Selection should be made

considering the lowest
production and
distribution costs.

Production costs:
all the costs relating the production of Distribution costs:
godos or sevices, whether direct and all kind of expenses incurred for
indirect, included. achieving sales of products or services.
DEFINITION OF THE CRITERIA
Availability of raw material
Volume, transportation costs, warehousing,
raw material, distances, purity,
availability and reliability of suppliers.
Market
Localization, distance to selling points.
DEFINITION OF THE CRITERIA
Energy sources
Large quantities of energy are consumed
in a production plant, how far is the source
of this energy? What is the cost of energy?

Wheater
Cold wheater increase costs to protect some
equipments, e.g. cooling towers
DEFINITION OF THE CRITERIA
Transport conditions
Highways, train, by water; the ideal is: 2-3
different types of transportation.

Water
Large amounts, raw material, cool or heat up,
cleaning, availability, river, water well
(content of minerals, bacteria, costs,
purification treatment, etc.)
DEFINITION OF THE CRITERIA
Waste treament
Legal situation, water treatment.

Work force
Availability, salary.
Legal restrictions
Taxes, incentives.
DEFINITION OF THE CRITERIA
Location characteristics
Topography, soil structure, cost
of the land, additional spaces.
Flood and fire protections
Near to rivers or dams (risk of flood).
Evaluate the background of the location.
Community
Benefits for the personnel, culture, education,
schools, churchs, theaters, malls, etc.
1. Regions inside the country
DECISION MATRIX 2. States
3. Industrial parks

Quantitative approximations for each factor to consider.
