April 22, the go vernment has implemented a “no -go ” law
punishable by fines o r impriso nment [1].
This po licy has repo rtedly blo cked access by private
Animal Search and Rescue teams — many o f which have
do cumented wide-spread starvatio n o f the co mpanio n
animals, pets, and livesto ck within the TEPCO exclusio n
zo ne.
Co ncerned citizens held a pro test in To kyo o n May 8 th,
starting in the "Hachiko " Square and ending at TEPCO
o ffices [2].

Team "Actio n Repo rt Blo g" sho w many pets have
already starved to death [3].
On May 5th, PETA has issued an actio n alert which in
part states [4]:
"Please urge the Japanese go vernment to take

immediate actio n to transfer farmed animals inside the
20 -kilo meter no -go zo ne to facilities where they can be
cared fo r o r to euthanize any animals who are suffering."
PETA also pro vides a fo rm email fo r readers to send:
"I was sho cked to learn that the Japanese go vernment
has yet to take actio n to end the suffering o f the
estimated hundreds o f tho usands o f farmed animals in
the no -go zo ne aro und the Fukushima po wer plant."

The team takes no te o f the do g and GPS lo catio n in o rder to find the o wner.

In yet a third video entitled "SOS Fukushima animals," a Fukushima prefecture citizen has released a desperate
plea o f help, wo rried the animals may be starving and pleading fo r the go vernment to pro vide rescue and shelter.

Hello to everyo ne all o ver Japan. I am Meiko Yo shida, living in Odaku-ku, Minami So ma-shi, Fukushima-ken. My
residence is at 17 km o f the po wer plant.
March 11, 20 11, the area was hit by the Eastern Japan mega earthquake as well as the tidal wave, fo llo wed by a
series o f accidents at TEPCO. The entire area o f Odaka-ku, where we live, is within the 20 km radius. On March
12, the next day o f the earthquake, TEPCO issued a vo luntary evacuatio n o rder to Odaku-ku, which I was no t
aware o f at the time.
The fo llo wing day, o n Sunday, March 13, I went to Odaka Ward Office, where I was to ld to evacuate immediately.
The faces o f the perso nnels then at the o ffice were all devo id o f expressio n like zo mbies while they wo rked.
They knew what really happened in the po wer plant, that so mething ho rrible [had] happened, that is why their
faces became like zo mbies.
Even tho ugh I was to ld to evacuate immediately, since I had nine cats to take care o f at ho me, I had no t been
able to evacuate immediately. Several days later, o n March 19 , the Self-Defense Fo rce members and the Ward
Office perso nnels visited my ho me to persuade me to evacuate. I was to ld to leave the pets behind, and I left
witho ut them. At the time, I made a mistake o f releasing my inside-living cats o utdo o rs. I didn’t have a mo bile
pho ne. I regret no t having been able to co nsult with o thers who were in the same situatio n as myself.

Even at the evacuatio n center tho ugh, I was wo rried abo ut my cats at ho me, so fro m March 19 until the midnight
o f April 21, I went back ho me every o ther day o r two days to feed them fo o d and water. During that perio d, six o ut
o f nine cats I released [had] been fo und and I have asked animal pro tectio n gro ups to lo o k after them. One o f
the nine [has] died o f a disease, and still no w there are two remaining who m I have no t been able to pro tect yet.
In the a.m. o f April 21 – it was just so sudden – I heard that the 20 km area wo uld beco me a severe cautio nary
zo ne. Befo re when I asked aro und when the o ff-limit will take effect, no o ne ever to ld me, but a bad news like that
happened suddenly. Out o f excessive wo rry, at aro und 23:0 0 o n April 21, I went ho me but I was unable to
pro vide them fo r pro tectio n. The cautio nary zo ne became effective starting April 22, so I co uld no lo nger go back
to my ho use. I had been asking the po lice o fficers at the checkpo int ho w I can get inside, [and they] to ld me that I
need to o btain a permit fro m the city mayo r, so I also went and appealed directly to the city mayo r. So I went back
and fo rth between the city’s municipal o ffice and the public health department, and asked to be permitted inside
the zo ne, but it just co uld no t be do ne.
The o ther day, o n April 28 , the public health department went inside the 20 km zo ne fo r the purpo se o f do ing
research; ho wever this was fo r inspectio n o nly, so they co uld pick up wandering animals fro m the ro ad. But no
helping hand was extended fo r the cats and do gs who were left inside ho mes. When yo u rescue animals, time
allo wance is needed to carry o ut the task, but being to ld “it starts to mo rro w” so suddenly, I was no t able to carry
o ut rescue.
At evacuatio n centers, there are MANY peo ple who were to ld the same way and co uld no t even prepare fo r
evacuatio n, no r co uld they take their pets with them to evacuate. Tho se peo ple are so wo rried abo ut their pets
living witho ut them, their heartache is so severe that they can’t sleep fo r nights; they can’t even eat [and] many o f
them are emaciated. Please help tho se o f us who are wo rried abo ut o ur animals and o ur pets.
Twelve many days have already passed since the o ff-limit zo ne o rder to o k effect o n April 22. Pets also have
lives, so I wo rry at the po ssibility o f them no t being pro tected in time. Please help to remo ve the disaster victims’
wo rries and heartache. I felt no thing wo uld beco me o f just being quiet, so I made a picket sign by myself and
sto o d in fro nt o f the municipal o ffice and co llected this fro m tho se in similar circumstances.
[Ho lding up papers:] I started this o n April 30 and it’s been three days since. I co llected acco unts fro m fo urteen
peo ple suffering similar pro blems, right here with info rmatio n o f their pets they had to leave behind.
[Ho lding up co pies o f the news papers:] This activity has been featured in the lo cal newspapers, here is Mainichi
newspaper and Fukushima Min-Yuu.
There are peo ple who are in tro uble deep as yo u [can] see, because they had to leave their pets behind. Their
faces lo o k different no w even. What I'd like to ask o f yo u to help us, is to make it po ssible fo r us pet guardians
to be able to visit o ur pets perio dically,
acco mpanied by the SDF [Self-Defense Fo rce] o r po licemen, so that we can go to pro vide them fo o d and water.
Co ncurrently with that pro cess, I'd like the go vernment [to ] do two things: Rescue the animals and keep the
rescued animals under pro tectio n [shelter].
Tho se who believe that animals' lives are also precio us, please, we are the co habitants o f the planet earth that
we share. Please help us. And please suppo rt the animal pro tectio n gro ups who have been hard at wo rk.
Hasn't Japan been pro gressing to wards the co untry which is respectable? Just standing by and watching
animals die when we have the chance to save them, ho w co uld this co untry beco me a natio n that the wo rld
lo o ks [upo n] with respect?
It is ho ped that Japan embraces the little lives o f o ur animals to o and aspire to beco me a co untry that is truly

The Hachiko Co alitio n is repeating o ur previo us request and calling fo r the o rganized, and immediate
evacuatio n o f all unco ntaminated do mestic animals and livesto ck inside the exclusio n zo ne.
While this triple disaster (earthquake, tsunami, radiatio n) may be unprecedented that do es no t mean it is
unmanageable. Japan has vast reso urces and technical kno w-ho w, it simply needs to exercise the reso lve and
so lve this pro blem and demand emergency evacuatio n funding fro m TEPCO disaster insurance po o ls.
The Hachiko Co alitio n believes the current "starve them o ut" plan to deal with these animals is unacceptable and
reprehensible to the many peo ple witnessing the events as they unfo ld.
