ADOPTION OF THE RESEARCH MANAGEMENT GUIDELINES


IN THE SCHOOLS DIVISION OF MASBATE

1. In relation to the Six-Point Leadership Agenda capsulized in SHIELDplus


specifically Innovations at work and in compliance with DepEd Order No. 39 s.
2016 or the Adoption of the Basic Education Research Agenda and DepEd Order
No. 16 s. 2017 or the Research Management Guidelines, this Office issues these
research management guidelines in the Schools Division of Masbate Province.

2. This is to ensure that compliance with the standards, procedures and


mechanisms of the research management cycle are adhered to in the division office,
schools, and community learning centers.

3. The Schools Division Research Committee and the District Research Core
Team are directed to monitor its implementation and provide technical assistance
when necessary.

4. The new composition of the Schools Division Research Committee is attached


in the enclosure. Meanwhile, the Public Schools District Supervisor shall take charge
of the reconstitution of the District Research Core Team. The new composition shall
be based on the needed qualifications explained in these guidelines. The PSDS-
signed composition of the DRCT (in pdf) shall be submitted to SGOD-Planning
and Research Section (PRS) through this link https://bit.ly/PRS-DRCTcomp on
or before February 13, 2023.

5. An online capacity building with the newly designated DRCTs shall be


conducted on dates that will be announced through a separate memorandum.

6. This Order and the appended guidelines shall take effect immediately upon
approval and shall remain in force and in effect unless repealed, amended or

rescinded. Issuances that do not run counter to this Memorandum shall be deemed
in effect.

RESEARCH MANAGEMENT GUIDELINES


IN THE SCHOOLS DIVISION OF MASBATE

I. Rationale

The Governance of Basic Education Act of 2001 (RA 9155) mandates that the
Department of Education enact policies and mechanisms through which the
delivery of quality basic education may be continuously improved. Chapter 1,
Section 7 (5) includes among the responsibilities of DepEd across all
governance levels the undertaking of “educational research and studies” that
will serve as one of the bases for necessary reforms and policy development.

SDO Masbate recognizes the significant strides that the Department has
already undertaken in instituting research and its utilization in policy and
program development. DepEd Order 13 s. 2015 established a systematic
policy development process in the Department, promoting evidence-based
policy formulation supported by research studies. To provide financial support
to the conduct of research in the field DO No. 43 s. 2015 and DO No. 4 s.2016
set guidelines on the use of the Basic Education Research Fund (BERF). To
put focus on the different research initiatives, DO No. 39 s. 2016 promulgated
the Basic Education Research Agenda, which makes known the research
priorities of the Department across four themes (Teaching and Learning, Child
Protection, Human Resource Development, and Governance) and three cross-
cutting themes (Gender and Development, Disaster Risk).

Furthermore, the Central Office released DepEd Order No. 16 s. 2017 or the
Research Management Guidelines to provide guidance in managing research
initiatives across governance levels.

With the abovementioned gains and reforms, the division is cognizant of its
role in continuously improving the culture of research, aligning the research
efforts to the central and regional Basic Education Research Agenda, and
reinforcing the link of research to education processes through research
dissemination, utilization, and advocacy.

II. Scope of the Policy

These Research Management Guidelines of the Schools Division of Masbate


Province shall provide guidance in the management and conduct of research
initiatives at the school, district, and division levels to further promote and
strengthen the culture of research in basic education. The procedures,
standards, and mechanisms in this policy are anchored on DepEd Order No.
39 s. 2016 or the Adoption of the Basic Education Research Agenda, DepEd

Research Agenda.

III. Definition of Terms


For purposes of these guidelines, the following terms (some of which have been
lifted from DO No. 16 s. 2017) shall be defined and understood as follows:
a. Action Research – is a process of systematic, reflective inquiry to improve
educational practices or resolve problems in any operating unit (i.e. school,
classroom, office)
b. Basic Education Research Fund – is a grant provided by the Department
of Education to support education research in aid of evidence-based policy
formulation.
c. Conflict of interest - refers to situations in which financial or other
personal considerations may compromise a researcher or research
manager’s professional judgment in evaluating, conducting, or reporting
research.
d. Culture of Research- is the regular exercise of systematic inquiry to
improve program and policy development and implementation.
e. District Research Core Team – refers to the team created by the Public
Schools District Supervisor who will appraise the proposals/completion
reports at the district level.
f. Education Research - is the “scientific field of study that examines
education and learning processes and the human attributes, interactions,
organization, and institutions that shape educational outcomes”
g. Fraud- is a deliberate form of deception intended to result in financial or
personal gain.
h. Grant – an amount provided by DepEd or any organization/government
agency for the purpose of conducting research.
i. Grantee – refers to an individual or group who has received a research
grant and is conducting a research project.
j. Innovation - refers to process of translating new idea in the improvement
of existing materials, devices, methodologies, strategies, procedures,
processes, and service delivery.
k. Lead Proponent – refers to an individual who will directly coordinate with
the secretariat on administrative and financial matters of the approved
research.
l. Plagiarism – is intellectual theft, i e. presenting and/or claiming another’s
work as your own without appropriate recognition by way of referencing
and citation.
m. Proponent/s – refers to an individual or group that submitted a proposal
for research and/or innovation.

n. Referencing – is citing the authors or documents used in the research
proposal and research report
o. Research Managers – is an individual/office that oversees research
initiatives (i.e. call for proposals, evaluation, tracking of progress) at their
respective governance levels.
p. Research Proposal – is a document that provides the details of a proposed
study (i.e. research purpose and methodology, estimated cost, work plan)
q. Schools Division Research Committee – is the deputized team assigned
to appraise the research/innovation proposals and completion reports at
the division level.

IV. Policy Statement

The Schools Division of Masbate Province establishes these guidelines to guide


the division, districts, public elementary and secondary schools, and learning
centers in undertaking and implementing research and innovation. It seeks to
ensure that procedures, standards, and mechanisms are being observed in all
phases of the research management cycle.

V. Schools Division Research Management Cycle and Guidelines

A. Research Committees
Research committees will be set up at the district and division level to
provide guidance on research directions, particularly in aligning such
initiatives with the regional and the division Basic Education Research
Agenda. The composition of the committees with their terms of reference are
as follows:

Each district is advised to create the District Research Core Team

B. Schools Division Research Management Cycle

B.1 Call for Proposals


The Schools Division Research Committee (SDRC) shall
spearhead the periodic call for research and innovation proposals
through a division memorandum. The call for proposals shall be
conducted at least once a year. The District Research Core Team
(DRCT) in coordination with the SDRC will assist in the widest
dissemination of the call for proposals in schools and community
learning centers.

Proponents will be given time to craft their proposal after the


posting of the call until the division issues a memorandum intended for
such. The research proposal will be submitted in hard and
electronic copy to the appropriate research committee. The
requirements will be in accordance to DO 16 s. 2017 stated as follows:
1. Application Form and Endorsement of Immediate Supervisor
(Annex 1)
2. Research Proposal (Annex 2a)
3. Anti-plagiarism and absence of conflict of interest declaration
(Annex 3)
4. Letter of Intent (Annex 5a)

For the innovative project proposals, the format (Annex 2b) will
be the same as stipulated in Division Memorandum No. 75 s. 2021 or
the Division Policy on the Conduct and Adoption of Innovation. The
innovation proposal should be submitted with the letter of intent
(Annex 5c) and brief summary of the project.

As to the format, proposals must have the following

B. 2 Initial Screening

District Level

Prior to the endorsement of the proposals to the Schools Division


Research Committee (SDRC), the proposals from the schools will be
accepted in the district office (date-stamped). The following procedures
under this phase which shall be observed are as follows:

1. The Secretariat (personnel in the district office designated by


the PSDS) shall receive the proposal and shall do the initial
screening.

2. The Secretariat will duly inform the proponent of the results


from the initial screening. If the proposal follows the format and
specifications and has the complete parts/attachments, it will
be received. The proposal shall then be endorsed to the DRCT

for committee evaluation. If not, it shall be immediately returned
to the proponent, with technical inputs on the errors committed.

Division Level

Prior to the endorsement of the proposals to the Schools Division


Research Committee (SDRC), the proposals from the division-based
personnel will be accepted in the Planning and Research office (date-
stamped). The following procedures under this phase that shall be
observed are as follows:

1. The Secretariat (staff in the Planning and Research office) shall


receive the proposal and shall do the initial screening.

2. The Secretariat will duly inform the proponent of the results


from the initial screening. If the proposal follows the format and
specifications, and has the complete parts/attachments, it will
be received. The proposal shall then be endorsed to the SDRC
for committee evaluation. If not, it shall be immediately returned
to the proponent, with technical inputs on the errors committed.

B. 3 Committee Evaluation

District Level

The proposals shall undergo committee evaluation after passing


the initial screening. The following are the procedures under this phase
which shall be observed to wit:

1. The Public Schools District Supervisor shall notify the District


Research Coordinator regarding the accepted proposals.

2. The District Research Core Team (DRCT) shall decide on the


schedule and scheme of evaluation of proposals. They may adopt
any of the following schemes which might be applicable to them
to wit:
a. Via channeling. The DRCT scrutinizes the proposal
individually starting with the DRCT Members then the
proposal will be finally checked by the District Research
Coordinator and Public Schools District Supervisor.
b. Via face-to-face appraisal. The DRCT shall convene on
a particular date in an agreed venue to appraise the
proposals submitted.

c. Via virtual platform. The DRCT shall convene through
Google Meet, Zoom or any other virtual platform
convenient for the team to simultaneously appraise the
proposals submitted.

Prior to the agreed scheme, it is an option that the proposals


would be checked first by the language editor to check the
organization and mechanics of the proposals. Through this
Memorandum, it will be made known that a proposal must
be evaluated by at least four (4) members (including the
Public Schools District Supervisor).

3. During the appraisal by the DRCT, each member is directed


to evaluate the proposals based on the criteria stated in DepEd
Order No. 16 s. 2017 or the Research Management Guidelines
and Division Memorandum No. 75 s. 2021 or the Division Policy
on the Conduct and Adoption of Innovation.

4. The DRCT shall accomplish the evaluation form (Annex 7


a/b/c Evaluation Form). The scoring rubrics which will be used
are Annex 4a (Guide for Appraising Basic Research Proposals),
Annex 4b (Guide for Appraising Action Research Proposals) and
Annex 4c (Scoring Rubrics in Evaluating Innovation Project
Proposals)

5. The DRCT shall collect the accomplished evaluation form of


the individual members and shall come up with a consolidated
review/rating. The DRCT shall accomplish (Annex 8a: Evaluation
Sheet- Basic Research Proposal, Annex 8b: Evaluation Sheet-
Action Research Proposal and/or Annex 8c: Evaluation Sheet -
Innovative Project Proposals).

6. If the proposal got a rating of 70% and above (for basic


and action research) and 80% and above (for innovative
project), it will be forwarded to the Schools Division
Research Committee (SDRC). If it got a rating of 69 or 79% and
below, the DRCT shall return it to the proponent with inputs and
technical assistance on how to improve the proposal.
By the time, the technical inputs and recommendations
are complied, the proposal will again undergo committee
evaluation by the DRCT and afterwards shall be endorsed to the
SDRC.

7. The proposals which shall be submitted to the district and


division office shall be in hard and electronic copy. The hard
copies of the DRCT-approved proposals shall be submitted

(in bunch) to the SDRC with a transmittal letter (Annex 11)
signed by all the evaluator-members of the DRCT. The
evaluation sheet and individual evaluation forms must be
attached.

The electronic copies of the DRCT-approved proposals will be


communicated to the SGOD-PRS through a Google Drive link
which will be created every time there is a call for proposal and
will be stated in the Memorandum intended for such purpose.

Division Level

The proposals endorsed by the DRCT and those from the


division-based personnel will be accepted in the SGOD-Planning and
Research Office (date-stamped).
The following are the procedures under this phase which shall
be observed to wit:

1. The Senior Education Program Specialist (SEPS) for Planning


and Research shall notify the concerned Schools Division
Research Committee (SDRC) members regarding the accepted
proposals.

2. The SDRC shall decide on the schedule and scheme of


evaluation of proposals. They may adopt any of the following
schemes which might be applicable to them:
a. Via channeling. The SDRC scrutinizes the proposal
individually starting with the SDRC members (especially
the focal persons per learning area/CID representatives
to whom the theme of the research is concerned) then the
proposal will be finally checked by the Senior Education
Program Specialist, Co-Chair, and Chair and be approved
by the Adviser.
b. Via face-to-face appraisal. The SDRC shall convene
on a particular date in an agreed venue to appraise the
proposals submitted through the Research and
Innovation Learning Action Cell (RI-LAC) Sessions.
c. Via virtual platform. The SDRC shall do the RI-LAC
Session through Google Meet, Zoom or any other virtual
platform convenient for the team to simultaneously
appraise the proposals submitted.

Through this Memorandum, it will be made known


that a proposal (upon reaching the division level) must
be evaluated by at least three (3) members, SEPS for
Planning and Research, one Focal Person for the

concerned learning area, and the Co-Chair, the Chief
of SGOD or CID in order to pass this phase before
reaching the Chair, the Assistant Schools Division
Superintendent who will give the recommending
approval and will be channeled to the Schools Division
Superintendent for approval.

3. During the appraisal by the SDRC, each member is directed


to evaluate the proposals based on the criteria stated in DepEd
Order No. 16 s. 2017 or the Research Management Guidelines
and Division Memorandum No. 75 s. 2021 or the Division Policy
on the Conduct and Adoption of Innovation.

4. The SDRC shall accomplish the evaluation form (Annex 7


a/b/c Evaluation Form). The scoring rubrics which will be used
are Annex 4a (Guide for Appraising Basic Research Proposals),
Annex 4b (Guide for Appraising Action Research Proposals) and
Annex 4c (Scoring Rubrics in Evaluating Innovation Project
Proposals)

5. The SDRC, shall collect the accomplished evaluation form of


the individual members and shall come up with a consolidated
review/rating. The SDRC shall accomplish (Annex 8a: Evaluation
Sheet- Basic Research Proposal, Annex 8b: Evaluation Sheet -
Action Research Proposal and/or Annex 8c: Evaluation Sheet -
Innovative Project Proposals).

6. If the proposal got a rating of 70% and above (for basic


and action research) and 80% and above (for innovative
project), it will be forwarded to the Office of the Assistant
Schools Division Superintendent for the recommending
approval. If it got a rating of 69 or 79% and below, the SDRC
shall communicate with the DRCT who will, in turn, relay to the
proponent the inputs and technical assistance on how to
improve the proposal.
By the time, the technical inputs and recommendations
are complied after being relayed by the DRCT, the proposal will
undergo another committee evaluation and afterwards shall be
endorsed to the Office of the Assistant Schools Division
Superintendent.

To ensure that time is efficiently managed in the evaluation of


proposals to allow for the implementation of the
research/innovation on time, the Schools Division Research
Committee shall be directed to follow this matrix of schedule to
wit:

A memorandum shall be released every time the


proposals/completion reports would undergo committee
evaluation calling all concerned SDRC members to submit
the accomplished evaluation forms with the technical
inputs and recommendations on/or before the set deadline.

The prescribed timeline for the abovementioned phases shall be


adhered to and shall be monitored by the SDRC to avoid conflicts
in time management that might lead to possible problems with
pending proposals.

An online tracking mechanism shall be crafted by the SGOD-


PRS which will be shared and communicated with the District
Research Coordinators so the latter can be well informed on the
progress of the proposals in each of the abovementioned phases.

7. Once approved by the ASDS, the proposal will be sent to the


Schools Division Superintendent for final approval.

8. The Schools Division Superintendent approves and signs the


indorsement letter/approval page for the proposal.

9. Proposals that will be deemed worthy to receive the Basic
Education Research Fund (BERF) grant shall be identified by the
SDRC.

B. 4 Notification of Results

Once approved by the Schools Division Superintendent, the


SEPS for Planning and Research shall notify the DRCT of the approved
proposals (including those which have been selected for possible BERF
grant).
An indorsement letter/approval page for each of the approved
proposal will be sent to the Public Schools District Supervisor c/o the
District Research Coordinator.
Meanwhile, a transmittal letter with the attached disapproved
proposals, coupled with the technical inputs and recommendations
from the SDRC will be relayed by the DRCT to the concerned
proponents for possible improvement.
For purposes of proper accounting of the approved and
disapproved proposals, the hard copies will be relayed (in bunch)
to the DRCT. Only the District Research Coordinator, PSDS or
representative of the PSDS shall be allowed to claim the signed
proposals.
The DRCT is directed to have its own mechanism of recording
and relaying the approved/disapproved proposals to the concerned
proponents in the district.
The proponent who garnered a disapproved proposal shall be
given a maximum of one (1) month (starting from the date of receipt) to
resubmit his/her proposal to the DRCT (incorporating the
recommendations and technical inputs given by the SDRC). The District
Research Coordinator will resubmit it to the SEPS for Planning and
Research. Failing to resubmit it after a month shall invalidate the
proposal and the proponent will have to wait for the next call for
proposal by the division.
For proposals that have been selected to be funded by BERF
grant, the SEPS for Planning and Research shall communicate directly
to the teacher-researchers/ school head researchers on the protocols,
mechanisms, and deliverables needed for the BERF grant. However, the
DRCT will still be communicated with, if a need arises.

No research/innovation which have been subjected to


committee evaluation shall be conducted and/or implemented
unless approved by the Schools Division Research Committee.

B. 5 Implementation and Progress Monitoring

The SEPS for Planning and Research with the Schools Division
Research Committee and the District Research Core Team shall track
the progress of all approved researches based on the approved work
plan, and provide technical assistance as needed.
As Research Managers, the RRC, SDRC, and DRCT will conduct
random visits to the locations of the research and discuss with the
researchers the status of their studies.
School Heads and Division ALS Coordinators will track the
progress of the approved researches in their respective schools and
community learning centers.
The schools district and the division-based personnel shall be
guided with the following:

On Technical Assistance
Technical assistance shall be provided by the research
managers to the researchers based on the feedback from the
progress monitoring. The District Research Core Team shall be
directed to conduct technical assistance to the researchers
whenever the need arises. The Schools Division Research
Committee shall assist the DRCT on possible queries or as
requested at any time of the actual research implementation.

On Provision for Changes and Extension


For approved researches, any deviation from the originally
submitted proposal must be communicated to the DRCT (in case
of the teacher and school head researchers) and to the SDRC (in
case of the division-based personnel).
The respective research committee shall take note of the
changes be it in the research design, or any parts of the proposal

except for the subject of the research and/or innovation. Such
changes shall be noted to be cross-checked against the
completion report which will be submitted after the conduct of
the study.
If the researcher asks for an extension of implementation,
a letter of request must be sent to the respective committee
addressed to the Chair, PSDS for the district and school level
and ASDS for the division-based personnel. The researcher will
only be allowed for one request of extension within the
current school year that the study/innovation is being
conducted.
If the research or innovation is conducted during the last
quarter of the school year, the proponent will not be allowed to
ask for an extension since the baseline data and the proposed
treatment might not be relevant for the next school year.
For BERF grantees, the provisions on changes and
extensions have been stipulated under B.vi. Research
Management Cycle, Provision on Changes and Extension of
DepEd Order No. 16 s. 2017.

B. 6 Submission and Acceptance

District Level

The completion reports from the researchers/proponents will be


accepted in the district office (date-stamped). Completed research
(Annex 6a: Minimum Requirements of Completed Research) and
completed innovation (Annex 6b: Parts of an Innovative Project
Completion Report) must be submitted to the research
committees.

The following are the protocols/procedures under this phase


which shall be observed to wit:

1. The Public Schools District Supervisor shall notify the District


Research Coordinator regarding the accepted completion
reports.

2. The DRCT shall conduct technical evaluation to determine


the acceptability of the output. The District Research Core Team
(DRCT) shall decide on the schedule and scheme of evaluation of
proposals. They may adopt the same aforementioned means
such as via channeling, via face-to-face appraisal or via
virtual platform.

Prior to the agreed scheme, it is an option that the
completion reports would be checked first by the language editor
to check the organization and mechanics of the completion
reports. Through this Memorandum, it will be made known
that a completion report must be evaluated by at least four
(4) members (including the Public Schools District
Supervisor).

3. During the appraisal by the DRCT, each member is directed


to evaluate the completion report based on the criteria stated in
DepEd Order No. 16 S. 2017 or the Research Management
Guidelines and Division Memorandum No. 75 s. 2021 or the
Division Policy on the Conduct and Adoption of Innovation.

4. The DRCT shall accomplish the templates for review forms


(Annex 9a/9b/). The completion report for the basic and action
research shall be checked against its approved proposal and
shall be given recommendations to be complied by the
researcher.
Meanwhile, the review for innovative project completion
report shall be based on Annex 9c: Scoring Rubrics in Evaluating
Innovative Project Completion Report.

5. For Action and Basic Researches. The DRCT shall


consolidate the recommendations from individual members. The
recommendations shall be checked which are true and
applicable to be complied by the researcher and shall be
summarized to be given to the researcher.

For Innovation. The DRCT, shall collect the accomplished


review forms of the individual members and shall come up with
a consolidated rating. The DRCT shall accomplish Annex 10b:
Evaluation Sheet -Innovative Project Completion Report.

6. For Action and Basic Research. If no recommendations


would be made for the research, automatically the completion
report would be endorsed to the SDRC. However, if there are
recommendations, the DRCT shall give 1-2 weeks for the
researcher/s to incorporate all the recommendations and reflect
the changes made under the compliance status. The DRCT shall
accomplish Annex 10a: Evaluation Sheet- Action/Basic Research
Completion Report after all the recommendations and/or
technical inputs have been complied by the researcher.

For Innovation. If the completion report got 80% and above, it


will be forwarded to the Schools Division Research Committee

(SDRC). If it got a rating of 79% and below, the DRCT shall return
it to the proponent with inputs and technical assistance on how
to improve the completion report.
By the time, the technical inputs and
recommendations are complied, the completion report shall
undergo another committee evaluation and afterwards shall be
endorsed to the SDRC.

7. The completion reports which shall be submitted to the


district and division office shall be in hard and electronic copy.
The hard copies of the completion reports from the district
shall be submitted (in bunch) with a transmittal letter(
Annex 11) signed by all the evaluator- members of the DRCT
and the attached evaluation sheet and individual evaluation
forms.

The electronic copies (both from the district and division-based


personnel) will be communicated to the SGOD-PRS through the
same Google Drive link which is created every time there is a call
for proposal and will be stated in the Memorandum intended for
such purpose.

Division Level

The completion reports endorsed by the DRCT and those from


the division-based personnel will be accepted in the SGOD-Planning
and Research Office (date-stamped).
The following are the procedures under this phase which shall
be observed to wit:

1. The Senior Education Program Specialist (SEPS) for Planning


and Research shall notify the concerned Schools Division
Research Committee (SDRC) members regarding the accepted
completion reports.

2. The SDRC shall conduct technical evaluation to determine the


acceptability of the output. The SDRC shall decide on the
schedule and scheme of evaluation of proposals. They may adopt
the same aforementioned means such as via channeling, via
face-to-face appraisal or via virtual platform.

Through this Memorandum, it will be made known


that a completion report (upon reaching the division
level) must be evaluated by at least three (3) members,
SEPS for Planning and Research, one Focal Person for
the concerned learning area, and the Co-Chair, the

B. 7 Dissemination and Utilization


As stated and as contextualized in/from DO 16 s. 2017 or the
Research Management Guidelines, dissemination, and utilization of
research results are crucial in the achievement of learning outcomes,

and improve teaching-learning and governance processes in schools,
SDOs, ROs and CO.
Research Managers, in collaboration with the researchers, will
take measures to ensure the dissemination and utilization of research
results in various settings across governance levels. Further,
researchers will disseminate and discuss their research results and
recommendations in the area/office/governance level where the study
was conducted, preferably attended by the respondents.
Research managers will provide a venue to actively disseminate
results from completed research studies, and encourage everyone to
analyze, consider, and incorporate these results in their practices.

The district and the division may organize research


conferences, research forums and policy forums to gather education
researchers to share their research findings, gather new inputs and
research ideas, and discuss policy options based on research results.
Further, research managers may also publish research journals and
bulletins for wider dissemination, and as a potential archival
mechanism for completed research.

In addition, the division and district may utilize completed


researches to improve learning outcomes and governance processes in
their respective areas. Evidence should be heavily used in the
development of policies, frameworks, programs, and projects;
strategic, operational, and mid-term plans; training programs; and
instructional materials, to mention a few governance strategies.

With full support of school heads, teachers will disseminate and


utilize their research findings through existing mechanisms such as
but not limited to Learning Action Cells (LACs), In-Service Trainings
(INSET), School Governing Council (SGC) Forums, Enhanced School
Improvement Plan (SIP)/Annual Implementation Plan (AIP) Crafting
and Reporting of the School Report Card (SRC)

B. 8 Archival

The District Research Core Team (DRCT) and Schools Division


Research Committee (SDRC) through the SGOD-PRS will set up
mechanisms to archive all completed education
researches/innovations, along with other relevant documents
including but not limited to the data sets used during the study.
The DRCT and SDRC shall recognize the need to archive
completed researches/innovations for easy tracking of such for
adoption in the schools district or for future use and/or reference.

C. Fund Sources
Researches and innovations need funds in order to pursue the
conduct of the study. The approved researches and innovations can utilize the
following funds such as but not limited to school MOOE, personal funds,
external partner, etc.
For proponents who are Basic Education Research Fund (BERF)
grantees, provisions are included under Deped Order No. 16 s. 2017.
All types of funds except personal funds shall adhere to the usual
accounting and auditing rules and regulations.

D. Research Partnerships
As aligned to the DepEd Order No. 16 s. 2017, the schools districts and
the division shall engage with external stakeholders and/or potential research
partners in order to promote and strengthen the culture of research in the
division. Various research initiatives shall be delved into ensuring that mutual
benefit and reinforced collaboration shall arise from these partnerships.

E. Special Provisions
E.1 Execution of Memorandum of Agreement
To ensure accountability, all researches receiving fund from
DepEd or other sources must execute a Memorandum of Agreement
which contains the conditions and details of the grant as agreed
between the grantee and the funding sources.
BERF grantees can refer to DO no. 16 s. 2017 for the complete
details.

E.2 Ownership and Authorship of the Research Paper


The researcher/s will be the sole author/s of the research.
However, the study funded under BERF will be co-owned by the
author/s and DepEd. Written permission from the National and
Regional Research Committees is required if the research will be
presented in research conferences, forums, and other related events, or
be published in research journals and bulletins. Also, in these
presentations, or publications, the researchers must duly acknowledge
the funding sources/s for the study.

E.3 Adoption of the Completed Research and/or Innovation


The District Research Core Team shall decide on the adoption of
the completed research/innovation by a certain proponent to be
implemented as a district-wide innovation or research. A letter of
request shall be prepared and signed by the DRCT to the Schools
Division Research Committee. Prior arrangements and/or discussions
should be made with the proponent/s with his/her/their school head/s
to ensure the smooth adoption of the research/innovation.
In case of action researches and or researches through CI
methodology, if the proponent/s have found out that the enclosed

intervention has significant and effective results based on the
completion report, he/she/they can write a letter of request to the
SDRC for the adoption of such in the school and/or district level. The
attachments and full details can be found in Division Memorandum No.
75 s. 2021 or the Division Policy on the Conduct and Adoption of
Innovations .

E.4 Promotion Purposes


For assessment and/or promotion purposes, the Planning and
Research Section shall issue a memorandum containing the list of the
approved and completed researches and/or innovations.
The Human Resource Merit, Promotion and Selection Board
(HRMPSB) of the division shall be furnished with a copy of the said
memorandum to guide them on the possible cross-checking of the
credentials of the applicants for promotion. No research and/or
innovation which did not pass through the SDRC shall be honored
with points.

E.5 Research Ethics


Conducting research often requires interaction with various
people and communities. Education research, in particular, heavily
focuses on learners and their immediate environment. Thus,
researchers shall observe the highest ethical standards. Similarly,
research managers, shall uphold ethical principles in evaluating and
implementing research proposals to protect our learners and
communities.
Other detailed provisions on ethics are stipulated in DepEd
Order No. 16. S. 2017.

E.6 Plagiarism and Fraud


The research proponents are required to observe the highest
standard of ethics during the preparation and implementation of the
research proposals. They will ensure that the research proposal and
final report submitted original works. Appropriate referencing and
situation must be included in the research proposals and final report.
The proponent is required to submit an anti-plagiarism
declaration attesting to the originality of the research study. Any act of
fraud and plagiarism will be dealt with accordingly. Further, anyone
found to have committed plagiarism will be blacklisted from availing of
any other research grant mechanism in the Department.

E.7 Failure to Complete the Research/Innovation


The proposals of the researchers who would fail to complete the
study or innovation for the current school year when it was proposed
and implemented would be invalidated. If they want to undertake the
same research/innovation, the proponent needs to resubmit/craft a

new proposal and undergo again the schools division research
management cycle stated in these guidelines.
In case of BERF grantees, as stated in DO No. 16 s. 2017, the
letter of approval and MOA will include a provision that, in the event,
that the research proponent/s fail to complete and submit the
deliverables, the research proponent/s will be required to return the
total amount of the research grant s/he receives during the course of
the implementation.

VI. MONITORING AND EVALUATION

The Schools Division of Masbate Province through the SGOD-Planning and


Research Section (PRS) shall work closely with the PPRD-Regional Office V in
terms of updates on research initiatives and efforts. The SGOD-PRS through
the SDRC together with the District Research Core Team (DRCT) will conduct
structured monitoring of the schools division research management
guidelines.

The SGOD-PRS shall continuously gather feedback on the implementation of


these guidelines from all concerned internal and external stakeholders. The
findings/results of monitoring and evaluation shall be communicated through
a Program Implementation Review and can be utilized as bases for policy
development and improvement.

VII. Effectivity
These implementing guidelines shall be effective immediately upon its
issuance.
