On behalf of President Rodrigo R Duterte, Interior and Local Government

Secretary Eduardo M Año, handed the PNP Command Saber to Eleazar which
symbolizes command of the 228,000-strong national police organization.
 
Earlier during the simple Change of Command Ceremony, retiring PNP Chief,
Police General Debold M Sinas relinquished command of the PNP ahead of his
retirement tomorrow, May 8.
 
Both Sinas and Eleazar are members of the illustrious PMA “Hinirang” Class
of 1987 along with the two other members of the PNP Command Group: PLTGEN
Joselito Vera Cruz, the 3rd in command as The Deputy Chief for Operations, and
PLTGEN Israel Ephraim Dickson the 4th in command as The Chief Directorial Staff.
 
Eleazar graduated Cum Laude and Top 4 in the order of merit of PMA Class
1987.
 
In his acceptance speech, Eleazar said his leadership of the PNP will anchor
on a 3-pronged Intensified Cleanliness Policy (ICP) encompassing physical
cleanliness in police offices and camps, cleanliness and integrity among the ranks of
police personnel and units, and cleanliness in the community on peace and order
concerns.
 
He explained that the Intensified Cleanliness Policy is based on the broken
window theory which basically states that small problems must be fixed immediately
before they get worse. It starts, he said, with the cleanliness in all police offices.
 
“Our PCP or our Police Station is considered as the window to the soul of the
Philippine National Police. It is where the lasting first impressions of the people are
built. It is where the respect of community is established, and it is where the trust and
confidence of the people are founded,” said Eleazar.
 
“Hindi sa Camp Crame, hindi sa Regional Police Headquarters at hindi sa
Provincial Police Headquarters kung hindi sa Police Community Precincts at sa mga
Police Stations pumupunta ang ating mga kababayan upang humingi ng tulong sa
kapulisan.
 
Kung sa bukana pa lang ng police station ay makikita na ang nagkalat na
upos ng sigarilyo at basurang nagkalat, at kung sa bukana pa lang ay mapanghi na
ang simoy ng hangin, mahihirapan tayong makuha ang respeto at tiwala ng ating
mga kababayan na ating pinagsisilbihan,” he added.
 
He said, the ICP will be institutionalized in all aspects personnel and
administrative management in the PNP beginning with a thorough cleansing and
introduction of the QR Code System in the PNP recruitment process, “Sa QR Code
or Quick Response Code, walang pangalan, walang mukha, only their qualifications
would be the basis of their evaluation,” he said.
 
Under the ICP, he said, effective supervision ensures good leadership by
example down to the lowest units.
 
He said, “Even if we have qualified new PNP personnel with the proper
training, kung ang madadatnan naman nitong mga bagitong pulis ay mga
kasamahang bad influence na magtuturo sa kanila ng mga maling sistema ng
pangongotong, pagiging tamad, abusado at gahaman sa pera, wala ring
mangyayari.”
 
The third prong of the ICP focuses on peace and order problems in the
community with an Improved Complaint Referral and Monitoring System to address
perennial concerns on Street Crime, Illegal Drugs, Communist Insurgency and
Terrorism, Cybercrime, and COVID-19.
 
“I assure our kababayans that once you report your concerns, it is considered
as a direct order from me as the Chief of the Philippine National Police to all police
stations and units to respond and give immediate actions. Sumbong mo, aksyon ko,”
Eleazar emphasized.
 
Expressing his thoughts on communist insurgency and terrorism, Eleazar
said,” the more we make our presence and service felt in the grassroots, the more
we manifest collaboration with the barangay citizenry—the more we gain ground in
the fight for both communist insurgency and terrorism”.
 
Upon graduation from PMA, Eleazar saw action in Southern Luzon at the
height of the communist insurgency during the late 80’s when he was assigned to
intelligence and combat operations duties as Junior Officer of Philippine
Constabulary Companies in Laguna and Cavite, and Commanding Officer of the
Special Action Company of the Southern Tagalog Regional Special Action Force.
 
He would later volunteer for an international peace-keeping mission as
Civilian Police under the United Nations Transitional Authority in Cambodia
(UNTAC), and returned to theater of operations in Southern Tagalog Region as
Intelligence and Operations Officer of the 4th Regional Office of the Highway Patrol
Group, where he was instrumental in the neutralization of notorious carjacking and
highway robbery groups in the region.
 
As a field-grade officer, Eleazar served as Chief of Police of San Pedro,
Laguna; Provincial Officer of the Criminal Investigation and Detection Group in
Batangas and Laguna; and Chief Investigator of the Police Anti-Crime and
Emergency Response (PACER), the forerunner of the Anti-Kidnapping Group where
he figured prominently in the neutralization of various kidnap-for-ransom groups.
 
His exposure in the field of investigation and operations during his stint in
PACER further led to his designation as the CIDG Regional Chief in Central Luzon
and Central Visayas, where he waged a relentless campaign against organized
crime groups and other threat groups in these regions.
 
At the National Headquarters, he was assigned to various administrative
positions in the Directorate for Logistics and Directorate for Comptrollership where
he would further hone his managerial skills in logistics and finance.
 
He would later take command of the PNP Anti-Cybercrime Group and lead
the PNP’s campaign against online sexual exploitation of children, and internet-
based fraud and criminal activity.
 
In 2016, he took the helm of the Quezon City Police District where he waged
relentless anti-crime and anti-illegal drug operations that led to the arrest of notorious
street criminals; dismantling of notorious robbery-holdup groups; and arrest and
neutralization of drug targets including rogue police personnel involved in crime.
Under his leadership, QCPD was recognized in a survey commissioned by
NAPOLCOM as the “most trusted Police District in NCRPO”.
 
He was eventually elevated to positions of greater responsibility as PNP
Regional Director for CALABARZON and Metro Manila.
 
In the PNP higher echelon at the PNP Command Group, Eleazar served with
distinction as The Deputy Chief for Operations where he concurrently headed the
Joint Task Force COVID Shield as the law enforcement and public safety arm of the
Inter-Agency Task Force on Management of Emerging Infectious Diseases (IATF-
MEID).
 
As Deputy Chief for Administration and PNP 2nd in command, he led the
Administrative Support to COVID-19 Operations Task Force (ASCOTF) tasked with
coordinating all PNP administrative actions in support to police operational response
to COVID-19, from law enforcement and public safety operations, PNP medical and
healthcare interventions, and treatment and vaccination.
 
In between these significant highlights in his career, Eleazar received
numerous awards and recognition including the coveted Medalya ng Kadakilaan
(PNP Heroism Medal) bestowed on members of the police organization who have
accomplished acts of heroism not involving combat, and the Medalya ng
Katangitanging Gawa (PNP Outstanding Achievement Medal).
 
For his services to the United Nations mission in Cambodia, was given
recognition by the UN for his service in the UN Transitional Authority in Cambodia.
He was named Best Community-Oriented Policeman by the PNP and the Rotary
Club in 2000 after he was named National Junior Police Commissioned Officer of
1999. He was also a recipient of the Ambassador’s Choice Excellence Award in the
2018 Asian Achievers Awards given by the the Asia-Pacific Economic Cooperation.
 
He received the Police Cavalier Award from the PMA Alumni Association Inc.
in 2019, the same year he was named NCR regional winner of the Civil Service
Commission’s Presidential Lingkod ng Bayan Award and was given by the
Metrobank Foundation Inc. an Award for Continuing Excellence and Service.
 
Born to a World War 2 veteran father, Eleazar hails from Tagkawayan,
Quezon and is a product of the public school system.
