Framing
Currently Batman is an individual that operates in Gotham City
He operates as a Detective that helps the City's struggling police force
deal with the dangerous and prosperous underbelly of organized crime
The police force is struggling because the body of Organized Crime has
connections that makes evidence and witnesses go missing false
evidence being created and more things like this - this effectively makes
Law enforcement mechanisms toothless
What we need to understand at the onset is that Batman is not a vigilante
he is a detective and since he is not sanctioned by any competent
authority - he is an amateur detective that utilises technology and uses a
mask to remain anonomous He is literally the offline equivalent of an
amateur hacker that trolls pedophiles on reddit by hacking into their
computers and leaking their storage drives to the local police
Now technically being an amateur detective is not illegal - as long as he
does not interfere with the investigation he is operating within the law
and if he is helping in the discovery of information - he becomes the
equivalent of a responsible citizen that is simply performing is civic duty
So Batman primarily being a Detective - follows the code of ethics that
Detectives are required to follow - this includes not killing suspects (or
confirmed criminals) but merely handing them over to the appropriate
authorites - and letting justice take it's course
This current situation allows batman to continue the way he works
without attracting legal liability in most cases

Arguments
If Batman were to start killing people then it would do two things
 He would no longer be considered to be a Detective
He would be considered a vigilante
He would be considered a muderer and be tried as such
The best way to prevent the police losing evidence is to make sure that
this evidence is kept with a party that is equipped to keep evidence safe
from danger and concealed Batman is this party for two reasons
He has demonstrated his capability to protect himself
We don't know why but he is more incentivised to perform a
detective's duty than some of the detectives working for Gotham
Being an amateur he is open to use certain avenues to procure
evidence that are not accesible to the Police
Gotham being a city that has a corrupt law enforcment that is easily
swayed by the leaders of the organized crime bodies may result in Batman
being shot off the streets altogether Resulting in a lack of his activity
altogether putting us in a worse situation than we began with
If you allow Batman to start killing we divide the population into  differnet
categories
Those that may be killed by Batman
▪ More realistically it would include anyone found at the scene of
crime This makes it immesely easy for people to be framed by
the already highly developed criminal underbelly
