1. In consonance with the six-point leadership agenda for 2020-2022, tagged as SHIELD ,
specifically innovations at work, the Schools Division Office of Masbate Province issues this Policy on
the conduct and adoption of innovations.

2. This policy is geared towards nurturing the culture of excellence through appreciation of the
initiatives and creativity of SDO Masbate Province personnel in the effective, efficient, and time bound
delivery of the basic education services based on the mandates of the Department of Education in any
situation.

3. Specifically, this policy aims to establish guidelines on the submission of proposal, review
and approval of innovative projects in SDO Masbate Province as well as in the adoption of innovation
material, intervention and strategy as product of action research and Continuous Improvement (CI)
methodology

4. This policy shall be effective immediately and remains in force and in effect unless sooner
repealed, amended, or rescinded. All provisions in the existing Division Memoranda and other local
issuances which are inconsistent with this are hereby rescinded or repealed accordingly.

5. If, for any reason, a particular provision of this local policy or the application of such
provision to any person or circumstance is declared or found inconsistent with the policies issued by
the higher offices, other provision/s of this Policy shall remain in full force and effect.

DIVISION POLICY ON THE CONDUCT AND ADOPTION OF INNOVATIONS

RATIONALE

1. The education sector is considered as dynamic component of society, thus, it is open to


influence by any societal change. Thus, the concept of contextualization becomes one of the primary
strategies to make education principles relevant to the times. In the process, educational practices must
also constantly upgrade and evolve into effective and efficient one. The concept of innovation and
coming up with best practices is not new to education, since most of the time education, personnel find
ways to be effective and efficient even without putting in into writing.

2. The Philippine Professional Standards for Teachers (PPST) adopted through DO 42, s.
2017, the Philippine Professional Standards for School Heads (DO 24, s. 2020), and the Philippine
Professional Standards for Supervisors (DO 25, s. 2020) set the standards that serve as a framework for
the teaching and learning process as well as school leadership. Based on these resources, the Results-
Based Performance Management System (RPMS) by virtue of DO 2, s. 2015 is now designed and
aligned with the PPST. The PPST and RPMS are geared towards the development of the best practices
which entail innovations in any form of rendering the basic education services.

3. With that in mind, DepEd personnel become more empowered to initiate innovations,
relevant interventions and creative strategies that will facilitate the delivery of the basic education
services. Thus, to be able to realize those mandates defined in RA 10533 and in accordance with the
existing laws, Schools Division Office of Masbate Province has formulated its six-point leadership
agenda known as SHIELD plus which offer a guide for year 2020-2022.

4. SDO Masbate Province SHIELD plus identifies ‘Innovations at Work’ as one of its priorities
to improve service mechanisms. Hence, this policy was crafted to give room for creativity and assist all
DepEd Personnel to significantly contribute in the continuing development and evolution of teaching
and learning, management practices and processes.

OBJECTIVES

5. This Policy aims to establish a tangible mechanism in order to appreciate the initiatives and
creativity of DepEd SDO Masbate Province personnel in the effective, efficient, and responsive
delivery of the basic education services based on the mandates of the Department of Education.
Specifically, its goals include the following:

a. Review and evaluate innovative projects formulated by all personnel that would
contribute to the attainment of the Six-point Leadership Agenda for 2020-2022 of SDO
Masbate and the Mission, Vision and Goals of Department of Education;

b. Improve professional practice that will result to better service delivery which would
consequently lead to increased academic performance of the learners by way of
conducting innovative ways of delivering basic education services; and

c. Recognize innovative materials, interventions and creative strategies which are products
of action research.

SCOPE AND LIMITATION

6. This policy is applicable to all the personnel within the SDO Masbate Province. Specifically,
it covers employees (teaching, teaching-related and non-teaching) with permanent position; contractual
position; or in casual status. On the other hand, it excludes personnel under job order, or contract of
service or those under extension of service.

7. All innovations must be subjected to undergo review and approval before and after
implementation in accordance with this policy and other existing guidelines anchored particularly on
the K to 12 Basic Education Program of the Department of Education. Any initiative which is not in
accordance with the mandates of the Department of Education shall not be approved.

8. This policy is implemented in SDO Masbate Province.

DEFINITION OF TERMS AND ACRONYMS

9. As used in this Policy, the following terms and acronyms are defined.
a. Access refers to the ways in which schools, institutions and policies ensure that learners
have equal and equitable opportunities to take advantage of the education.
b. Category of Innovation refers to the main strategic goals of the current administration in
DepEd such as: Access, Quality, or Governance.
c. Governance refers to expectations, lines of authority and delineation of accountability to
establish the practices and processes of school operation.
d. Head of Office refers to the Schools Division Superintendent who is the Approving Authority
for all the programs.
e. Innovative Materials are those that are subjected in the proposal for adoption and use. This
may include but not limited to research recommended interventions and strategies, learning

materials, software programs adopted, online programs, process flows for transactions that
results to the ease of business.
f. Innovation refers to process of translating new idea in the improvement of existing materials,
devices, methodologies, strategies, procedures, processes, and service delivery.
g. Means of Verification (MOV) refers to any document and other pertinent material in reference
to the implementation of the innovation.
h. Proponent is the personnel who personally designed and submitted the innovation document.
This can be any bona fide personnel of SDO Masbate Province (please refer to Section 6).
i. Quality refers to kind of education services delivered that provides learning outcomes among
learners.
j. SHIELD stands for Seal of Exemplary Leadership, and School Governance towards quality;
Health programs responsive to evolving needs, Innovations at work, Empowerment of Human
resources through the lens of time, Linkages and partnership for the goals and Developing of
learners beyond borders. It is the six-point leadership agenda for 2020-2022 of SDO Masbate
Province.

STATEMENT OF POLICY

10. In line with the strategic directions articulated in SHIELD plus, this office officially adopts
the policy of the creativity and innovativeness of ideas by teachers and non-teaching personnel with the
purpose of improving the existing processes, materials, devices, strategies, methodologies and other
services. Henceforth, this document shall be referred to as the Division Policy on the Conduct and
Adoption of Innovations. Below are the set standard guidelines for approval and adoption of an
innovation developed by teaching and non-teaching personnel.
a. Innovation
i. The proposed innovation shall observe the standard and procedure set in this policy.

ii. All proposals for innovation shall be subjected to review, validation and approval by
the Division Review Committee subject to requirements and set criteria (See Enclosure
No. 4)

iii. The proposal shall have at least 80 points to pass and be subjected to the approval by
the Schools Division Superintendent.

iv. However, existing innovation which has been submitted and approved prior to the
issuance of this policy shall continue to be used and implemented based on their
objectives and intentions.

v. There can be a maximum of three (3) members in the team per innovative project.

d. Category of Innovation
Innovative project is operationally defined as any project that manifests
creativity, originality and novelty in terms of development, process and utilization. To
provide guidance to interested proponents, the following outline of suggested category for
innovation is provided:

e. Recognition and Adoption of Innovative Material, Intervention or Strategy as


Product of Action Research and Continuous Improvement (CI) Methodology

The innovative material, innovation, or strategy which has been proven effective
through an action research and continuous improvement methodology can be recognized
and adopted. In view of the application for adoption of the innovative material, intervention
or strategy, the following shall be the process:

1. The proponent shall submit request for recognition and adoption subject for
review and evaluation by the DRC with the following required attachments to the
letter request:

1.a. Approved completion report of action research or duly signed narrative


report of CI project.
1.b. Innovative material for recognition and adoption.

2. The DRC shall evaluate, rate and endorse the innovation material for recognition
and adoption.

3. The DRC shall recommend the innovative material for approval of the Schools
Division Superintendent if it gets an average of not lower than 80 points based on
a set of criteria (please see Enclosure No. 5)

4. The proponent shall receive a certificate for adoption of the innovative material
signed by the SDS through the Planning and Research Office.

BUDGETARY REQUIREMENTS

11 . Expenses relative to the approved Innovations shall be charged against Division/School


MOOE and/or other local funds available subject to the usual accounting and auditing rules and
regulations.

EFFECTIVITY
12. This policy shall be effective immediately and remains in force and in effect unless sooner
repealed, amended, or rescinded. All provisions in the existing Division Memoranda and other local
issuances which are inconsistent with this are hereby rescinded or repealed.

13. If, for any reason, a particular provision of this local policy or the application of such provision
to any person or circumstance is declared or found inconsistent with the policies issued by the higher
offices, no other provision/s of this Policy shall be affected thereby.

MONITORING AND EVALUATION

14. School/Office Innovations shall be periodically appraised by the immediate head or


concerned supervisor for its sustained quality of implementation, continuous improvement and
effectivity.
