33KV SWITCHING AUTHORISATION QUESTIONS AND ANSWERS

1. Suppose there is a rule you do not understand, what would you do?
 Refer rule to LSO who will offer clarification.

2. How do you appoint a competent person?


 Through the issue of a safety document. Viz PTW, SFT, or LOA.
 However prior to issue a thorough assessment should be done to determine suitability in
terms of age, technical knowledge and experience for the work to be carried out.

3. What is the purpose of the safety rules?


 To protect the Authority’s staff and others against danger, to protect property plant and
equipment against damage and to ensure a safe environment for the efficient control,
operation and maintenance of Authority’s plant and equipment.

4. How are safety rules related to the Electricity Act?


 The rules where formulated in accordance with the legal requirements of the Electricity
Act.
5. What are the difference between an SFT and PTW?
 A sanction for test is issued by Authorised Person to a Senior Authorised Person while a
PTW is issued by a SAP to a CP.
 Only one SFT can in force while multiple PTW’s can be issued within the isolated section.
 PTW can be issued indirectly while SFT can only be issued directly.
 Switching can be carried out within the isolated section under terms of SFT while no
switching is allowed under the terms of a PTW.
 CMEs can be left removed and switches closed under exceptions of SFT while under
PTW equipment cannot be tempered with and should be left in original state .
 SFT cannot be used as a PTW while a PTW can be used as an SFT.
 SFT cannot issue to a contractor’s rep.
6. What is the procedure of applying Additional Earths?
 Additional earths should be applied after the application of CMEs and issue of PTW or
SFT.
 The procedure involves testing for dead with a voltage tester , the equipment
itself being tested both before and after use .
 The earths are applied to the earthing system first before all phases of the isolated
equipment are connected.
7. Suppose you have been given instructions by the controller to carry out switching on
one CB and you realise that the equipment is under distress. What would be your action?
 I am not sure about the extent of this distress, however if my assessment is that
switching cannot carry out. I will raise my objections with the controller.
 Agree with controller on action to take to restore equipment to normalcy.
8. When can a PTW be used as a Test document?

 When test voltages are <15AC and the PTW is already in force.
 No other PTW should be in force within the isolated section.

PTW must agree.

9. Give the procedure of issuing a PTW indirectly.

 The SAP after making dead, isolating, earthing and barricading the plant and equipment
to be worked on shall complete section one of PTW with the consent of the controller.

 He shall then contact and read the contents to CP who shall read back to SAP
confirming he has understood and recorded the details on approved form or in PTW Book
 The CP shall read and sign declaration in section 3 that accepts responsibility to carryout
work on plant and equipment as detailed in PTW, that he will not work on any other plant and
that he will not leave site of work while work is in progress.
 The SAP shall then read and sign section 7 to controller, declaring that he has read
section 1 to CP and that CP has confirmed that he has made accurate copy of the PTW.
INDIRECT CLEARANCE
 CP withdraws WP [sign off], tools, materials and additional earths then reads and signs
declaration in section 4 to the SAP.
 The SAP shall read section 8 to the controller advising him that the CP has completed
section 4 and has read the contents to him.
 The SAP shall then cancel the PTW with the consent of the controller.
10. Can a PTW be cancelled by the PTW holder?
 Yes if the holder is a SAP.
11. When is handing of controllership and can the SAP issued with controllership issue
instructions? Can he in turn handover controllership to another SAP? How is it done?
 W hen there is no direct and indirect communication between the controller and the SAP
to carry out switching.

12. What switching is carried out before LL work starts?
 Auto-reclosing devices including their remote control devices shall be switched off or
rendered inoperative and LLCNs applied.
 Remote control devices shall have LLNCs applied.
13. Suppose you have a fault on a cable between two S/S. What is the procedure of
preparing it?
 The cable must be made dead, isolated and locked off from supply at the two
substations and caution notice applied, earthed at the two station and DNs applied.
 The SAP shall deposit locks in the lockout box , lock the box with a non-
interchangeable key retain key until supplies are to restored
 Before work can start the SAP shall personally identify the cable at the point of work,
confirm the cable is dead through spiking at the point where repairs are to be done.

16. What is competent person according to the ZESA safety rules? What is the difference
between a junior and a senior authorised person?

 A competent person is over 18 years of age who has sufficient technical knowledge
and experience to safety carry out specific tasks / functions.

18. Explain the difference between circuit main earths and additional earths.

20. Define LOA, SFT and PTW documents? Why do safety rules forbid issuing of SFT
document where the PTW document has not been cancelled?
 LOA: a form of declaration signed and given by a Senior Authorised Person to a
competent person in charge of work in any generating station, switching station or
substation( where PTW, LLPTW or SFT is not applicable), defining the limits of the area within
which the work is to be performed.
 SFT: a form of declaration signed and given by a Senior Authorised Person to a
Senior Authorised Person in charge of testing of the Authority’s high voltage plant and
equipment for the purpose of making known to such person exactly what plant and equipment
is to be tested and the conditions under which testing is to be carried out.
 PTW: a form of declaration signed and given by a Senior Authorised Person to a
Competent Person in charge of work to be carried out on the Authority’s high voltage plant and
equipment for the purpose of making known to that person exactly what plant and equipment is
DEAD, ISOLATED from all points of supply and feedback, EARTHED and on which it is safe to
work.
 Under a permit to work the plant and/or equipment should be dead, isolated from all
points of supply and feedback, earthed.
However Sanction For Test have different condition during plant test whereby part of the plant
and/or equipment may be made live hence violating the conditions of issue of the Permit To
Work.
21. According to ZESA safety rule what is high, medium and low voltage?
 High: V> 650v

22. Do ZESA safety rules allow for admission of personal friends into a s/s?

 Visitor are not permitted inside any live enclosure unless they are accompanied ,with
intermission by a local senior official or Senior Authorised Person of the Authority , visitors will
be required to read and sign the visitor’s live.
 Enclosures permit thereby indemnifying the authority against any injury which
may result.
23. What is emergency switching? What necessary step should be taken soon after carrying
out emergency switching?
 It is the opening of the circuit breakers ,isolators ,links, hot line taps or other
devices in order to avoid immediate danger to life or damage to plant or equipment .Rule a-d
 Emergency switching shall be reported to the controller as soon as possible, as
the circumstances of necessitating it.
24. If you notice signs of faulty operation on equipment what would you do?
 Rule 9.e
 Report circumstances to the controller and the plant or equipment shall be
examined before further operation.
25. What document should be issued before any test can be carried out on an equipment
isolated from the main supplies can be applied to the equipment?
26. Can earthing switches be operated or CMEs be moved [for convenience’s sake, e.g. to
allow a crane into a substation] without the contest of the controller and in the absence of a
SAP?

 Rule 10: No earthing switch shall be operated nor CME connections attached, removed, or
moved except on the controller and them only by a Senior Authorised Person or a competent
person acting under his immediate supervision.

erection and what action do you take on a transformer out on back-up protection e.g. o/c?

27. Explain what rule 22.0: “Telephone and Radio Messages “means?
 Means communication that has not done directly but through telephone or
communication radios.

30. Why is it necessary for a person working on poles or high structures to be in visual
range of a second person?

31. Not every person is allowed access into a live enclosure. Who then is allowed?

 Visitors are allowed into a live enclosure after signing a Visitor’s Live Enclosure
Permit – (a form signed by visitors acknowledging their understanding of the danger of entering
a live enclosure and to indemnify the Authority against injury whilst they are in or about the
live enclosure. The form shall also be signed by a Local Senior Official or SAP)
32. What document shall be signed by visitors before they can be allowed inside a ZESA
live enclosure or substation and why?
 A visitor’s live enclosure permits to ensure that the visitors understand the danger of
entering a live enclosure and to indemnify the Authority against injury whilst they are in or
about the live enclosure.
33. Why is it necessary to earth an overhead line before working on it? Suggest not less
than five reasons
 To discharge induced currents to earth, parallel or crossing lines

34. Why in your opinion is it necessary to examine earthing devices prior to use?
 Insulation breakdown may cause accidents, same goes with mal-functionality to broken
conductors.

35. When connecting earths why should one connect earthing devices to the earth system
before securing them to the phases? What procedure should I follow when removing earths?
 To ensure that whatever charge is in the phases is discharged to earth as soon as the
phase is connected.
 The earthing device should be disconnected from the phases first and from the earthing
system last.
36. If my link-sticks are broken, would it be safe for me to secure earthing connections to
the phases using gloved hands? What then should I do?
 No
 Rule no. 9.1e- should any plant or equipment show signs of faulty operation, the
circumstances shall be reported to the controller and the plant or equipment shall be examined
before further operation. Moreover according to the safe earthing procedure (rule 16.2-) the
earthing connection shall be secured to the phases only by means of a link stick or other
approved equipment and care must be taken to ensure that good contact is made. There are
also safety clearances to be observed when working on high voltage equipment.

37. If I discover just before securing portable earths to the phases that the earths are
broken and unusable would you recommend me to use conductors in the truck as a
substitute? Explain your answer.
 No

substations or power stations and requires isolation or earthing on the premises, what
shall be done before a PTW or SFT document issued.
 An official responsible for the plant or equipment or the earthing should sign section 2 of
the PTW or SFT document.
41. On a planned shutdown can a competent person in charge of work (to whom A PTW, SFT or
LOA is issued) leave his working party at site of work (to go and fetch some drinks etc)
while work is in progress?
Rule 17.1e and 18.1d – No person in receipt of a PTW,SFT or LOA may leave the work area
while work is in progress 18.1 c work shall be carried out under immediate supervision of the
competent person.
42. How many PTW and SFT documents can be issued on HV equipment at one
time?
Or Can an SFT and PTW exist in the same substation?
 Rule 17.1g only one Sanction-for-Test may be issued on high voltage plant or
equipment at any one time and under no circumstances may a Permit-to –work be in

force on any high voltage equipment within points of isolation specified on a Sanction-
for-Test.
43. Why do you think it is necessary for all members of the working party to sign (or have it
signed on their behalf) workman’s declaration before work can commence?
 To ensure that everyone is aware of work to be carried out and the limits of the working

 No Rule 17.1g under no circumstances may a PTW be in force on any high voltage plant
or equipment within the points of isolation specified on a SFT.

you they want power, what would you do? Suppose all means of communications with the
controller fail what would you do?

 I will confirm that the power has been switched off before testing because the rules
sates that making live or dead by signal or pre-arranged understanding after an interval
of time is forbidden.

feeder to work on, meanwhile the line gang is waiting at the point of work. On your way to
meet the line gang you find the river flooded and the line gang is on the other side what do you
do?
