EXECUTIVE SUMMARY
The current COVID-19 pandemic has posed significant obstacles and
has impacted educational institutions, and no one knows when it will cease.
Every country is currently putting in place plans and processes to contain
the virus, but the number of illnesses continues to rise. In the educational
context, the new normal should be considered in the formulation and
execution of the "new normal educational policy" in order to maintain and
offer excellent education despite lockdown and community quarantine.
Most countries around the world have temporarily closed educational
institutions to prevent the spread of the COVID-19 pandemic and minimize
infections for nearly two pandemic months. More than 1.2 billion students
worldwide have been affected by the closure, with more than 28 million
students in the Philippines (UNESCO, 2020). As a result of these
circumstances, educational authorities have opted to adopt the new normal
in education. The Department of Education (DepEd) implemented the
Learning Continuity Plan (LCP) in basic education for the School Year 2020-
2021, with classes starting on August 2020 instead of June 2020.
Despite the global situation, the Recuerdo National High School
Learning Continuity Plan (LCP) was created to meet the inherent challenges
of the new challenges encountered by the education sector in order to
continue with its mission of equipping the youth with the competencies
required as they prepare for their future.
Recuerdo National High School fosters and ensures our students'
safety while providing them with the high-quality education. To ensure that
everyone at the school is in great health, the school improves its
relationships and links with our stakeholders and community partners.
While we're at it, we'll think about the most comfortable and accessible
learning method for both parents and students. The Inter-Agency Task Force
(IATF) regulations and recommendations will be strictly followed, and
partnerships with stakeholders will be reinforced and continued.
Alternative Work Arrangement (AWA) for teaching and non-teaching
personnel was also implemented to avoid the possible spread of the virus.
The learning modality will be adopted once more to ensure that printed Self-

Learning Modules and Learning Activity Sheets are still used for learning.
Class schedule was also carefully designed for proper distribution of
teaching loads. Teachers are highly encouraged to participate in webinars
and virtual LAC sessions for their professional and personal development.
Recuerdo National High School has the following goals in order to be
able to respond to the challenge of continuing the teaching-learning process
in the midst of a worldwide health crisis:
1. Ensure that the learning environment is both safe and conducive;
2. Evaluate if teachers are equipped to deal with the demands of the
new normal, and whether pupils are motivated to learn new skills
necessary for success in the next grade level;
3. Create a map of learning situations and learner profiles;
4. Align the curricular standards with the accessible learning
materials;
5. Make use of ICT systems and other media that are available;
6. Capacitate school officials and teachers on how to design and
implement various non-face-to-face learning delivery methods; and
7. Educate students and parents on how to reach out to teachers and
communicate with them.
INTRODUCTION
As part of the Philippines’ short and long term strategies, Department
of Education devised Basic Education Learning Continuity Plan (BE-LCoP) in
the time of COVID 19 that response to the challenges posed by COVID 19
and serves as a guideline for the department on how to deliver education in
time of pandemic while ensuring the health, safety, and welfare of all
learners, teachers and personnel of DepEd. As stated by DepEd Secretary
Leonor M. Briones, education must continue whatever the changes and even
dangers we confront now and in the future.
In times of crisis, the teaching and learning process takes on a new
meaning. The COVID 19's unexpected effects necessitated adapting and
adopting new methods to continue providing the learners with what they
deserve. The emerging style of delivery, remote or distant learning, uses a

variety of modalities to compensate for the loss of traditional face-to-face
class interaction.
The previous school year taught us several lessons and encouraged us
to make required modifications and improvements in terms of providing
quality education within the new normal, thus we devised our own BE-LCoP.
The following are the lessons learned by Recuerdo National High School:
1. The management of a more flexible Alternative Work Arrangement, as
well as its strict implementation, is required;
2. To ensure the safety and health of school workers and
parents/guardians, adjustments to the Schedule of
Distribution/Retrieval based on the COVID 19 situation in the locality
must be made on a need-to-do basis;
3. Modular distance learning through online platform could not be
implemented. Similarly, many learners did not have the technical
capacity (smart phones/internet connectivity) to continue the
Modular-Digital DL modality. Another barrier to their uptake and
utilization was the financial cost;
4. There were parents who were unable to assist their children in
answering their SLMs because they were often working or could
barely read or write; and
5. There is a requirement to be strict in following Health and Safety
Protocol, with adjustments made based on the COVID 19 situation in
the community where the school is located.
These lessons are keys and essential for students of Recuerdo
National High School to acquire quality education. Furthermore, the school
is governed by the following principles:
1. Ensure learning continuity through adjusting K-12 curriculum,
aligning learning materials, deploying numerous learning delivery
modalities, providing matching training for teachers and school
leaders, and ensuring proper orientation of learners' parents or
guardians;
2. Protect the health, safety, and well-being of students, teachers, and
staff, as well as prevent the spread of COVID-19;

3. Facilitate the safe return of teaching and non-teaching personnel, as
well as students, to their workplaces and schools, based on scenarios
projected by the Department of Health (DOH) and the Inter-Agency
Task Force for the Management of Emerging Infectious Diseases in
the Philippines (IATF), as well as other credible sources and DepEd's
own risk assessments;
4. Be mindful of equitable considerations and concerns, and do our best
to address them; and
5. Guided and motivated by Sulong EduKalidad's goals and objectives in
creating and implementing the BE-LCoP,
Goal and Specific Objectives
The BE-LCOP of Recuerdo National High School has the following
goals and objectives, which are derived from the Department of Education's
battle cry, Sulong EduKalidad:
1. Strengthen the teachers’ skills by means of providing them
appropriate and adequate technical assistance
2. To improve the school’s education system so as to cater the needs
of the learners and the community
3. To make the learning accessible to all learners regardless of their
situation in life, hence, to deliver quality basic education to all

the goal of the Department: to ensure the continuous provision of the quality
education through the learning delivery modalities even amidst the changes
brought by the global pandemic.

Makabansa are also taken into consideration in designing the BE-LCOP

SITUATIONAL ANALYSIS
The outbreak of COVID-19 Pandemic across the world affects almost
all aspects of life, including education. The government limits face-to-face
learning in all schools within the country due to health global crisis. This
has been a challenge for the Department of Education on how to continue
education despite of the pandemic. However, DepEd ensures that all
learners are able to complete their basic education.
In response to the COVID-19 pandemic, Recuerdo National High
School, with the support of our internal and external stakeholders, we
adopted the learning delivery modality that will cater to the students need.
In terms of new alternate delivery methods, Modular Distance Learning is
leading the way. Programs and projects were conducted to address
educational challenges. In addition, learners can communicate their
teachers via e-mail, phone, text message/instant messaging, and other
platforms. If necessary, the teacher may make home visits to students that
need remediation or assistance. The teacher is responsible for keeping track
of the students' progress. Health standards set by the Inter-Agency Task
Force (IATF) were also strictly followed.
As we fulfil the Department’s mission and vision, the school is
committed to provide a learner-centered instruction and assures that each
learner must have access to quality, equitable, culture-based, and complete
basic education despite of the health crisis.

Recuerdo National High School caters to 295 Junior High School
learners (S.Y. 2020-2021) and 61 Senior High School learners (S.Y. 2020-
2021). The estimated enrolment for the following school year demonstrates
that the number of students expected to enrol is still increasing. The data
implied that a growth in enrolment necessitates more school resources,
especially learning materials, whether printed or not.

Based on the latest survey conducted by the school, all the students
(100%) of the learners preferred the Modular Printed Modality. There is no
variation in the data yielded in the survey conducted before the start of
school year 2020-2021 last October, 2020 which showed that 100% of
parents and learners chose Modular-Printed due to lack of
gadget/equipment, insufficient load/data allowance and unstable
mobile/internet connection. Data also revealed that in order to achieve the
highest teaching and learning outcomes, schools must be prepared to offer
different Learning Delivery Modalities. Other modality possibilities can be
examined and tested as part of the changes to see which best suits the
learners.

Self-Learning Modules (SLMs) were made accessible in print and
digital form and were utilized during the school year 2020-2021, in addition
to the textbooks that were supplied to the schools. This number of SLMs, 11,
555 is approximately only 0.3 percent of the total requirements since all of
the learners preferred the modular printed learning modality. Due to
insufficient number of SLMs given by DepEd and some of them arrived late,
the school implemented a shifting strategy, and SLMs requirements in
schools were implemented with the help of the school MOOE and donations
from stakeholders. Because the previous survey revealed that learners
exercise shifting from one LDM to another, printing requirements for SLMs
and other learning resources will be reduced.

Sulong Edukalidad is the response to the government’s key priority of
providing access to quality education, is an endeavor to address the gaps in
basic education and an effort to ensure that no Filipino learner would be left
behind. At the center of this undertaking is the Filipino learner, whose
welfare is the DepEd’s priority.
As part of the vision, by 2022 we will have a nation loving and
competent lifelong learners able to respond to challenges and opportunities
through the delivery of quality, accessible, relevant and liberating K to 12
