I am assisting Chief of Party in the development of the country’s trade sector by improving Pakistan’s
competitiveness in international markets and playing a lead role in improving the enabling environment for
Pakistan Afghanistan transit and bilateral trade by identifying constraints and gaps, providing technical
support to public, private and development sector organizations to analyze and strengthen their
management frameworks, and advocating the issues and way forward with the stakeholders.

My role is to enhance access to international and in particular regional markets in order to expand
Pakistan’s regional economic integration. It also involves to ignite interest amongst the private sector to
explore potential trade and investment between Pakistan and Regional Markets by organizing trade
promotion and investment activities including exclusive Pakistan specific trade and investment
forums/exhibitions, single country trade expo, stakeholder discussion and conferences, development of
value chains and research geared towards promotion of regional and international trade and investment
from Pakistan. Essential responsibilities also include leading component activities pertaining to regional
economic integration in design, business enabling environment, value chain assessment and
development, public private partnership for trade facilitation, resource mobilization, lessons learnt and
outcomes achieved. I have hands on experience of managing international trade promotion and
investment related forums in Central Asian Republics (CARs) (especially Kazakhstan, Tajikistan and
Turkmenistan) and Afghanistan.

A Strategic Management, Value Chain and International Trade Development specialist and have
professional experience of working with major donors including USAID, DFID, United Nations, Foreign
& Commonwealth Office, Bill & Melinda Gates Foundation and INGOs & country experience in
Pakistan and Jordan. I have worked/working on the following projects:

1) Regional Trade Promotion Advisor on USAID’s Pakistan Regional Economic Integration Activity
(PREIA), implemented by DAI. PREIA supports Pakistan’s trade sector by improving the country’s
competitiveness and increase the access in international and regional markets in order to enhance
Pakistan’s regional economic integration with Central Asian Republics (CARs) including Kazakhstan,
Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan; and between Pakistan and Afghanistan. My
area of focus is primarily on trade promotion and facilitation, thereby improving the international trade
environment, resulting in increased trade and transit volumes from Pakistan. I was technical lead on
the following trade promotion activities:
a. “Pakistan Tajikistan Business Forum 2017” in Dushanbe, Tajikistan
b. “Made in Pakistan” – a single country trade expo in Almaty, Kazakhstan;
c. “Cold Chain Expo”, Almaty, Kazakhstan – November 2016;

2) Served as a ‘Judge’ to review grants proposals under ‘Young Women Transform Prize’. Making
Cents International (Making Cents) under the USAID funded contract YouthPower Learning is
implementing the project to further assess, evaluate, document and disseminate innovative work in
positive youth development and cross-sectoral youth programming ( http://www.youthpower.org/).
The grant aims to support the development and implementation of activities with the potential to
broaden young women’s access to, and choice over, employment and economic security, with a
focus on collecting and disseminating learning. The grants also aims to recognize innovative
strategies that have improved young women’s economic opportunities, and collect and share learning
from that innovation.

3) Action-oriented Research Pilots of Drivers of Economic Stability by Mercy Corps, Europe. The
consultancy has the following research focused:
a. Types of economic instability and how they manifest as drivers of conflict;
b. Interventions to address economic sources of instability (for example livelihoods investments,
economic opportunities, etc.);
c. Access to renewable energy as mitigation against conflict.

The outcome of research is to invest in small-scale pilot initiatives of activities that show high potential for
addressing drivers of conflict or building social capital and enhancing stability and cohesion in
communities. The pilots were in areas of job creation through support to existing businesses and/or
supporting entrepreneurship through different models/approaches, to support renewable energy and
affordable housing through the expansion of infrastructure (roads, water, electric).

4) Business Enabling Environment Specialist on “Design of Prosperity Fund – support to Pakistan


for Energy and Business Environment Reforms” for Coffey International Development. The
Fund, from Foreign & Commonwealth Office, is expected to support energy sector reform and
increase the ease of doing business through the provision and implementation of technical advice
especially improving areas of policy and regulatory reforms that increase the ease of doing business
in Pakistan which will directly support the Foreign Investment and investor can operate successfully in
Pakistan.

5) SUN Business Network Consultant with Global Alliance for Improved Nutrition – to complete the
process of election for SUN Business Network Pakistan’s Executive Committee and prepared the
Work Plan 2016.

Scaling Up Nutrition (SUN): Business Network Manager January 15 ~ January 16
SUN Business Network (SBN), a global United Nation movement, is bringing an unprecedented window
of opportunity in the food sector for private sector businesses. It is expected to drive strong business
partnership, business engagement, both in informing the ongoing policy, advocacy and knowledge
sharing agenda innovation, investment and expansion plans in the supply chain. It will support and
encourage private sector businesses to develop and incorporate combination of nutrition specific and
nutrition sensitive interventions in their business operations. The main responsibilities and tasks were:

1) Developed and executed the SUN business engagement strategy in Pakistan, specifically through
document reviews and regular stakeholder consultations, identify the private sector investment
landscape in nutrition in Pakistan and relevant entry points within broader public health nutrition
strategies and programs
2) Engaged businesses in their potential roles in SUN and the potential business benefits to investing
3) Organized technical and political level meetings between business leaders and other key
stakeholders across government, civil society, bilateral and multilateral donors to strengthen cross-
sector dialogue and build consensus on priorities and opportunities
4) Developed a roadmap for business contributions to SUN in key thematic areas, in consultation with
government, and build commitment from a wide range of stakeholders to invest in and implement this
plan
5) Initiated the process of new partnerships which align with the business investment roadmap,
supported by technical assistance in-country and globally as required

1) Technical member/Value Chain Specialist on ‘Final Performance Evaluation, USAID FIRMS
Project’ for Management Systems International (MSI),a subsidiary of Coffey International Limited,
on USAID Pakistan M&E Bridge Project – The consultancy is to conduct an evaluation of the
USAID Firms Project’s Value Chain (both agriculture and non-agriculture) and Business Enabling
Environment (agriculture, livestock, mining, planning and development departments of provincials’
governments) components. ‘FIRMS Project’ has USD 92 million budget and is the largest and the
most diversified project in the Economic Growth and Agriculture portfolio with focus on Small and
Medium Enterprises (SMEs) and have following key objectives:
a) Promote, accelerate, and expand economic opportunities by creating domestic and export market-
driven sales opportunities for private SMEs expanding available jobs in Pakistan;
b) Improve the business-enabling environment at the provincial and the federal level by assisting the
private sector to develop and articulate policy and regulatory reforms that can improve
competitiveness;
The evaluation study was conducted on the criteria of Development Assistance Committee Principles for
Evaluation of Development Assistance by Organisation for Economic Co-operation and Development

(OECD) (1991) and its key areas are Relevance / Appropriateness, Effectiveness, Sustainability and
Gender.

2) New Business Development Advisor for Mennonite Economic Development Associates, Canada
– Actively monitored and tracked opportunities for new business, networked with international donor
and local organizations for potential opportunities included attending meetings, conferences, and
other functions, and contributed to proposal development as required.
3) Training Need Assessment / Training Content Development Expert on Trainings on Enterprise
Establishment and Entrepreneurships for International Catholic Migration Commission;
4) Technical Lead/Market &Value Chain Specialist on ’Market Survey and Value Chain Analysis’ for
Concern Worldwide; CWW is implementing a Socio-economic development project with financial
support of Global Poverty Action Fund (GPAF) Impact grant of Department for International
Development (DFID), UK with major objective to contribute towards eradication of extreme poverty
and hunger. The objective of the assignment is to identify the potential employable skills for
enterprise development to enhance the income generation opportunities for target communities.
5) Technical Lead/Private Sector Development Specialist on ‘Introducing Market Based Strategies –
Private Sector Scoping in Pakistan’ for Oxfam Novib; The assignment is to give a better
understanding of the private sector trends in Pakistan and to map the opportunities and risks of
engagement with the Private Sector, both from an advocacy and from a more collaborative
perspective.

I assisted the Acting Chief of Party/Program Advisor in the management of the USAID Entrepreneurs
Value Chain component, ensured achievement of project deliverables by following value chain
development approach. I oversaw the implementation of different value chains, responsible to increase
the income of 33,000 (44% of project target) beneficiaries predominantly women by imparting latest
technical skills of production and marketing of agricultural and non – agricultural commodities in different
provinces of Pakistan. The main responsibilities and tasks were:

1) Oversaw the management and implementation of the respective projects/key facilitating partners
(KFPs) – the total grants was more than USD 3,000,000;
2) Provided technical backstopping support to KFPs’ program and other teams including coordination
with KFP teams in all functional areas to insure compliance with USAID rules and regulations
pertaining to Program, Monitoring and Evaluation, Communications, Marketing, Capacity Building and
Grants.
3) Facilitated the KFP teams in undertaking value chain analysis, development of competitive strategy
and incorporating the strategy in project implementation;
4) Worked with KFPs to create work plans which will successfully develop their respective value chains
to meets ENTREPRENEURS’ goals;
5) Maintained strict budgetary adherence and monitoring;
6) Assisted in the mentoring and development of management capacity of field staff to enhance their
program management and technical value chain skills;
7) Undertook visits on a regular cycle to relevant project sites in each location, and as well as those with
all partners to ensure project’s targets are on track;

I was key member of the USAID Trade Project Technical Team and was assigned to provide extensive
direct operational expertise in identifying and developing new products and markets with significant export
potential to the international markets from Pakistan as well as guiding stakeholders on trade requirements
of other countries about Pakistani markets. Some of these projects along with area of expertise were:
1) Development of New Markets and Products – Technical Lead on the export of “marble
cobblestones from Pakistan to Australia” by opening new business corridors for marble exporters in
Pakistan. Cobblestones were considered a waste but used it effectively to save the environment and also
bring in good business. This program created an opportunity for Pakistan to diversify its exports both
geographically and by product.
2) Workforce Development – Worked on a workforce development and mentoring program called
Women in Trade. Young graduates to be involved in the companies facilitating trade and to open
opportunities to explore a career and opportunities in international sourcing, export marketing,
merchandising, product designing and development for international markets/customers, market and
product diversification techniques, supply chain management etc. The project was implemented in
partnership with Wal-Mart (USA), TARGET (USA), J.C.Penney (USA), Levi Strauss (USA), Nishat
Group (Pakistan), Engro Eximp (Pakistan), Li & Fung (HK), Lucky Cement (Pakistan), Euro
Centra/WUNSCHE (Germany) etc;
3) International Marketing – Visited international exhibition to analysis the participation with focus on
key elements of international marketing including the participation objective, promotion and branding,
market intelligence gathering and the stall and attracting foot traffic. The report was compiled and titled:
“A Benchmarking Gap Analysis of the Pakistan Marble Sector representation in the International Trade
Fair Marmomacc 2010: Recommendations for Effective Global Positioning of Pakistan’s Marble Sector”.
4) Market Opportunities Through Trade Data – Competitive analysis of products at the 10 digit HS
CODE level based on specific criteria to understand the Short Term and Long Term Opportunities for
Pakistan and their potential economic impact This analysis helped – to identify Pakistani products with the
potential to be competitive in the US market; to identify major competitors of each product; to know their
unit price structure, value and quantity of exports to USA; to formulate business cases for potential
product categories and to see the relationship of potential product categories and the additional costs of
producing the item in the Special Economic Zones.
5) Trainer – As a training consultant, provided a wide range of training related services such as Training
Need Analysis, Training Course Design and Development, Trainers’ and Trainees’ manual, Course
Presentation, Course Delivery etc. Conducted two comprehensive training on the following topics:
a) “Enhancing Agricultural Exports: Trade Opportunities, Market Requirements and Good
Agricultural Practices” – Trainings to on internationally accepted good agricultural practices,

export documentation, INCOTERMS, market requirements, standards and trade opportunities.
Assisted Lead Trainer from USDA-FAS and delivered course content as a Co – Trainer.
b) “Processes and Benefits of Formal Exports” – Trained more than 100 trainees in TWO days
training sessions organized in all major cities of Pakistan.
6) Business Development Plan and Value Chain Analysis – Development of the Sector Specific
Business Plan for Economic Zone, the comprehensive business plan provides a solid platform for
implementation. The business plans include enabling environment/ government policies review,
identification of comparative and competitive advantages, action plans and risk mitigation, integrated land
use management and planning, employment generation and local jobs, financial considerations,
marketing and investment promotion, skill development and training assistance, governance structures,
sustainability considerations and conclusion/recommendations for key focused areas.
7) Business Assessment of Industrial Estates – Conducted Baseline Assessment of Industrial
Estates to assess the infrastructure facilities and potential to establish new industries and to provide
assistance for business planning support for zone rehabilitation. The assessments is based on the
various factors including management structure, hard infrastructure, services offered, accessibility, land
use planning and value addition and shared services.
8) Private Sector Development – Worked on a proposal to Brand and Promote Marble product(s) from
Pakistan in the international markets. Areas of focus are planning, complying with market access
requirements (legislative and non-legislative), packaging, accreditation and testing, labeling and licensing,
promotional material designing, web site development etc;
9) Worked on research papers on different products and sectors, Alternate Energy and Environmental
Management Options and Overview of Sectors and Product Categories Competitiveness issues to
establish sustainable SEZs.

TASKS TO BE PERFORMED – OUR TEAM WILL PERFORM FOLLOWING


TASKS

1) A desk review of existing literature and data on the sector; practices and
processes within the value chain; trade and export figures; relevant legislative frameworks
and administrative practices with a focus on the leather sector;
2) A desk review of the relevant international labour standards; comments of the
ILO supervisory bodies and comments by the European Union as part of the GSP+ review
mechanisms;
3) Field visits to Punjab (Lahore, Sialkot) and Sindh (Karachi and Hyderabad); which
will include a) Visits to leather sector units; b) Visits to the relevant departments of labour; c)
Visits to relevant trade unions, employers’ and industry associations; d) Visits to relevant civil
society organisations working in the sector.
4) In-depth interviews with relevant stakeholders, including:
a) Unit owners/managers; b) Workers’ organisations; c) Employers’/Trade/Business
organisations; d) Relevant Government departments and agencies; e) Other
development organisations working in the sector (e.g. EU Delegation, WWF, GIZ,
UNIDO etc.)
5) Focus group discussions with groups of workers engaged in the leather sector;
6) A short survey questionnaire of workers to be conducted by telephone (if
desirable).
7) Presentation of the draft research findings to the ILO and a consultative
workshop of tripartite constituents, before finalizing the research report, for validating the
main findings. Information from the consultative workshop will be incorporated into the
report and a final draft will be prepared and agreed with the ILO, for publication.
8) Develop a work plan and field visit plan for task execution
9) Perform any other task that may be assigned by the ILO team.

DELIVERABLES – OUR TEAM WILL DELIVER FOLLOWING AGENDA

1) Detailed work plan and field visit plan for carrying out the assignment;
2) An inception report, to include the proposed methodology, timelines, and a draft outline of
the main chapter headings and structure of the report, to be agreed with the ILO;
3) Appropriate field research tools to be implemented during the research, including
lists of questions for interviews and focus group discussions;
4) The identification and documentation of case studies;
5) A draft report, including an executive summary, bibliography, figures and annexes;
6) Powerpoint slides for the presentation of the report findings.

PLAN OF ACTIVITIES AND TIME FRAME

The plan activities will be finalized after discussing with the ILO’s team and we may involve
more human resources depending on the need of the consultancy.
