We provide support to victim-survivors of sexual violence who are in critical need. Over the past year, some victims are worried about the pandemic and stay at home for a longer period of time, which aggravates their emotional and family problems and increases their needs for emotional support. Therefore we expanded the RainLily SafeChat online support service in August last year to victim-survivors in need. In response to the fact that the survivors of child sexual abuse had a serious delay in seeking help as articulated in our previous research report, we thereby initiated a follow-up research project, entitled as "Unspeakable Childhood”, in 2019. Through interviewing 16 adult survivors who had experienced sexual assault in childhood, we have then published a research report, entitled as “Belated Listening, Delayed Healing — An Exploratory Study of Disclosure and Help- Seeking Practices Among Adult Survivors of Child Sexual Abuse”, and have held a round table conference to address the related issues. Interested groups were invited to discuss support services for adult survivors of child sexual abuse and suggestions for improvement of related policies. With regard to the one-stop crisis support services, in order to take one step further to follow up on the motion passed by the Legislative Council in 2019 on “Requesting the Government to set up crisis support centres for sexual violence victims and abused children in public hospitals”, we collected and analysed 40 cases who had received the one-stop crisis support service from RainLily in September last year. 80% of the cases failed to use a separate room in the emergency room to take statements. In response to the pandemic, public hospitals have limited capacity, making it even more difficult for victims to receive one-stop crisis support services in hospitals. The Hospital Authority stated that it will investigate the provision and optimisation of designated rooms or facilities in newly built hospitals or rebuilt hospitals in the long-term plan for use by patients with different needs, including victims of sexual violence. On the other hand, expanding the scope of justice and exploring alternative justice other than judicial justice are the themes of RainLily’s work this year. During the year, we have established a number of narrative practice groups and worked with the participants to break through the traditional, narrow definition of justice with only binary opposition and zero-sum interpretations. We have also raised more people's awareness of the harm that sexual violence brings to individuals and society and the judicial system’s restrictions on handling sexual violence cases. Based on the concept that victims have the right to claim justice, we practice justice in the community from time to time and support survivors to reconstruct their broken lives. In order to support the survivors’ will to speak up, we invited the victims to participate in the “Labelled Clothes” exhibition held in December last year to show their clothing at the time of the sexual assault. It is hoped that this will break the public’s myth of sexual assault caused by sexy outfits and condemn the culture of accusing victims. In addition, we also work with groups to allow survivors to have a dialogue with the offender through text and voice messages. This can empower the survivors and the offender can be made aware of the fact that non-consensual recording is a form of image-based sexual violence to the victims involved This year marks the 21st anniversary of RainLily, the demand for support services to victim-survivors of sexual violence continues to increase and we will continue to raise funds to improve our services. Not only is our counselling room and counselling service urgently in need of sustainable and reliable funding, but we also need support from all walks of life for our diversified work, especially volunteer lawyers who provide legal consultation services and our SafeChat online support services. RainLily has 24-hour crisis centres in Kowloon and the New Territories, offering victim-survivors the support they need. Combining different specialized services together, victim- survivors can be spared from running around and recounting their painful experience repeatedly. The address of the crisis centres is strictly confidential to protect the privacy of service users. They have a warm and homey design with a safe and comfortable environment. In view of this, the SafeChat online support service was launched in August 2020 with funding from Manan Trust, not only providing a safe and confidential online platform for people who have experienced sexual violence and their supporters, but also allowing them to seek help through WhatsApp, Instagram, and email. This service provides support for people of all genders and different sexual orientations. In addition to providing online emotional support, counsellors will also arrange appropriate support services, including intimate images removal from online platforms, legal consultation, etc. This year, RainLily’s SafeChat online support service programme served more than 200 people. According to the statistics, victims of image- based sexual violence (20%) tend to seek help through online support, while the majority of the victims tend to seek help through WhatsApp. The overall average age is relatively young, mainly 14-29 years old (84%). Every time | work as an online counsellor, | feel like having a conversation with service users through the gap and under the veil “I'm actually so unhappy” and “| can't get over it” Those who use WhatsApp and Instagram to seek help from RainLily often talk about their feelings this way at the beginning. They may have to calm down for one or two hours before they can be reached again. It turned out that they had just been working, in a meeting, or having dinner, and couldn't contain their uncomfortable emotions. They sent a text message to us, and then they immersed themselves in the tasks of their daily lives again This rhythm of dialogue is not uncommon and | deeply appreciate their effort in carrying on with their daily and social lives. Therefore, | always wait patiently until they have spare time to pick up where we have left off. Through these conversations, | hope that their trauma and failure in carrying on with their lives can also be understood and accepted. By providing care through these short windows of time, | hope that the victims can be encouraged to reserve more time for themselves so that they can better concentrate on taking care of their vulnerabilities other than their daily routines. Sometimes, the help seekers do not mention their name or gender in the entire online conversation. | know how they feel deep down in their hearts as well as their most embarrassing personal history without knowing anything about their personal identity. And this is probably why they choose to contact us online. It is the distance created by the internet that provides the help seekers a sense of security. Therefore, | always choose every word, emoticon, and even punctuation carefully to let them feel that they are being listened to and their sharing being valued. This year, with the topics of child sexual abuse, sexual harassment, and intimate partner sexual violence, 4 groups were organised and 32 sessions of narrative practice were held. Each with about 6 to 8 members, the treatment groups provide the members with a private space to disclose and share their stories. This way, the members are able to find comfort, empathy, and the power to move on by communicating with their fellow supporters. For victim-survivors of sexual violence, particularly those who suffered sexual assault in childhood, it is more difficult for them to seek justice from the judicial system. However, a group organised with a narrative practice approach provides a platform for victims to speak out, allowing them to tell their stories, listen to each other's experiences, and retell each other's stories. With the practice of narrative justice, the victims can be empowered to accept and understand. The team members will try to break down different sexual violence myths in society, explore the influence of mainstream social discourse on their recovery in the past, and integrate and rewrite a new survivor story. We have also found that these victims have a serious tendency to delay seeking help or reporting crimes. The victims often start seeking help several years or even more than 10 years after the incident. In view of this, RainLily immediately launched a new study “Belated Listening, Delayed Healing - An Exploratory Study of Disclosure and Help-Seeking Practices Among Adult Survivors of Child Sexual Abuse” to discuss the difficulties and challenges experienced by adult survivors of child sexual abuse during the entire process of disclosing incidents and seeking external help, and provide suggestions for the improvement of services and policies that support survivors. This study was conducted using qualitative research methods to collect relevant data and conduct statistical analysis. Through purposive sampling, the research team successfully recruited 16 adult survivors of child sexual abuse from RainLily’s service users for in-depth interviews. After systematic sorting and analysis, the study report was officially released in September 2020. The key findings of the study include: 1) The vast majority of survivors did not receive a positive response or appropriate follow-up from listeners or companions when they disclosed their sexual abuse experiences to those around them during their childhood, directly or indirectly dispelled their thoughts of continuing to disclose the incident or asking for help. 2)Many interviewees revealed that they have mentioned their experiences and feelings to different people more than once in adulthood. With the accumulation of relevant experience and continuous positive responses from people around them, every narrative experience is important for them to walk out from the trauma. 3) The assistance of professionals or related service organisations has a positive effect on the healing of survivors’ trauma, but improper handling during the service process will cause them to suffer secondary trauma. In response to the findings of this study, in order to raise the public’s awareness of child sexual abuse, we held the “I’m Not Silenced: A Symposium on Help-seeking Experience and Service Improvement Suggestions for Adult Survivors of Child Sexual Abuse” in November 2020. Multiple professionals in the industry were invited to share their experience in dealing with child sexual abuse from different perspectives, review the existing support services and measures, and discuss survivor support services, suggestions for improving related policies, and directions for future development. We hold study and exchange meetings with a number of interest groups and RainLily service users to discuss government legislative proposals. In order to raise the public's awareness of legislation, we also encouraged the public to provide feedback through social media. We submit detailed suggestions to the government regarding the “threat to distribute intimate images” and “empower the court to order the removal or disposal of such photos”. The Government accepted the public opinions and our suggestions and gazetted the Crimes (Amendment) Bill 2021 in March 2021 to stipulate legislation on the behavior of “threat to distribute intimate images “. The Legislative Council subsequently established the Bills Committee in April to review the above-mentioned bill. We shall continue to express our views to the Government and Legislative Council on various parts of the proposed legislation. We have been following up on the usage conditions of the designated rooms mentioned above through the Legislative Council and Social Welfare Department. We have also followed up on the schedule, reserved funding and detailed plans for the government to set up three crisis support centers on Hong Kong Island, Kowloon, and the New Territories through raising questions at the Legislative Council, especially the plan to establish crisis support centers in newly built or refurbished hospitals. Therefore, the proposed mechanism only needs to include conviction records of sex offenders who pose a risk of sexual violence to children and MIP. It is hoped that the mechanism can truly play the role of protecting children and MIP, so as to meet the conditions for changing to a legal mechanism.
