Port of Olympia Marine Fueling

Station Feasibility Study

Engineering & Construction Cost Analysis

KPFF Consulting Engineers

February 4, 2013
Discussion Topics
• Task Objectives
• Overview of Sites Considered
• KPFF’S Scope of Work
• Fuel Dock Design Criteria
• NorthPoint Site Analysis
• Swantown Marina Site Analysis
• Conclusions
Task Objectives
• Focus on the engineering & permitting requirements for
installing a new fuel facility at the Port of Olympia;

• Provide the Port with a comprehensive analysis of the

concepts, costs, and constraints associated with
installation of a fuel dock in order to identify a
“preferred” option;

• Reduce the risk of encountering unanticipated “fatal

flaws” in the design and approval process
Sites Considered

Swantown Boatworks Site

Narrow channel

South Basin
Swantown
Boatworks Dock
Swantown Boatworks Site
• Not included in engineering study due to:

– Adjacent vessel maintenance activity

– Not compatible with South Marina Project

master plan

– Restricted access at low tide

Port Plaza Site

Port Plaza Farmer’s

Market

Guest moorage Anthony’s

Restaurant
Port Plaza Site
• Not included in engineering study due to:

– Does not easily accommodate buried storage tanks;

– Extensive demolition of Port Plaza hard-scaping

required;

– Adverse impact to use of dock by boaters visiting

nearby restaurants and the Farmer’s Market
Scope of Work
• Evaluate Swantown & NorthPoint sites for the following:
– Fuel dock location, water depth, pedestrian access, vessel access;

– Fuel storage tank location and infrastructure;

– Delivery & emergency vehicle access;

– Utility requirements;

– Construction requirements;

– Permitting requirements;

– Probable construction cost

Scope of Work
• Scope Conducted Within (5) Main Tasks:

1. Information Gathering
2. Code Research
3. Establish Environmental Permitting Constraints &
Requirements
4. Development of Concept-level Drawings & Costs;
5. Reporting
Fuel Dock Design Criteria
• Fuel dispenser requirements:

– High-speed & regular-speed gasoline

– High-speed & regular speed diesel

• Self-serve card-lock dispensers not allowed

• Attendant booth on dock

Fuel Dock Design Criteria
• Buried fuel storage tanks

• Maximum vessel length of 50 feet per station

• Water depth to accommodate sailboat keel at

low tide with wave action

• Compliance with local building codes &

environmental regulations

NorthPoint Site Analysis
• Design Notes:
– Complies with Olympia Municipal Code (OMC)
distance requirements;

– Dredge is required to obtain adequate water depth;

– Very exposed site – floating breakwater may be

required;

– Requires all new construction

NorthPoint Site Analysis
• Permitting Notes:

– Project occurs within a known salmon migratory

route;

– Project requires new overwater coverage;

– Project requires dredging;

– New construction
NorthPoint Site Analysis

review period
NorthPoint Site Analysis

Estimated Construction Cost = $4.6 million

Swantown Site Analysis
• Option B1 Design Notes:

– Complies with OMC distance requirement;

– Sheltered site;

– Requires reconfiguration of existing floats & gangway;

– Requires dredging;

– Vessel access & queuing provided by narrow fairway

OPTION D
Swantown Site Analysis
• Option D Design Notes:
– Does not comply with OMC distance requirement. Variance or
modification to OMC required;

– Sheltered site;

– Does not require reconfiguration of existing floats & gangway;

– Does not require dredging;

– Vessel access & queuing provided by entrance to marina and

beyond
Swantown Site Analysis
• Permitting Notes:

– Project does not occur within a known salmon

migratory route;

– Project does not require new overwater coverage;

– Option B1 requires dredging;

– Modification to an existing marina

Swantown Site Analysis

8 to 12 month
review period
Swantown Site Analysis
Estimated Construction Cost:

Option B1 = $2.5 million

Option D = $1.7 million

Conclusions
• Cost and permitting differences between
NorthPoint and Swantown identify
Swantown as the “preferred” site;

• Between the two options presented for

Swantown, Option D is the preferred
option, assuming a variance or
modification to the OMC is granted.
