4kV, 200kVA Transformer, 11kV line and 400V Panel Testing &
Commissioning Procedure

Documentation

Contractor shall submit the drawing for approval to the government authority. Contractor
shall provide the approved drawings for each party who participates in testing and
commissioning.

Factory Test Report

Contractor shall provide a Factory Test Report before testing and commissioning.

Testing Equipment

All instrumentation and equipment required for inspection, testing and commissioning
shall be calibrated and maintained by the Contractor. The Contractor shall submit all valid
calibration records from manufacturer and/or recognised laboratories and testing authorities
before the use of such instrumentation and equipment.

Testing Procedure for 400V Panel

Switchboard shall be tested in the manner indicated below:

a) Checking the switchboard by mechanical checking that are dimension, door hinges,
internal cover, door key, color, external door, door seal, finishing IP, form of
switchboard etc.
b) Switchboard shall be tested for dielectric test as per local / international standard.
c) All cable connections and bus bars shall be checked for continuity.
d) The operation of the protective devices shall be tested by means of secondary and
primary injection tests.
e) All electrical components shall be checked as per approved drawing.
f) All bus bar shall be checked as per manufacturer specification (thickness, area of bus
bar etc)
g) Indication lamps shall be checked for proper working.
h) The operation of the breakers shall be tested for tripping.
i) All cables termination shall be checked tightness test with torque wench as per
manufacturer recommendation.
j) Cable and bus bar installations shall test the AC dielectric strength test as per local
rules and regulation.
k) Cable and bus bar installations shall test the DC insulation resistance before and after
the AC dielectric test as per local rules and regulation.
l) After all testing can be acceptable, functional test of breakers shall be carried out.
m) Switchboard shall be appropriately labeled to indicate the circuit they serve. The
Contractor shall submit these labels and single line to the Construction Supervisor for
approval.
Testing Procedure for Overhead lines

Contractor shall request testing for overhead lines it shall be checked whether:
a) All conductors and apparatus including live parts thereof are inaccessible.
b) The types and size of supports are suitable for the overhead lines/conductors used and
are in accordance with approved drawing and standards.
c) Clearances from ground level to the lowest conductor of overhead lines, sag
conditions, etc, are in accordance with the local standard.
d) Guard wire is properly earthed as per local rules and regulations.
e) Stays are provided suitably on the over-headlines as required stay insulators.
f) Anti-climbing devices and Danger Board/Caution Board Notices are provided.
g) Clearance between the live conductor and the earthed metal parts are adequate
h) All insulators are properly and securely mounted; also they are not damaged.
i) The earth resistance of each electrode shall be measured.
j) Earth resistance of earthing grid shall be measured.
n) All electrodes shall be connected to the grid and the earth resistance of the entire
earthing system shall be measured

Testing Procedure for 11/0.4kV, 200kVA , 3phase Transformer

Contractor shall request inspection to Construction Supervisor for testing of the


following steps:
a) The installation has been carried out in accordance with the approved drawings
b) Phase-to-phase and phase to earth clearances are provided as per local rules and
regulation.
c) All equipments are efficiently earthed and properly connected to the required number
of earth electrodes.
d) The required ground clearance to live terminals is provided.
e) Suitable fencing is provided with gate with lockable arrangements.
f) The required number of caution boards and fire-fighting are kept in the substation.
g) Free accessibility is provided for all equipments for normal operation.
h) All name plates are fixed and the equipments are fully painted.
i) All construction materials and temporary connections are removed.
j) Oil-level, bus bar tightness, transformer tap position, etc, are in order.
k) Earth pipe troughs and cover slabs are provided for earth electrodes/earth pits and the
neutral and LA earth pits are marked for easy identification
l) Earth connections are visible and easily accessible.
m) LT panels switchgears are all vermin and damp-proof and all unused openings or
holes are blocked properly.
n) The earth bus bars have tight connections and corrosion-free joint surfaces;
o) Operating handle of protective devices are provided at an accessible height from
ground.
p) Adequate clearance is available in the transformer location for easy topping-up of oil,
maintenance, etc.
q) Clearances in the front, rear and sides of the switchboards are adequate.
r) Insulators are free from cracks, and are clean.
s) In transformers, free from oil leak.
t) Connections to bushing in transformers for tightness and good contact.
u) Bushings are free from cracks and are clean.
v) Oil and winding temperature are set for specific requirements in transformers.
w) All incoming and outgoing circuits of HV and MV panels are clearly and indelibly
labeled for identifications.
x) No cable is damaged.
y) There is adequate clearance around the equipments installed
z) Cable terminations are proper.
aa) Testing for winding resistance as per local rules and regulations.
bb) Contractor shall request vector group and ratio test.
cc) Testing and recording of earth resistance as per local rules and regulations.
dd) Contractor shall test the AC dielectric strength test as per local rules and regulation.
ee) Contractor shall test the DC insulation resistance before and after the AC dielectric
test as per local rules and regulation.
ff) After all testing result are accepted by Authorized person, proceeding for energizing
and commissioning for transformer and accessories.

Commissioning

Upon completion of the installation, a preliminary site inspection with the contractor
will be performed to check for installation quality, accurate performance of the work, and to
verify engineering diagrams. Any modifications to the documentation or the installation that
may be required shall be accomplished within the time frame required by the Construction
supervisor. The product Registration Document and Certificate shall be submitted prior to
system commissioning. Final system inspection shall be scheduled within the time frame set
by the Authorized person from Myanmar Electric power enterprise and UNOPS Construction
Supervisor so that the completion of the installation could be handed over to the client.
Please note that system commissioning does not release the Contractor from repairing
any cabling errors or improperly labeled circuits, caused by the contractor that may be
discovered at a later date during the defects notification period. Contractor shall make
immediate repairs as and when directed by an authorized person and Employers
representative.
The contractor shall provide completion certificate signed and approved by the
relevant government authority, in this case, Myanmar Electric power enterprise.
