shall cover for the cost of the following:


 Electrical system (Trailer Truck) – which may include the
following: enclosure/s, protective device(s), conduit and wires
(10ft.)
 Frame/Mounting platform/fixtures
 Provision of special/proprietary tools and/or instruments
needed for the installation and/or configuration of the
equipment. This tool/instrument shall be turned over to the end
user as part of the equipment package.

I. Site Delivery Inspection

● Each TESDA Regional Office shall create a Technical Inspection


and Acceptance Committee (TIAC) who shall inspect and verify the
delivery of goods as to quantity and conformity to specifications.
The TIAC shall submit the duly signed Inspection and Acceptance
Report (IAR) to the Regional Director which will be the reference of
the latter in the issuance of a Certificate of Acceptance.

Post Qualification and/or Acceptance Parameters, if


applicable.
The pick-up, trailer, tools and equipment shall be subjected to
visual and functional inspection and testing. The acceptance
parameters are as follows:
• Quantity per item and accessories, if applicable
• Compliance to the Specification (Offered vs. Delivered)
• Functionality

VII. DELIVERY DETAILS


All items shall be delivered thirty 30 calendar days upon approval of the
Notice to Proceed to the identified beneficiaries.

VIII. BUDGETARY REQUIREMENTS

The estimated total budgetary requirements for the Procurement of MTL including its
Training Tools and Equipment, and other training facilities for the ten beneficiary
regions is Forty-nine Million Nine Hundred Ninety-nine Thousand Nine Hundred
Ninety-seven Pesos and Eighty-five Centavos (Php 49,999,997.85)
