The school has offered Printed, Modular Distance Learning as the learning
delivery modality enrolled in by 100% of its students last S.Y. 2020 – 2021. The
contactless flow of learning was achieved as the school successfully provided a 1:1
ratio of learning resources for all the learners’ academic subjects. The health protocols
that were set by IATF were also strictly followed by the school community upon sharing
their prompt and obedient compliance to the school’s procedures in entering, staying,
and exiting the school premises.
The school had successfully promoted a total of 557 learners last S.Y. 2020 –
2021 including its 17 Grade 10 learners who were the 1 st completers of the school’s
history as they all successfully moved-up last July 15, 2021.
As the school heads its way on the 2nd year of the “New Normal”, crafting this
Basic Education Learning Continuity and Operational Plan (BELCOP) would be more
beneficial for it to achieve a more realistic and attainable goals and objectives as well
as to address its needs for better school functions and learning outcomes.
This BELCOP will give you a glimpse on how much the school is preparing to
better implement its programs, projects, and activities successfully this School Year
S.Y. especially on how each of it is emphasized on the five Key-Result Areas set for
the crafting of this plan.
The plan ensures that its school plans will cover its designed recipients and
targets upon the implementation, monitoring, evaluation, and adjustment that will be
done for each plan. Moreover, this also includes the reinforcement the school plans
for a more secured and safe transactions of the members of the school community as
it implements a morestrict compliance to health protocols that will surely help the
country in lessening the worrying growth of COVID-19 and its variants’ cases.
The plan also targets to maintain and strengthen the connection to its
stakeholders and to keep on looking for more of them to achieve school’s plans for its
improvement and even to the maximization of the learning process of the learners.
The school’s readiness in the complex changes that can be brought by the changing
community quarantine status of its area would no longer hinder the continuous
communication it has to its stakeholders as they are already capacitated in the usage
of these technological advancements to continue providing their services and
whatever they can do to put into action all of the plans they all agreed to be
implemented.
As the major feature of the new normal in education, the school shall continue
to provide Self-Learning Materials and other learning resources to learners as well as
the provision of digitized materials aligned with the Most Essential Learning
Competencies (MELC).
With this plan, the school aims to intensify the quality and sustainability of
learning delivery while implementing Modular Distance Learning (MDL) platform as
the primary mode of learning. That despite the uncertainty brought by the new normal,
the execution of this plan will definitely suit the coping up ability of learners and ensure
the reliability and flexibility in the delivery of learning. The highlighted learning modality
that serves as reference of this BE-LCOP also intends to enkindle enthusiasm and
inspire every learner to ponder every activity at home a learning space away from
school.
With the BE-LCOP as guide and the main term of reference, San Rafael
National High School hope to realize its objectives of providing holistic education
among the youth here in City of San Jose Del Monte, Bulacan as well as its
neighboring communities.
This BE-Learning Continuity Operational Plan (BE-LCOP) shall anchor all the
programs, projects, and activities the school shall undertake for the School Year 2021-
2022.
Enabling Objectives:
1. Establish a transparent process flow which will serve as direction in the proper and
organize implementation and execution of all projects and activities of the school be
it academic, community linkages and physical enhancement that will sustain and
support continuity of learning to learners.
2. Make certain that funds and resources were reasonably allocated, efficiently being
utilized and properly disbursed to support and sustain the effective delivery of
learning and services to stakeholders.
3. Sustain school’s resiliency thru an efficient and effective response to the volatile
effect of the pandemic which includes maintaining and nourishing a safe and secure
learning environment to ensure positive delivery and learning continuity.
5. Capacitate learners and other stakeholders of the school by providing them venues
where they can express and hone their skills and capabilities in a new normal
condition.
San Rafael National High School started its operation last July 15, 2019,
offering grades 7 and 8 curriculum only with almost 200 learners under the supervision
of eight teachers in the administration of the officer-in-charge, Mark Ian B. Bunyog,
Assistant Principal II. The starting year had been very challenging where the school
operational budget only relied on donations and the canteen fund.
The school year after, number of learners and teachers increased. Also, in the
same school year the budget for school maintenance and other operating expenses
was provided. However, due to pandemic caused by COVID-19, the school needs
more support to achieve its goals and objectives. The following data describe the
current situation of the school.

Last year the school was provided insufficient number of copies of printed
modules to obtain 1:1 ratio of learners to learning resources. To achieve this ratio, the
school used its equipment to produce lacking number of copies of SLMs. Also, to
address delay issues from the delivery of SLMs, the school initiated the development
of other learning resources such as LAS and Self-Learning Assessment Tool (SLAT).
For School Year 2021-2022, San Rafael National High School will be offering the same
learning modality due to limited learning resources for other learning modalities.

Baseline Information
Based on the data presented from the table above, it shows that there is no
available data on the school’s Cohort Survival Rate because it just had completed its
second year of operation. On the other hand, the increase in the number of enrollees
from S.Y. 2019-2020 to S.Y. 2020-2021 has led an evident increase in the school’s
promotion and completion rate. Moreover, the school’s dropout rate has made a
significant change from 13.88% to 0.36% as the school wrapped up its end of school
year for 2020 – 2021.
The data above clearly shows that the change in ratio from S.Y. 2019 – 2020
to S.Y. 2020 – 2021 was affected by the increase of the school’s enrollment leading
to the call for more facilitator, facilities, and learning resources to be provided to be
sufficient to what will the learners need especially when face-to-face classes get back
on board.
